Reeling out some of the achievements of the agency, the OWMA boss said, over the years, infections which are environmentalrelated and food-borne have not surfaced in the state.

He said, this was because to an extent, the agency has been able to change the orientation of the citizenry on the importance of environmental cleanliness through enlightenment, even though, there were still defaulters.

am using this medium to reach out to those in authority with a view to helping find a lasting solution to the issue of regular robbery attacks confronting residents of Gbodofon Community in Osogbo, the State of Osun cfapital.

It is depressing that in the 21st century Nigeria, law-abiding citizens could be helpless in the face of robbery attack, even from common thieves, who deprive them of their means of livelihood.

Many of these innocent residents invested heavily both financially and physically to ensure they acquired their properties for the comfort of their families, only for bandits to stroll into their homes in the night and

In my view, the state government is trying by investing in the police force through provision of patrol vehicles, Armoured Personnel

Carriers and other incentives.

However, it is observed that the police response to those in crisis has not been encouraging. One cannot imagine that it took the police 30 minutes to reach Gbodofon, when the two nearest police stations at Oja-Oba and Ataoja Estate, particularly at the time of

the incident, which was devoid of traffic, should not be more than five minutes.

There is no way one would not be bitter when

you reflect on the modalities employed by the police in seeking to help those in distress, especially night robberies, as they are mostly left without any form of hope of recovering their properties and without any form of insurance.

In my view, the various

DPOs, and especially, the Area Crime Officers for the affected divisions need to sit up and face the challenges of modern policing, with a view to making the safety of the people their priority.

No policeman should be proud of himself or his duty when common thieves deny innocent residents of sleeping with both eyes closed.

Though, being a policeman is not an easy task, yet, once one decides to join the force, all which is expected of him is sacrifice for the sake of the civilians, from whose tax he gets his salary.

We Can Rule This Country With Honesty And Transparency ADDRESS BY PRESIDENT MUHAMMADU BUHARI ON 56TH INDEPENDENCE ANNIVERSARY. OCTOBER 1ST 2016.

T

ODAY – 1st October is a day of celebration for us Nigerians. On this day, 56 years ago our people achieved the most important of all human desires – freedom and independence. We should all therefore give thanks and pray for our founding fathers without whose efforts and toil we would not reap the bounties of today.

2. I know that uppermost in your minds today is the economic crisis.

The recession for many individuals and families is real. For some It means not being able to pay school fees, for others it’s not being able to afford the high cost of food (rice and millet) or the high cost of local or international travel, and for many of our young people the recession means joblessness, sometimes after graduating from university or polytechnic.

3. I know how difficult things are, and how rough business is. All my adult life I have always earned a salary and I know what it is like when your salary simply is not enough. In every part of our nation people are making incredible sacrifices.

4. But let me say to all Nigerians today, I ran for office four times to make the point that we can rule this nation with honesty and transparency, that we can stop the stealing of Nigeria’s resources so that the resources could be used to provide jobs for our young people, security, infrastructure for commerce, education and healthcare.

5. I ran for office because I know that good government is the only way to ensure prosperity and abundance for all. I remain resolutely committed to this objective.

6. I believe that this recession will not last.

7. Temporary problems should not blind or divert us from the corrective course this government has charted for our nation. We have identified the country’s salient problems and we are working hard at lasting solutions.

8. To re-cap what I have been saying since the inception of this administration,üÿ our problems are security, corruption and the economy, especially unemployment and the alarming level of poverty.

9. On Security, we have made progress. Boko Haram was defeated by last December – only resorting to cowardly attacks on soft targets, killing innocent men, women and children.

10. Nigerians should thank our gallant men of the Armed Forces and Police for rescuing large areas of the country captured by insurgents.

Now, residents in Borno, Yobe and Adamawa States, as well as several neighbouring states go about their daily business in relative safety.

People can go to mosques, churches, market places in reasonable safety.

11. Commuters can travel between cities, towns and villages without fear. Credit for this remarkable turnround should go to our Armed Forces, the Police, various sponsored and private vigilante groups, the local traditional leaders.

Security is a top to bottom concern and responsibility.

12. Besides Boko Haram, we are confronting other long-running security issues, namely herdsmen vs farmers, cattle rustling, kidnappings.

This Administration is firmly resolved to tackle these challenges and to defeat them.

13. A new insurgency has reared up its head in the shape of blowing up gas and oil pipelines by groups of Niger Delta Militants. This Administration will not allow these mindless groups to hold the country to ransom.

14. What sense is there to damage a gas line as a result of which many towns in the country including their own town or village is put in darkness as a result? What logic is there in blowing up an export pipeline and as a result income to your state and local governments and consequently their ability to provide services to your own people is reduced?

15. No group can unlawfully challenge the authority of the Federal Government and succeed. Our Administration is fully sympathetic to the plight of the good people of Niger Delta and we are in touch with the State Governments and leaderships of the region. It is known that the clean-up of the Ogoniland has started. Infrastructuralüÿ projects financed by the Federal Government and post amnesty programme financing will continue.

16. We have however, continued to dialogue with all groups and leaders of thought in the region to bring lasting peace.

17. Corruption is a cancer which must be fought with all the weapons at our disposal. It corrodes the very fabric of government and destroys society. Fighting corruption is Key, not only to restoring the moral health of the nation, but also to freeing our enormous resources for urgent socioeconomic development.

18. In fighting corruption, however, the government would adhere strictly by the rule of law.

Not for the first time I am appealing to the judiciary to join the fight against corruption.

