Hurricane

Lasting Legacy

On a warm Sunday evening in the summer of 1992, homeowners across South Florida were preparing for a tropical storm in the usual ways. Hardware stores were selling out of plywood, neighbors were helping each other put up storm shutters, and, grocery stores were running out of toilet paper and bottled water. Many were anxious about the storm’s power and size. No one could have envisioned its lasting impact on the lives of so many people.

Hurricane Andrew made landfall just south of Miami at about 5:00 am on Monday, August 24, 1992. The Category 5 hurricane’s intensity and compact size focused its destructive power on a relatively small area, causing catastrophic damage. The storm directly resulted in 65 deaths and left many more injured. It caused more than $27 billion in damage, making it the costliest storm in Florida history. 25,000 homes were destroyed with more than 100,000 more suffering damage.

The hurricane also had a lasting impact on the insurance industry. Many insurers went bankrupt or pulled out of Florida, leading to reforms in how insurance is regulated and provided in hurricane-prone areas. 2022’s Hurricane Ian is having a similar impact on the already fragile Florida insurance market.

Andrew exposed significant weaknesses in building codes, disaster preparedness, and response strategies. In response, Florida significantly overhauled building codes and developed stricter construction standards.

Hurricane Andrew remains a pivotal event in the history of disaster management and preparedness in the United States. The lessons learned from the hurricane led to improved hurricane forecasting, better building practices, and a greater emphasis on emergency preparedness both in Florida and nationwide.

As we head into another hurricane season, remember Andrew and be prepared.

Mother’s

Day

Mother's Day is a celebration honoring mothers and motherhood, maternal bonds, and the influence of mothers in society. The official Mother's Day holiday arose in the 1900s as a result of the efforts of Anna Jarvis. After her mother's death in 1905, Jarvis conceived Mother's Day as a way of honoring the sacrifices mothers made for their children. The first official Mother's Day celebration took place in 1908 at a Methodist church in Grafton, West Virginia, with a larger ceremony in Philadelphia. Through her efforts, President Woodrow Wilson officially designated the second Sunday in May as Mother's Day in 1914.

Celebrating Haitian Culture A Night of Music, Art & Heritage

The Haitian Heritage Celebration in Miramar is scheduled for May 10th, 2024, at Shirley Branca Park. This annual event is a vibrant tribute to Haitian culture and heritage, featuring an array of cultural presentations, live music, art exhibits, and entertainment. Organized by Vice Mayor Alexandra Davis and the City of Miramar, the celebration provides a platform to enjoy traditional Haitian cuisine, beverages, and dancing in a family-friendly atmosphere, attracting both locals and visitors from the surrounding areas.

This year’s lineup includes performances by Dadou Pasquet of the Magnum Band and singer Darline Desca, with DJ Nickymix and MC Mecca energizing the crowd from the turntables and microphone. Attendees are encouraged to bring lawn chairs and blankets for a comfortable evening that kicks off at 6:00 pm.

Miramar is home to a significant Haitian population, making it one of

the key centers of Haitian culture and community in the United States. This vibrant community has grown steadily over the years, with Miramar and the surrounding areas of South Florida being popular destinations for Haitian immigrants seeking new opportunities and a connection with a strong diaspora.

Miramar’s Haitians celebrate Haiti’s liberation from French colonial rule in 1804. This makes Haiti the first country in Latin America and the Caribbean, and the second in the Americas after the United States, to gain independence. It is also the world's first black-led republic and the first independent Caribbean state.

The Haitian population in Miramar is a dynamic and integral part of the city's fabric, contributing significantly to its cultural diversity and community strength.

The celebration is set to be a delightful evening, offering activities and performances that honor Haiti’s independence

and its rich cultural heritage.

Broward Schools Swears in Dr. Howard Hepburn Following Surprise Resignation of Peter Licata

Dr. Peter Licata shocked the Broward Schools community last month by announcing his retirement at a regularly schedule School Board meeting last month. He told the board that he regretted informing them that he was retiring.

"It is with great sadness that I write this letter informing you of my anticipated retirement on December 31, 2024. I communicated to the board on December 17, which is protected from the public record, regarding the status of a medical condition that I have been receiving treatments for. After conferring recently with my doctors, my wife, and my four adult children, it is best that I retire from this incredible role as an educator after 30-plus years here in South Florida," he said.

