WORDS FROM OUR MAYOR I’m thrilled to write my first Our Place introduction as Mayor of Penrith City. Even better is that this issue is championing something I’m very passionate about – Penrith City’s vital green infrastructure.

Our parks contribute to our quality of life, providing shade and cooling, a connection to nature and an environment for recreation and relaxation. In this issue you’ll read about a number of local green spaces you can visit today, including Regatta Park, a focal point for nature and leisure on the banks of the beautiful Nepean River.

Not covered in this issue, but just around the corner, are several more world-class green spaces being delivered

by Council. The first to open will be Penrith’s City Park, an oasis in the CBD for visitors, residents, shoppers and workers to relax, connect and be entertained.

St Marys Central Park will be the vibrant civic heart of St Marys’ CBD. The $21 million project will feature a large central lawn, outdoor performance stage, natural shade and public artwork, building an important connection between Queen Street, Lang and Kokoda Parks, Ripples, the local shopping precincts and transport connections.

Both City Park and St Marys Central Park will help to stimulate the local day and nighttime economies.

The Gipps Street Recreation Precinct is another landmark green space project with its completion on the horizon. A long-held vision of Council and the community, it will transform a 32-hectare site that was once a waste facility into a landmark sport and recreation destination, featuring floodlit sports fields, water play for children, an off-leash •3•

dog park, picnic areas and much more.

It’s an amazing time to live in Penrith City, and I’m honoured to guide us through our next year of transformation.

IN THE PARK With summer in full swing and Christmas holidays upon us, it’s time to get outside and meet friends and family at the park.

You might not know that new green spaces are available to visit – here’s a quick overview of some you may have missed.

FORESHORE UPGRADES Residents have been enjoying the upgraded Tench Reserve, which opened just in time for Real Festival back in Spring.

Now you can enjoy even more of the Nepean River foreshore with stage one of Regatta Park open. New features include an adventure playspace, a multi-use lawn space, shaded picnic and BBQ areas, car parking, new pathways leading to

the river foreshore, over-water viewing platforms and kayak launch areas. Plus, there will be more to come when the next stages of Regatta Park open in 2024.

These facilities help us unlock the value of the foreshore precinct for residents and visitors and are a key part of creating spaces for healthy, active living for our entire community to enjoy.

Council has hit a major milestone, having upgraded 30 playspaces across our City in four years – part of our commitment to renew 40 local playspaces between 2019–2024. With less than two years to go, we are on track to reach our goal, if not beat it!

HIT THE GROUND RUNNING Local athletics clubs, schools and community groups no longer need to travel outside the Penrith LGA to access world-class athletics facilities.

The Harold Corr Oval upgrade in Cambridge Park includes:

» Synthetic field facilities including

long jump, triple jump, high jump, steeplechase, pole vault, hammer throw, discus, shot put and javelin

» A 400m eight lane synthetic

athletics track – certified as a World Athletics Class 2 facility

» Floodlighting – 200 LUX

for competition and 100 LUX for training

» Equipment storage and

a new 65-space car park including accessible spaces

This project was identified as part of Council’s Sport and Recreation Strategy which is a 15-year road map for the future provision of sport, play, recreation and open space across our City.

The Harold Corr Oval upgrade was funded with contributions from Council ($4.5 million), the NSW Government through the Penrith Sporting Infrastructure Project ($2 million), and the Australian Government through the Local Roads and Community Infrastructure Program ($423,000).

PENRITH CITY COUNCIL IS AWARDED MOST SUSTAINABLE CITY FOR 2023 Council has been crowned NSW’s Most Sustainable City in the 2023 Keep Australia Beautiful Awards.

The Awards recognised our longrunning commitment to resource recovery, our efforts to encourage and educate residents, and for blazing a trail in sustainable

practices across Waste, Planning, Bushcare, Communications and many more areas of our work.

In addition to the overall accolade, Penrith also took out the Circular Economy Award for our Recycled Coffee Cups in Road Base project.

