Anxiety, Agitations Over Caretaker Appointments For Osun LGs, LCDAs

T

HERE are indications that local government elections will no longer hold anytime soon this year in the State of Osun.

This is just as members of the All Progressives Congress (APC) in the state are confused on the method of administration that Governor Adegboyega Oyetola might adopt after the expiration of current council chairmen and councillors.

The tenure of the current local government council members, elected on January 27, 2018, will come to an end on February 5.

However, it is clear that Governor Oyetola would go ahead with the planned appointment of caretaker management members for each of the local government councils and Local Council Development Areas (LCDAs) across the state.

Though, there had been insinuations that the governor wanted to consider the appointment of Council Managers, to avoid possible crisis that might greet the appointment of caretaker man-

agement committees.

But unfolding events within the APC have shown that the appointment of the caretaker members is real and would be done any moment, a development that is generating lots of anxiety and agitations among members of the party.

Leaders of the APC in some of the local govern-

ments have been mounting pressure on Oyetola to respect zoning and distribution of political offices in their various areas.

The APC leadership in the state had last week directed the party’s leaders in each of the 332 wards to submit three candidates as nominees for possible appointment into membership of the caretaker

committees in their various local governments.

However, findings by OSUN DEFENDER revealed that the three names were strictly for consideration for membership of the caretaker committees, while the Governor, would appoint the chairmen.

appointed out of the three candidates per ward submitted by the party.

According to credible sources, the governor’s kitchen cabinet has compiled the list of chairmanship candidates to be appointed in each of the local government councils.

Besides, almost all the incumbent local government council chairmen have been lobbying the party leadership to retain their seats, even as some APC chieftains are reportedly working against their return on the ground that others should be given opportunity too.

However, members of the Oyetola kitchen cabinet are said to be poised on ensuring that the caretaker management members in each of the local government councils are populated with those that have shown and proven their loyalty to the Governor.

Information also has it that some of the current chairmen might be returned for a six-month caretaker term.

HE Governor of the State of Osun, Mr. Adegboyega Oyetola, has recommended the setting up of a committee on peaceful coexistence in the all the states of the federation as a measure to address intolerance and emerging crises between ethnic groups.

Oyetola stated that regular engagement with other ethnic groups at community and government levels could help reduce violence in the states of the country.

He spoke in Akure, capital of Ondo State, at a security meeting among governors of Ekiti, Oyo, Ondo, Osun, Kebbi and Jigawa states, and the leadership of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and heads of security agencies, on Monday.

Oyetola disclosed that Osun already has a working committee on peaceful coexistence, which had been instrumental to the amicable settlement of several cases arising in recent past.

The governor said: “We must take a common and workable position that will rein in criminals and ensure peace in our nation.

“Constant interaction with herders, artisanal miners and other strangers at the community and government levels will help mitigate vio-

lence in our respective states and region.

“In Osun, for instance, we have in place a committee on peaceful coexistence between Fulani/Bororo and crop farmers, etc. With the help of the committee, we have been able to resolve several cases amicably. I recommend this

initiative to other state governments.

“We all have a duty to promote and ensure a united and stronger Nigeria.”

Stressing that MACBAN is a peaceful association that values peace and condemn crimes and criminality in any form, Kiruwa said the group will continue to work with security agencies to fish out criminals.

According to Oladehinde, the coalition between the APC and SDP is still intact, adding that both parties are working hand-in-hand for the progress of the state.

He said: “We are in support of the governor on the proposed caretaker appointment. The SDP is in coalition with the APC government and we are expected to be considered in the caretaker appointments.”

But the Peoples Democratic Party is opposing the caretaker modality, describing it as illegal and unconstitutional.

Embattled Chairman of the PDP in the state, Hon. Soji Adagunodo, in a telephone interview with OSUN DEFENDER yesterday said what the law says is to have elected representatives for the administration of the local governments.

He said: “A situation where we are appointing caretaker for the local government under the whims and caprices of the Governor and they are using the House of Assembly to do that is not fair for democracy. Democracy stipulates that it is elected people that are supposed to run government, either at local, state, or federal levels. Our stand is that the Governor should go and conduct elections. We will challenge the caretaker appointment legally.”

However, the APC has assured the people of the state of continuous growth and development at the grassroots, just as it reassured its members of fairness in the caretaker appointments.