Licata continued, "I am certainly not being forced out, there is no question about that. I think by everyone's belief that they were surprised by this. This is something that happened over the weekend. Friday I spoke to one of my doctors and just indicated that you've got some choices to make. When I talked to my kids they were very happy.

Having grandkids and not seeing them much is not what it's about. I lost my father at 59, my grandfather at 62, and an older brother at 57. So, I'm 59 and I want to out live my dad and make sure to out live everybody else too," he said.

Licata gave the board almost eight months' notice so that they could search for his replacement. The board took less than a day. In an unprecedented move, they appointed Howard Hepburn, the district's Chief Academic Officer, as the new superintendent effective immediately. Hepburn is from Belle Glade in Palm Beach County and has been one of Licata's key lieutenants since joining the school system in July.

“I thank the School Board for their trust and support as I proudly serve the District in this new capacity,” said Hepburn, “As Superintendent, my focus remains on moving our District to an ‘A’ grade and ensuring all students receive a world-class education. We will continue to prioritize closing achievement gaps, increasing student access to accelerated courses and implementing strategies to support continuous student achievement.”

Hurricane Guide

STORM SURGE NAVIGATING THE POTENTIAL FOR A HISTORIC HURRICANE SEASON

The Atlantic is bracing for an exceptionally active hurricane season this year, potentially setting records for the number of storms. In fact, forecasters from AccuWeather are concerned they might exhaust the list of storm names due to an anticipated surge in tropical activity. Last year saw 19 named storms, yet only four directly impacted the U.S. Among these, Hurricane Idalia stood out as the most significant, hitting Florida with Category 3 force in late August. Tropical Storm Harold brought heavy rains to southern Texas, while Tropical Storm Ophelia affected North Carolina. Lee, transitioning into a tropical rainstorm, brushed the New England coast before making landfall in Nova Scotia, Canada. Predictions for the current season suggest it could surpass the last, potentially making it one of the busiest on record.

"The 2024 Atlantic hurricane season is forecast to feature well above the historical average number of tropical storms, hurricanes, major hurricanes and direct U.S. impacts," AccuWeather Lead Hurricane Forecaster Alex DaSilva said.

Several key factors are contributing to the forecast of a highly active season. The abundance of warm ocean waters serves as a catalyst for the development

and strengthening of tropical storms. This condition facilitates more frequent storm formation and increases the likelihood of rapid intensification, a trend observed in some of the most devastating hurricanes in recent history. Additionally, the potential for late-season activity is heightened by the unusually warm waters extending into November.

"Sea-surface temperatures are well above historical average across much of the Atlantic basin, especially across the Gulf of Mexico, Caribbean and the Main Development Region [for hurricanes]," DaSilva explained. The Atlantic water temperatures observed last month were around or even warmer than they were ahead of the blockbuster 2005 and 2020 hurricane seasons.

A significant influence on this year's hurricane outlook is linked to changes in the Pacific Ocean. The rapid shift from El Niño conditions, characterized by warmer-than-average sea temperatures, to La Niña, marked by cooler temperatures, is expected to have a profound impact on Atlantic hurricane activity. La Niña typically reduces wind shear over the Atlantic, favoring more active hurricane seasons. This pattern was observed during the notably busy seasons of 2020, 2021, and 2022, with the

2020 season tying the record for the most named storms.

“It can be helpful to visualize a stack of pancakes," DaSilva explained. When there is a high amount of wind shear, the top of a tropical system can be pushed and tilted away from its base, causing it to become lopsided. If a mature hurricane is in place, it may weaken but will not necessarily dissipate. "A tall, neat stack is what a tropical system wants to be, but wind shear can cause some pancakes to be displaced and the stack could fall over," said DaSilva.

AccuWeather's forecast for 2024 anticipates 20-25 named storms in the Atlantic, including 8-12 hurricanes, of which four to seven could be major hurricanes. This exceeds the 30-year average and suggests a significant increase in the risk of U.S. landfalls.

Meteorologists are using historical weather patterns, or analog years, to refine their forecasts. The 2016 season, featuring Hurricane Matthew's destructive path through Hispaniola, eastern Cuba, and near Florida's coast, serves as a reference for this year. Like 2016, the upcoming season is expected to occur under La Niña conditions, underscoring the heightened risk and the need for preparedness.