UNLEASH THE FUN The new-andimproved North St Marys Dog Park is an amazing place to visit with your fur babies. A key feature of the recent upgrade is a new fenced area for large dogs and a separate area for smaller pups. This ensures

dogs of all sizes can exercise and socialise with other dogs who enjoy the same kind of play.

The two different areas are secured by an air-locked double gate.

There are also new doggy drinking

fountains, waste bag dispensers, agility equipment and new plantings. An accessible seating area provides shelter from the weather, so you can get out of the house whether it’s rain, hail or shine.

PEDESTRIAN PATHWAY A STEP CLOSER The long-awaited missing link on the popular bridgeto-bridge loop of Penrith’s Great River Walk is closer to being realised, with construction of a new pedestrian pathway on Nepean Avenue due to start in the new year.

This project has been many years in the making and aims to improve the safety of thousands of pedestrians who walk along Nepean Avenue each week and provide better

connectivity around the Nepean River Precinct.

The pathway will be built on the western side of Nepean Avenue, between Tench Reserve and Memorial Avenue, and features lighting bollards to provide a visual and physical separation between pedestrians and passing traffic.

The project will also see Nepean Avenue become a two-way quietway with a reduced speed limit and traffic calming

bands to create a safer, calmer traffic environment for all road users.

More trees will also be planted as part of the project to provide shade, keep residents and visitors cool and enhance the appeal of the street. Construction is expected to be complete by late 2024.

Drop off your real Christmas tree so it can be mulched and reused. Artificial trees cannot be accepted; if you have an artificial tree to dispose of you can either book a bulky waste collection or break it down to fit in your red-lidded bin.

Penrith City residents can drop off any extra household recyclables accumulated over the festive period, that may not fit into your yellow-lidded recycling bin. Think large items like cardboard boxes!

Polystyrene isn’t accepted in your recycling bin or at this drop-off event. However, you can take clean white polystyrene to the Penrith Community Recycling Centre, located at Gate 3/96 Dunheved Circuit in St Marys, to prevent it from ending up in landfill.

LOCAL HEROES Now in its third year, Penrith City Council’s Local Celebration Awards provide an opportunity to acknowledge and celebrate Penrith’s most selfless, dedicated and inspiring residents. These community

members are known to go above and beyond, volunteering their time to help others and to make a positive difference in our City.

Meet our seven amazing recipients for 2023:

CITIZEN OF THE YEAR Local legend Royce Simmons is a rugby league icon who has raised millions for dementia research through his ‘Royce’s Big Walk’ fundraising.

Royce’s walks have inspired many, and his humble nature means he will stop for a chat with everyone.

And it’s no wonder local people love him – Royce is a ‘one club man’, having played for Penrith Panthers between

ROYCE SIMMONS

1980 and 1991, while also representing New South Wales and Australia. He was the first Panther to represent the Kangaroos. In 2016 he was inducted into the Penrith Panthers Hall of Fame, and many fans will tell you ‘Simmo’ is their all-time favourite player.

emphasised his humility, warmth and openness. The people who know Royce – and that’s a lot of people – all feel honoured to call him a friend.

Although Royce hails from the tiny town of Gooloogong in Central New South Wales, it’s safe to say that Penrith City has claimed him as our own.

YOUNG CITIZEN OF THE YEAR Reece is a proud Gamilaraay man, advocate, community leader and tireless volunteer.

He has an extraordinary work ethic which he applies to helping others, volunteering with the Rotary Club, Penrith PCYC, and as a committee member of the Deerubbin Local Aboriginal Land Council in Penrith.

REECE NUTTALL

Now completing his final year of a law degree, Reece volunteers as a mentor for Go4Fun, a healthy-eating initiative for children and families. When he was in high school, Reece successfully advocated for an upgrade to the facilities at Callisto Drive Reserve in Cranebrook so local kids would have a more exciting and shadier place to play and gather.

He also finds time to referee rugby league games on weekends and mentors aspiring referees looking to make it big in the NRL. Every so often you meet a young person and it’s obvious that big things are in store for them. But that shouldn’t take away from what Reece has already achieved and is achieving right now.