Publicity Secretary of the APC, Mr. Kunle Oyatomi in an interview with the medium yesterday stated that the appointments into the caretaker committees of LGAs and LCDAs are not out of place, describing the PDP’s position as delusive.

Oyatomi said: “We are not there yet. Our members know that APC is disciplined and law-abiding. We cannot do anything that will affect them in any form. The PDP is a busy body. It should mind its business.”

t has been a momentous turn of events in the last week. Disturbing events and public clamour for a redirection has led to a shake-up in the personnel at the apex of the security apparatus. This initiative has been well received.

Recent upheavals have resulted in the expected showmanship mixed with rank opportunism as disparate tendencies, not all of them acting out of patriotic considerations, have jockeyed to gain public attention.

These times call for restraint and thoughtful responses. Mercifully, a most considered view has come from the Minister of Interior, Ogbeni Rauf Aregbesola. Sage like the minister correctly pointed out the economic implications of the deteriorating security situation amidst the dislocation already caused by the COVID-19 pandemic. This, he sensibly noted, has increased “the growth of anxieties about issues of life and death”.

What is important about Aregbesola’s position is that as a progressive, he is acutely aware that real peace can only be sustained with “We work towards building a attainment of social justice and equity. It is also within the admonition of the thoughtful prayer of St. Francis that, “were there is discord, let us look for harmony and when there is a dispute, let us look for the truth”. Kudos to the minister for a calming intervention.

OHIS’s Multifarious Benefits

EALTH is wealth. This aphorism is, clearly, the live blood behind the establishment of the Osun Health Insurance Scheme (OHIS), institutionalised under the aegis of the Osun Health Insurance Agency (OHIA). The reviving blood is the initial equity grant in the tune of N447m devoted to the programme by the administration of Mr. Adegboyega Oyetola at its inception.

Following the general foundational principles of insurance, bedrocked on pooling and risk-spreading, the initiative thrives on active but less-strenuous contributions by participants, such that all categories of beneficiaries contribute a small fraction of their income annually in form of premiums but earn bumper harvests, such that only a pittance of 10 per cent burden of drug value and medical expenses is borne by all cadres each time they appear for treatment. Under this modality, consultancy and treatment are free.

More specifically, salary earners in the strength of civil/public servants who enroll in the scheme pay a paltry sum amounting to 1.5 per cent of their income monthly. Members of non-salary-earning public pay N12, 066 for an individual while family package attracts N57, 500 yearly.

With this initiative, which bill was initially enacted by the Federal Government through an Act of Parliament, health and wellness is fast becoming less of a hurdle, even for the poorest segment of the society.

Virtually all public health institutions in the State of Osun, their statuses irrespective, especially those that have the emblem of the scheme on their signage, operate the scheme; while the state is replete with private hospitals running with the vision. The number counts on daily basis.

This great feat is highly commendable; not only because it brings quality health much closer to the people, but also because it makes it affordable, accessible and comprehensive.

Our populace is enjoined to embrace this and other sterling initiatives currently in vogue in the state, especially in the Health Sector. Sounding a note of commendation on the Governor Adegboyega Oyetola administration is further affirmation of the fact that to it, sound health is paramount as with every other social issue.

Security Challenges In The South-West

F

ULANI herdsmen are Nigerian cattle herders from the Northern part, whose sole source of income depends on cattle rearing and marketing.

They are nomads by nature and wander about looking for forage (pasture) for their cattle. They operate in all the Northern parts of Nigeria, whole of Niger Republic, whole of Chad and Southern part of Sudan. They are always on their toes, ‘following’ their cattle to wherever they can get adequate forage/pasture. Due to the effect of climate change, they are now in high number in the Middle Belt, Southern, Eastern and Western parts of the country looking for a suitable field to feed their herds. This move is supported as their right to free movement by the Nigerian 1999 Constitution.

In their right to free movement, their paths often cross those of farmers in the areas where they migrate to. These farmers depend mainly on the proceeds from their farming and often clash with the Fulani herdsmen to ensure that their farms are not destroyed by the herders. In some cases, like that of the Fulani herdsmen massacre of Benue farmers, the clash led to maiming, killing and arson. It has also being alleged that since the intrusion of the Fulani and Bororo herdsmen into the other parts of Nigeria, it is not only the farmers that are having problems, the residents of the areas where these herders are operating do have security challenges.