Hurricane Preparedness PACKING YOUR HURRICANE KIT

Living in South Florida, we know the sky can go from sunny to stormy in no time, especially during hurricane season. That's why it's important for every family or household to have a hurricane kit ready. Imagine a big storm hits, and you can't leave your house or find a store open. That's when your hurricane kit becomes a treasure chest!

Why You Need a Hurricane Kit

A hurricane kit is like your survival box during and after a storm. It has all the essentials to keep you and your family safe, healthy, and somewhat comfortable when the power goes out, or you're stuck at home. Hurricanes can knock out electricity, block roads, and even cause stores to close for days. With a kit, you're one step ahead, ready to tackle these challenges head-on.

Keeping Your Kit Ready

Once you have your hurricane kit packed, keep it in a place where you can grab it easily. Check your kit every few months to replace expired food and water and to make sure the batteries still work.

Final Thoughts

Having a hurricane kit ready isn’t just about being prepared; it’s about giving yourself peace of mind. In the chaos that a hurricane can bring, knowing you have a kit with essentials for your family can be a huge relief. Start building your kit today, and stay safe and prepared!

WHAT TO INCLUDE IN YOUR HURRICANE KIT

Creating a hurricane kit might seem like a big task, but it's easier than you think. Here's a checklist of items that are must-haves in your kit:

1. Water: This is the most important. Plan for at least one gallon per person per-day, for at least three days. This is for drinking and cleaning.

2. Food: Stock up on non-perishable food items that don’t need cooking. Think canned beans, vegetables, fruit, peanut butter, crackers, and energy bars. Enough for three days is a good start.

3. Battery-powered or hand-crank radio: Stay updated with the latest weather alerts and news. Don’t forget extra batteries!

4. Flashlights: The more, the merrier. Again, don’t forget extra batteries.

5. First aid kit: Include basic first-aid supplies to handle minor injuries at home.

6. Medications: Keep at least a week’s supply of any prescription medicines you or your family members take. Also include common over-the-counter medications like pain relievers and allergy meds.

7. Personal hygiene items: Think of soap, toothpaste, sanitary pads, and baby wipes. These can make life more comfortable when you can’t shower.

8. Copies of important documents: Keep copies of insurance policies, identification documents, and bank account records in a waterproof container.

9. Cash: ATMs might not work if the power is out, so have some cash on hand.

10. Emergency contact information: Write down phone numbers of family, friends, and local emergency services.

11. Pet supplies: Don’t forget about your furry friends! Include food, water, and any medications for your pets.

12. Blankets or sleeping bags: Stay warm and cozy if the air conditioning is out.

13. Batteries: Keep a couple of USB charging batteries handy to enable you to keep cell phones charged and functioning.

REMEMBER, HURRICANES DON'T WAIT, AND NEITHER SHOULD YOU. GET YOUR HURRICANE KIT TOGETHER NOW, SO WHEN THE STORM CLOUDS GATHER, YOU'LL BE READY TO WEATHER THE STORM.

Pets and Hurricane Safety ENSURING THE WELL-BEING OF YOUR FURRY FRIENDS

As hurricane season approaches, preparing to protect your home and loved ones is crucial, and this includes your pets. Pets are an integral part of many families, and ensuring their safety during a hurricane is as important as securing the safety of any family member. Below, we offer comprehensive tips and strategies to keep your pets safe before, during, and after a hurricane.

Before the Hurricane

Prepare a Pet Emergency Kit: Just as you would for any family member, prepare an emergency kit specifically for your pet. This should include:

• At least a three-day supply of water and food in airtight containers.

• Medications and medical records stored in a waterproof container.

• Collars with ID tags, a leash, and a harness.

• A pet carrier with bedding and toys to help reduce stress.

• Current photos of your pets in case they get lost.

• Litter box, litter, paper towels, plastic trash

bags, and household chlorine bleach for sanitation.

• Information on feeding schedules, medical conditions, and behavior tendencies in case you have to board your pets or place them in foster care.

Ensure Your Pet’s Identification is Up-toDate: Check that your pet’s tags are secure and legible. Consider microchipping your pet if not already done, as it can be a lifesaver in reuniting lost pets with their owners.

Know Your Shelter Options: Not all shelters accept pets, so it’s essential to plan ahead. Research pet-friendly hotels, motels, or boarding facilities both in and outside your immediate area. You can also check with your local animal shelter—they may have a foster program available during emergencies.

