As FG Presents The 2018 Budget

If there is anything to be said of Tuesday’s laying of the estimates of next year’s budget at the National Assembly table, it is that the exercise may have finally responded to the imperative of the moment in terms of early preparation by the executive branch. As against last year when it was presented on December 14, 2016, barely 10 days to Christmas after which the lawmakers broke for their yuletide vacation, the expectations this time are of its early passage.

Just like last year’s, there is a lot of good things that can be said of the overall thrust of the budget. First is the size.

Although, a far cry from what is required to match the yawning infrastructure deficit , the total figure – N8.612 trillion –a 16 per cent increase above the 2017 figure of N7.441 trillion– largely mirrors the expectations of Nigerians for a big pie to jumpstart the economy and now beginning to crawl out of a recession.

The second is its clearheaded realism.

As against last year’s benchmark price of $44.50 of crude oil per barrel, the federal government quite sensibly, put the reference price at $45. The same could be said of oil production with a modest increase of 100,000 barrels per day increase over the 2017 target of 2.2 million.

For the ordinary citizen, they want to see the living proof of the budget in the visible improvements to their lives and living conditions: in good roads, in vastly improved security environment, in cheap and efficient public transportation system, and steady electricity supply to their homes and businesses.

To the extent that an early passage of the budget can only be a good step towards delivering on those objectives, the National Assembly has a bounden duty to make it happen. And urgently too.

Gains Of Osun Govt’s Investment Osun has been known to be one of the most peaceful states in Nigeria, owing to the commitment of the government under Governor Rauf Aregbesola to the security of lives and properties of her people. OSUN DEFENDER reviews the measures that had been taken by the government and its trickledown effect on the people of the state.

Section 14 (2b) of the Nigeria 1999 Constitution as amended in 2010 stipulates that “the security and welfare of the people shall be the primary purpose of government”.

Meaning that security of lives and properties is a major fundamental objective of government at any level, be it federal, state or local. It is in line with this tenet as stipulated in the constitution that government must do everything possible to ensure that people in its territory are safe.

Osun is one of the states in the country known to be peaceful, owing to the security measures that have been put in place by the administration of Governor Rauf Aregbesola to support security agencies to carry out their responsibilities effectively.

Not too many residents of the state knew what was in the offing until the administration, within its 100 days in office engaged 20,000, youths under Osun Youths Empowerment Scheme (OYES). The scheme was one of the major factors that drastically reduced the crime rates in state, as majority of the youths that were engaging in criminal activities due to joblessness were taken off the streets for productive engagement. Some of the youths were engaged in community service works; traffic marshal, paramedics, neighborhood security watch, and environmental marshal amongst others. What followed were commendations from all and sundry, as analysts projected that as long as the scheme continues, the state would continue to remain peaceful.

Since then, the government has been engaging in similar other preventive measures, by engaging youths in other programmes like agriculture, Information Communication Technology (ICT), skill acquisition programmes amongst others and these have immensely contributed to the appellation given to Osun as one of the most peaceful state in Nigeria.

What then followed was the procurement of five sophisticated Armoured Personnel Carriers and 125 Patrol vans and some other security equipment to combat crimes that already had an established ground in the state. The impact of this was the reduction in crime rate, particularly in the state capital and some other major towns in the state. This was a feat that had never been recorded by any government in the state. The vans were distributed among all the security agencies, including the Army, Police, Federal Road Safety Corps (FRSC), Nigeria Drug Law Enforcement Agency (NDLEA),

Also, the then Commissioner of Police in the state, Mr. Ibrahim Maishanu described the gesture from the Governor as the first in the history of the state, assuring that the

equipments would be properly put to use and Osun state would be one of the most peaceful states in the country henceforth.

However, in order to make communication easier for security purposes, the state government as part of his commitment procured Modern Communication Gadget for security agencies in the state and ensured installation of various communication equipments at various security commands for easy communication.

Also, the government established Osun Emergency and Citizens’ Inquiry/ Contact Centre in Oke-Fia, Osogbo, which has since been serving as the easiest way of reporting any emergency situation to the security agencies.

It is also on record that the state has from time to time provided logistic supports to security agencies in spite the paucity of fund, as the government was reported to have prioritised meeting the demands of the security agencies.

The government could be said to have done significantly well interms of security of lives and properties, regardless of some security breaches like cult clashes among others of recent, which the security operatives were able to quickly respond to, with the aid of the equipment purchased by the government.

