Honoring Healthcare Heroes

October heralds the arrival of Breast Cancer Awareness Month: every year, the world witnesses unexpected bursts of pink. High school football players don pink socks in tribute to mothers’ and grandmothers’ cancer battles. Office workers wear pink ribbons signifying their support. The global movement for Breast Cancer Awareness has not only illuminated the challenges of breast cancer but also fueled immense strides in research funding.

The Our City Media family is no stranger to the horrors of breast cancer. Some of us have watched loved ones grapple with a diagnosis and eventually overcome it, while others have faced the pain of loss. Throughout these experiences, one constant remained: the relentless dedication of healthcare professionals. Their unwav ering commitment to ensuring optimum health is truly commendable.

As highlighted by the Florida Department of Economic Opportunity, nearly 1 million Floridians have chosen careers in healthcare. This includes 83,000 doctors, 190,000 nurses, 66,000 EMTs and Paramedics, alongside hundreds of thousands in support roles.

This edition of Our City magazine celebrates some of these “Healthcare Heroes.” Discover the stories of individuals who continue to uplift our community.

A heartfelt thank you to all the healthcare workers from everyone here at Our City Media for guiding us towards a healthier and a brighter tomorrow.

My 14-year-old son Cole is currently playing travel ice hockey for the Florida Junior Panthers, and I referee youth and adult hockey at the Ice Den."

Broward County Public Schools

Continues FREE Meals for the 2024/25 School Year

Broward County Public Schools (BCPS), the nation’s sixth-largest school district, announced that it will continue to offer free breakfast and lunch to all students for the 2024/2025 school year. Funding for the meals will come from several programs, including Community Eligibility Provision (CEP), Universal Free Breakfast, and the Universal Free Lunch Program Pilot Year 2.

Several research studies connect access to healthy breakfasts and lunches to academic success for school-aged children. These studies typically focus on the impact of school meal programs, nutrition quality, and their effects on cognitive function, behavior, and academic performance.

A 2013 study published in Frontiers in Human Neuroscience found that children who ate breakfast regularly performed better on cognitive tasks, such as memory, attention, and problem-solving. Children who skipped breakfast or ate low-nutrient

meals had reduced cognitive function throughout the morning.

A report by the Centers for Disease Control and Prevention (CDC) emphasized that schools offering nutritious meals through programs like the National School Lunch Program and School Breakfast Program are positively associated with academic achievement.

The CEP offers free meals to all students at 180 eligible schools, where at least 40% of students qualify for federal assistance programs, including SNAP and Medicaid. Families at these schools do not need to fill out an application for meal benefits.

For the remaining 47 nonCEP schools, the Universal Free Lunch Program Pilot Year 2 ensures that all students receive free lunches, regardless of eligibility. Families at

these schools are encouraged to complete an online Meal Benefits application to help sustain the program and potentially access more district benefits. Universal Free Breakfast will also be available at these 47 schools.

In its announcement, the school district noted that it “continues to prioritize student health by providing more fruits, vegetables, whole grains, and low-sodium options, as well as expanding vegan and vegetarian choices.”

Groupito-A Spanish playgroup for local families that meets weekly around the area to foster the cultural and social value of being bilingual was a proud sponsor of The City of Parkland's annual Back To School Splash Bash. Groupito partnered with local organizations such as Ecokids Bilingual Schools, SunnySide Moms, Kidnection, and Latino-owned businesses including Sharkeys Cuts for Kids and Cieladitos Mexican Ice to help enhance the event. Parents raising bilingual kids (Spanish-English) can join la familia on Instagram @migroupito.

DFive Element Wellness Center Dr. Monique Gusmao Rodriguez

r. Monique Gusmao Rodriguez is the Owner and Founder of Five Element Wellness Center and a respected authority in Acupuncture and Oriental Medicine. At her practice, Dr. Rodriguez integrates time-tested acupuncture techniques with cutting-edge, non-invasive, and non-pharmaceutical medical solutions. This unique blend of ancient wisdom and modern innova tion allows her to achieve measurable results in treating chronic and hard-to-manage disorders as well as losing weight, helping her patients live life to the fullest.

Dr. Rodriguez’s journey into acupuncture began with a personal health battle. Initially trained as a Paramedic, she discovered acupuncture while seeking alternative treatments for a genetic blood disorder. While Western medicine had kept her alive, it often came with undesirable side effects. Her experience with acupuncture not only provided effective relief, but also shifted her entire per spective on healthcare.

The most rewarding aspect of Dr. Rodriguez’s work is her ability to help patients overcome both physical and emotional challenges, improving their health and well-be ing. She takes great joy in seeing her patients live pain-free and fully enjoying their lives. This joy and dedication to her patients should reassure you of the care and commitment you can expect at Five Element Wellness Center.

One of the greatest challenges in her field is the lack of patient education about integrative medicine options. Acupuncture is often seen as a last resort, after pharma ceuticals have been tried and have failed. Dr. Rodriguez advocates for more awareness, so patients can make informed decisions about their healthcare before reaching the point of desperation. By educating yourself about integrative medicine, you can take control of your health and make proactive decisions.