During the Hurricane

1. Bring Pets Indoors: Well before the storm hits, bring your pets inside where they can stay dry and safe. Create a comfortable area in a room without windows and remove

any toxic items that pets might accidentally consume.

2. Calm and Comfort Your Pet: Hurricanes can be frightening for pets. Your presence is comforting, so stay close and show calmness and reassurance through gentle petting and talking softly.

3. Maintain a Routine: As much as possible, stick to your pet's regular routine for feeding and bathroom breaks. If it’s not safe to go outside, prepare an indoor area where your pet can relieve themselves.

4. Securely Confine Pets: During the storm, place pets in a carrier or secure room to prevent escape or injury. This also makes it easier to evacuate quickly if the need arises.

By incorporating these measures into your hurricane preparedness plan, you can greatly reduce the stress on your pets and ensure their safety and comfort during a potentially chaotic time. Remember, planning ahead is the best way to protect all members of your family, including the four-legged ones.

HIT-AND-RUNS SPARK URGENT CALL FOR ACCOUNTABILITY IN MIRAMAR: Victims' Stories Highlight Growing Concern

Silvio Ortega Martinez was killed on November 27, 2022. Jahmaar Williams was critically wounded on March 4, 2023. Onyxia Delinois, as of the date this article was written, remains hospitalized in critical condition with severe head injuries due to an April 6, 2024, incident. What do they all have in common? They were all pedestrians, struck by vehicles that fled the scene of the crash.

According to the Department of Highway Safety and Motor Vehicles (FLHSMV), “Florida has seen the amount of hit-and-run crashes remain steady, with nearly 25 percent of all crashes involving a hit-and-run. Although the majority of hit-and-run crashes only result in property damage, hit-and-run crashes can be deadly.” In 2023, hit-and-run crashes resulted in 271 fatalities and 871 serious bodily injuries in Florida alone.

In moments of panic and distress, it's human nature to want to flee from a scene of chaos. However, it's imperative to recognize the critical importance of staying put after a crash. The decision to remain at the scene not only demonstrates responsibility but also plays a pivotal role in ensuring the safety of everyone involved and upholding justice and accountability.

First and foremost, staying at the scene of an accident allows individuals to assess the situation and provide immediate assis-

tance to those in need. In the aftermath of a collision, individuals may be injured and require urgent medical attention. By staying on site, individuals can promptly call emergency services and administer first aid to injured parties, potentially saving lives in the process. Seconds matter in emergencies, and swift action can make a significant difference in the outcome.

Furthermore, staying at the scene of a crash enables individuals to cooperate with law enforcement officers conducting investigations. Police officers play a crucial role in documenting the accident, gathering evidence, and determining fault. By remaining present, individuals can provide their account of the events leading up to the crash, which can aid in establishing a clear understanding of what transpired. This cooperation is vital for ensuring that justice is served and that responsible parties are held accountable for their actions.

Leaving the scene of an accident can result in severe legal consequences, including fines, license suspension, and even criminal charges, depending on the severity of the incident and other factors. In some cases, staying at the scene of a crash may also provide individuals with protection from potential liability claims. By remaining present and cooperating with authorities, individuals can demonstrate that they acted

responsibly and did not attempt to evade their obligations, if they are even at fault. This transparency can mitigate the risk of facing unfounded accusations and legal disputes down the line, offering peace of mind to all parties involved.

"Leaving the scene of an accident only compounds the situation. Stay, offer assistance, and ensure help arrives. Do the right thing," said Miramar Traffic Unit Sergeant Jason Sorrell.

Ultimately, staying on the scene of a crash is not just a legal obligation; it's a moral imperative. It's a demonstration of compassion, accountability, and respect for the well-being of others. In moments of crisis, our actions define us, and choosing to stay and assist in the aftermath of an accident can make all the difference. By doing so, we uphold the principles of justice, promote safety, and contribute to creating a more responsible and caring community.

In Silvio Ortega Martinez and Jahmaar Williams’ hit-and run crashes, Miramar Traffic Homicide investigators located and arrested the drivers involved. Both criminal trials are still pending. Onyxia Delinois’ case is still under investigation. Anyone with information is urged to contact Broward Crime Stoppers at 954-493-TIPS. You can remain anonymous and be eligible for a reward of up to $5,000.

