In the same category is the Secretary to the state governor, Alhaji Moshood Adeoti who was a party Chairman since 2002 till 2010 that he became the SSG. His long stay in the party leadership has earned him the respect and support of party chieftains and members across the zones. He is a man to watch out for in the race, but Osun West senatorial district where Adeoti is banking on may be divided as over 20 aspirants from the district are also vying for the party’s ticket.

Elder Peter Babalola, a former chief of staff to exGovernor Olagunsoye Oyinlola and current Chairman Local Government Service Commission is another major aspirant in the race.

He is also a grassroots politician who has been contesting for governorship since 1999.

His major challenge is that about four other aspirants are from his home town, Ikire, a situation that may weaken his support base.

Kunle Adegoke, a lawyer and one of the counsel to Governor Aregbesola during the Election Petition Tribunal is another aspirant that may spring surprise in the race, although, despite his popularity among youth in the central senatorial district, he appeared not to weigh any influence in the party leadership. He was considered to be fenced outside the party for certain political reason.

However, Adegoke is among the few aspirants that are meeting party delegates across the three senatorial districts in the state and not giving anything to chance.

The Deputy Speaker of the House of Representatives, Hon Lasun Yusuf, is also considered to have been decimated in the control of the party in various local government which may substantially affect

his chances in the race.

A party source told our reporter that Lasun has been fenced out during the last party congress to the extent that he could not boast of 30 percent delegates from his local government, however, he is banking on his closeness to Abuja and his financial muscle to prosecute his ambition.

While Engineer Adelere Oriolowo is considered to be a close ally of governor Aregbesola, the Iwo-born engineer is seen to be a new comer in the state political terrain. Many observers believe that the choice of the governor

would determine his fate in the primary.

Meanwhile, the situation in PDP remain different, it appeared that the party leadership has conceded the party thicket to Osun-West Senatorial District. A member of the Board of Trustee of the party confided in our reporter that the party is not thinking outside Osun West and will soon pronounce the decision through its national leadership.

Likely aspirants from the zone include Senator Ademola Adeleke, Akinlabi Olasunkami,

Adejare Bello, Akogun Lere Oyewunmi, Akin Ogunbiyi among others.

Senator Iyiola Omisore, who recently defected to the Social Democratic Party (SDP), in his case is facing tougher challenges as his ambition has again met brickwall in his new party.

There is also the issue of opposition by some other aspirants and some individuals in the party, the Senatorial District he comes from, Osun East which produced the incumbent, his credibility crisis and the capacity of his new party to mobilise support are his challenges.

Democracy Day: Any Reason For Celebrations?

It was to the delight of all when the nation returned to civil rule in 1999. Ever since, the country has enjoyed a smooth 19 years of democratic administrations. Of the 19 years, there had been rulers from the North, South and West. During the same number of years, power has shifted from PDP which government spanned 16 unbroken years, as well the APC, the new party in the bloc which has been in the saddle for 3 years and still counting.

Democracy as system of government is premised on the people and seeking the greatest good for the greater number of persons remains one of the dividends that come with it. But can this be said of our democracy? Hasn’t the greater good eluded the greater persons? The

These youths have even found ways of mixing up these drugs to produce an even lethal cocktail of drugs.

Some go for gum and evostic which can be purchased from any shop dealing in household repair products. They mix hypo used with cleaning stubborn stains from clothes with lacasera apple drink, TomTom sweet in either lacasera or cocacola.

Other cocktails include, urine stored up for more than 10 days, after which the Ammonium if gives off will be inhaled, mixing of Methylated spirit in Codeine, gathering and sun drying spirogyra, lizard dropping, plantain leaves and

afterwards grinding and sniffing it in form of snuff, burnt tyres, burnt bitumen and burnt plastic products like carpets.