Her advice to those considering acupuncture? Look for a nationally licensed practitioner (NCCAOM). If you’re struggling with symptoms that disrupt your daily life and feel that prescription pills are only masking the problem, or if you’ve felt dismissed by other medical professionals, consider giving acupuncture a chance.

Make sure to check your local city websites for details on any Halloween events and safety tips to ensure everyone has an enjoyable time.

We are now about a month away from the upcoming election. With many important races and amendments on the November ballot, now is the time to make sure you're ready to cast your vote. The deadline to register to vote is October 7th and you can complete your registration online at www. registertovoteflorida.gov. The deadline to request a vote-by-mail ballot is October 24th. Early voting in Broward County will begin on October 21st and run through November 3rd, from 7 am to 7 pm. You can vote at any of the Early Voting sites as long as you are registered to vote and present your ID. Election day is November 5th, from 7 am to 7 pm. You can check your polling place, review your sample ballot, view early voting and vote-by-mail drop-off locations, and track your vote-by-mail ballot at www.BrowardVotes.gov.

On the ballot, there will be six constitutional amendments for you to vote on. These require 60% of the vote to be enacted. The following is a brief summary on each amendment and what they will do. I encourage everyone to do their own research on the pros and cons and to read the language of these amendments which can be found at dos.elections.myflorida. com/initiatives. Being an informed voter is important because your vote is your voice in this process.

Amendment 1: Partisan Election of Members of District School Boards

OCTOBER UPDATE

Voting yes would allow parties to nominate candidates and have their political affiliation listed on the ballot. Supporters argue these races are already becoming partisan and this would add more transparency.

Voting no would leave these races nonpartisan. Critics argue that school boards should remain as apolitical as possible.

Amendment 2: Right to Fish and Hunt

Voting yes would enshrine this right into the Florida Constitution as the preferred means for responsibly managing and controlling fish and wildlife. Supporters argue that it will protect individuals’ rights to gaming and sporting how they wish (in line with the Florida Fish and Wildlife Conservation Commission’s authority).

Voting no would leave things as they are. Critics argue this could be used to limit conservation efforts by making it harder for the state to ban or restrict various forms of hunting/fishing.

Amendment 3: Adult Personal Use of Marijuana

Voting yes would legalize recreational marijuana consumption for adults 21 years or older, to use or possess up to 3 ounces, with not more than 5 grams in a concentrated form. Supporters argue that it will decrease the workloads and expenses of law enforcement and the justice system, ensure that users have a safe regulated product, and significantly add to tax revenues.

Voting no keeps recreational marijuana illegal. Critics argue that the amendment would lead to health and safety risks and greater traffic accidents, and fatalities.

Amendment 4: Amendment to Limit Government Interference with Abortion

Voting yes would make abortion legal until fetal viability. It would also allow abortions when necessary to protect a patient’s health, as determined by a health care provider.

Supporters argue that the current 6-week ban is too restrictive and that this would give important, life-saving healthcare decisions back to women.

Voting no would keep the current 6-week abortion restrictions in place. Critics argue that the amendment language is too vague and will lead to lawsuits.

Amendment 5: Annual Adjustments to the Value of Certain Homestead Exemption

Voting yes would mean adding a yearly inflation adjustment, tied to the Consumer Price Index, to the homestead property tax exemption. This would be for the $25,000 exemption that does not affect taxes for school districts. Supporters argue that this will give homeowners relief on their taxes by adjusting for inflation.

Voting no would leave homestead exemption rates as they are now. Critics argue that this amendment would hurt local government revenues unless local officials vote to raise taxes. According to a legislative analysis, this would cost nearly $23 million in revenue in the 2025-26 fiscal year.

Amendment 6: Repeal of Public Campaign Financing Requirement

Voting yes would mean there is no more public funding for candidates for statewide office who agree to spending limits. Supporters argue that candidates should not be entitled to taxpayer money for campaigns and that this will lower taxes and allocate funds to other important issues.

Voting no keeps this option in place. Critics argue that public campaign financing levels the playing field for aspiring officeholders who lack political and financial connections.

I also want to highlight that October is Breast Cancer Awareness Month, a reminder of the importance of regular screenings and early detection. If you haven't already done so, please consider scheduling your mammogram this month. Early detection saves lives.

As always, my team and I are here to help with any questions or concerns you may have. Please don’t hesitate to reach out to our office at 954-956-5600 or HD095@ myfloridahouse.gov. IHOMELESSNESS IS NOT A CRIME

n the coming weeks, cities and counties throughout Florida will enact new ordinances to remove homeless persons from public parks, streets and buildings. These ordinances are in response to a state law, HB 1365, that made it illegal to camp or sleep in public spaces and placed the burden on cities and counties to enforce the new law or face legal consequences from the state attorney general and citizen-initiated lawsuits.

