notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - As we approach the anniversary of the pandemic’s arrival, I thank residents for their patience and words of appreciation as Town staff continues to provide, to the greatest extent possible, “contact-less” delivery of Town services. Due to increased infection rates and viral spread in our community based, and advice of the Medical Director and EMS Department, the Town is maintaining a State of Emergency that will prevent public access to Town Hall and other buildings for the foreseeable future. Despite this emergency declaration, Senior Services is transporting seniors for grocery visits and medical appointments. The Transfer Station has regular hours and services. Highway crews continue with clean-ups, removal of debris, and road maintenance. Water & Sewer responds to calls for services and emergencies. Parks & Recreation are maintaining parks, open space and trails under health guidelines. Building and Fire perform regular inspections for building and other permits. The Town is adding useful tools to its website (https://www. townofguilderland.org/) where you can access more services, forms, and records, and also reach departments by phone or email. There is a secure drop box at the Town Hall entrance for delivering tax payments for which you will receive a mailed receipt. You can look-up the payment status at www.taxlookup.net A reminder that you can sign-up for my daily COVID-19 updates (now at over 300 consecutive daily emails) at https://www. townofguilderland.org/subscribe. While there, you can sign up for a variety of other Town notices and Nixle notices for road closings, alerts, announcements etc. Town parks, open space, and outdoor spaces have also remained open. The Town’s "Get Out and Walk This Winter" program involves keeping open Tawasentha, Keenholts, DiCaprio, and Nott Road Parks during daytime hours this winter with paved surfaces plowed for winter walking. Western Turnpike Golf Course is also open for walkers but only on cart paths. When measurable snow returns, Town’s parks and Vosburgh Trails are open for snowshoeing and cross-country skiing, with groomed trails at the golf course. Sledding is available at the Winter Recreation Area just past Tawasentha Park. Nordic ski and snowshoe rentals are available at the Parks & Rec Office. I thank the students and professor in the UAlbany Planning Department’s Graduate Studio for its inventory of the Town’s open space, identifying connections to neighborhoods, parks, schools, libraries, and businesses, and possible non-motorized route options 4

as part of the Town’s development of the “green infrastructure” envisioned in neighborhood studies. The students Peter G. Barber - Town Supervisor also held public meetings and social media for soliciting public comments. Due to the pandemic, the students were not able to publically present their findings and final recommendations. The final student project is available at https://www.townofguilderland.org/planning-department/pages/ parks-trails-and-open-space-project-ualbany-graduate-planningstudio-2020 The Parks & Rec Department is accepting reservation requests for Tawasentha Park’s three pavilions, including the restored Chalet building. You can obtain information and a Request for Use of Facilities Form at https://www.townofguilderland.org/parksrecreation/pages/tawasentha-park-pavilion-rentals or by calling its offices at (518) 456-3150. I am pleased to report that the EMS Department recently took possession of its first new ambulance since starting the Town’s ambulance service in June, 2018. With the help of talented Highway Department mechanics, the ambulance fleet of heavily used ambulances has remained in full service throughout the pandemic. The new ambulance will reduce the wear and tear of these essential vehicles. Since the start of the pandemic, Town ambulances have transported more than 200 positive COVID-19 patients, with more calls recently to private homes than nursing facilities and daily transports not seen since April. COVID-19 vaccinations are now taking place and, under State DOH’s guidelines, are prioritized for nursing home staff and healthcare workers, and will next include essential workers and persons 75 years or older. The Governor’s guess is that the general public should be eligible in March and April. State DOH has launched “Am I Eligible? App” which can be accessed at https://am-i-eligible. covid19vaccine.health.ny.gov/ You can check your current vaccine eligibility and connect with providers to obtain a vaccination. With winter weather here, please remember to keep a safe distance from Highway Department plows, and look out for Parks Department’s sidewalk plows that are often hard to see when