A Cocktail Of Recent Happenings FADAMA AF III Has Increased Income, Yields For Farmers - Project Coordinator •Mission Leader: Osun, Example Of Doing Things Right

Since the intervention of Fadama in the State of Osun Agricultural project, especially in the cassava farming, over 2000 farmers have benefitted in the scheme which led to increase in the output through mobilization and funding of the farming projects in the state being one of the beneficiary state in the federation.

Besides funding and mobilization of projects, Fadama is also involved in the provision of farm implement and facilities towards ensuring that farm produce is not wasted and in some cases, even process farm products.

Osun through the Fadama Additional Fund II has helped in the mobilization and funding of over 215 groups for cassava and rice farming totaling 2,154

beneficiaries comprising of male, female, mixed and youth groups.

According to the Osun State Project Coordinator of Fadama, Dr. Ganiyu Adediji the participants were based purely on volunteers devoid of religion, political affiliation and were drawn from 24 local governments in the state.

The groups, the State Project Coordinator added, were funded and have carried out agronomics activities which include ploughing, Harrowing, Planting, weeding, fertilizer application among others, He noted that MOU has been signed with off-takers and the groups which he described as “cohesive” would be harvesting their produce from middle to last quarter of the year.

Adediji said since the intervention of Fadama in the

Saka-Layonu: Chip Of The Old Block In The Race

Dr. Ismail Abiodun Ishola Layonu SAN, FCIArb, brilliant scholar, erudite lawyer and seasoned administrator was born shortly after Nigeria gained her independence from the British imperialists, precisely on 24th of December, in the ancient city of Ibadan.

He hails from the famousApena quarters in Ede, one of the historical towns in Osun to the family of late Chief Honourable Saka Layonu who was a parliamentarian and Minister in the Western Region during the First Republic.

His academic journey has taken him to various reputable institutions both within and beyond the shores of this country. His elementary education which began at Children Boarding School, Osogbo in 1966 took him to Baptist Day School, Idikan, Ibadan from 1967 to 1971. For his secondary education, Dr SakaLayonu attended the prestigious Olivet Baptist High School, Olivet Heights, Oyo between 1972 and 1976, where he obtained the West African School Certificate with Grade One. Though he had a stint at the Polytechnic, Ibadan in 1976, for a year of A Levels, through dint of hard work, he however gained admission into the great ObafemiAwolowo University (then the great University of Ife) to pursue his dream course in Law in 1977, graduating in flying colours with 2nd Class Upper both from the University and the Nigerian Law School, Lagos in 1981 and 1982 respectively.

Not resting on his oars, young Ismail Abiodun continued his academic sojourn after the compulsory one year National Youth Service at the Nigerian Industrial Development Bank (now Bank of Industry). The journey this time took him to the famous London School of Economics and Political Science, University of London where he also distinguished himself as a brilliant scholar with Masters in Law (LL.M) with a mark of distinction in Principles of Civil Litigation in 1984.

The remarkable record he left at the University of London earned him an opportunity to return two years later to pursue his Doctorate degree in Law which he completed meritoriously in 1989.

Having equipped himself academically, Dr SakaLayonu worked briefly as a part-time Law lecturer at Willesden College of Technology and as a Principal Legal Officer, London Borough of Southwark both in London between 1989 and 1990. On his return to Nigeria, he joined the firm of Kusamotu, Olojo& Co., before eventually setting up his own practice. He has remained in active legal practice and is the Principal Partner of Abiodun Layonu& Co. established in Lagos and Abuja.

Today, with working experience and professional activities spanning close to four decades, Layonu proudly wears the rank of Senior Advocate of Nigeria (SAN) which was conferred on him in 2009 in recognition of his contributions to the legal profession.He is also a Fellow and former President of Business Recovery and Insolvency Practitioners of Nigeria (BRIPAN), an Insolvency, Recovery and Business Turn-Around Association, a Fellow of the Chartered Institute of Arbitrators, Nigeria, and Member of the Chartered Institute of Arbitrators, UK [Nigerian Branch].