Some municipal leaders have already called for the arrest and jailing of homeless individuals who refuse to go to a shelter or accept assistance. However, homelessness is not a crime, and the county jail system is not a solution to the homeless crisis. Telling residents that placing a homeless person in jail will allow them to receive mental health and substance abuse treatment is not reality-based or a feasible option. Furthermore, the Broward County jails are currently understaffed and underfunded. Jail is not the place to shelter and provide services to the homeless, and I have directed our Department of Detention to no longer accept individuals who are brought to the jail for purely municipal ordinance violations. So, rounding up the homeless and bringing them to the jails in downtown Fort Lauderdale or Pompano Beach is neither a good solution nor an available one.

One of the significant problems Broward County faces is the lack of sufficient shelter space for the county's homeless population. Under the new law, if a county does not have enough bed space, it may designate a suitable location for homeless individuals to camp that meets their public safety and sanitation needs. Our county officials are working with local homeless advocates and municipalities to determine where and what type of camping facilities will be designated. Many Broward cities have already created local options for their homeless populations, including temporary housing, community-based shelters and housing assistance to keep the homeless, especially families and veterans, in safe shelter and off the streets. Community courts have also been established to prevent homeless individuals from becoming entangled in the criminal justice system.

The Broward Sheriff's Office will continue to do its part through our Homeless Outreach Teams, whose mission is outreach assistance, service provider referrals and reunification. Through the cooperation of the county and the municipal governments, we hope more housing and referral options will be created that BSO and local law enforcement will be able to utilize, ensuring that arrests remain a last resort and occur only in exigent circumstances. These efforts must continue as policymakers craft a more permanent solution for homelessness that addresses affordable housing, mental health and substance abuse treatment.

The new law has achieved one positive outcome—it has placed needed urgency on finding real solutions to homelessness in Broward County. Other cities and counties across the country have successfully met the challenge of homelessness, and I am confident that our county and city leaders will also find solutions. Homelessness in our community did not start overnight, nor will the solutions be quick or easy. Arrest and jail are not affordable options for this community, and they do not serve the needs of homeless individuals. We can do better.

2. Find a Time: The polls are open from 7:00 am to 7:00 pm for Early Voting and on Election Day. If you are in line by 7:00 pm do not leave as you are still allowed to vote.

3. Research Your Candidates and Amendments: Use voter guides and sample ballots to decide which issues/candidates are up for vote, and remember that you can bring reference materials with you when you vote.

4. Voting by Mail: Vote by Mail Ballots can NOT be turned in on Election Day at your polling location, they will have to be taken to the Supervisor of Elections office, but they CAN be turned in at Early Voting sites. If you are dropping off ballots for other people, there are rules governing how many and for whom listed on the ‘Early Voting & Drop Boxes’ tab at BrowardVotes.gov.

Importance of Making a Voting Plan

1. Planning ahead helps you avoid any surprises or last-minute issues, such as long lines, missing identification, or not being sure where to go.

2. By planning ahead, you can decide whether you want to vote in person or by mail, and you can verify the deadlines and requirements for each option.

3. Having a plan allows you to allocate time in your day to vote, especially if you’re voting in person and might face long wait times.

PARKL AND UPDATE

As Mayor of the City of Parkland, I am lucky to work with a Commission that makes the duties of setting policy for a municipality a relatively seamless experience. The City staff then come in and set into motion a process by which the policies get carried out to benefit our residents.

I am proud of everything we do at City Hall. But there is a little-known - and truly extraordinary – piece of news that I want to highlight and share with our community:

In a bold move that cities do not often make, the City of Parkland City Commission bought 65 acres of the former Heron Bay golf course for $25 million in 2023. This purchase came as a result of the City Commission listening to the concerns of residents who feared dense residential development or large-scale commercial development would dominate the area. Instead of leaving the City’s destiny up for grabs, the City worked toward the goal to be in control, and bought the land. In that respect, our future was protected and sealed on August 14, when the City Commission put through a unanimous vote to finalize a deal in which luxury home builder Toll Brothers will pay the City $19.5 million to build 52 high-end homes on 21 acres of that vacant land.

To drive that point home to readers – we, as a City – sold less than one-third of the property for nearly 80 percent of the cost of the entire property. If we had not purchased that property last year, anything could have happened and our small-town, community feel may have been jeopardized.

The August 14 Commission meeting was a relatively normal City Commission meeting, but the power of what that vote means to our residents is phenomenal. We took a smart risk and we admittedly stepped into the unknown. But we did so in a fiscally responsible way that set us up to ultimately recoup all of our money and then some.

The City is still conceptualizing what will comprise the remaining 44 acres in the form of a tasteful, small-scale commercial development that will provide additional amenities to residents. We know that what materializes next will give us maximum flexibility as we design something that is right for Parkland.

As we move from concepts to a more concrete plan for what will be a village concept on the remaining property that we purchased, we can do so knowing we’ve already made most of our money back.

And, as Parkland residents, we can rest assured that much care, thought, and collaboration went into what became a historic moment for the future of our City.

Meet Slippy, a 10-month-old kitten with an incredible story. Found on the streets of Miami at just 6 weeks old with a fractured pelvis, she was rescued by Paw Patrol Animal Rescue. I stepped in to foster her until she found her forever home, but she quickly became my sidekick—and the rest is history. Slippy is truly a special kitten!