DETAILS THAT TV AND MOVIES GET WRONG

Gathering for the Reading of a Will

In movies and television shows, there is often a dramatic scene where family members gather in a lawyer's office for the reading of the will, eagerly waiting to find out who gets what.

In reality, there is no gathering, and the process is more private. Some families may have realistic expectations about the terms of the will based on prior family conversations and will not be blindsided. Other families may find out the details of the will after it is filed with the probate court and may be angered, hurt, or bewildered when they learn what is in it (or not in it) for them.

The Truth About Writing a Will

People think that it is easy to write or change a will. Some movies or television shows imply that all you have to do is write something down and put it into an envelope for safekeeping. In the real world, a will that is not created properly may be considered invalid.

Immediate Access to your Inheritance

In movies and on television, beneficiaries often receive their inheritances immediately after the death of a loved one, allowing family members to access their newfound wealth right away.

The distribution of money and property according to a will is a legal process that involves probate, unless a trust controls the distribution of the inheritance. Probate is the court-supervised process of validating the will, paying off debts, and distributing money and property. This process can be lengthy, especially if there are disputes or complications. It could be months or even years before Junior buys his new fancy car.

Arguing Before a Judge

When the expectations of family and loved ones are shattered in a movie or television show, everyone immediately considers contesting the will. Movies often depict legal matters, including estate planning, as requiring an appearance before a judge; cases are argued in a courtroom and include cross-examinations and emotional accusations.

Some movies and television shows correctly explain that contesting a will does require proving the case in court and it may not always be easy, but it will be expensive!

Real-Life Probate and Trust Administration

Although television and movies are entertaining with their conflicts and cliffhangers, Real-life estate administration is less dramatic than Hollywood would have you believe. An experienced Estate Plan Attorney can help you craft a customized plan that addresses your goals and wishes and provides an uneventful administration at your death. to ensure that your wishes are carried out without the TV drama!

HITTING THE BALL INTO THE WIND OR HITTING THE BALL DOWNWIND

When hitting into a headwind, your shots carry shorter, fly higher and come down at a steeper landing angle due to the extra lift and drag the headwind causes. Under calm conditions, the air is moving into the ball at the same speed the ball is traveling.

When there is a tailwind, the wind speed subtracts from the airflow. When there is a headwind, the wind speed adds to the airflow. The greater the speed of the headwind, the more lift and drag is produced. The higher airflow into the ball causes more lift (what makes the ball rise) and more drag (what slows the ball down) causing the ball to balloon into the air. It’s a common misconception that the ball spins more when hit into the wind. It’s actually the added lift when hit into the airflow that gives this false impression. However, more spin is the enemy when hitting into the wind as more spin creates more lift and more drag and a resultant ballooning ball flight that winds up short of the target. Instead of swinging harder into the wind, usually resulting in more club head speed and more spin, use a club with less loft which will help you reduce the spin and optimize the flight of the ball into the wind.

The opposite is true with a tailwind. If you hit a shot with too little spin when downwind, the ball will drop out of the sky too soon and fall short of the target. Remember, a tailwind will produce shots that carry longer, fly

lower and roll more once they land due to decrease amount of lift on the ball. Your best bet downwind is to launch the ball higher so that it will fly higher, carry longer and land more softly. The relationship between the lift and drag do not behave linearly, and that is why a headwind hurts more than a tailwind helps.

Now that you know how the relationship between headwinds and tailwinds affects the golf ball, here is a general tip for calculating how many yards to add or subtract on a given shot. Throw up a few pieces of grass and pay attention to how far away from you the grass lands. For a tailwind, add two yards of extra distance to how far your shot will go for each yard that the wind blows the grass toward the target. For a headwind, subtract four yards of carry for each yard the wind blows the grass away from the target. This general rule with help you estimate which club to use when playing into a headwind or when playing downwind.

Whenever I am on the course and feel a stiff wind in my face I automatically take two extra clubs. For example, from the 150 yard marker when it would be a 7 iron in distance, I would now select a 5 iron and make a nice easy smooth swing knowing that I have enough club selected and that my ball will bore through the heavy wind on target with just the right amount of distance.

The same goes for when I am faced with the same distance and I have 150 yards to the green and a strong gusty wind is at my back. I take a 9 iron to compensate for the wind and the ball has a much higher trajectory, whereas the wind carries it right on target with the proper amount of distance as well.