19. The Third Plank in this Administration’üÿs drive to CHANGE Nigeria is re-structuring the economy. Economies behaviour is cyclical. All countries face ups and downs. Our own recession has been brought about by a critical shortage of foreign exchange. Oil price dropped from an average of hundred USD per barrel over the last decade to an average of forty USD per barrel this year and last.

20. Worse still, the damage perpetrated by Niger Delta thugs on pipelines sometimes reduced Nigeria’s production to below One million barrels per day against the normal two point two million barrels

per day. Consequently, the naira is at its weakest, but the situation will stabilize.

21. But this is only temporary.

Historically about half our dollar export earnings go to importation of petroleum and food products!

Nothing was saved for the rainy days during the periods of prosperity. We are now reaping the whirlwinds of corruption, recklessness and impunity.

22. There are no easy solutions, but there are solutions nonetheless and Government is pursuing them in earnest. We are to repair our four refineries so that Nigeria can produce most of our petrol requirements locally, pending the coming on stream of new refineries. That way we will save ten billion USD yearly in importing fuel.

23. At the same time, the Federal Ministry of Agriculture and the Central Bank have been mobilized to encourage local production of rice, maize, sorghum, millet and soya beans. Our target is to achieve domestic self-sufficiencüÿy in these staples by 2018.

24. Already farmers in thirteen out of thirty six states are receiving credit support through the Central Bank of Nigeria’s Anchor Borrowers Programme.

EBBI state alone this year is expected to produce one million tonnes of locally grown rice, thanks to a favourable harvest this year. As part of the 13 states, Lagos and Ogun are also starting this programme. Rice alone for example costs Nigeria two billion USD to import.

25. The country should be selfsufficientüÿ in basic staples by 2019.

Foreign exchange thus saved can go to industrial revival requirements for retooling, essential raw materials and spare parts. It is in recognition of the need to re-invigorate agriculture in our rural communities that we are introducing the LIFE programme.

26. Government recognises that irrigation is key to modern agriculture: that is why the Ministries of Agriculture and Water Resources are embarking on a huge programme of development of lakes, earth dams and water harvesting schemes throughout the country to ensure that we are no longer dependent on rain-fed agriculture for our food requirements.

27. In addition, government is introducing Water Resources Bill encompassing the National Water Resources Policy and National Irrigation and Drainage Policy to improve management of water and irrigation development in the country. We are reviving all the twelve River Basin Authorities, namely; Anambra - Imo Benin - Owena Chad Basin Cross River Hadejia - Jama’are Lower Benue Lower Niger Niger Delta Ogun - Osun Sokoto - Rima Upper Benue Upper Niger 28. The intention is eventually to fully commercialise them to better support crop production, aqua – culture and accelerated rural development.

29. This Administration is committed to the revival of Lake Chad and improvement of the hydrology and ecology of the basin.

This will tune in with efforts to rehabilitate the thirty million people affected by the Boko Haram insurgency in the Lake Chad basin countries.

30. The second plank in our economic revival strategy is centred on the Ministry of Power, Works and Housing. The Ministry will lead and oversee the provision of critical infrastructure of power, road transport network and housing development.

31. Power generation has steadily risen since our Administration came on board from three thousand three hundred and twenty four megawatts in June 2015, rising to a peak of five thousand and seventy four megawatts in February 2016.

32. For the first time in our history the country was producing five thousand megawatts.

OWEVER, renewed militancy and destruction of gas pipelines caused acute shortage of gas and constant drop in electricity output available on the grid.

33. There has been during the period June 2015 to September 2016 big improvement in transmission capacity from five thousand five hundred megawatts to the present seven thousand three hundred megawatts.

34. There were only two system collapses between June and December 2015, but due to vandalism

by Niger Delta militants the overall system suffered 16 system collapses between March and July 2016 alone. As I have said earlier, we are engaging with responsible leadership in the region to find lasting solutions to genuine grievances of the area but we will not allow a tiny minority of thugs to cripple the country’s economy.

35. In the meantime, government is going ahead with projects utilizing alternate technologies such as hydro, wind, and solar to contribute to our energy mix. In this respect, the Mambilla Hydro project, after many years of delay is taking off this year. Contract negotiations are nearing completion with Chinese firms for technical and financial commitments.

36. The project is to be jointly financed by Nigeria and the ChineseExport-üÿImport Bank. In addition, fourteen Solar Power Projects have had their power purchase agreements concluded. Hence the plan to produce one thousand two hundred megawatts of solar electricity for the country would be realized on schedule.

37. And in line with the objective of government to complete all abandoned projects across the country, the Rural Electrificationüÿ Agency’s projects needing completion are provided for in the 2016 Budget. Bringing electricity to rural areas will help farmers, small scale and cottage industries to integrate with the national economy.

38. Roads Construction and Rehabilitation has taken off. The sum of twelve billion naira was allocated to this sector in the 2015 Budget, not enough even to pay interest on outstanding unpaid claims.

The Imperative Of Unity SPEECH BY THE GOVERNOR OF THE STATE OF OSUN, OGBENI RAUF AREGBESOLA, AT THE 20THANNIVERSARY OF THE CREATION OF EKITI STATE, HELD AT THE ARCHBISHOP ABIODUN ADETILOYEHALL, TRADE FAIR ARENA, IYIN ROAD, ADO EKITI, ON OCTOBER 1, 2016.

I

T gives me great pleasure to be with our kit and kin in Ekiti. I must therefore thank my brother governor for the kind invitation to the 20th anniversary of the creation of Ekiti State. This interestingly is coming at the heels of the 25th anniversary of the creation of our own state, Osun, on August 27.

