Conditional Wealth, Not Cash Transfer On June 25, 2018, Nigeria officially became the land of the poor. We now boast of the highest number of extremely poor people in the world, even more than India with a billion people. This was always inevitable with the (in) actions of the Nigerian government over the years. There had been no strategic plan for the people, and even the ones tried to avert it, failed woefully, hence, ours has become a country sauntering forward towards an uncertain future banking on a miracle.

In a bid to stem this ugly tide, the Nigerian Government under the current administration has introduced the conditional cash transfer programme.

This programme is a social safety net that gives N5,000 monthly to the poorest and most vulnerable in the society. On the surface, this seems laudable, at least, the government is making an effort to reach the most vulnerable. However, this does not seem to address the entrapment within which the Nigerian poor is situated; they live in abject poverty and unwittingly transfer this poverty from one generation to another.

This cash transfer will only provide droplets of water on a parched land; that is even if it gets to those it is designed for. How this will happen in a country without a verifiable database of its citizen is another kettle of fish.

The most important strategy any serious government would adopt is one to ensure that the children of this poor population do not inherit the misfortune of their parents and continue the cycle of poverty. This should be the paramount headache of the government.

However, the only viable means of achieving this is through Education. The state must identify the most vulnerable families in Nigeria and create a plan to ensure that at least one member of that family get the best possible education from primary to tertiary levels.

Interestingly, this is not a novel idea as it has been the urgent demand of the poor Nigerians reflected in a statement by the Presidential aspirant Omoyele Sowore who has been touring the country in recent times.

In Sowore’s words, ‘Everywhere I go, the poorest Nigerians ask for two things, capital to start a business and education for their

children’.

Despite being poor, it seems these people tower above the Federal Government in wisdom; they seem to know that a conditional cash transfer will not change their fortunes, talk more of their children.

To bring people out of poverty we need to build their capacity to increase productivity.

This can happen in two ways, skill acquisition or business (trading). How far can the N5000 monthly pittance go and does the Nigerian state have the capacity for a cash transfer.

Restructuring NYSC, A Solution To Unemployment It is no doubt that the history of the country since independence has clearly indicated the need for unity amongst our people in all ramifications and in every sense of human endeavor.

It is a fact that no cultural or geographical entity can exist in isolation, a situation that paved way for the establishment of National Youth Service Corps (NYSC) scheme which was created in a bid to reconstruct, reconcile and rebuild the country after Nigeria civil war – 1967 to 1970.

The number of Graduate is increasing rapidly on a daily basis in Nigeria, so also the number of unemployed youths and one begin to wonder if the government is proactively ready to limit the ever growing number.

The point should be clear by now, great education is the only solution the Nigerian state can afford and great education is the only solution that can solves the problem of poverty albeit on the long run.

We need to target their children first, help them escape poverty, then they will go back and bring their siblings out of poverty. This was the model that worked in the South West and South East Nigeria where the burden of training the siblings fell on the child that the parents (or village) first sponsored their education.

Since we already have this mental model operating in the most rural communities in several parts of the country, we can be sure that once the state sponsors the first child, the parents will ensure that they support their other siblings. Our goal as a Nation should be to ensure that the children of those on the National Social Register are saved from the inevitable doom that poverty portends, hence I propose a conditional Wealth transfer.

Today, knowledge is wealth, so let’s ensure the children of the poor acquire that knowledge and lift them out of poverty while the elite continue their bickering banters in profitable assemblies.

As a country, our collective ambition must be that at least one member of the poorest communities acquire the skill, needed to acquire wealth in the 21st century. The reason the poorest fail and will continue to fail is because they were never prepared for creating value in the 21st century.

Everybody, however rural, must become a knowledge worker and it starts with the deliberate effort to get one ambassador from each locality to see the light.

Improving Exclusive Breastfeeding Among Nursing Mothers In Nigeria FRIDAY AUGUST 10 - THURSDAY AUGUST 16, 2018

Poor exclusive breastfeeding habit in the country has become a growing concern especially among career mothers. As the country joins the rest of the world to commemorate the world breastfeeding week, SOLOMON ODENIYI takes a look at the causes of the habit and how to encourage mothers to change the trend.

