include the fact that they needed pasture where they can grace their cows, water for them and their cows, Hajj slots, and education for their children, and all these are being addressed.

“In addressing them, the government has provided 11 boreholes in their various settlements, gave them Hajj slots, and renovated nomadic schools in various settlements in collaboration with the State Universal Basic Education Board (SUBEB). All these have given the herdsmen and farmers the confidence that the government is actually determined to ensure peace between the two parties.

“Sometimes, there are issues of some disgruntled herdsmen destroying farmlands, and because of the

sincerity of the government and the involvement of the Fulani/Bororos in the state, we were able to identify such cases and where necessary facilitate compensations for the affected farmers.

“Infact, Fulani/Bororo were instrumental to the identification of some set of disgruntled herdsmen who armed themselves and came to the state through Kwara State to Ila-Orangun and to Imesi-Ile in Obokun Local Government but due to the proactive measures put in place by the government, we were able to curtail them and send them packing”, Toogun explained.

He then tasked the people to always be vigilant and notify the appropriate quarters anytime any suspicious move is noticed.

LG Election Cripples Political Third Force In Osun

Ajibola had earlier sued the governor, the State House of Assembly, the State Independent Electoral Commission (OSSIEC), All Peoples Congress (APC), All Progressives Grand Alliance (APGA), Social Democratic Party (SDP) and eight other political parties and the case was adjourned to Thursday, January 25 but the two days holiday declared by Aregbesola prevented the court from sitting.

The suit against the conduct of the elections was filed by Ajibola on November 6, 2017.

In his written address, he explained that his

application was predicated on three solid grounds, saying the 1st defendant “in this suit used his position to overreach and take advantage of the plaintiff and rule of law, as the Governor of Osun State, by declaring a public holiday to prevent this court to sit on this suit on the 25th day of January, 2018.

“The defendants by their actions of conducting of the LG election have foisted a fait accompli on this court and have destroyed the res in this suit which can only be restored by the setting aside of the said election”, he stated.

He therefore sought an order of the court to nullify the LG polls conducted “during the pendency of the suit” by the OSSIEC on the cooperation and participation of other defendants under the “State of Osun Local Government Area (Creation and administration) Law, 2015 and State of Osun Local Government Areas (Creation and administration) amendment (No. 1) Law 2017”.

cannot stand because on the 14th of December 2017, the State High Court in its judgment in Suit No. HIL/M47/2016, between himself and Governor of Osun State & 2 others had held that, “State of Osun” and “State of Osun House of Assembly” are not known to the constitution of the Federal Republic of Nigeria.

He averred further that it was a constitutional derangement for the Governor to be signing into Laws the bills passed in the name of the “State of Osun” by the “State of Osun House of Assembly”.

“I strongly believe that the Governor and the House of Assembly have turned Osun State to legal hammy and stagy setting, against the expressed and implied stipulation of the Constitution of the Federal Republic of Nigeria.

He added that “in a system where a governor has constituted himself to a legal island, giving himself the license to cause legislation against the spirit and intendment of the Nigerian Constitution, the Court of law will put a check to it”.

The helmsman steering the ship of the State of Osun, Ogbeni Rauf Aregbesola has once again demonstrated the need to be pro-active. This is reflected in the strategic imperatives adopted by the government of the state to prevent herdsmen attacks which has been prevalent in some neighbouring states.

The policies, well thought out and assiduously implemented, have made sure that such attacks have not been pronounced in the state.

We give kudos to the Ogbeni for the farsighted adoption of this strategic framework long before the issue hit the front pages and became a national security threat across the country. The enormity of what has become a threatening national security calamity is reflected in the letter sent to the Senate of the Federal Republic of Nigeria three days ago by the president, Muhammad Buhari.

The President’s letter was in response to the Senate’s which detailed its resolutions on the killings and the way out of the development.

It is thus rightly essential to give kudos to whom it is due, starting from the state government and its arms therein, the state electoral body (OSIEC), the political parties that participated, election observers, security personnel and the electorates who deemed it fit to troop out en masse to exercise their fundamental human right as this would on the long-run be their voice.