I congratulate all Ekiti people at home and abroad, especially the founding fathers who fought for the creation of the state and those who made sacrifices for the takeoff of the then new state.

Given that Nigeria herself is just 56, 20 years for any of its states is a pretty significant time. Very few people will doubt that one of the purposes of state creation, which is the development of a state capital, looking at Ado-Ekiti, has been largely fulfilled. Ado has been transformed into a large urban centre with huge population, albeit attracted from all the cities and villages of Ekiti, including Ekiti indigenes at home and the Diaspora.

Though our two states, Oyo and Ekiti, were created differently and at different times, the primal bond between us began with the progenitor of our race, Oduduwa.

We are Yoruba from Ile-Ife. Our people in Osun, especially the Ijesa ,Ife and igbimina have special affinity with Ekiti people in the special delicacies of pounded yam and palm-wine, the adamo music, farming the same food crops and cocoa. They also share the same world view of being sticklers to integrity and uncompromising stand on righteousness and pursuit of justice – the Omoluabi credo.

We also share the same passion in the pursuit of education. Our forebear, Ogedengbe Agbogungboro afikankan loju ogun, leader of the Ijesa army and Fabunmi of Okemesi combined forces to prosecute the Ekiti Parapo war of 1877-1893. This was the highest level of historical collaboration by two kingdoms to fight against injustice and oppression and enthronement of liberty and federalism in Yorubaland.

More still, artificial partitioning with state creation left parts of the ancient Ijesa kingdom in Ekiti State, in what will be an eternal inseparability between our two states.

We have also historically been progressive leaning. From the First Republic to present day, our two states have supported progressive political parties. This might sound uncomfortable but that Ekiti State is under PDP rule is just an interregnum. The people are

progressives at heart and sooner than later, there will be a realignment of forces and the people will come to where they really belong.

We are all aware of the huge financial challenges our nation is facing which has affected not only the Federal Government but at least 27 states of the federation. That President Buhari announced to the whole world at the United Nations General Assembly in New York last month that 27 states are in dire financial straight should clear doubt from the mind of anyone still thinking we are playing games.

You will recall that when oil sold for up to $140 per barrel, the federation account was receiving in excess of N1.2 trillion which made the Federal Government’s 52 per cent share to top N600 billion monthly. When oil fell to about $28per barrel, the entire federation account basket was just a little over N200 billion, less than one third of what the Federal Government alone collected at the good time.

Oil price goes up and down at an average of $45 dollars now but our problem is not just the falling price.

We have double whammy in that not only has price dropped, our daily oil production fell as well.

From all accounts, we are losing not less than one million barrels of crude oil per day, out of our 2.1 million barrels OPEC allocation, due to sabotage by militants in the Niger Delta.

We are therefore in recession because we no longer have enough foreign exchange to finance our imports. We are dependent on imports for everything. We import

food, automobiles, petroleum products, drugs, clothing, building materials, machineries, electronics, cosmetics and household products.

In the absence of other serious foreign exchange earners, we are bound to have problems financing our imports, which are huge and humongous. Just take a sample: T official level, according to NNPC, we spend $20 million daily or $1.8 billion quarterly which translates to $7.2 billion annually to import fuel. We also spend $20 billion every year to import food. This will include $700 million on fish. There are conflicting figures but the highest, from a former Minister of Commerce and Industry, Engr.

Charles Ugwuh, claims that we spend $2.6 billion annually to import rice while the CBN claims that our rice import bill for three years cost $2.4 billion. It will also include wheat, biscuits, noodles, dairy products, pastas, wines and other food items.

By importing, we are simply developing the economies of the nations we buy from through job creation, value chain maintenance and other spin-off effects of production.

You can imagine that there are seven million vehicles on our roads and we do not produce a single tyre for them. If the average lifespan of a tyre is three years, then every three years, we need 28 million tyres, working on the assumption that an average car has four wheels. We must then find a way to import 28 million new or used tyres. We can imagine what effect it would have on our economy if

we produce just half of these tyres at home. I remember there used to be a tyre rethreading company in Ado. That could have been upgraded to a full tyre manufacturing company.

Then of course, we import textiles and clothing items, including handkerchiefs, underwear and footwear to the tune of $4 billion in a year. Apart from traditional wears, virtually all formal wears are now imported. For a very long time now, I have stopped wearing non-traditional dresses. If half of the country had been like me, it means that at least 80 million people will engage our local tailors and retain that whole transaction within our economy.

This problem did not begin last year. It has been the orientation of our economy since the oil boom of the 1970s. It must therefore be sensitive to the shocks of oil price crash.

What we can do in the short term is to find alternative sources of funding for the deficit through borrowing and disposing off idle assets. We should also wrap up the conflict in the Niger Delta to be able to ramp up oil production. Adding one million barrels to our production will take us out of the woods. Plugging leakages and recovering loot, as the government is doing, is a right step to maximise the current situation.

Another short term solution is to, in the Keynesian mode, engage in direct employment of youths. In spite of neoliberal opposition, this policy has never failed in addressing depression in the past.

This is one of the innovations we brought to governance. Our administration has carried out the engagement of two tranches of 20,000 youths, totalling 40,000, in public works. They were not given permanent employment but engaged as volunteers and given monthly stipend . They were eventually given soft landing in the various empowerment schemes of the government in agriculture, teaching and information communication technology.

IN less than two years of taking the youths off the streets, crime rate in Osun dropped to rock bottom. It also reflated the local economy since the N200 million monthly allowances given to them percolated into the grassroots. It is government money well spent. The programme has since been adopted by the World Bank and introduced nationally in a modified form.