However, Dr. Layonu’s life did not revolve around private and professional accomplishments alone. He has also made significant impacts in the public domain. He was a member of the Vision 20:20 Committee. He also served on several statutory commissions both in Oyo and Osun States and is currently, the Chairman, Governing Council, WaziriUmaru Federal Polytechnic, Birnin-Kebbi, Kebbi State. He is happily married with wonderful children.

Osun, the Land of the Virtuous or Abode of the ‘Omoluabi’ as it is fondly called, has always fascinated the world for many good things. It is the cradle of the Yoruba people whose historical culture has transcended geographical boundaries. It is an abode to many cultural artifacts which have continued to attract foreign and local scholars and tourists. It has an official population figure of about 3.5 million people and is blessed with numerous yet-to-be tapped natural resources, the development of which can lift the State with a quantum leap into the top league of States with serious economic activities.

The current leadership of our State under Ogbeni Rauf Aregbesola in the last eight years has laid the required foundation by succeeding in delivering the state from economic depression, insecurity and turmoil thereby bringing about result oriented governance. Thousands of youths have been encouraged to leave the streets and positively engaged under the O’YES programme.

Thousands more of our children were attracted back to public schools under O’SCHOOLS as parents took advantage of the revolutionary transformation that Ogbeni initiated in the education sector.

Dr. Akin A. Ogunbiyi, MBA, B.SC, ACII, MIoD, is the Chairman of Mutual Benefits Assurance Plc. He co-founded the Elephant Group Limited in 1994 and also serves as its Executive Director of Operations.

Dr. Ogunbiyi served as Group Managing Director of Mutual Benefits Assurance Plc. and served as its Chief Executive. He also served as a General Manager of Energy Group, Head of Energy Group and Deputy General Manager of Institutional Banking Division at Guaranty Trust Bank plc.

Prior to his foray into entrepreneurship, he trained with Lever Brothers Nigeria (now Unilever) and later became a middle level Manager in the financial Republic group with Financial Merchant Bank as its flagship. His last appointment was as a Senior Management staff with frontline Savings and Mortgage, where he cut his teeth as an Astute Manager of Men and Materials.

Mr. Ogunbiyi had his insurance training in NICON from where he moved to start the Finance and Insurance Experts Limited - a multidisciplinary consultancy firm, as pioneer Associate Director/Ag. He served as the Chairman of CIL Risk & Asset Management Limited and he has been the Chairman of Mutual Benefits Assurance Plc since January 7, 2016. He is a member of the Board of Trustee of Rice Importers, Millers and Distributors Association of Nigeria (RIMIDAN), he is a Member of several professional bodies amongst which are CIPM, NIPR and NIM. An Economist, Consultant and Insurance Professional, Mr. Ogunbiyi is a graduate of Agricultural Economics from Obafemi Awolowo University (formerly the University of Ife). He is also an alumnus of the famous International Graduate School of Management, University of Navarra (IESE) Barcelona, Spain where he took an Executive Masters in Business Administration.

He is an Associate of the Chartered Insurance Institute, London. Not only did he complete his Associateship examination in record time, Mr. Ogunbiyi has the rare honor of securing the highest number of distinctions in the professional examination in two sittings.

He is an alumnus of Lagos Business School. He holds a Degree in History and MSc in Industrial Relations and Personnel Management from the University of Lagos.

Contesting for the governorship ticket of the Peoples Democratic Party (PDP), Ogunbiyi’s campaign capacity has been considered to be strong as a result of his financial muscle to prosecute his ambition. This was evident when he declared his intention to contest at the PDP secretariat on Tuesday, as the crowd he pulled was far higher than many of his co-contestants within the PDP. Ogunbiyi who hail from Ile-Ogbo has in his favour the senatorial zone he hails from – Osun West- as the agitation for the zone to produce the next governor has gained ground.

The governorship candidate of the then opposition party, Engineer Rauf Aregbesola, aside the Oroki Day saga, also suffered one form of intimidation or the other from the PDP administration in the state.