Political socialization took its toll as various awareness programmes embarked upon by OSIEC, Political parties, mass media and nong o v e r n m e n t a l institutions on the need

for eligible voters to obtain their permanent voters card (PVC) so as not to be automatically disenfranchised, as it is their only mouthpiece to drive home their interests by electing the candidate of their choice. And the electorates on the D-day timely arrived at their

respective polling units and they quintessentially displayed high level of decency and composure.

This would have been defective if the efforts of the electoral body (OSIEC) and the security personnel deployed to each polling unit and the Police patrol team

monitoring its peaceful conduct of a credible, free and fair election had not yielded results. The electoral materials and officers got to the polling unit on time and in few cases where this could not be, there is an extension in the voting hours so that none of the

eligible electorate is disenfranchised.

It is however in our best interest as citizens of the state to actively participate in the political activities of our environment as it is the only ticket through which our will can be interpreted, formulated

and implemented.

There is thus the need for governmental and non-governmental organisations as well as the agents of socialization such as the family, schools (formal and informal), religious centres, mass media, etc. to rise to campaign on the benefits of political participation. These agencies need to jointly put all hands on the deck so that eligible voters of the legally recognized age range would register for their voters’ card as this would help get the better candidate of their choice into power, one that will cater for their welfare and possibly deliver on its manifestoes.

Ergo, as rightful citizens of the state, our PVC is our voice and right.

However, a dangerous trend is surfacing whereby the youths are being neglected, only to be remembered during election periods, and are promised heaven and earth and once political power is obtained whether legally or otherwise, they are abandoned again. This has always been the trend until recently, when the governments of the Southwest region through the Development Agenda for Western Nigeria (DAWN) Commission came together to act in order to save the future from conspicuous impending danger.

It was in the light of this, that the governors of Lagos, Ogun, Oyo, Osun, Ondo and Ekiti; the six states in the S o u t h w e s t geopolitical zone which by incident of history are all Yorubas came together to bring back the glory which the Yoruba nation is known for. The Development Agenda for Western Nigeria (DAWN) Commission was birthed by the governments of the Southwest States of Nigeria as the institutional and programme management body to midwife their Regional Integration Agenda. It is therefore the dedicated coordinating agency, fully empowered by the governments to ensure the delivery of the composite development aspirations of the Region, as expressed in what has been generally adopted and known as the Development Agenda for Western Nigeria (DAWN).

The DAWN Commission is the dedicated technocratic institution for the sustainable development of the Southwest Region. The Southwest, with this commission does not have the intention to secede from Nigeria, rather,

When Southwest Youths Assembled For Development Plan •Continued from page 5 they are seeking to come together as a body to fight for a single course, the unification of ideas, opinions, dreams, and to forge a common front so as to seek a common future for the region.

The DAWN Commission and the six governors of the Southwest states are now trying to revive this and bring back the lost glory that the region was once known for. The governors then resolved on the best solution to the many problems that has been bedeviling the developments of their region and have decided to work together irrespective of political differences in order to realise this sole aim and other objectives.

The road to achieving this had not been easy but with the desire of the governors, led by Ogbeni Rauf Aregbesola, Governor of Osun, who has been openly canvassing for regional integration. He has through his programmes and policies been championing this course such that he created the Ministry of Regional Integration. From his first term in office, Aregbesola has been known as an open crusader for regionalism and going back in time to embrace the ideals of the glory days of the old West, with a view to applying it where possible in the 21st century Southwestern, Nigeria.

With this in mind, he has overseen the establishment of a Commercial Hub at Dagbolu, near Osogbo where goods from Osun and other neighbouring states will be freighted through rail line to Lagos and goods from Lagos will pass through same route to Osun and other states. This lofty project has since kicked off with an appreciable amount of successes recorded. It will also be a great injustice not to mention, the free train services provided by Aregbesola’s administration since inception through which holiday makers would journey for free to and fro Osogbo.

These two projects are enough to bring about regional integration, albeit on a small scale.

Since success has been achieved and DAWN Commission was now a reality, the Southwest needed to forge a development plan in line with the aim of the commission, hence there is the need to carry youths along in the same course, having realised that youths are abundant and efficient sources of untapped energy and through their involvement in the whole agenda, it would help in unleashing the desired result.

