A New Minimum Wage Deciding a minimum wage should not be an antagonistic long drawn out saga.

Particularly for a progressive government, it should be the trajectory of overall economic policy.

Unfortunately here it is beginning to look like a pre - election splurge, in which case it is prudent to be weary of politicians bearing gifts. A key issue is frankly that of definition. On this issue, both the federal government and the trade unions are clearly frozen in the past.

This is because the world has sensibly moved on from the concept of “minimum” to living wages. In a globalised world with unstable commodities markets and turbulent currencies a one - off incremental rise is bound to be problematic and fraught with the danger of becoming self defeating. The recurrent issue in Nigeria of course is that labour relations is on the exclusive legislative list. This is contradictory, for even in unitary states there are regional variations. In the United Kingdom for example before and after the devolution of powers to Scotland and Wales there are “weighting” allowances to ameliorate the high costs of living in certain metropolitan areas, notably in London.

Of course in a federal state even where there is a national minimum threshold, the prerogative of the states as federal units to determine their minimum wage is given. To do otherwise is to deny them the much-needed flexibility to ensure their fiscal balance. The problem is accentuated in Nigeria because the country is in reality, a quasi - federal set up. The constituent states have only limited control if any over their own resources. To deny the states flexibility, is just asking for industrial strife. All

Nevertheless, six weeks ago, it sensibly negotiated a graduated minimum wage of 3% annual increase every year for seven years, this ensures fiscal stability and makes the gains slow, steady and lasting. This tried, tested and sensible route is the way to go.

OYES And School Feeding Programmes As Development Tools

I hereby write to congratulate the Osun Governor-elect, Alhaji Gboyega Oyetola on his election as in-coming Executive Governor of State and advocate that your Administration considers using the OYES and SCHOOL FEEDING Schemes as tools for economic development and growth of the Internally Generated Revenue (IGR) of Osun State.

OYES, a laudable Project instituted by the Ogbeni Rauf Aregbesola led Administration has been termed a legacy in human capital development and has even gained international

accolades while the School Feeding Project ensures that even impoverished children get one nourishing meal a day.

Evidently, both schemes seem to rely

heavily on Government input as evidenced by the Osun State partnership with RLG Adulawo Technology City, Ilesha and Omoluabi Holdings

in the realisation of Training for the last batch of OYES Trainees.

I wish to propose that both schemes be tied into a symbiotic relationship that will ensure growth in

the Agricultural Sector, which is the mainstay of the State’s indigenous people. It will use a private sector driven OYES Scheme as an

AGRICULTURAL PIVOT and the School Feeding Scheme as REGULAR and PERMANENT OFF TAKER. Such a connection will result in a lasting severance of the umbilical economic funding of such Projects

by Government.

This kind of union will also guarantee a situation where the Government succeeds in growing two economies that run parallel but interface through policies, levies and fines.

To be meaningful, living wages have to be interwoven around increased access to health care, the provision of social housing on a rent to buy basis, free and compulsory education up to the age of sixteen initially and so forth.

This is the framework that was used by the government of Ignacio lula da Silva to pull forty million people out of poverty in Brazil. It can be done. In the case of Nigeria ‘s defective and malfunctioning federal set up, there must be Real devolution of fiscal powers and resource control to the federating units. In this way, we can achieve sustainable development and solid ever increasing living standards.

Frankly, it is the only feasible way to go. Any wage increase which denies the states flexibility is self defeating, constitutes a danger to the country’s macro - economic stability and constitutes a present danger to a fragile democracy. We have to reconsider the ill advised road we are taking. The evidence from our contemporary economic history since independence provides enough evidence that we are entering into another cul-de-sac.

Olojo Festival: Celebration Of Tradition, Social And Tourism Development On Saturday, October 6, the ancient town of Ile-Ife in the state of Osun was a host of its sons and daughters, as well as tourists from all over the world, as the annual Olojo Festival was celebrated glamorously. SOLA JACOBS writes on the genesis and colour added to the celebrations.