The World Breastfeeding Week is coordinated by the World Alliance for Breastfeeding Action (WABA), a global network of individuals and organisations concerned with the protection, promotion and support of breastfeeding worldwide based on the Innocenti Declarations made by WHO and UNICEF in August 1990.

The declaration is part of an efforts being geared towards the promotion of exclusive breastfeeding for the first six months of life and then supplemented same for at least one year and up to two years or more. The world breastfeeding Week, August 1 to 7 is being observed by countries of the world since 1992 with this year’s theme, “BREASTFEEDING: Foundation of Life” However, it is estimated that Nigeria loses about 2,300 under-five year-old children daily and this ranks the country as the second largest contributor to under five mortality rate in the world.

However, over two-third of the deaths is associated with inappropriate feeding/poor practices.

Consequently, a review of clinical trials and observational studies from some developing countries, including Nigeria by WHO strongly states that Exclusive Breastfeeding (EBF) for up to six months offers significant health benefits to both mothers and babies.

UNICEF also, in one of its reports said, EBF comes at no cost, fulfilling the nutritional requirements of infants which protect them from childhood infections including diarrhea, and pneumonia.

These imply that the death could not have been high in the country if EBF is being religiously practiced in Nigeria.

Conversely, mothers who do not breastfeed are more likely to develop post-partum depression, obesity, type 2 Diabetes Mellitus, breast cancer and hypertension.

Aside the health benefit derived from EBF for both mothers and babies, it also has in human capital development that can benefit a country’s economy. A 2017 report by the WHO and UNICEF in collaboration with the Global

Breastfeeding Collective, shows that in five world’s largest emerging economies including Nigeria, lack of investment in breastfeeding results in estimated 236,000 child deaths per year and US$119 billion in economic losses.

The Director-General of WHO, Dr Tedros Ghebresyesu corroborated this by saying that EBF could potentially generate US$300 billion in economic gains over 10 years as a result of reduced illnesses, health care costs and increased productivity.

Despite its enormous benefits, nursing mothers in Nigeria still do not exclusively breastfeed. The fifth round

Multiple Indicator Cluster Survey (MICS5) which was carried out in 2016/ 2017 by the National Bureau of Statistics (NBS) in collaboration with the National Primary Health Care Development Agency (NPHCDA) and National Agency for the Control of Aids (NACA), as part of the global MICS programme revealed that 23.7 per cent women breastfeed exclusively.

Although, 95.0 per cent of Nigerian women breastfeed their babies, while five per cent of Nigeria women do not breastfeed, this is against the exclusive breastfeeding recommended by the world health organization.

Also in the report, Osun State tops the list of states where breastfeeding is practiced with 55.3 per cent, followed by Abuja 52.0 per cent, Lagos tanked third with 51.8 per cent, Oyo 49.5, Rivers 49.1 per cent, Ebonyi 43.9 and Benue 40.9 per cent among others.

The least ranked states are; Yobe with 4.9, Niger 6.2, Katsina 6.7 and Kebbi with 9.5 per cent.

With the situation of the country, it is an established fact that the income from the husband alone cannot meet the needs of the family. This has led women to work in order to help their families. How many of the establishments where these women work have a crèche? How many do give maternity leave? Even those who give, gives three months and exclusive breastfeeding last for 6months. Illiteracy, culture and those not wanting their breast to sag represent a few per cent combined.

A grandmother and a retired civil servant, Mrs. Felicia Oludare lamented the rising rate of poor compliance with breastfeeding exclusively among mothers nowadays.

According to her, work should not stop a mother from exclusively breastfeeding her children for the first six months of birth, saying though difficult, but blamed mother of today for always finding an easier route to child rearing.

She said: “I grew up seeing mothers adequately breastfeeding their child; then, it was a thing of pride for any woman to do. It was done for as long as they could bear. When I started bearing my children, I also followed that step.

During those years, the supplement we have scattered all over the place now are not as pronounced as we have now.

“Where was even the money then?

Well, you may say because I work with the government, that was why I was able to do EBF but I still know some of my colleagues who didn’t engage in EBF. Even now, I can still count those who are with the government and are still not practicing EBF. “Work or not, our ladies are lazy, and

For the second, I had to resume work two months after I gave birth, hence there was no way I could practice the EBF with this. I recall resuming work from 7am to 4pm; I get home 6pm or 7pm.