But the long term solution is for us to get off import addiction. We should revive agriculture. I never •Continued on page 13

Osun Has Changed People’s Psyche On Waste Management - Oyeladun

Alhaji Ganiyu Oyeladun is the General Manager and Senior Special Assistant to the Governor of Osun on Waste Management and Environmental Matters. He spoke with KAZEEM MOHAMMED on the achievements of the agency and its efforts towards guaranteeing cleaner environment. Excerpts:-

O

SDF: Can u tell us some of the achievements of your agency so far?

OYELADUN: This agency was the creation of Governor Rauf Aregbesola when he came on board; there was no office bearing that name before and when the office was created, the manadate was to manage waste and deal with all other matters relating to environmental issues. When you look at the volume of waste being generated and carted by the agency for final disposal in a day, it is about 1,500 cubic. These were waste that were being dropped in the river channel and when the rains fall, they cause flood, but since inception, we have never experienced any devastating flooding in Osun. Apart from that, all the major water ways were channelised and this has stopped cases of flooding in the state.

Besides, the issue of waste generation is a function of economic growth and if the volume of waste being generated has increased so much, it means the economy of the people has improved and their trade has improved. If that is the case, it means, the agency alone cannot manage the waste, hence, the government started an empowerment proramme, which we call the Private Sector Partnership (PSP) in Waste Management. Under this programme, vehicles wer bought, giant ones and the roll-onroll-off ones were bought and were distributed to private managers who also generate their income from there and their lives also improved.

If these can be regarded as achievements, we can say that we have improved the economy of those working with the agency.

To the members of communities in the state, we now have a clean environment, and we have succeded in changing the attitude of our people towards waste management practises. There are lot of diseases traceable to insanitary practices, cholera is a major one, disentry, diaorrhea and such others, but we thank God, with the bill of health that we receive from across the state, we have never recorded any of these infections over the years. The last time we had an infection, it was imported, and that is why we were able to contain it within one week and since then we have never had any of such cases.

Besides, due to the effective inspection of premises, garages, abbatoirs, markets places, we thank God, we have never experiences any food borne diseases in this state, either traceable to food on its own, or meat or any other such products.

Also, the enlightenment of OWMA has broaden the knowledge of the people on waste management, because if we don’t have that knowledge, they may not know how to manage their waste. Don’t forget too, the dump site we are using is acquired by the government and it is being regularly maintained, because if is not, it could be a source of outbreak of diseases. If all these are regarded as achievements of the agency, we give the glory to God and thank Aregbesola administration for being proactive on waste management.

•OYELADUN OSDF: You claimed to have changed the orientation of the people, yet, we still have some people dumping refuse on water ways, hence, the recent flooding in the state, how do you justify this?

OYELADUN: On the recent flooding that we had in the state, it was not because people are dumping waste in the water channels, but as a result of large volume of water coming from the Northern part of the country, whereby, we, at the Southern end are at the receiving end of it. NIMET people had said some states may experience flooding and when they mentioned Osun, we were not bothered because we had done all things possible to prevent flooding. Unfortunately when river Niger and Benue were filled up to the brim, the spill over get to Asadam in Kwara State which linked to us in Osun and when Asadam was open without notifying us here, forcefully the water came here and the tributaries around here could not contain the volume of water coming.

If we had been notified early by Kwara government, we would have open our dam earlier to allow for smooth flow of water coming here, but we were caught unaware.

Immediately it happened, we alerted them in Asejire in Oyo State to quickly open their own dam and that is why we were able to control it, otherwise it could have been worst more than that.

N the issue of people dumping refuse on the road, we are working very hard to totally eradicate this. Sometime we have 90 days emergency waste management period, that bothers on zero tolerance for filth and then, we came up with bi-monthly environmental sanitation and change it to monthly after evaluation. We also had Thursday’s market and work base sanitation. What we are doing now is to evaluate the exercise again and since we have not concluded, we will not allow anybody to bring waste to the roadside. Therefore anybody caught bringing waste to the main road or places that are not designated for such will be heavily sanctioned. Few days ago, about 29 people who dump refuse under the cover of darkness

were apprehended and heavily penalised. The exercise was not designed to generate revenue, though, revenue comes out of it, but to punish the defaulters so as to serve as deterrent to others to desist and we will continue to do that until we succeded in getting the people out of such insanitary practices. We have brought in a lot of stakeholder, the enforcement unit of OWMA, the police is assisting us, the State Security Service is assisting us, the NSCDC is assisting us, the MAN’O’War and others have been brought in. It is a massive assignment. You can imagine when you are caught and asked to go and pay N10,000 or N20,000 as this time.

The court has tried some people and fined then N25,000 and even more and it is either you pay or you be in prison for sometimes.

OSDF: Like how many offenders has this agency prosecuted in court?

OYELADUN: We have prosecuted more than 100 offenders since we started. We are only being lenient in our approach, because, if we use the full strength of the law that establishes the Environment Health Service or Publc Health Services, it could be treated as criminal cases.

When you dump waste anyhow, it is taken that you dump it to spread diseases and when that is done, it will claim lives, hence, you are killing people, which is criminal. That is why we lay much emphasis on enlightenment to let them know the implication of what they are doing.

OSDF: How effectiveness is your enforcement unit?

OYELADUN: Very effective and when you look at it now, the percentage of compliance is greater than before. If there is strict compliance, there will be no need for penalty, then we will know that we have completely changed the orientation of our people and no one will no longer be forced to maintain clean environment. Presently we are evaluating how effective our approach has been to know another way forward.