The celebration of this year’s Olojo festival in Ile-Ife, State of Osun was with a difference, as it was celebrated with pomp and pageantry owing to the glamours added to it by the Ooni of Ife, Oba Enitan Adeyeye Ogunwusi, Ojaja II and his subjects, as well as tourists, who thronged the ancient town for the event.

Olojo festival, as celebrated at the cradle of Yoruba race, Ile-Ife is believed to signify the day that DAY comes into existence.

History refers to Olojo festival as the day that DAY comes into existence with the mighty power of ‘Olodumare’ through deities who are His subordinate and act in accordance to His authority. This only reinstate the polytheistic nature of African belief, that the Almighty God is too supreme to be approached by mere mortal hence the need for intermediary between HIM and man.

Ogun, the god of Iron was believed to have paved way for other deities to come to the earth, as he was believe to be “way maker”.

However, Olojo comes up every October in Ife festival calendar and the month is known to be a month of plenty, when bountiful harvest is made by farmers, artisans and business people. The celebration is meant to appreciate the Supreme Being for new contacts, breakthrough, as family men and women owed it a gratitude to Almighty for increase, preservation and blessing in their respective homes. Hence, Olojo festival is the festival of appreciation to God that makes day to be day and to various deities that collaborated with Him to make man comfortable and enjoy all that the nature bequeathed to him.

How does the day for this celebration fix? It starts with the eclipse of the sun, which is often refers to as lunar eclipse. In geography this is always once in four years, but in Ife festival calendar, it is always spiritually discerned.

The Aare Sooko of Ife Kingdom, Chief Aratunde Arayanju lauded the Ooni for promoting the Yoruba culture and urged Nigerians, especially people from Ile-Ife to imbibe the culture and support the Ooni to take the Yoruba race to higher ground.

He noted that the Olojo festival signified the day the world was made and that it was an indication of new beginning of positive things in Osun State. He said the festival was a commemoration of the creation of the first dusk and dawn.

Osun State Governor, Ogbeni Rauf Aregbesola represented by his Special Adviser on Culture and Tourism, Mrs Taiwo Oluga said the festival remains an important one to ensure that the identity of the Yoruba race is preserved for the coming generation.

The Governor promised to continue to support cultural activities as part of efforts to foster unity and promote harmonious relationship among people of different religious beliefs.

Adorning the mystic crown, Oba Ogunwusi walked to Oke Mogun, where he completed the rites of the festival.

It can well be described as a glorious exit, as the body of DSP Joseph Olaleye Omoyeni (rtd) was on Friday laid to rest at the St John’s Anglican Church Cemetery, Osogbo in the presence of children, family members and friends.

Activities for the burial rites had started on Thursday with a service of songs (wake-keep) held at the residence of the deceased at Okebaale area, along Ibokun road.

The well attended funeral service was held at St John’s Anglican Church, Ita-Olokan, Osogbo, where the officiating minister, Ven S.A Elesho described the deceased as a God fearing man who devoted his time to the service of God during his lifetime.

He admonished the children and the entire congregation to always live a life that is pleasing to God at all times, stressing that the main purpose of man on earth is to serve God and make life better for fellow humans.

As part of his community service, efforts, a member of the National Youth Service Corps (NYSC), Kiso Terhemen Simon has constructed a modern toilet facility at Apostolic Middle School, Ipetumodu, Ife North Local Government Area of the state of Osun.

Simon who serves in the school, has also provided materials, including chalk boards and hand wash containers for the use of teachers and students in the school.

Kiso Simon, a graduate of theater Arts at Benue State University who teaches English Language in the middle school, is the President, Sustainable Development Goals (SDGs) in Ife-North, as well as the president of National Association of Catholic Corpers (NACC) Ife. Speaking at the commissioning of the project, Simon said he was encouraged to construct the facility and provide materials needed for teaching and learning, with a view to ensuring that the pupils remain healthy.

Adejumo In Court Over Purchase Of Voter's Card

Osun 2018 Election: Facts And Figures Specifically, Section 153 of the Electoral Act 2010 (as amended) empowers the Independent National Electoral Commission (INEC) in pursuit of the provisions of the Act, to “issue regulations, guidelines or manuals for the purpose of giving effect to the provisions of this Act and for its administration thereof”.