“In my case, we had an emergency and I was asked to resume work. It was not easy for me.

However, at 23.7 per cent, Nigeria is still far from the World Health Assembly’s target for countries in the world to increase to at least 50 per cent, the number of children under 6 months of age who are exclusively breastfed by 2025.

Dr. Segun doubts if the country can meet up with the 50 per cent benchmark set by the world health assembly with the increasing rate of working mothers in the country.

He added: “Except there are aggressive enlightenment programmes where working nursing mothers are informed about the law of use and disuse and also clamp down on the infiltration of breast milk supplement and encourage the 50 per cent, I doubt if we can meet up”.

If Nigeria is to attain the 50 per cent target by 2025 as set by the World Health Assembly, Mrs. Odunayo said the country must put in place a friendly working policy that will encourage EBF practice in the country.

She said: “Except Nigeria can improve on some things, I doubt if we will be able to improve on the percentage, let alone the 50 per cent target. If a woman works for a private firm especially a demanding one like a bank, will she be allowed to stay away from work for long so as to exclusively breastfeed for the stipulated 6months? If she tries it, she would have been replaced before she resumes.

“Except maternity leave is made compulsory especially for non government workers with stiff punishment for defaulters, and extended to 6months with weekends excluded from it, this feat looks unattainable among other policies for a nursing mother to exclusively breastfeed”.

Mrs Idowu, a NAFDAC official is also of the view of having a law in place to protect and encourage EBF just like it is done in Norway where 71 per cent of their babies are exclusively breastfeed for six months. She advocated that the maternity leave be extended to a year and stipends be paid to all nursing mothers.

Mrs Temitope Oluwadare on her part recommended that mothers should not be discouraged to bring their child to work, and they should be given less work to do immediately they resume from the maternity leave until it is six months.

This, she said would improve the practice of EBF among working women and the country at large.

She said, “By August 22, my baby will clock 5month and I have been exclusively breastfeeding my child. It has never come in between my work. It is not that he takes it every second, I only breastfeed him anytime he cries, then l put him back in the court then afterwards I go back to my work. EBF saved me from the stress of packing flask, looking for where to boil the water to prepare supplements; I only went with my bags. Also, it has saved me cost”.

Mrs. Adeniyi noted that she wouldn’t have practiced EBF but for the overwhelming supports she has been receiving from her husband, urging husbands to always show compassion on

their wives by stretching a hand of help to them.

The Osun state nutritionist, James Olubode said all that is needed to increase the rate of exclusive breastfeeding is the political will by the government to support nutrition in the country.

He added that government must see to the elongation of the maternity leave, active promotion of crèches in places and breastfeeding rooms in places, as well as enforcement to put measures in place to ensure that private firms do not go contrary to any of the set policies. He also called for the regulations of breast milk substitute which has been an affront on EBF. Suggesting some of the steps embarked upon which have made the state the highest in the percentage of

breastfeeding in the country, Olubode said, “The state with the support of UNICEF carried out advocacy visits to all the local governments and telling the community leaders the importance of breastfeeding and exclusive breastfeeding.

“We did community sensitization where we asked the leaders to select some members of their communities and they were sensitized on the importance of breastfeeding. Beyond this, in some community, we came up with a community support group for infant and young child feeding which deals with breastfeeding. We are doing regular media sensitization. Twice a year, we carry out maternal new born week which is centered on breastfeeding and with these, we have been able to raise the awareness of mothers and caregivers on breastfeeding.

“The state has a working maternity leave for mothers. We have a daycare center at government establishments where mothers can bring their babies during working hours and go there from hour to hour to breastfeed their child. We have a working arrangement that does not allow them to be exposed to too much stress”, he added.

Governor of Osun, Ogbeni Rauf Aregbesola has declared that categories of workers in the state who are on modulated salaries would soon begin to earn full payment.

He stated this on Tuesday while addressing workers during the Official Flag-Off Ceremony of 2000 Units Affordable Houses for Civil Servants at the Nigeria Civil Service Union Housing Estate located adjacent Samya Yard, along Osogbo/Ikirun.

While commending workers in the state for their patience and perseverance, Aregbesola stated that the present administration has always cared about the welfare of its workers despite the harsh economic conditions.