OSDF: What are the challenges that your agency is facing?

OYELADUN: Like all other agencies of government, the major challenge is funding. Our vehicle

must go out every day and those vehicles must be maintained. Also, in our dump site where the waste vehicles are parked, initially we maintain it once in two months, but now it has to be done twice in a month, because the limited space we have there is filled up and we are just working on the acquisition of another dump site. So, the treatment and maintenance is expensive.

Therefore, the major callenge for us is funding.

Another one is uncooperative attitude of members of the public.

No matter how you persuade them, some will still dump refuse indiscriminately, and instead of making use of Septic tanks, some drop it on the drainage. Members of public need to cooperate with us.

Also, there is the need for manpower development, as we cannot continue to do things the way we have been doing them. Though, the government is trying by giving us priority, because the governor knew that if there is a break in our service, there may be outbreak of diseases but we have not been able to do enough due to paucity of fund.

OSDF: What are your effort towards converting waste to wealth?

YELADUN: The governor has done a lot on the psyche of civil servants in this state, because, if it were to be in few years past, we would have run into traps of all those things by putting counterpart fund, giving lands and eventually be duped. There are a lot of proposal by prospective partners on waste conversion, recycling and reuse, but when I went through them, I discovered that the intent of some of them is fraud. However, we have been able to identify some that are sincere and we are working on them. By the time we are convince of their competence, we will go into it.

What is funny is that some of those partners can not point to what they had done and when you ask them, they would not show up again. So, the ones that we are working on now told us that there is nowhere in West Africa where they have the recycling plant that can generate electricity from waste, but they will take us to the one they have and we will partner on it, after which it will be replicated here. We have seen that they are sincere, but I must tell you, it is expensive, hence, we are being careful so that we can have the best.

OSDF: You message to the people of Osun?

OYELADUN: I want to commend them for their support and urge them to continue to support the administration of Ogbeni Aregbesola, as I can tell them that their resources are being properly managed.

In the area of waste management, I urge them to continue to cooperate with us by patronising the PSP people and not dumping their waste on the road side, river channels and drainages. The people must cultivate good habit of managing their wastes, your environment must be cleaned and comply with rules and regulations on waste management.

The National Leader of the ruling-All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, writes a review of the book ‘Muhammadu Buhari: The challenges of leadership in Nigeria’. A biography of President Buhari, which was presented on October 3 in Abuja, was written by an American author, John Paden, a Professor of International Studies, who has deep knowledge of Nigeria and its leaders.

A man on assignment HIS authorized biography of Nigeria’s Leader, President Muhammadu Buhari, attempts a broad characterization of the different stages of his life and professional career.

Essentially, the book explores how his professional career, his personal life and prior experiences in government shaped and prepared him for the momentous assignment he now has.

From the book’s pages, we see a man who has lived his life on assignments that always intersected with vital moments in the nation’s history. He was a man on assignment, when, in the military, he served bravely in a civil war to keep Nigeria united.

He was on national assignment when he became Military Head of State in a well-intentioned effort to straighten things out, and set Nigeria on a better path. When he ventured into politics and competed for the Presidency, culminating in his 2015 election victory, he was still on assignment, showing that there was no other way for this nation to go but the way of democracy, no matter how difficult the path may be.

Now, as sitting President, he is on an assignment, against time, to undo the wrongs of nearly two decades of bad governance.

Such is the life of this man; always in the public eye, doing things in his different, disciplined and Spartan way. From this compelling narrative, neatly demarcated into three parts and 24 chapters, the reader is able to glean the quintessential Buhari.

Buhari’s credential as a transformative leader The historical bent of this rendering, no doubt, makes for an educative and informative reading.

The book is a timely narrative.

Buhari’s credential as a transformative leader, who has evolved into a committed democrat, is secured in this narrative. The Nigeria project, which occupies the center stage in the book, has been Buhari’s life.

Professor Paden, the author of the book, was on point when he observed that political leadership was critical in keeping Nigeria moving and developing.

The search for that astute political leadership is what produced the Buhari presidency. That same search is what must propel this presidency forward.

The forward written by General Theophilus Danjuma captures the very essence of the book. No one is more qualified to evaluate President Buhari, from the past to the present, other than General Danjuma. As a senior officer to Buhari, they both enjoy a professional and personal friendship, unparalleled in our history. His words confirm that Buhari was a man prepared for leadership ahead of a time like this.

Progressives Congress (APC), is an important event that the book addresses. The merger was the result of teamwork, belief in the democratic will of the people and a commitment to national purpose.

Many of us invested ourselves, our heart, body, mind and soul in this project for national salvation. Many did not want it to happen and fought to undermine the good we sought to accomplish. Many others straddled the sidelines, neither completely in nor completely out, but waiting to see how the prevailing winds might blow before making their move.

UHAMMADU Buhari never wavered for one moment on this journey. Proving to be a focused leader, he acted with single-minded determination that showed no fear or doubt in the rightfulness of the cause we pursued.

I know this for an unassailable fact because I was there with him, every step of the way, to fight against, what the realists told us, were unsurmountable odds.

Yet, our determination for reform beat their smart calculations. The desire for a better country was more powerful than their incumbent might.

So many people made contributions that made the historic merger possible. It would be impossible to give each person the accolades they deserve in a concise work such as this one. However, it is an account that we must begin to chronicle fully, and with care, for it is the story of when reform came to the land. Here, I must say that this book makes a good initial contribution toward this objective.

Indeed, the APC is a party born of the quest for democratic good

governance. In essence, the party is the embodiment of a democratic promise made between its members as well as a democratic vow made to the public. The APC genesis is truly a historic and an engaging one.