However, the criticism against INEC on the conduct of Osun election clearly show that there is a serious challenge of not only ineptitude and incompetence of opposition party, Peoples Democratic Party (PDP), but also hypocrisy and nepotism. The resultant consequence of this is that the commission may be in danger in the hands of the opposition as the 2019 general elections approach.

This is because, INEC has made guidelines and regulations to protect the sanctity of voting processes and where the processes are disrupted to disenfranchise voters and such disruption will affect the result of the poll, the needful has to be done, which the INEC did in the instance case of Osun.

It is common knowledge that politicians hijacked ballot papers, chased away voters and disrupted processes and procedures to gain an unfair advantage on September 22 when the first ballot of Osun election was cast. Because the margin between the two leading candidates is less than the number of registered voters in the affected polling units, the INEC, in line with the guidelines and regulations it formulated gave the affected voters another opportunity to vote where their number will make a difference to the outcome of the election. The Commission has applied this regulation in several polls.

So there is nothing new here. This was implemented in Governorship elections in Imo (2011 and 2015), Anambra (2013), Taraba (2015), Kogi and Bayelsa (2015) and several other polls.

As a ruling party PDP introduced inconclusive elections since 2011 and in 2018, the same party, as an opposition is telling Nigerians that Osun inconclusive election is unconstitutional. PDP has again proven his documented history since 2015, of raising hypocritical accusations on INEC and intellectual dishonest against Osun 2018 election. Amazingly, supporters of PDP, former ruling party who introduced inconclusive elections to Nigeria in 2011 spoke ignorantly on the issue of Osun 2018 rerun.

They ought to have been better informed rather than the shameful falsehood they tried to disseminate on the conduct of Osun 2018 election. These are verifiable facts. The PDP campaign of calumny for 2018 Osun election will not repair or reverse the damage which they inflicted on themselves in all their years of misrule in Nigeria. They betrayed the peoples’ trust and the people of Nigeria will not be fooled a second time. The downhill slide of their political fortunes is irreversible.

Some inconclusive elections in Nigeria which INEC has conducted since 2011 are Osun 2018, Imo 2011 and 2015, Bayelsa 2015, Anambra 2013, Taraba 2015, Kogi 2015 and other polls. With a margin of 482 votes, APC’s Gboyega Oyetola was declared Osun governorelect by the INEC Returning Officer, Prof.

Nobody has questioned INEC on inconclusive elections in Nigeria. PDP did not go to court to challenge INEC on inconclusive elections from 2011 until Osun 2018 recently. The commission has been applying this regulation in several polls. So there is nothing new here.

INEC had issued an official statement about the conduct of the Osun State governorship election. In what can pass as the tightest governorship election in the annals of elections in the country, the Candidate of the Peoples Democratic Party, PDP, Senator Ademola Adeleke, polled 254,698 votes while his closest marker, Alhaji Gboyega Oyetola, of the All Progressives Congress, APC scored 254,345 votes. Adeleke led with 353 votes, which is a far cry from the 3,498 voided votes in Orolu LGA (three units, 947 votes), Ife South (two units, 1,314 votes), Ife North (one unit, 353 votes), and Osogbo (one unit, 884 votes).

Consequently, while announcing the result of the Saturday’s election, the electoral umpire said it was inconclusive and ordered a re- run to be conducted on Thursday, September 27 in four council areas where 3,498 votes were voided. This emerged as the PDP kicked against the re-run and vowed to go to court, insisting that it won the election.

The affected areas are APC stronghold. APC won the election with wide margin in Osogbo with 23,379 against PDP 14,499, Ife North 6,527 votes against PDP 5,486 votes and Ife South Local Government 7,223 against PDP 4,872 votes based on result released by INEC on September 23rd. These are strongholds of APC where the party had clearly won the first ballot.

So, based on the results collated by the Returning Officer, the margin between the leading candidates is 353, and is lower than the number of registered voters in the affected areas. Extant law and INEC Guidelines and Regulations provide that where such situation occurs, a declaration may not be made.