But crime has no ethnic coloration and it has not been established that all Fulani herdsmen are criminals and/or that all criminals in the South-West are Fulani herdsmen. Some hotspots for crime in the South-West are Akure to Ilesa Expressway, Owo to Akure Road, Ore to Sagamu Expressway, Ilesa to Ibadan Expressway, Ijebu-Ijesa to Ado Ekiti Road and Oke Ogun area of Oyo State, including Saaki, Igangan and Iseyin, where there are rampant kidnapping of indigenes and residents for ransom. In some cases, people

identified these kidnappers to be Fulani/ Bororo herdsmen. In the cases of kidnapping at Igangan and Kishi, the Fulani heads were involved in the negotiation of ransom for victims’ release.

In Ondo State, more than fifty public servants in the state and travellers have been kidnapped for ransom ranging from between N5, 000,000 to N10, 000,000. The six cases which are still fresh at heart are the United Nations employee who was kidnapped along the expressway between Ipetu Ijesa junction and Ilesa Brewery junction; the killing of Osun State College of Technology, Esa Oke, lecturer between Esa Oke and Ijebu Ijesa road, the killing of Federal university of Technology, Akure (FUTA) Deputy Registrar, the kidnapping of Chief Olu Falae, the killing of Pa Ayo Fasoranti’s daughter and the kidnapping of Mr. Gbenga Ibikunle and his wife at Uso, along Akure – Owo Expressway who paid handsomely before his release.

In some cases, the victims were killed after ransoms have been paid.

It was this insecurity and others challenges in the South-West that led to the establishment of the Western Nigeria Security Network (WNSN), codenamed Amotekun Corps. The paramilitary organization called “Amotekun” is a security outfit established by the six Nigerian western states of Ekiti, Lagos, Ogun, Ondo, Osun and Oyo. The security outfit is in collaboration with Oodu’a People’s Congress (OPC), a pan-Yoruba security group. Operation Amotekun was launched on Thursday, January 9, 2019, by the governors of the South-West states to tackle security challenges of the region, which include highway robbery, killing for rituals, kidnapping and other criminal activities in the region. This establishment and the existing security outfits are yet to proffer solutions to our security challenges in the South-West.

Mary Catherine Bateson, a cultural anthropologist, stated that “solutions to problems often depend on how they are defined”. The security problems of the SouthWest have not been well captured and defined, hence the nonchalant attitude to resolve them. In light of the insecurity in Ondo State, Mr. Rotimi Akeredolu, the Executive Governor of the state, gave an order to the herdsmen to vacate the Ondo forests where the herdsmen have been living and doing their businesses. The Presidency and other groups loyal to the herdsmen kicked against the Ondo State governor’s directive on vacation of forest reserves by the herdsmen, quoting fundamental human rights as enshrined by the Nigerian 1999 Constitution.

Strict Compliance With COVID-19 Protocols At Ede NYSC Camp

HERE was strict compliance with non-pharmaceutical protocols guiding against the spread of the Coronavirus pandemic by members and staff of the National Youth Service Corps (NYSC) at the Orientation Camp in Ede, State of Osun.

OSUN DEFENDER visited the camp on Wednesday and discovered that everybody entering the place was subjected to mandatory COVID-19 test at the gate, while security officers were also present to enforce compliance with other precautionary measures.

All the youth corps members for the 2020 Batch B Stream 2, according to officials of the NYSC, also underwent compulsory Coronavirus test before admitting them to the camp.

The management of the NYSC has also ensured that the camp was clean with adequate water supply and toiletries.

None of the staff and corps members participating in the NYSC tested positive to the Coronavirus, findings revealed.

Speaking on the matter, the Public Relations Officer of the NYSC in the state, Mrs. Funmi Okundaye, said the management of the scheme had maximally complied with the COVID-19 precautionary measures, saying that there had not been any positive result of the virus at the camp.

Okundaye said: “We are complying with all the COVID-19 protocols at the camp. There is physical distancing at our hostels. In a hostel that we usually had 60 corps members, we have only 15 people there now. We have not recorded any posi-

In fact, we don’t have problems with compliance. Our health centre is the best.

“We used to have 2,250 corps members at the camp. But what we have now is 448

A

stalwart of the Peoples Democratic Party in the State of Osun, Funmiso Babarinde has advocated that the N8bn pay-off by the Oyo State Government to the state on the dissolution of the Ladoke Akintola University of Technology joint ownership be spent on improving facilities in the Osun State University.