The same day the editor of the medium was shot at, at Aregbesola’s campaign office located along the popular Gbongan/Ibadan road was equally attacked by a sniper who shot directly at the building aiming Aregbesola’s office located on the third floor of the building.

Days to the governorship election, Osun State residents witnessed massive deployment of military personnel who paraded all the streets of major towns across the state in a show of force to drive fear down the spines of the electorate.

On the election day, April 14th, 2007, all members of the editorial staff were posted to different council areas across the state for effective coverage of the electioneering process.

Quickly, news started filtering in that the opposition candidate was on his way to winning the election.

I also stayed back at the office through the night, when feelers from the Independent National Electoral Commission (INEC) filtered in indicating total subjugation of the people’s will and before dawn, the incumbent governor, Olagunsoye Oyinlola was announced to have won the election.

This led to spontaneous reaction from the electorate, who felt their wish for change of baton ought to be respected.

Several houses belonging to senior PDP members were vandalized, thus leading to the arrest and detention of several members of the opposition party including the likes of Alhaji Moshood Adeoti, the State Chairman of

the Action Congress of Nigeria (ACN), Prince Gboyega Famoodun, the ACN State Secretary among others.

The military men who were hitherto invited into the state by the Oyinlola administration were instantly deployed to Ilesa, the hot bed of the crisis leading to the killing of numerous young men and women.

There was the case of a young girl violently raped by the thugs working for a prominent PDP chieftain in Ilesa.

The rape case was given a pride of place by the Osun Defender team attracting national attention to the case.

All the culprits were eventually rounded up and prosecuted in the court of law.

Several attempts were made by the PDP leadership in the state to stampede the family of the rape victim into submission and force them to withdraw the case from court.

In what could best be termed jungle justice, all those arrested over the electoral crisis were summarily prosecuted and before one could say Jack Robinson, they were all remanded in Ilesa and Ile-Ife prisons.

After series of appearances by all the accused persons, some were granted bails with highly stringent conditions.

Then came the longest legal tussle in judicial history over the pyrrhic victory granted the PDP governorship candidate, Governor Oyinlola.

Osun Defender throughout the legal travail, created a reputation of unbiased reportage of the judicial proceedings for itself.

Judicial correspondents from other media houses outside the state sometimes called the editor to avail them of the medium’s reportage of the tribunal proceedings.

This was indeed a trying time for the editorial staff of the tabloid, and it was under this circumstance that the publisher insisted on having the paper published daily to further expose the numerous atrocities of the PDP administration.

The judicial journey through the two tribunals and two appellate court sittings was professionally reported by the medium and when on November 26th, 2010, Aregbesola’s electoral mandate was restored via a Court of Appeal sitting in Ibadan, the Oyo State capital, Osun Defender staff shared in the joy of the occasion.

The climax of the joyous moment was the Aregbesola’s inauguration as the duly-elected governor of the state in the 2007 electoral election.

The medium has since then transformed from being a local tabloid to a national medium with heavy traffic recorded on its online version till date.

Aregbesola 'll Be Remembered For Development And Respect For Workers’ Interests - NLC As Governor Rauf Aregbesola celebrated his last birthday in Office as the Governor, State of Osun, the state Chairman, Nigeria Labour Congress, Comrade Jacob Adekomi listed the pains and gains of the labour movement in the last seven years in this interview with KEHINDE AYANTUNJI. Excerpts OSDF: What can you say about government and labour relation under the leadership of Governor Rauf Aregbesola?

Adekomi: I came in direct contact with the governor while I was the President of the Nigeria Union of Local Government Employee (NULGE), and one of the first thing I noticed in him was honour and integrity. He came at a time that the NULGE was yearning for carrier development in the civil services and at our first meeting, we demanded four good things from him, among which are; no Local Government Staff must be retrenched, more local government workers should be appointed Permanent Secretaries, that we want a capacity building through local and international workshop, and that local government workers should be able to reach level 17 which he promised to do. During my first tenure as the NULGE President, he fulfilled all those promises, he appointed three local government workers as Permanent Secretaries for the first time in the history of the state, local government staff are now reaching level 17 in the civil services.