The governors decided to harness the power of the youths and decided to hold a youth summit with the sole aim of mapping out a 25-year development plan for the region by fully making use of the youths.

Just like the sage planned for the future, the six Southwestern governors have a target of 2040. The Regional Youth Summit with its theme: ‘WEST 2040: PRODUCTIVITY, PROSPERITY AND PEACE’ is a strategic 25-year Western Nigeria master plan where decisions were reached on how to make the region less dependent on fossil fuel (petrol and diesel). This is because technology has advanced, that in some developed countries, very soon vehicles will not powered by petrol and diesel anymore, but with electricity and solar energy.

At the summit, youths were made to understand that technology is the way out and it is better for them to embrace it now than to be a liability in the future.

Part of the master plan is for the region to be a hub for tourism and agricultural competitiveness where its vast agricultural resources would be harnessed to feed its rapidly increasing population.

In the area of tourism, since all the

Since majority of the best educational institution are located within the region, part of the masterplan is to capitalise on the successes which will in turn facilitate the production of an educated workforce.

The issue of technological development is also part of the plan which the summit aimed to draft and it was concluded that the South west should be a region of technologically developed urban centres, where tradition, culture and modernity would achieve a peaceful blend. That is, a peaceful and secure region with a globally competitive Yoruba language and culture.

Imperatively, far reaching decisions were arrived at which it is expected that with faithful implementation, in the next 25 years, the Southwest region would have reached an advanced stage of development.

These decisions are expected to be studied by the state governments in the region in synergy with the DAWN Commission, and with the high hope of having it on ground and fully running within the space of 25 years.

The first is in the area of governance and politics. The entire Yoruba youths insist on restructuring of the current warped federal arrangement that stifles the growth of the region. The youths agreed that the golden era of the region was during regional government of the old West and there is the need to revert to a system of federalism based on regionalism.

It was also agreed that the youths of the Western Nigeria affirm their belief in one united Nigeria based on fairness, equity and strict adherence to the doctrine of federalism, separation of powers and rule of law. And that there is the need to enshrine in the Federal constitution, a role for plebiscites or referendums on certain issues of public importance.

It was part of the resolution that the youths in the region should be encouraged to participate in political governance at both the legislative and executive levels. The ‘Not Too Young To Run’ proposal should be properly

institutionalised at both federal and state elections.

On education, it was agreed that the ultimate goal of education should essentially be to produce the quintessential Omoluabi, both in content and character.

The education should bring enlightenment to the human mind; prepare people for the world of work; provide the platform for leadership recruitment and provide the means for character building, especially the development of the ‘Total Man’. Meaning that in the next 25 years, the region should make it a point of duty to take back its position as the pacesetter in education. It is on record that the western region has always been known for achieving firsts in education and this could be seen in the bold steps the various governments are taking to improve on this legacy, particularly in Osun.

Besides, over the years, many of the entrepreneurial geniuses that the west has produced have gone through this process and before they quit the stage, they ended up establishing and creating big local enterprises. This culture is fading off and many schools of thought have attributed it to two things: changing the face of formal education and advancing in the area of technology.

From the summit, however, it was arrived at that to tackle poor entrepreneurial skills and financial illiteracy, the region should support and enable policies in Business development and entrepreneurial skill development; while financial literacy training should be

deployed in states of the region.

It was also resolved that legal and regulatory frameworks should be put in place to harmonise and simplify the regime of taxes and levies, while the state governments should also make public their services, procedures, cost and redress mechanism to encourage payment of taxes, so as to lessen reliance on the federal allocation.

The creative economy and informal economy (film, music, fashion, food, photography and so on) were also recommended for properly restructuring to stimulate creativity and economic growth as they translate, promote and preserve our indigenous modicums of ethical values and traditions.

On agriculture, it was observed that prior to the coming of the white men, the economy of the Southern Nigeria thrived on by agriculture and commerce. Commerce in the sense that, the produce from farms whether food or cash crops were exchanged or battered for some form of legal tender or something else.