Specifically, Babarinde said the money should be committed to building a College of Medicine and improving the Teaching Hospital for the state university that is of global standard.

Oyo had last week approved the payment of N8bn to Osun, as part of agreements reached for its (Oyo’s) sole ownership of the Ladoke Akintola University of Technology (LAUTECH), Ogbomosho.

The money, according to the Oyo Government, is to be paid

in four installments, over a period of three years.

The breakdown of the payment is as follows, N1billion is to be paid in January 2021, another N1billion to be paid in December 2021.

N3billion is to be paid in 2022 and the last N3billion is in 2023.

Babarinde also warned against diversion of the money, adding that the interest of residents is on how the money is spent.

He said: “The 8bn pay-off should not be diverted. Every resident’s interest is on what the Oyetola administration does with the money. I would rather advise that the money be committed to improving the facilities in the only stateowned university, specifically, the money be use to give the university a medical college of global standard with modern equipment. This remains the only justifiable way the money can be spent.”

rs. Balikis Fawale, wife of a Police corporal, Rauf Fawale, who was allegedly beaten to death by three operatives of the Department of State Services (DSS), said her husband was attacked at the birthday party of his boss.

Fawale, a father of three attached to Dada Estate Police Division in Osogbo, died on Sunday, January 24, 2021, at a private hospital in the capital of the State of Osun.

He was said to have sustained a head injury after being attacked by his assailants.

Balikis said her late husband went to the party after he was promoted to the rank of inspector about three weeks earlier, alleging that he was killed because of his promotion.

She said: “My husband was a policeman attached to Dada Estate

Fawale Police Station. He left home for work on that fateful Thursday morning, but was surprisingly brought home on Friday by one Tunji. He was unable to walk on his own. Tunji did not explain to me if anything had happened to my husband. He only advised him to get enough rest.

“I called his sister the following morning when I noticed that his condition was getting

out of hand. That was how we started to be taking him from one hospital to the other before he finally gave up the ghost on Sunday after receiving treatment for a week.

“I was informed that my husband was attacked by some DSS officials at the birthday party of his boss. He was promoted to the rank of inspector about three weeks ago. My husband was murdered

because of his promotion.”

She, however, urged the government and the Commissioner of Police to help her secure justice on the murder of her late husband.

“I want government and the Commissioner of Police to come to my rescue. My husband must not die in vain. I am nursing a-monthold baby, they should come to my aid to get justice for my husband’s death.”

Briefing journalists on the matter, the Spokesperson of Osun State Police Command, Yemisi Opalola, said one of the DSS officers identified as David Olowoporoku and other two summoned the deceased to a club house, River Side in Osogbo and allegedly brutalized him.

She said the State Commissioner for Police, Wale Olokode has met with the Director of DSS and was assured of ongoing disciplinary action against those complicit in the matter.

A Time To Put Unity And Peace Above All Amao, Osun Indigene, Appointed Nigeria’s Chief Of Air Staff

I

N light of the simmering tension in Ondo and (northern regions of) Oyo states, the Federal Government implores all citizens in the country to exercise restraint and pursue active efforts on how to use the tools of constructive dialogue, good neighbourliness and the primacy of peace-building as ways of dousing anger and resentment that can only lead to anarchy.

The regrettable incidences of heightening ethnic and religious tension in our country are, in part, outcomes of political and economic strains that have persistently defined our land

and continue to exacerbate security challenges, making the task of development more traumatic.

The Federal Government is keenly aware and genuinely concerned about these complications that, sadly, have been sharpened by the ongoing Covid-19 pandemic through the growth of anxieties about issues of life and livelihood in our communities.

The Federal Government is having a holistic look at the challenges and will stop at nothing to bring lasting peace, security and amity to all our communities. There will be no tolerance for any act or behaviour ca-

pable of jeopardising law and order and security of lives and property in any part of Nigeria.

Therefore, as the government is fashioning long term answers to address these problems, it urges citizens to appreciate that self-help and lawlessness cannot offer a path to sustainable solution. It can only lead to greater pain as well as costly human and material losses and disruption of the already difficult task of devising responses that will produce tangible peace and development in the country.