This was evident in successes recorded toward tackling rampant kidnapping for ritual purposes in the state recently.

The Special Adviser to the Governor on Security Matters, Tope Adejumo in a chat said, the

government of Osun has decided to give security of lives and property a priority in line with the dictate of the Nigeria constitution, saying, the government has invested a huge human and material resources to ensure that the state remain peaceful.

He recalled that before the Aregbesola administration, Osun was an abode of criminals, especially armed robbers who have gained ground, saying, the story has change since the state government began to pay adequate attention to security matters in the state.

Adejumo further noted that the administration would not relent in giving supports to all the relevant security agencies, with a view to permanently making the state the most peaceful state.

He said, “If you observe, as some people still perpetrate these acts, they are being caught and arrested and that is to tell you that adequate attentions is being paid to it. The government will not stop collaborating with the security agencies until these people are wiped off the state”.

The State Commissioner of Police, Mr. Fimihan Adeoye said, “the APCs and patrol vans procured by the government are still serviceable and effectively deployed as a means of fighting criminal occurrences in the state, saying the peace that is reigning in the state is a testimony that the gesture of the government has actually assisted the command to discharge its duties effectively”.

“We are also intensifying our intelligence gathering activities as a way of nipping criminal activities in the bud. We are effectively collaborating with members of the public in order to get them involved in the policing of their communities.

We are also embarking on advocating to and for the residents so that they can raise the status of personal safety and security so that we can forestall criminal cases”.

Urging the people to be conscious of their safety and security, he said the era of leaving the security to the government, the police and other security agencies alone should be jettisoned by providing credible information that would assist in curbing such crimes and other related ones in their environment.

“Everybody should be conscious of his or her personal safety and security. If they have useful information, they should not hesitate to pass it to the police, as the identity of such informant would be strictly protected, but in the case of volunteering information, they should also be conscious of security of information by sharing with the people who need to know and be able to provide solution to it”, he said.

Transcorruption Agenda And Omokri's Blunders!

Reno Omokri would not stop amusing Nigerians! Maybe it is the nature of the Jonathanists, to regale ignorant Nigerians with aimless cuts often times synonymous with the poor understanding of socio-political issues around them.

In a conflicting and confusing tirade against Governor Rauf Aregbesola of the State of Osun recently, Omokri mistook Aregbesola for a ”lazy talkative” and a ”confused man suffering from verbal diarrhoea” for daring to expose former President Goodluck Jonathan as a man too incompetent and obsessively profligate, to run the affairs of a country as rich in resources as Nigeria.

Well, let me start by reiterating that, just as truth hurts, Omokri’s unceasing whimpering, almost three years after Nigerians have spoken with their thumbs has, shown that, if not properly managed, the pain of defeat could last a lifetime. Little wonder our friend has continued to caress terrible information which he knows in reality are untrue. Healthcare Provision: Osun Govt Gets Commendations The administration of Ogbeni Rauf Aregbesola has been given a thumb up in the area of provision of affordable healthcare for the citizens of the state of Osun.

“Just look at all the deadly diseases that had ravaged other states. There was Ebola and Lassa fever and of recent Monkey Pox which devastated even neighbouring states but as God would have it, we never recorded a single incident in the state.

“I think that alone is worthy of mention and this government should be given a pat on the back for a job well done.

“For these to have been achieved, it must have taken a lot of efforts from the state government and the health officials”.

Osun Residents Warned To Desist From Bush Burning In order to avoid unnecessary spread of various diseases associated with the harmattan period, residents of the State of Osun have been warned to desist from indiscriminate burning of bushes, refuse and other household wastes as the act could lead to pollution of the environment.

This advice was given recently by the State Commissioner for Environment and Sanitation, Mr Idowu Korede at a recent parley with journalists in Osogbo earlier in the week.

Solar Charging Booths Launched In Osun

By Ismaeel Uthman A new technology, Solar Charging Booth for the charging of phone and other gadgets has been launched in Ile-Ogbo, headquarter of Ayedire Local Government of Osun state and Momu village of the same local government.

The solar charging booths, manufactured by a power solution company, Powergies Nigeria Ltd, Lagos, was a test run of the project in Nigeria before going into full production.

The booths were stationed in four strategic points in Ileogbo, the hometown of the Chief Executive Officer of the company, Engineer Semiu Odeyinka for easy and all inclusive advantage.

Speaking with

newsmen at the lunching of the gadget, Odeyinka said his company in collaboration with a socio-elites group, Ileogbo Development Forum (IDF), stationed the phone charging booths in Ileogbo as a mark of honour to his home town and a way of giving back to the society that produced him.