So, I know him to be a man of his word, a man of honour and a visionary leader that loves workers. When I became the NLC Chairman, I renewed the covenant that no one should be sacked in the civil services despite the financial crisis that confronted the state and I am glad to tell you that as at today, no one has been disengaged. So, I see him as lover of development and I wish him happy birthday.

OSDF: What are the important benefits that you think Governor Aregbesola would be remember for after leaving office?

Adekomi: Governor Aregbesola performance would continue to linger in the mind of the Osun labour movement, especially for resisting temptations to

The only area that the governor should continue to work on is the arrears of salary which he has promised to pay, he has started the process and we have confidence in him that he would pay the arrears.

Another outstanding aspect that the Nigeria Labour Congress would continue to remember is Workers Drive, the dual carriage road from Olaiya Junction to ItaOlokan named after the workers in recognition of our sacrifice. He also named a Lake Resort after one of our own, the former Permanent Secretary who was killed on her way to Abuja, no government has ever shown such appreciation to the teeming workers in the state.

He would be remember for his depth on issues, he would be remember for his revolutionary solidarity and mutual respect for the workers, no matter the disagreement or governance pressure. He

recorgnises the cardinal responsibility of labour leadership in agitating for fundamental welfare issues that directly or indirectly concern their members, his activism background was brought to bear in governance as only the deep can come to the deep; he has tolerance for superior arguments and strong opposing views.

No doubt, his depth on labour matters and revolutionary synergy has assisted the state to progress in the face of intimidating economic challenges. I am bold to say that without the revolutionary synergy between the labour and the government, the story would have been different today.

OSDF: What is the situation on the implementation of the civil servants confirmation, promotion and conversion approved by the governor during the May Day celebration?

Adekomi: I can confirm to you that they are already distributing the confirmation and conversion letter. The governor has fulfilled his promises, all machinery has been put in place to ensure the implementation of Mr Governors’ directive and we are grateful for that gesture.

OSDF: As a Labour leader, what is your critical assessment of governor

Aregbesola’s performance in office?

Adekomi: No doubt, he has done his best and he is still doing his best, he has tried, as you can see a lot of infrastructural development in the state of Osun. The only question mark is the area of the salary arrears which I am aware that he is working very hard to pay; outside that, the governor has set a standard that will be practically impossible for anybody to reverse. We are praying for him fervently to be able to pay the arrears.

OSDF: By November 27, another governor will succeed Aregbesola, what is the interest of the Labour in the succession politics?

Adekomi: As a labour movement, our primary concern is a successor that will provide leadership by improving on what is already on ground, that will priorities the welfare of the people and protect the interest of the workers, we do not want a governor that will disengage workers, we want a governor that will respect the workers and see them as partners in progress in the development of the state.

That is our interest and those are the issues that will serve as the basis of engagement.

OSDF: As a labour leader with NULGE background that is so keen about local government autonomy, with your demand to have more permanent secretaries and become head of services, is the agitation for autonomy not a contradiction?

Adekomi: When you are talking about local government autonomy, there is no absolute autonomy, despite that we are all agitating for local government autonomy.

There are some areas that still need control, supervision and power to legislate on local government by the State House of Assembly as stated in the constitution.

What is important is financial and administrative autonomy, such autonomy cannot prevent anyone from being a permanent secretary or head of service.

House Wife Arraigned For Allegedly Stabbing Pastor

By Shola Jacobs A housewife, Esther Olamide has been arraigned before an Ile-Ife Magistrate Court for allegedly stabbing a Pastor, Kayode Oluwawemimo who is her co-tenant in Moremi area of Ile-Ife. According to the Police prosecutor, the suspect,

Osun Curriculum: Blueprint To Acquire Skills And Knowledge Governor Rauf Aregbesola of Osun has changed the school curriculum from studying to acquire certificates to studying to acquire knowledge and skills.