clearing snow banks. Please help firefighters by keeping fire hydrants free of snow and ice and making sure that your house street number is visible from the road. Town code prohibits overnight parking on Town roads during winter months so that the Highway Department may safely clear and maintain roads. An illegally parked vehicle can delay or prevent a snow plow operator from clearing the road, and could result in a towing. Highway trucks are now picking-up discarded Christmas trees which will be turned into mulch at the Transfer Station. You can help the crews with the pick-up and mulching process by making sure that your tree is free of ornaments, lights, etc. and is removed from the disposal bag. Please do not place the tree on the paved road surface and keep it away from stormwater drains. There is no need to call the Highway Department about pick-ups. Highway trucks will pick-up trees into February and circulate year-round for lawn bags and tied debris. There is still time to participate in the Town’s online survey which is intended to help prepare recommendations and action items in the final report of the Town’s Police Reform and Reinvention Collaborative Committee. More than 300 residents have taken the survey of experiences with law enforcement and expectations for possible police reforms. Your participation is greatly appreciated. On Wednesday, January 13th at 7pm, the Guilderland Central School District is hosting a panel YouTube presentation about COVID-19 testing in the schools, plans for the second semester of the 2020-2021 school year, and preliminary budget information. With Town Hall closed to the public, there will be posted signs for direct entry into the donation room. All donations are tested for COVID-19 antibodies, with results made available within one or two weeks. Based on new FDA guidance, persons who received a COVID-19 vaccine are eligible to make donations. There is no deferral time if you received the Pfizer or Moderna vaccine. NEW YEAR, NEW BEGINNINGS By: Kim Leis-Keeling

WE HAVE SOME BIG NEWS TO ANNOUNCE! Guilderland, NY - We have been remarkably busy at the Sports & Spinal Wellness Center over the past few months. Many changes have been taking place and we are ready to roll out the news. First, as many of you know, we have been making renovations in our office. We expanded our waiting room, relocated our reception desk and treatment rooms and we are sprucing things up. So far, everything is going as planned and the feedback from our patients is positive. Thank you all for being very accommodating as we are settling into the new space. My second piece of exciting news is that we have acquired a second chiropractic office. Over recent years, I have developed a professional relationship with Dr. Michael Paster from Paster Chiropractic office here in Guilderland. He recently made the decision to retire from 35 years of private practice and has chosen the Sports & Spinal Wellness Center to oversee the care of his patients. I know this decision was not easy for him, but he has put his trust in our healthcare team to help make this transition for his patients. We would like to thank Dr. Paster for his commitment and service to the Guilderland community and congratulate him on his retirement. He will be seeing patients at his office until the end of February 2021 while he transitions to our team. Lastly, I would like to welcome Dr. Richard Schmidt to the Sports & Spinal Wellness Center team. He will be stepping in at Paster Chiropractic to provide care at his location. Dr. Richard L. Schmidt, Jr. is a Doctor of Chiropractic licensed by The New York State Office of Professions since 2000. He has been in private practice in Walton, NY for the past twenty years and is now moving to the Albany area. He graduated with honors from The State University of New York at Albany and Life University School of Chiropractic. Dr. Schmidt holds full body and advanced certifications in Active Release Technique (ART) and is a member of the ART Elite Provider Network.

Active Release is designed to quickly reduce pain and improve function by releasing restrictions and entrapments that occur due to injury and overuse. With two decades of experience, Dr. Schmidt has successfully treated a wide range of conditions in patients of all ages. He primarily performs manual adjustments of the spine and extremities combined with Active Release Techniques. He is also experienced in flexion/distraction, Activator Instrument adjusting and other methods for patients that require a different approach. Dr. Schmidt specializes in evaluating the whole body for proper function and focusing on resolving the problems that cause pain and reduce performance. A special note from Dr. Paster: “I would like to announce that I have decided to transition my life into retirement as I begin my 35th year in private practice. It has been my pleasure to serve you, your friends and family as well as, the Guilderland Community. Guilderland, NY - We are coming up on the time of year when many of us will be busy preparing and gathering the information necessary for the completion of our 2020 income tax returns. Below are several items that you should be aware of as it relates to this process. By the second week of February, you should have received your forms W-2 (employment wages) and any 1099R (retirement income), 1099-INT, or 1099-MISC (other income) statements for 2020, as well as your social security benefits statement, if applicable. You should also begin receiving forms 1099-DIV and 1099-B for any directlyowned investments such as mutual funds. If you own a brokerage account, you may not receive your consolidated brokerage tax statement until the beginning of March at the latest. To reduce the possibility of having to send amended tax statements due to late or corrected reporting by various investment companies, many brokerage firms have opted to delay mailing these consolidated statements. Other considerations may include real estate taxes paid, mortgage interest, medical expenses, forms K-1, estimated income tax payments, charitable donations (whether by check or in-kind), etc.