According to Odeyinka, the solar device can power 50 phones or Tablets on continuous charging 24/

How Do We Go Beyond Subsistence Observation Existence In Africa?

KOLE OMOTOSO If you accompany trouble on his travels through Africa and the additional Continent of Africa World, you would have to wonder why Africans do not wish to make life better, cleaner, healthier, for themselves. And for their children.

Talking of continents, there are two additional ones now. There is the Arab World, most of whose land mass is in the continent of Africa. And there is the Africa World comprising Africa and the slums and dump sites around the world.

Africa world writers and intellectuals like to say what people in Asia and Europe and North America are doing to make life better for themselves and their children, and anyone else who cares. They do this as if the mere listing of the actions of a Japanese or Chinese or Indian leader would make the Nigerian leader do the same. Time and endless time again, the writers and intellectuals of the Africa World continue to do this without any positive response from their political leaders.

These political leaders have seen these countries, met the men and women who lead these countries, walked the clean streets of these cities and travelled in the regular and regulated means of these countries.

Have our leaders been encouraged to imitate these persons, places and things?

Nigeria airways wasted. Nigeria railways railroaded into destruction.

Nigeria roads reduced to motor paths and dirty fishing ponds without fish.

The newspapers are full of the failure of Nigeria to make life better for themselves and their children.

Dump sites in the middle of government secretariats. Universities with impressive gates and no buildings. Buildings named hospitals where medication, doctors, nurses, cleaners have left behind and gone to other places.

Our political leaders have seen palaces, slept in palaces around the world and yet come home to ramshackle buildings decrepit in the extreme and hang notices indicating this to be the palace of some Oba or other. Every village is a kingdom, every untidy town an empire for some bare footed chieftain carrying a joke of a crown. Unless we have an indigenous inspiration to make things better for ourselves, no listing of what others have done would inspire us to make things better for ourselves.

What has inspired others in the world to seek betterment in their lifetime? Poverty and disease are major inspirations for people to aspire to a life of sufficiency and health. But there is still something else. There is the belief that poverty and ill-health is not the fate of any one. Poverty and disease is not wished on anyone by some malignant deity or neighbour. That underlining belief that poverty and disease can be avoided, can be done away with inspires the effort to seek better seedlings, better forms of food

Look at Nelson Mandela in South Africa. Living the way we were living in South Africa, black and white, was inhuman. In a world where the satisfaction of the best of one set of people was achieved by the worst of another set of people, all fellow humans, was not good. Period.

Something must be done to school the wealthy and the wretched, the powerful and the powerless, white, black or blue that only a shared wealth is worthy of humans. To achieve that balance Nelson Mandela pronounced

In spite of these shining examples of human beings, we are still locked in ignorance, in poverty and in disease.

We are still covered in darkness as if nobody had showed us the light. Our people die uselessly in the face of curable diseases. In fact, dying uselessly seems to be our lot in the AfricaWorld. And yet, it should not be so.

Why then is it so? History has to do with it. And there are idiots who proscribe the teaching of history in our educational institutions. Culture has to do with it. Yet, our culture and, particularly, our non-culture, has to do with it. Later for the content of our nonculture, attitudes and behaviour that we pick up along the way because they are convenient. Our beliefs also have to do with our not seeking to better ourselves beyond subsistence level.

Subsistence existence is dragged from the concept of subsistence farming, which is defined as “farming whose products are intended to provide the basic needs of the farmer, with little surplus for marketing,” and “farming that brings little or no profit to the farmer, allowing only for a marginal livelihood.”

We have extended this concept to

’

every human effort we make. We have subsistence teaching and subsistence lecturing. We have subsistence banking and subsistence trading. We do subsistence politics and subsistence pastoring and evangelising. With no little profit margin to invest in greater possibilities, the rest is to manage to survive. The quality of that survival never improves. Unless we strike it lucky, like the luck of the gambler. Or a Ponzi scheme winner. Or a pool winner.

If we strike it lucky we abandon our subsistence profession and spend like the pool winner, spend until it finishes!

And when it finishes we return to our subsistence profession and live on the dream of our recent boom!

The question our writers and thinkers should be concerned with is not telling us how they did it in China or in India or in Japan with the implication that we can do the same thing and make life better for ourselves and our children. What they should do is tell us how we go beyond being satisfied with living a subsistence existence in Africa World.