This is the basis of the educational reforms in the state.

B e f o r e Aregbesola’s reform, students were studying mainly to obtain certificates rather than to acquire knowledge and skills.

Students who once lacked access to modern-day digital tools are now fully exploiting the internet, interactive apps, online courses, and computing technology as part of their daily lessons, opening doors to new opportunities and a promising future.

Osun educational policy therefore seeks an integrative approach to the education of children and youth. This spans, education infrastructure in O’Schools - massive building of new school structures to replace the old dilapidated ones; standardised school uniforms in O’Uniform - to rebrand Osun public schools as well as create employment for designers, tailors and allied artisans, as employed by Omoluabi Garments Factory, the biggest of its type in the whole of West Africa; and innovative teaching materials and learning aids, which clear showpiece is the award-winning Opon Imo, the computer tablet that captures all the textbooks in the school curriculum for high schools.

Osun education policy is tailored towards making the public schools system produce complete child, to become the complete youth and grow up to become the complete citizen, empowered in learning and in character, in the best tradition of the Yoruba ethos. a strong stress on parent-government cooperation and collaboration. For starters, the policy does not invest in nursery and other pre-school activities because the government expects parents and guardians to contribute their own quotas to preparing their children for school readiness.

Therefore, Osun education policy is tailored towards making the public schools system produce complete child, to become the complete youth and grow up to become the complete citizen, empowered in learning and in character, in the best tradition of the Yoruba ethos. That way, they would be equipped, culturally and academically, anywhere they find themselves in the world, aside from becoming patriots, to take care of their state and country that had earlier taken care of them.

Science contributes to quality of life in so many areas: health, nutrition, agriculture, transportation, material and energy production, and industrial development. It ensures that the air we breathe and the water we drink are life sustaining and not vectors of disease and decay.

Science and technology have become crucial factors for sustainable development worldwide. Both have contributed immensely to the material progress of nations. It is in fact

generally accepted that the adoption of a scientific framework is a prerequisite for development.

Associated with this in any country are issues of education which are of considerable importance for economic prosperity. And, in a developing country, issues of science and technology education are even of more particular importance, as it is principally by means of science and technology education that its people can achieve national development.

Industry, universities and other research-based organisations thus need to recruit a highly skilled élite.

However, the size of that élite may be quite modest, even in a highly industrialised society, and it would be a mistake to have this group principally in mind when reforming science and technology education in schools. A policy based mainly on the needs of this élite could decrease even further the proportion of young people interested in school science and technology.

Aregbesola understands a modern labour market which requires people with qualifications in science and technology. This need is great and growing fast, as knowledge and skills based on science and technology become prerequisites for employment

in new or emerging sectors of the labour market. It is not only doctors, pharmacists, engineers and technicians who need a scientific or technological education.

The challenges facing science and technology education outlined above have been met in different ways. Osun has introduced more radical reforms, and there has been support for curriculum development and experiment. The reforms have been directed at both the content and framing of the curriculum and at pedagogy, i.e., at teaching methods and the organisation of the learning processes.

There seems to be something of general weakening of the traditional academic influence on the organisation of the Osun school curriculum and its content. An underlying concern, when ‘everyone’ attends school for 12-13 years, is that science and technology should contribute to the more general aims of schooling. The tendency, therefore, is to gradually redefine what counts as valid school science by broadening the perspective to give attention to some of the social and ethical aspects of science and technology. Some of the trends are discussed briefly below. Although listed separately, many are related and not all are found in all countries, but, collectively, they paint a picture of discernible change.

As the world shrinks due to globalisation, it is a known fact that new and complex challenges are emerging rapidly; these challenges need newer and sometimes radical tools to help address them. Most people agree that education, especially at the tertiary level, plays a fundamental part in addressing complex challenges. For us to address a critical challenge like the shrinking labour market and the rapid production of graduates yearly, we have to explore ways of adding knowledge to the quest for certificates and this has been the path Osun has been following over the years.