A call however came from the summit to embrace the old order and go back to our long abandoned farmlands. This was because the crude oil which Nigeria still look up to as a major source of revenue is slowly being degraded devaluated and getting rather irrelevant in the face of other biodiesels and technological advancement. Most heavy equipments and even automobiles are technologically driven and alternatives sources of energy are being sought for, discovered, tested and in some cases adopted. It was recommended that enablers should be put in place so that agriculture can be optimised for youths participation.

On security, it was agreed that no society can succeed in an atmosphere of chaos and disarray, hence there was a recommendation that a mechanism for peaceful coexistence must be put in place. To achieve this, youths have offered to pursue and sustain joint actions against security threats to guarantee the safety of lives, property and prosperity of the people of the region.

Members of the Oranmiyan Group in the State of Osun, the political campaign group of Governor Rauf Aregbesola converged at the popular Oranmiyan House in Osogbo, the state capital for the 2018 edition of the special inter-denominational prayer session of the group on Tuesday.

The prayer session was called by the leadership of the group to supplicate for a successful end of the Aregbesola’s administration, with a call for unity among

members of the group and the All Progressives Congress (APC).

Speaking at the prayer session, the Coordinator of the group, Mr Niyi Aluko lauded members for their support to the government and the leadership of the group, inspite paucity of fund.

He called for unity among members to ensure smooth transition of government from Aregbesola to another progressive governor of the APC extraction in the state, saying that with rancor, no success could be achieved.

The Osun State Independent Electoral Commission (OSIEC) last Sunday presented Certificates of Return to the 389 councilors-elect who won the last Saturday’s Local Government election across the state.

The councilors-elect with their supporters and sympathizers stormed the OSIEC office in Osogbo, the state capital with pumps and pageantry to receive their certificates.

Some of the councilors-elect lauded the commission for ensuring that the election was acceptable to the generality of the people of the state.

Adelani Adeyemi, one of the winners of the election from Ward 10, Odo-Otin South Local Council Development Area said that the outcome of the election would ensure transparency and accountability at the council level due to the parliamentary system being entrenched in the councils.

Virginity And Its Pride Virginity is a state whereby a person has never engaged in sexual intercourse. There are cultural practices and religious traditions that place special values and significance on this state, predominantly towards unmarried females, which are usually associated with notions of honour, worth and personal purity. Like chastity, the concept of virginity has traditionally involved sexual abstinence. The concept ‘Virginity’ usually involves moral or religious issues and can have consequences in terms of social status and interpersonal relationships. In the days of old, virginity has social implications and had significant legal implication in most societies/cultures, but it has little or no legal consequences in most cultures in the world of today – why?

Because the society has lost its core value.

Although, virginity has historically been correlated with purity, many feminine scholars believe that it is a myth. It is believed that in the olden days, virginity was a thing held in high regard in societies and it was a basis of a societal cores and values that its hold in high regards in most families, as well as a thing of joy for the woman (lady), her family and the society she belongs to.

Most cultures believe that a lady must keep her virginity till marriage so as to avoid problems in her marriage.

The Yoruba especially, believe that you must not be sexually promiscuous, as sex defines a covenant with a man you sleep with and, in which many health issues may protrude from.

Infact, the first sexual intercourse by a female is considered to be an important personal milestone. The occasion is at times seen as the end of innocence, integrity, or purity.

All major religions have moral codes covering issues of sexuality, morality and ethics. However, the impact of

religious teaching has at times been limited. For example, most religions disapprove of premarital sex, albeit widely pronounced. Islam is one of the two major religions in Nigeria and considers extramarital sex to be sinful and forbidden. Premarital sex in some muslim societies, even if not falling within legal standards of proof, may result in personal shame and loss of family honour.

Rights Of An Accused Person In Nigeria An accused is a person who has been formally charged by the prosecutor with a crime within the jurisdiction of the court. A suspect is a person whom the prosecutor has reasonable grounds to believe committed a crime within the jurisdiction of the court. This means that the indictment has been confirmed by the pre-trial judge.