The Federal Government is moving in quickly to bring state, community, security, traditional institutions, religious organizations and youth groups into a purposeful dialogue that will bring effective resolutions to the problem within constitutional and legal frameworks.

Let us all try to be our brother’s keeper and work towards building a peaceful community that works for all, irrespective of ethnicity, religion and other forms of differences.

The mother of one revealed that she and

her entire crew members get tested about four times a week and it costs $250 each.

Factory Workers Remanded For Stealing Plastics

WO factory workers of Iyanu Plastic Industry, Osogbo, State of Osun have been remanded in Ilesa Correctional Centre by an Osogbo magistrate’s court for allegedly stealing plastics.

According to the charge sheet obtained

by OSUN DEFENDER yesterday, the suspects, AbdulKadri Oyekanmi (30yrs) and Opeyemi Mustapha (33yrs) conspired to steal the plastics on November 22, 2020, at the industry.

The value of the stolen plastics was put at N14, 800, according to the charge sheet.

But, the accused persons pleaded not guilty to the two-count charge of conspiracy and stealing levelled against them.

Earlier, the defence counsel, Mr. B.Y. Dauda had prayed the court to admit the suspects to bail on a liberal term, stressing that reliable and credible sureties would stand for them.

However, the bail application was opposed by the prosecutor; Inspector Adeoye Kayode, on the

ground that such offence was rampant in the society, adding that it was not the first time the suspects would be committing such offence.

The Magistrate, Mrs.

Modupe Awodele ordered that the suspects be remanded in Ilesa Correctional Centre.

Awodele adjourned the case till February 9, 2021 for ruling on bail.

60-year-old physically challenged man, Ahmed Olawale and two other persons have been arraigned before an Osogbo magistrate’s court for allegedly forging a statement of results

23-Year-Old Man Remanded For Stabbing Co-Tenant Over Missing Items

A

23-year-old man, Sodiq Okunola, has been remanded in Ilesa Correctional Centre by an Osogbo magistrate’s court for allegedly stabbing a co-tenant over missing items.

Sodiq was alleged of causing grievous harm to one AbdulGafar Dauda by stabbing him in his left hand with knife and also biting him on the chest following a disagreement that ensued between them.

According to the charge sheet read in court on Monday, the suspect committed the offence on January 24, 2021 at about 8:30am at Zone D2, Fiwasaye Community, Osogbo.

Police prosecutor, Inspector Olayiwola, told the court that Okunola

and the victim were cotenants, disclosing that the victim suspected Dauda of stealing some properties that belong to him.

He said their landlord called the two for a peace meeting, adding that Okunola got furious and brought out a knife from nowhere and stabbed Dauda on his left hand.

According to the police, the alleged offence contravened Section 335

of the Criminal Code, Cap 34, Vol. 2, Laws of Osun State, 2002.

But the accused person pleaded not guilty to a count charge of grievous assault.

Defence Counsel, Okobe Nagite, prayed the court to admit the suspect to bail on a liberal term, stressing that the offence allegedly committed by the accused person was bailable.

The bail application was opposed by the prosecutor on the ground that the victim was still receiving treatment at Osun State University of Teaching Hospital, Osogbo.

However, the Magistrate, Mr. Ishola Omisade, ordered that the suspect be remanded in Ilesa Correctional Centre, just as he adjourned the case till February 3, 2021 for hearing.

Physically Challenged, 2 Others Arraigned For Alleged Certificate Forgery for the Basic Education Certificate Examinations.

Olawale was arraigned alongside Omolara Adams (36) and Toheerat Adeleke (18) on a three-count charge of conspiracy, forgery and fraud.

According to the charge sheet obtained

by OSUN DEFENDER yesterday, Olawale and Adams forged the said Basic Education Certificate Examination results and presented the document to Adeleke with a claim that the statement was issued by Osun State Ministry of Education, Osogbo.

Olawale was said to have forged the examination results, while Omolara fraudulently obtained a sum of N5, 000 from Adeleke with the intention of registering her for the Basic Education Certificate Examinations, 2020/2021 session but failed to do so.

The defendants committed the alleged offence on November

25, 2020 at No.1, Diamond Avenue, Along New Owode Road, Abere.

Police prosecutor, Sergeant Kayode Adepoju, said the alleged offence contravened Sections 516, 467 and 421 of the Criminal Code, Cap 34, Vol. II, Laws of Osun State, 2002.