The 2020 tax law and forms are very similar to the 2019 ones, which reflected new legislation under the Tax Cuts and Jobs Act of 2017. For 2020, standard deductions of $12,400 individual and $24,800 married-filing-jointly apply, after which begin marginal tax rates ranging from 10% to 37%. The child tax credit remains at $2,000 per eligible child, and the medical expense deduction remains set at 7.5% of Adjusted Gross Income (AGI) for all taxpayers for tax year 2020. You will also need to report the amount of any COVID Stimulus received during 2020, however this amount is neither taxable nor at risk of being “clawed back”. We encourage you to consult your tax preparer to determine if you are eligible to make a 2020 contribution to a Traditional IRA or a Roth IRA. The maximum contribution limit to either type of account for 2020 is $6,000 ($7,000 if you had turned 50 by 12/31/2020). 2020 contributions to individual retirement accounts should be made no later than April 15, 2021. Whether you elect to self-prepare your income tax returns or hire a professional, we suggest you make all efforts to determine that you are taking advantage of any available opportunities for tax savings or tax deferral. In particular, retirement account contributions may serve the dual benefit of helping to reduce income taxes now while providing additional income during retirement.

HIKE GUILDERLAND! Guilderland NY - The Town is pleased to offer a new interactive mapping of hiking trails located within the Town. In addition to the Town’s hiking trails at Tawasentha Park and Vosburgh open space, there also hiking trails managed by the Albany Pine Bush Commission, DEC and Mohawk Hudson Land Conservancy. Using the interactive map, you can zoom to a specific trail for detailed information including a trail description, length, and trailhead locations and general information useful for hikers, runners, cyclists and winter sports enthusiasts. Below are summaries of these hiking options:

TAWASENTHA PARK (TOWN OF GUILDERLAND) Tawasentha Park, a 192.5 acre park, is located at 188 Route 146. Tawasentha Park is the jewel among the Town’s eight parks and has roughly 5 miles of easy to moderate trails which traverse woods and along stream banks in the Park with the option of continuing via a pedestrian bridge to grasslands and sloped woodlands in the Winter Recreation Area. The trails are also popular for snowshoeing and crosscountry skiing. You can access the trails at marked locations in the Park, the Winter Recreation Area and the Community Gardens (www.townofguilderland.org/communitygardens). VOSBURGH TRAILS (TOWN OF GUILDERLAND) Vosburgh Trails is the new hiking system that traverses 124 acres of Town-owned open space. The trails provide an easy loop (2.1 miles) through grasslands with a shortcut to a vista view. The loop trail also connects to a spur which continues along a wooded crest to the Watervliet Reservoir and popular pedestrian bridge over the Normanskill Creek. A roundtrip from Vosburgh Road trailhead to the Reservoir is about 3 miles. Trailheads are located on Vosburgh Drive, at the end of the sidewalk on Millingstone Way, and at French’s Mill Road. ALBANY PINE BUSH PRESERVE (ALBANY PINE BUSH COMMISSION) The Albany Pine Bush Preserve Commission (APBPC) is a public benefit corporation which manages the Albany Pine Bush Preserve, a nationally recognized rare inland pitch pine scrub oak barrens. The Preserve has 18 miles of ten marked multiple use trails. The trails are considered easy to moderate, usually flat with gentle slopes, over sandy trails and woodland passages. These trails are open to snowshoeing with crampons recommended for icy conditions. The Great Dune Trail consists of the Red Trail (1.8 miles), Blue Trail (1.4 miles), and Yellow Trail (1.3 miles) with diverse forests, rolling sand dunes, including the one mile long and 75 foot tall Great Dune, wild lupine wildflowers and Karner Blue Butterfly in May and June, and other natural resources. The Great Dune Trail is accessible at a trailhead at the end of Willow Street at Tera Court. The Hunger Kill Barrens Trail consists of the Purple Trail (2.9 miles), a “through” trail, with trailheads in the Town’s DiCaprio Park and at the Madison Avenue Pinelands trailhead. The Blue Trail (0.6 miles), a loop trail, and White Trail (0.5 miles), a back and forth trails, are accessible at a trailhead at Volunteer Firemen’s Park at the end of DiBella Drive. BOZEN KILL PRESERVE (MOHAWK HUDSON LAND CONSERVANCY) The Mohawk Hudson Land Conservancy is a non-profit organization which protects natural, scenic, agricultural, and cultural landscapes in the Mohawk and Hudson River valleys. Among is 18 nature preserves is the Bozen Kill Preserve, about 214 acres, with three trails, including the moderate Red Trail (0.64 miles) and White Trail (0.58 miles) which traverse along ravine above the Bozen Kill, with picturesque wooded setting, view points, and a water fall. The Mike Love Trail (0.17 miles) is an easy loop trail. The Preserve trailhead is located on Westfall Road outside the Village of Altamont. NEW YEAR'S RESOLUTIONS by Margaret C. Tabak