The rights to “procedure permitted by law” granted to accused persons are not primarily their own privilege. On the contrary “procedure permitted by law” is a pledge to the entire Nigerian society that the police, the prosecuting officials and the courts will do which is right and just in obedience to the rules of law. It should not be swallowed hook, line and sinker that the fact that these rights exist, it must necessarily guarantees automatic compliance by some officials. Virginity is a personal thing and should only be disclosed to people you completely trust. Surround yourself only with people who respect your decision. Gradually, distance yourself from anyone who makes you feel insecure about your decision or who constantly engages in activities you are not comfortable with.

Remember, the best gift you can give your spouse as a young woman is your virginity. This is golden.

A Silent Killer

Although, the incidence of stroke is in the ascendancy globally, it has assumed a frightening dimension in Nigeria where about 190,000 people suffer the ailment annually. More worrisome is the fact that even young people are becoming very vulnerable to the disease which, before now, was only associated with the elderly.

Of late, stroke, an ailment that cripples the affected limbs of those impacted, has become a recurring issue in Nigeria’s health sector. Related to hypertension, which has been appropriately tagged the silent killer, stroke is about the most referenced non-communicable disease in the country. In fact, so prevalent now that many informed interests are warning that unless checked, it could endanger the country’s economy, since most of its victims suffer whittled productive capacity.

Overview A stroke occurs when the blood supply to part of the brain is interrupted or severely reduced, depriving brain tissue of oxygen and nutrients. Within minutes, brain cells begin to die.

A stroke is a medical emergency.

Prompt treatment is crucial. Early action can minimize brain damage and potential complications.

Symptoms These signs and symptoms show that someone may be having a stroke. Note when signs and symptoms begin, because the length of time they have been present may guide treatment decisions. They include: I. Trouble with speaking and understanding, experiencing confusion, slurring of words or having difficulty understanding speech.

II. Paralysis or numbness of the face, arm or leg, developing sudden numbness, weakness or facial paralysis, arm or leg, especially on one side of the body. Similarly, one side of the mouth

may droop.

III. Trouble with seeing in one or both eyes, developing sudden blurred or blackened vision in one or both eyes.

IV. Headache. A sudden, severe headache, which may be accompanied by vomiting, dizziness or altered consciousness, may indicate onset of having a stroke.

V. Trouble with walking. Stumble or experiencing sudden dizziness, loss of balance or of coordination may also be a sign.

VI. The next step is to seek immediate medical attention if there is every noticeable sign or symptoms of a stroke, even if they seem to fluctuate or disappear.

In hospitals, doctors advise patients to do the following if they suspect stroke: Face -ask the person to smile. Does one side of the face droop? Arms -ask the person to raise both arms. Does one arm drift downward? Or is one arm unable to be raised? Speech -ask the person to repeat a simple phrase. Is his or her speech slurred or strange?

If you observe any of these signs, do not wait, even if the symptoms go away. Every minute counts.

The longer a stroke goes untreated, the greater the potential for brain damage and disability.

Causes A stroke occurs when the blood supply to your

brain is interrupted or reduced.

This deprives your brain of oxygen and nutrients, which can cause your brain cells to die.

A stroke may be caused by a blocked artery (ischemic stroke) or the leaking or bursting of a blood vessel (hemorrhagic stroke). Some people may experience only a temporary disruption of blood flow to their brain (transient ischemic attack, or TIA).

Types of Stroke Ischemic Stroke About 85 per cent of strokes are ischemic strokes. Ischemic strokes occur when the arteries to the brain become narrowed or blocked, causing severely reduction in blood flow (ischemia). The most common ischemic strokes include: Thrombotic stroke. A thrombotic stroke occurs when a blood clot (thrombus) forms in one of the arteries that supply blood to the brain. A clot may be caused by fatty deposits (plaque) that build up in arteries and cause reduced blood flow (atherosclerosis) or other artery conditions.

Haemorrhagic stroke: It occurs when a blood vessel in the brain leaks or ruptures.

Brain haemorrhages can result from many conditions that affect the blood vessels, including uncontrolled high blood pressure (hypertension), over-treatment with anticoagulants and weak spots in the blood vessel walls (aeneurysms).