I, therefore, crave your indulgence here to give a bit more insight.

3 challenges in forming APC In forming the ‘new’ party, we had 3 challenges. The first was learning the right lessons from the aborted attempt at political cooperation in 2011. Fortunately, both the ACN and CPC regretted our inability to conclude a pact in 2011.

We agreed that there would be no recrimination over what did not happen before. We agreed there would be an intensified effort to forge the united effort that eluded us in 2011.

In 2011, both parties wanted cooperation, but became stuck whether that should take the form of an alliance or outright merger.

This difference gave rise to another one, regarding how the vice presidential candidate, who would run with the presidential candidate, Muhammadu Buhari, would be selected.

Despite numerous good-faiths demonstrated in attempts to resolve these issues, time ran out on finding a solution. In retrospect, we all were perhaps a bit too inflexible and did not realize the extent to which cooperation and flexibility were needed to establish the reform we all wanted.

The result: Each party went its own way in 2011. However, the talks of 2011 would foreshadow the discussions, beginning in 2013, which led to the successful merger

forming the APC. Talks mainly between the CPC, led

by Buhari, and the ACN, led by myself, later joined by the ANPP and the progressive wing of APGA, would go more smoothly and would reach the desired finish-line this time. There would be a merger and there would be a presidential candidate agreeable to all. A winning combination had been joined.

It would give the PDP, which had boasted of 60 continuous years in power, more than it could handle.

How Osinbajo beccame Buhari’s running mate After the successful merger and the birth of APC, it was time to pick a flag bearer. At the Lagos convention, President Buhari emerged as the new party’s choice in a transparently-honest process.

His speech to the convention was greeted with ovation, even by those who had opposed him.

In that speech, he said to the delight of all who heard, and I quote him: “I can’t give you a pocketful of dollars or naira to purchase your support. Even if I could, I would not do so. The fate of this nation is not up for sale. What I will give you, and this nation, is all of my strength, commitment, sweat and toil in the service of the people. What I can give you is my all.”

This set the tone for the campaign to come.

UT first, there was the sticky issue of selecting a running mate. After careful study and discussion, it was agreed that we should field a religiously-balanced ticket given the sensitivities of the moment.

Based on this conclusion, the name of Yemi Osinbajo, renowned law professor and former Lagos State Attorney-General during my tenure as governor, was proposed as an excellent running mate.

Osinbajo was also a Pastor in the largest church in the entire country, and this would answer those who wrongfully tried to paint Buhari as intolerant.

From these events, you can see a portrait of President Buhari as a democrat, more adept, than many would think, at the nuances of coalition-building and political partnership.

During the campaign, he surprised many by his agility and the broad canvas on which he operated.

In tracing the evolution of Buhari, the national leader, the author’s assertion that military rule is based on the power its holders can wield, while civilian rule is based on the legitimacy derived from elections, is a point with which I dare not debate.

Buhari’s career embodies this, hence his transition from being a military ruler to being a civilian leader, who subjected himself to the rigours and uncertainty of elections four times. Thrice he patiently went to court, seeking redress from electoral manipulation.

Reduces advancement of mild endometriosis: Vitex is used in Germany by gynecologists to treat mild endometriosis and prevent it from advancing.

May help prevent miscarriage: Vitex has a beneficial impact on progesterone levels. If miscarriages are due to low progesterone, Vitex may help to normalize or increase progesterone levels. Vitex may be considered safe to use during pregnancy, but make sure to consult with a healthcare practitioner when using this herb during pregnancy. Relieves PMS: Clinical research has shown that Vitex may be very beneficial for PMS symptoms, especially depression, headaches, rashes, acne, allergies and sensitivity of the breasts. For those who have low energy reserves, weak immune systems, eat mostly processed foods, have been on antibiotics or steroids for a while – changes in diet and lifestyle are necessary prior to beginning the use of Vitex. Without making these changes in addition to using Vitex, you may not experience results.

Perimenopause is the time leading up to menopause.

Perimenopause typically begins at the age of 40. As perimenopause progresses toward menopause, it is normal for menstrual cycles to become irregular and for hormone levels to fluctuate. As ovarian reserve diminishes and egg health declines, FSH levels may rise. For some women Vitex may be helpful

in maintaining regular cycles and lowering higher FSH levels, but Vitex cannot reverse the aging process. It may or may not be women in effective for perimenopause, each woman is different. Vitex cannot bring back the menstrual cycle in women who have gone through menopause.

Safety & Side Effects Vitex has been used for over 2,000 years with no significant sideeffects reported. Some minor and infrequent side-effects (1-2% of users may experience) have been nausea, gastrointestinal upset, skin reactions, and headache. Women with a history of depression taking Vitex for menstrual irregularity may experience an exacerbation of depressive symptoms.

VEN though it has been shown to have no interference with oral contraceptives (birth control), due to limited research, Vitex should not be used in conjunction with prescription medications that contain hormones in case it may interfere with their activity.

Some women do experience a shift in their cycle when they first begin using Vitex. The length of the menstrual cycle may shorten or lengthen temporarily before it finally stabilizes. This is just the body balancing itself out and is completely normal.

Safety ratings · German Commission E has approved the use of Vitex for menstrual cycle irregularities, premenstrual disturbances, and mastodynia. · The Botanical Safety Handbook has categorized Vitex as a class 1 herb. Class 1 herbs are herbs that can be safely consumed when used appropriately.