However, the accused persons pleaded not guilty to the threecount charge of conspiracy, fraud and forgery levelled against them.

Defence Counsel, Daramola Olalekan prayed the court to admit the suspects to bail, saying that the accused persons remained innocent until contrary is proven in a court of law.

Ruling on the bail application, the Magistrate, Mr Abayomi Ajala admitted the accused persons to bail in sum of N250, 000 with a surety each.

The case was adjourned till February 23, 2021 for hearing.

Olaiya Flyover: Osun Goes For 3-Hour Demo Closure Today

HE Government of the State of Osun is set to commence the construction of the Olaiya flyover with a three-hour demonstration closure between 2pm and 5pm today, Friday, January 29, 2021.

In a statement issued by the Commissioner for Works and Transport, Engr. Remi Omowaiye on Wednesday, the construction areas would be closed for three hours as part of protocols for the commencement of the construction.

It would be recalled that the government had earlier announced its intention to construct a flyover across the Fakunle-Olaiya, Odi Olowo-Olaiya, Akindeko-Olaiya and MDSOlaiya intersections as part of measures to address traffic and safety issues in the axis.

Omowaiye said: “We are closing the roads around the construction area for only three hours, between 2:00pm and 5:00pm, as a form of trial-performance for traffic control during the period of the construction.

“The period of the demo closure shall have the presence of 110 officers from the Federal Road Safety Corps, Civil Defence Corps, the Po-

lice Force and the state’s O’Tram officers, strategically positioned along the diversion routes and critical locations (like Okefia, Olaiya, New

Orisunmbare Market area, Jaleyemi, Aregbe, Akindeko and Akinlade junctions, Capital, Lameco, etc.) to ensure compliance and orderli-

ness.

“Citizens are enjoined to cooperate with the security and traffic management apparatuses during this

exercise, as outcomes of this exercise will form a baseline to subsequent traffic management routines during the period of the construction.”

13-Year-Old Girl Allegedly Raped By Father In Ido-Osun

13-year-old girl, Busola (not real name), has been allegedly raped by her father, Mr. Kazeem Olapade, on multiple occasions at Ido-Osun, Egbedore Local Government Area of the State of Osun.

Busola, who spoke in an audio interview made available to OSUN DEFENDER by a Non-Governmental Organization, Monsurat Ajoke Foundation last weekend, confirmed the incident.

The victim in the audio interview said: “It is true that the event occurred, my father has been having carnal knowledge of me since he divorced our mother on March 20, 2020.”

The victim, a Junior Secondary School 1 student, alleged that her father, a drummer, usually came to her every night

to rape her on bare floor, while he rubbed his manhood with a substance.

She said this was going on a countless occasions, but she could not tell anyone what she was experiencing because her father threatened her.

Busola stated that nobody could come to her aid when the action was going on because her father had fought and given quit notices to all the tenants living with them.

She added: “My father usually covered my mouth with pillow when rapping me and blood usually came out afterward. He did threaten me not to disclose it to anyone; raining curses on me.”

The father, who reportedly had four wives, was said to be formerly working as a barber. He was also said to have owned four houses in different locations within Osogbo.

Olapade According to a junior sister of the victim, Adeola, (not real name), “I did notice my sister usually cried every morning.

So, I was curious to know what was actually happening to her. I think she was afraid to tell me what was going on between her and our father.

“On one particular night, I decided to pretend as if I had slept off; suddenly, I saw our father entering our room, I saw him putting his leg on my sister, but in that process, I dozed off. I

couldn’t know what transpired between them”.

The children also alleged that their father usually left home every Friday, coming back on Sunday with different kinds of phones and multiple SIM cards in his room. They said they could not ascertain the kind of work their father does.

It was gathered that the matter had been reported at the Osun Command of the Nigeria Security and Civil Defence Corps (NSCDC) at Oke-Ayepe, Osogbo.

At the NSCDC office, the victim was said to have called his father on telephone and told him that she would tell her mother of what he had been doing to her.

The drummer father allegedly threatened her on the phone, not knowing she was with the NSCDC. The suspect has been arrested and detained at the state CID.

However, the victim, her sister and their mother who is currently nursing a baby, have been taken to the custody of the State Ministry of Women and Children Affairs, through the aid of the founder of Monsurat Ajoke Foundation.

HEAD of Independence in 1960, there was widespread pessimism about Nigeria’s survival as similar formations and packages elsewhere had disintegrated.