Guilderland, NY - Each year, we all wish to start with a fresh slate with the usual set of resolutions: submit the Our Towne article on time, lose weight, exercise more, watch less TV, read a good book, etc. In our new reality, which will hopefully be history when I write this article next year, there are certain things you should think about as employees and employers, in addition to your role as a parent. 1. Wear a mask - When you wear your mask it should cover your nose and your mouth. This not only protects the people that you work with, but your family, as well as yourself and the general public. Your financial and family's future can be tied to the health of one or more of these people.

Happy New Year from all of us here at Guilderland Public Library! Here’s what’s new in the new year:

CONSTRUCTION UPDATE As our mascot Greufus the Cow would say, things are mooooving fast! We’ve put up all the support girders for our 6,555 square foot addition, which will eventually house our youth services department. The roof is on, and the exterior walls may be up by the time you read this. Soon it will be warm enough inside the addition to pour the concrete floor and begin framing. In the existing building, all space once devoted to children’s services, shelving for the book collection, and staff offices is currently empty and being renovated. All the walls you once knew are gone, and the floor has been dug up where necessary to allow for more public restrooms. Saws that cut into existing concrete flooring are quite loud! Electrical, mechanical, data cabling and sprinkler system work is going on throughout the building, and some emergency escape windows are being turned into doors. On the west end of the building adjacent to Mercycare Lane, you’ll see a small room being erected outside the Normanskill Room. This is the new water service room that will bring enough water pressure into the building for our new sprinkler system. When our building was built in 1992, the prevailing school of thought in library construction was that a community had spent a lot of money on its book collection, and didn’t want a sprinkler system to ruin the books in the event of a false alarm. Thankfully, we’ve evolved enough as a society to realize that the books can be replaced, but the lives of library users, who often include small children and folks of retirement age and above, are irreplaceable. Several local firefighters have expressed gratitude that we are taking this proactive safety step.

When I last wrote an update, the public restrooms had been gutted down to the plumbing, and now they are beginning to rise anew. Drywall installation is complete, and fixtures will not be far behind. Work has also begun on the first of five new public single-use bathrooms, which are ideal for families with small children, people with special needs, and those needing a gender-neutral option. In order to facilitate this major construction, we’ve moved the entire collection and almost every staff member. I’d like to thank the public for bearing with us, and also publicly thank the staff who have proven to be extremely adaptable during this major upheaval. COVID-19 UPDATE Construction is actually the lesser of our concerns during the COVID-19 pandemic. Our board is evaluating resumption of inperson browsing at the library, based on established metrics. We may have an update on this issue after the January 21st virtual board meeting. As I write, most local libraries have reverted entirely to curbside service. Your library card works at any of them. Please call a library first to verify their services haven’t changed— many are contemplating changes as we speak, and at some, an appointment is required. Our virtual services are, to quote a fellow director, “Rockin’ as usual, 24/7.” You can listen to audiobooks, read eBooks, and stream video and audio from our website, all with your library card. You can also access thousands of magazines – over 3,200 titles! - and read the New York Times online for free. CURBSIDE SERVICES & PROGRAMMING On January 3rd, GPL began offering curbside pickup on Sundays, from 2-4 p.m., becoming the first library in UHLS to provide such service on Sundays. You may be wondering why Sunday service is uncommon and curbside hours are limited, when the same hours were much greater pre-pandemic. In short, it is because providing curbside service is about five times more labor intensive than normal library operations. We also added Sunday returns from 1-5 p.m. recently.