Vitex use During Pregnancy It is believed that Vitex’s ability to increase progesterone levels has explained the positive results seen by herbalists and midwives who used it to help prevent recurrent miscarriages in women. No studies on humans have been done yet supporting this, only traditional use. There have been reproductive toxicology studies with female rats where they were given up to 80 times the concentrated used clinically in humans, showing no difference in offspring compared with the rats given none.

German research shows Vitex can be taken safely through the end of the third month of pregnancy and may help prevent miscarriage.

Vitex is still considered safe to take after the third month, but it is thought that it may stimulate lactation too early, so for this reason it is suggested to not continue after the third month of pregnancy. Also, during the third month of pregnancy the placenta takes over progesterone production, so Vitex most likely won’t be needed.

Meanwhile, General Electric is investing two point two billion USD in a concession to revamp, provide rolling stock, and manage the existing lines, including the Port Harcourt-Maidugüÿuri Line.

The Lagos-Calabar railway will also be on stream soon.

44. We have initiated the National Housing Programme. In 2014 four hundred million naira was voted for Housing.

N 2015 nothing. Our first budget this year is devoting thirty five point six billion naira. Much of the house building will be private – sector led but Government is initiating a pilot housing scheme of two thousand eight hundred and thirty eight units uniformly spread across the 36 states and FCT. 45. We expect these units to be completed within 4 – 6 months.

These experimental Nigeria House model Units will be constructed using only made in Nigeria building materials and components. This initiative is expected to reactivate the building materials manufacturing

sector, generate massive employment opportunities and develop sector capacity and expertise.

46. The programmes I have outlined will revive the economy, restore the value of the naira and drive hunger from our land.

47. Abroad, Nigeria’s standing has changed beyond belief in the last 18 months. We are no longer a pariah state.

HEREVER I go, I have been received with unaccustomed hospitality.

Investors from all over the world are falling over themselves to come and do business in Nigeria. This government intends to make business environment more friendly because we can not develop ourselves alone.

48. All countries, no matter how advanced, welcome foreign investments to their economy. This is the essence of globalization and no country in the 21st century can be an island. Our reforms are therefore designed to prepare Nigeria for the 21st century.

49. Finally, let me commend Nigerians for your patience, steadfastness and perseverance. You know that I am trying to do the right things for our country.

While it is impracticable for now to politically unify the Yoruba nation into one political platform, it will be hard to dismiss the notion that the region was better governed as one entity in the colonial and immediate post-colonial era.

Everything functioned well and there was prosperity. People still look with nostalgia at what was considered the golden era in Yorubaland.

HE political division we have in Yorubaland should serve the purpose of stimulating development between competing ideologies and political parties, not for low intensity but destructive civil war in which a few individuals seek power for self-aggrandisement at the expense of our people. We should all look at the big picture of how our region fares in the Nigerian federalism and the interest of all our people in the world at large.

WE must have a broad platform in which we are on the same page on broad issues of economic development, education, agriculture, tourism, electricity, transportation, arts and culture.

Even a unified position will strengthen our demands from the Federal Government.

Our states were created as atomistic bodies dependent on federal allocation every month.

When things were good, we were doing fine, but when things are bad, as they currently are, then we are in trouble. This is not good at all. We should be economically

buoyant as a region at all times.

Many of the prosperous countries of Western Europe are not up to The Western Region in population and land size. There is no reason therefore why we cannot unite to bring out our best for the development of our region and prosperity of our people.

Some of us have been making the case for economic integration of the Yoruba nation. Our position has been that we can get the best deal by leveraging our population and the Lagos market for economic development of our region, especially in agriculture.

ETWEEN our states that produce the same crops, especially cash crop of cocoa and timber, there is the need to establish a uniform template in quality control, product development and taxes and rates.

This will bring development and eliminate cheating.

The inescapable fact is that no Yoruba state, with the exemption of Lagos can survive alone.

Therefore, by the force of history and geographical proximity, we have to come together, tap our abundant human and material resources and use them to uplift our people.

Once again, I congratulate the government and the good people of Ekiti State on the 20th anniversary of the creation of their state and wish you all a very happy celebration and 56thanniversary of the independence of our country.

hid my intention from day one on my commitment to agriculture, especially food production.

Agriculture will provide food, give us food security and cut our dependence on imported food; it will provide raw materials for industries and provide the foundation for the development of agro allied industries.

UT for agriculture to be meaningful, there must be productivity.

In the developed world, between two and five percent of the population engage in agriculture. Here, more than 40 per cent of our people are farmers, yet we cannot feed ourselves. This is because our productivity is very low.

For instance, while Nigeria and much of Africa are leading producers of cassava, the traditional yield per hectare has been around 10 tonnes while global average in 2010 was put at 12.5 tonnes. However, India’s average yield in 2010 was 34.8 tonnes per hectares and Thailand’s yield is reported to be a whopping 120 tonnes per hectare.

If we can double our food output from cultivating the same land size as we currently do, it is possible to eliminate hunger from our country.

But this will require innovation in crop science, agriculture mechanisation, improved inputs and agriculture entrepreneurship.

The knowledge base has to be widened and scientific findings have to be brought to (and applied

by) the farmers. Regrettably, much of our agriculture practices are still primitive, using hoes and cutlass andfarming methods that are at least two centuries old.

The time has come now that we can no longer ignore the call for the integration of the economies of Yorubaland. We fought a 16 year civil war whose primary purpose was to maintain the autonomy of the various kingdoms and preserve federalism in Yorubaland.

NE of the lessons we took away from that war was the need for unity of purpose. There is strength in unity.