For instance, on 1st August, 1953, British Colonialism created Federation of Rhodesia and Nyasaland by amalgamating Northern and Southern Rhodesia and Nyasaland with Huggins but it eventually disintegrated on the 31st December, 1963. Britain, therefore, formulated for Nigeria a Federation system.

At the end of the 1962-63 controversial census, ethnic competitiveness, educational inequality and economic imbalance between the Southern and the Northern Nigeria had come to the fore. The division along ethno-religiouscultural cleavages culminated into the Civil War between 1967 and 1970, where an estimated 3 million people were killed; fuelling more agitation for self-determination as the initial October 1963 proclamation of Federal Republic of Nigeria had given way to unitary system under military rule, giving further credence to pre-Independence pessimism.

Quota system was then introduced into the Nigeria system in 1958 to suppress agitation by some sections of Nigeria who felt threatened that they could be sidelined and overwhelmed by certain sections on allocation and distribution of “national cake”. It is a system of allocation of certain percentage of employment opportunities and admission places into Nigerian universities, among others, based on ethnicity and state of origin considerations. Hence, 50% quota was given the North who felt threatened while 25% each was awarded East and West.

The system was so designed at easing equal representation of various ethnic groups in the public service as there were uneven developments in Western education, exposure, infrastructure, etc, which brew suspicion and fear of domination of one region or ethnic group against the other.

It could, therefore, be safe to state that the intention of the forebears in introducing the system was to ensure fair play and equity among the nationalities that make up Nigeria.

They didn’t want a section of the country to be alienated from public sector and employment because of its disadvantaged position. Unlike its identical twin that came into existence before Independence, Federal Character (FC) was officially smuggled into the 1979 Constitution. FC is simply lowering of qualifications/ requirements of the candidates seeking admission to educational institutions and employments from a region/state considered to be disadvantaged. Just like the quota system (QS), it is targeted at giving opportunities to the disadvantaged section to enable them compete and eventually catch up over a period of time.

Fundamentally, there is no difference between Quota System (QS) and Federal Character (FC) as both are technically two sides of the same coin as instruments designed to make up for inadequacy of the Northern Nigeria to meet up

Since that period till now, it can be argued that QS and FC have brought about unity and encouragement to the pursuit of Western education by regions or states that didn’t have flair for it; suspicion and tension have been addressed; interest of the minority has been protected; and imbalances have been leveraged.

However, event has overtaken the system. As at the period of QS and FC introduction, there were only about six universities which could genuinely alienate candidates from educationally disadvantaged region: University of Ibadan in 1948; University of Nigeria, Nsukka in 1960; University of Ife, now Obafemi Awolowo University, Ile-Ife in 1961; University of Lagos in 1962; Ahmadu Bello University, Zaria in 1962 and University of Benin in 1970. Now, there are 43 federal universities spread across all geo-political zones. There are 48 state universities and 79 private universities across the country (as of 2020); making 170 in all. Therefore, fear of alienation of educationally disadvantaged region does not exist anymore as there are state and

private varsities in all the regions which could take care of the earlier challenges.

Again, the principle is detrimental to the interest of the educationally advantaged regions, as merit is put at the background against other considerations. For instance, a candidate from the South-West who scores 250 in Joint Admissions and Matriculation Board’s (JAMB) Unified Tertiary Matriculation Examination (UTME) for a particular course may be denied an admission in a South-West university; while his/her counterpart from educationally disadvantaged region who scores 210 for same particular course may be offered admission by same university based on QS. How will a better candidate who is denied admission feel about the other who didn’t do well but was offered admission? It is not only a case of cheating to the better candidate; it is a technical bleeding of the society of its best hands in various fields from emerging ultimately. Moreover, the arrangement stifles creativity, as brilliant young men and women are frustrated from the system for the average to emerge. It is not sustainable to continually put

sentiments and other considerations over and above merit and competence. Such a lopsided arrangement in an ivory tower is a big question mark to rating internationally. For how long can this obnoxious arrangement - merit 40%, state quota 30%, catchment zone 20% and discretion 10% at the point of entry - be defended?

Despite the long years of QS and FC, the North still lags behind the South educationally, while our system pays dearly for denial of merit for other considerations. For instance, the North still has the highest number of out-of-school children, which has hugely contributed to the army of crimes and criminality in Nigeria. Continual use of QS and FC looks like conspiracy against development, as it leads to production of very low quality graduates which has done irreparable damage to the education sector and genuine development in Nigeria.