MAYOR’S LOCAL HERO AWARD ANDREW PAECH Many of us are familiar with Andrew’s work with local charity WestCare, supporting people escaping domestic and family violence, in flood relief and in supporting local families through the lockdowns.

Andrew is an organiser of the Penrith Men’s Walk and Talk, an initiative to bring men together to have a coffee, catch up and go for a stroll.

Even if they don’t know a single other person there, the weekly event is an opportunity for men to forge social connections and boost their mental health. No one attending the event has ever had to pay for their coffee, as Andrew and his mates arrange for local businesses to pay for the coffee tab every month.

When you drive through Penrith, you’ll often see a WestCare van or truck – most likely that’s Andrew driving one of those vehicles, on his way to help someone in need.

To quote the person who nominated him, “Penrith wouldn’t be Penrith without Andrew Paech”.

MAKING A DIFFERENCE – COMMUNITY SERVICE AWARD MARGARET COLLIER Margaret is the cofounder of Caring Hearts Quilters, a group which handmakes quilts for patients in hospitals in the Penrith, Blue Mountains and Hawkesbury regions.

The patients who receive the quilts are facing serious illness, are receiving endof-life care, and some have experienced a stillbirth. Receiving this gift can literally bring warmth and physical comfort, and the hours of artistry and focus are unmistakable to anyone who sees them.

Caring Hearts Quilters has responded to natural disasters including the catastrophic Black Saturday bushfires in Victoria in 2009, and for people affected by the 2014 fires in and around the Blue Mountains. They have also helped drought-affected communities in NSW and Australian Defence personnel serving overseas through the Aussie Heroes initiative. You can also find her volunteering at Australian Arms Inn Museum in Emu Plains.

MAKING A DIFFERENCE – COMMUNITY SERVICE AWARD JOHN FENTON During his 25 years with the Australian Army, service to his community and country has defined John’s life. During his quarter of a century of service, he was responsible for the safety of Australian soldiers in peacetime and wartime.

After years of selflessness, it’s no wonder that when John resigned from his Commission in the Army, he still felt a strong sense of duty. He became involved with the Returned and Services League Penrith SubBranch, advocating for veterans and their families. John supports current and former serving members of the Australian Defence Force and their families with everything from accessing medical help, food hampers, emergency accommodation and navigating access to specialist assistance.

In the last couple of years, there has been an increase in ex-service personnel from recent conflicts in Iraq and Afghanistan experiencing homelessness and other serious issues; John’s volunteer work is a lifeline for those men and women.

Kevin Canning is a pillar of our community, a person who will always lend an ear and provide support. He is a founding member of Penrith’s Men Walk and Talk and one of the driving forces behind the group. Kevin is also active in helping the Penrith Women’s Walk and Talk, which he advocated for and helped to launch three years ago.

Through his hours of volunteer work, Kevin has undoubtedly improved the lives of many local people. The Walk and Talk was founded four years ago after the son of Kevin’s close friend was tragically lost to suicide. In the wake of that devastating event, Kevin and his co-founders wanted to create something to help prevent social isolation among men in our community.

Kevin lives by the words, “It’s nice to be important, but more important to be nice”.

MAKING A DIFFERENCE – COMMUNITY SERVICE AWARD SUSAN HUNT The phrase ‘works tirelessly for the community’ could have been written for Sue Hunt. Sue’s jam-packed CV includes 21 years (and counting) as Secretary of the Emu Plains Lions Club, a humanitarian group dedicated to improving the lives of people locally and internationally. As the only service organisation working in Emu Plains, the role of Secretary of the Lions Club is a busy one.

When our area experienced devastating floods, Sue was on the Australian Red Cross Emergency

Services response team, working on the front lines setting up evacuation centres. You can also find Sue doing nightshifts at Ronald McDonald House in Westmead Childrens Hospital, providing home-cooked meals for families. On top of all this, Sue volunteers with Sailability, a charity that teaches people with disability how to sail at Penrith Lakes.