Types of haemorrhagic stroke include: Intra-cerebral haemorrhage. In an intracerebral hemorrhage, a blood vessel in the brain bursts and spills into the surrounding brain tissue, damaging brain cells. Brain cells beyond the leak are deprived of blood and also damaged.

High blood pressure, trauma, vascular malformations, use of blood-thinning medications and other conditions may cause an intra-cerebral haemorrhage.

Sub-arachnoid haemorrhage: In a subarachnoid haemorrhage, an artery on or near the surface of the brain bursts and spills into the space between the surface of the brain and skull. This bleeding is often signaled by a sudden, severe headache. A subarachnoid hemorrhage is commonly caused by the bursting of a small sack-shaped or berry-shaped outpouching on an artery known as an aneurysm. After the hemorrhage, the blood vessels in the brain may widen and narrow erratically (vasospasm), causing brain cell damage by further limiting blood flow.

Towards 2018: State Of Play Will the herdsmen crisis currently ravaging the land upset the apple cart of the electoral calculus in 2018?

OSUN DEFENDER will be using psephological (The statistical study of elections and trends in voting.) analysis in the weeks ahead to forecast and project the emerging trend.

Coincidentally the crisis has been most pronounced in the zone where the 2015 presidential election between incumbent president Goodluck Jonathan and his challenger APC candidate Muhammadu Buhari was most competitive.

The rest of the zones, the South West was an exception, were not really competitive.

The electoral calculus shows that unlike elsewhere, the marginal percentage difference between the two candidates in the ‘’ Middle-Belt” ranged from 8% to 28%. If there is a backlash against the government with the perception, erroneous or otherwise, that they have been tardy or even conniving in the crisis, then there could be swings against the APC in the decisive middle-belt which could throw the election wideopen.

Benue state which is a hotbed of the herdsmen/ farmers conundrum is clearly in play. Hitherto held since the commencement of the third republic continuously by the PDP, it swung to Buhari in 2015 by 10%. It ought to be leaning towards an APC victory. However recent events have produced a clearly disgruntled state governor and a restive population. Of note is that there always have been religious undercurrents perennially lurking beneath the surface in the electoral nomenclature of the state.

This state could therefore swing into an electoral background. It will, with what is on ground, require some tactical maneuvering and great political management to contain a possible backlash against the APC here.

Plateau State is another hitherto held PDP stronghold although going to the APC by a bigger margin (16%) than Benue’s 10% in 2015. The state could also prove dicey for the APC in the event of a backlash. The incumbent governor for example took only 51% of the vote in the governorship election. This indicates that the then candidate Buhari was running well ahead of his party in the popular votes. Indeed it is plausible to argue that the coattails of Buhari might have clinched the governorship for the APC. It is looking unlikely for example, that the crises will help the APC candidate in Taraba which they lost to Jonathan and the PDP by 80% in 2015.

Crisis management of the public perception will be key in this region in order to forestall a backlash.

The presidency is embarking on a sensible containment strategy. This week’s letter from the president to the Senate is a much desired step.

Unfortunately, the incoherent response of the president’s own “communications team” has clearly not helped matters. For a start, the state governments are clearly culprit, in some cases in dereliction of duties. This has shifted all the blame rather unfairly to the central authorities.

The President’s communications team should have

used the State of Osun as a positive example. In that state as we have pointed out in our editorial this week on page 4, the pro-active, well thought out containment strategy of the government shielded the state from the herdsmen/farmers clashes, even as they became more pronounced across the country.

Osun State showed that even with a state government having tenuous control over the national internal security mechanism, containment pro-active crisis management can still be creatively deployed to avert the bloodshed witnessed elsewhere.

For its own good and for the sake of the electoral calculus, the communications team must be braced up and continue to explore this theme and get the message across. It’s looking dicey in the middle-belt but the personal authority of the President should take the ruling APC out of its pickle. The clear absence of a credible alternative opposition figure in Nigeria like Raila Odinga represents in Kenya or like candidate Muhammadu Buhari was pre-2015, is very much in favour of the electoral prospects of the APC. In the weeks ahead; we will continue our surveys on the calculus both nationwide and in the toss-up states.