The system makes admission into university lopsided and allows unethical practices and abuses within the university system. It casts aspersion on the integrity of our universities. Hence, the National Assembly should, as a matter of necessity, amend that aspect of arrangement in the constitution as any country that runs its system not on the basis of merit and competence but on ethnic and other sentimental considerations can never attain its peak.

Moreover, the level of devastation done by Boko Haram insurgency in the North in the last one decade has shredded whatever remarkable development attained in the region over the last 7 decades such that even if the South should be sleeping for the next 50 years, it (the North) can hardly meet up if it does not do things differently. This should not be seen as casting aspersions to one section of the country against the other but as a genuine review of our old ways towards charting a new course to our developmental agenda.

Why We Find Simple Things Difficult

IMPLE is as easy as finding answer to two plus two. However, when the whims and caprices of man enter the equation, two plus two can become rocket science. You will think that managing a country that is as endowed with natural and human resources like Nigeria for “Unity and Faith, Peace and Progress” is like taking bread with butter; not so, when a succession of anomalies have bred in our elites such negative self-absorption in governance that have now become the cross of the country.

To begin with, what does it take to acquire and grow a cow to maturity and profitable sale in an age in which men have placed their flags on the moon? How much land space and how much feeds and care would 200 million such cows need (a figure enough for Nigerians with million extra for exports)? Some impetuous fellow have said that Sambisa Forest alone is more than enough for such lucrative enterprise, a place that is instead a dreaded base for tormenting the nation.

For whatever sense or sensibility, let us dismiss the mean fellow and talk fact. According to the Food and Agriculture Organisation in a recent publication “World Cattle Inventory: Ranking of 209 Countries,” the world has about 1.468b cattle with Brazil as leader (211,764,292) followed by India, China and United States of America in that order. Nigeria is in 14th position with 20,000,000 cattle, with Ethiopia, Sudan and Tanzania ahead of us in Africa (54m, 41m and 24m cattle) in 5th, 7th and 11th position respec-

tively. In none of the leading or lesser countries, Africa and beyond, is there any issue about cattle rearing leading to social crisis, much else violent crimes and human killings, except in Nigeria!

Best-practice can be learnt just as there is what is called technology-transfer, and even technology theft! Whatever anyone does better than you in this competitive world, you smartly play catch-up. It is only Nigeria, thanks to its “one-of-a-kind” elites and political class that chooses to remain in the past of humanity in a world where innovation, even on what seems almost perfect, is still ongoing at per second rate! How did Dubai grow from a fishing village and desert trading outpost to what it is today in just about the same time that we have returned to democratic rule after Abacha? It was not the works of Angels; it was the handiwork of farsighted elites.

Space does not permit an in-depth presentation of how cattle production, an issue that has become a potential war-trigger today in Nigeria, can indeed single-handedly not only earn us as much as crude oil but be a tool for ending unemployment, insecurity and underdevelopment in all aspects, especially when it is joined cooperatively with what is sadly and unimaginably its arch-enemy now, crop production in mechanised mode.

How then are we where we are at a dangerous and potentially explosive moment, on account of engagements that should be blessings to all Nigerian? Simple - leadership that is inept,

unimaginative and selfishly uncommitted to the common good. It didn’t happen just yesterday though, which is why we all owe it a duty to gradually return leadership and followership to sanity.

Nigeria started out well enough, not perfectly but well enough. Military intervention and long years of brutal dictatorship not only changed Nigeria’s administrative and political structures negatively and adversely, but it equally negatively affected Nigerian psyche, values and political culture too. The last 20 years of unbroken democratic rule presented the opportunity to right all the wrongs, but disappointingly the ruling political class was even more unwilling than the ordinary people to change the paradigm. For 16 years we blamed the Conservative section of the ruling elite, now what do we have with the Progressive section in 6 years?

A stalemate inside underdevelopment and crises is not good enough for Nigeria and it is never too late. Restructuring is not rocket-science, just as cattle ranching and livestock production is no calculus. Everything good is possible, profitably for all - for “unity and faith, peace and progress,” all that is needed is willingness in the first place not to be arrogantly obstinate and narrow-minded in leadership, all for selfish goals.