This is the second imperative of federalism. While federalism primarily asserts autonomy, it also demands unity. Federalism requires that we surrender part of our right to self-determination in order to be able to share our strengthsand weaknesses.

NE quality which stands former ViceP r e s i d e n t Abubakar Atiku heads and shoulders among many contemporary politicians and statesmen is his pro-active thinking.

He thinks and mostly acts ahead of time. Without comparing him to God; because he is not, as a political strategist, he has the capacity to see the end from the beginning.

One of such instance is his reasoning and consistent call for the urgent restructuring of Nigeria.

When he made this call in June this year and many Nigerians, especially the northern folk, did not agree with him, little did they realise how futuristic he was in proffering this solution towards solving Nigeria’s myriad of socio-economic problems and challenges.

Why, most Nigerians reasoned, would a northerner and a supposed beneficiary of the present system think along the line of restructuring?

Why would a northerner want Nigeria restructured when the main beneficiaries, as it seems, are the same northerners? How on earth would an Atiku ever think of changing the system that, supposedly, has fetched him so much power, wealth and fame?

Like a true philosopher that he is, he believes that postponing the restructuring of Nigeria is like adjourning the evil day. Looking at the Nigerian nation, he canvassed his position in Kaduna: “I believe that restructuring will eventually happen whether we like or support it or not.

The question is whether it will happen around a conference table, in a direction influenced by us and whether we will be an equal partner in the process. Or will it happen in a more unpredictable arena and in a manner over which we have little influence? It should be at a table and we need to be at that table. A nation is an organism; it grows, it evolves, it changes, it adapts. And like other organisms if it does not adapt, it dies.”

He spoke while presenting a paper in Kaduna during a memorial conference which was put together in honour of the late Military Governor of the defunct Northern Region, General Hassan Usman Katsina. The speech attracted so much review but he was grossly misunderstood by many. As a statesman per excellence, Atiku thinks in terms of the overall interest of Nigeria first and foremost. For him as a person upon whom God has bestowed so much, it should not really bother him whatever happens.

However, looking at the current situation of things, he strongly believes things should be done the other way.

The truth of the matter is that Nigeria is a country which has been blessed without measure by God. There is no part of the Nigerian geographical entity that is useless, contrary to the belief of many, especially the southern folks. It is the South-South that has the bulk of the nation’s petroleum resources and there is no argument about this fact.

But in reality, the discovery of oil, which brought the country stupendous wealth overnight, was the main undoing of this nation.

All of a sudden, Nigeria which was being run through the regions’ agricultural resources, abandoned the farms and everyone trooped to the urban centres. In the process, we became a monolithic economy, while every state had to start waiting for funds from the Federal Government to pay bills and carry out development activities.

HIS is very much unlike during the First Republic, when on occasions, the Western Region lent money to the Federal Government. In a complete turnaround of fate, apart from Lagos State that can stand on its own, there is no single state in the South West that can be run without the handout from Abuja. In the same vein, the Northern Region and the Eastern Region ran their economies without recourse to Lagos, which was the federal capital and, ipso facto, the seat of the Federal Government. We fed ourselves and exported food items.

Today, the story has changed completely and the question is, should things continue like this?

Before the advent of petroleum, the economy of the Eastern Region, which much of today’s South South belonged to, was driven largely by the revenue from palm-oil. The economies of the Western and Northern Regions were depended largely on cocoa and groundnut respectively.

The governments of the various regions did not engage in direct farming but provided enabling environments and, through the marketing boards, co-ordinated purchase of commodities from farmers and depended on taxes to drive the economies.

Up till the late 60s, it was common to see tax collectors in town stopping adults and checking tax receipts, the same way the police, road safety, vehicle inspection and customs officers check vehicle particulars today. The popular Agbekoya (farmers’) Revolt of 1969 was in

For as long as the situation remains like this, Nigeria is the loser.

In terms of agricultural and mineral resources, is there any part of Nigeria that is not endowed enough to cater for itself, if the right things and leadership are in place?

The answer is a resounding ‘No’. The South South produces oil but no one, for heaven’s sake, drinks oil. At least, 95 per cent of cattle farming in Nigeria is done north of River Niger.

About the same percentage of the beans consumed in Nigeria is grown in the north. It is amazing that that water-based fruit, water melon comes from far north, the fringes of the desert, while much of the dried fish consumed in the southern parts of Nigeria comes from the Lake Chad axis of the North East.

Nigerians cannot be called lazy by any standards. Their drift from the farms was induced by the government and not by the people.

With the discovery of oil meant cheap money, cash earned without sweating. The tendency in such a situation is to leave the farms. But it has impoverished the majority because it has been said that 85 per cent of the nation’s oil resources is controlled by less than five per cent of the population. We never realised that there could be alternatives to oil as a source of energy.

LSO, in terms of mineral resources, there is no part of Nigeria that is on the leeward side of God. Nigeria is blessed allround and that is the truth of it. The volume and quality of solid minerals buried in the soil in northern Nigeria is so amazing.

The Turakin Adamawa’s reasoning is that by restructuring Nigeria, national unity and integration would be fostered, while continuous agitation for resource control and creation of more states by different geo-political zones would be laid to rest. Mutual suspicion and distrust among the various ethnic nationalities would become a thing of the past. Then at this stage, Nigeria would live up to the billing of being a federal republic and not in name only.

Coming from his part of the country, it takes a leader of leaders, a man among men and one endowed with political sagacity to think ahead and know that at the end of the day, if Nigeria is restructured, it is neither the South nor the North that will emerge the winner but indeed and ultimately, the Nigerian nation, leaving no component part impoverished or begging for help.