He explained that the administration within its first year increased the amount due to workers as housing loan from the paltry N100,000 to between a minimum of N200,000 and maximum N750,000 without any pressure to do so.

The governor explained that the administration had a choice to retrench but chose not to and instead decided to share what was available for everybody which brought about the issue of

modulated salaries in the first instance.

Aregbesola stated that the sacrifices government and workers have made had paid off because there is no part of the state that has not experienced a touch of improvement in the past eight years.

According to Aregbesola, “I am happy to say with pride that as difficult as things are in our state, our government has always displayed a high sense of commitment and passion to the welfare of workers in the state.

“I will like to assure those categories of workers whose salaries are modulated that negotiations are on with labour leaders to ensure that full salaries are paid very soon.

“I thank you for your patience and sacrifices and to let you know that the sacrifices have paid off, there is no part of this state that has not experienced a touch of development in the past eight years. Government is not about a set of people but about everybody and I am happy that every resident of this state has been touched by our government”.

Speaking on the housing estate, the state helmsman charged the handlers of the project to ensure that the estate is developed to international standards,

just as he promised government’s support.

He said efforts must be made to ensure that a slum is not created out of the project, stressing that it must be developed into a place, perfect for human habitation and development.

In his address, the national president of the Nigerian Civil Service Union, Comrade Lawrence Amaechi explained that getting a befitting home has always been a challenge for many workers even after making so much sacrifice to achieve the feat.

Management of Obafemi Awolowo University (OAU) has assured the general public that it would restore all its deaccreditted programmes during the November National University Commission accredittation exercise.

This is contained in a statement issued by the institution’s Public Relation Officer (PRO), Mr Abiodun Olanrewaju and made available to journalists on Campus.

He disclosed that the issue is not restricted to OAU alone as other schools were affected as well.

According to him, “We are aware of the directive by the Joint Admissions and Matriculation Board (JAMB) that the 2018/2019 candidates who applied to study Law, Dentistry, Fine and Applied Arts, Botany and Family Nutrition and Consumer Sciences should either change course or university, due to nonaccreditation by the National Universities Commission (NUC).

“The general accreditation exercise was conducted across all universities in December, 2017 and the nonaccreditation of some programmes cut across all universities and its not peculiar to OAU.

“There are 106 programmes in the University of which the five mentioned above have issues with accreditation.

Although all these programmes actually had interim status during the last exercise, they were denied accreditation because of the existing NUC regulation which does not allow for back to back interim status.

“The University Management is working assiduously to address issues raised by NUC. It therefore has no doubt that the affected programmes will be restored hopefully in forthcoming accreditation exercise slated for November, 2018.

Problem With Our Graduates

Graduates of higher institutions need to start wearing their thinking cap. They need to move away from the familiar sense of entitlement which has been ravaging us in this part of the world and understand that our future lies not just in what governments and other institutions are capable of doing for us but what we can do for ourselves.

The lesson I learnt from my sojourn in the west is that working is a value. One has to work and parents teach their children that they have to work and earn. Just because your parents are wealthy doesn’t mean your life is already worked out. You have to contribute to the home bills and somehow find something to do. The work doesn’t have to be white colour…but as a must, you have to find something to put your hands to. You can’t seat your bums and just wait for a white collar job.

In Norway, I found the same story. Most university students have to have some form of temporary work.

Students often work as attendants, waiters in restaurants, cleaners in hotels, shop attendants, drivers, newspaper vendors, et cetera. It is a value to work and people dont despise jobs.

By the way, they don’t work because their parents can’t give them money. They work because it is a value that has been embedded in them from childhood. Once a student finishes high school, they take on a part time job and save money for use at university or travels.

If you want some money from your parents, you borrow and pay back. Nothing comes free. They teach you to live on your own. Being at University or having a degree is ‘nothing.’ You are not the first or the last.

Serving people in a restaurant does not make anyone look less a graduate. Service is service! Work is a value.

As a matter of fact, most of the places near Universities are filled with university students working as part timers.

University students are encouraged to take up these part time jobs. The white people we like to imitate are doing what we think is too dirty or casual for a graduate in Africa.

It got me thinking about students in our Universities here in Uganda. I thought about all the restaurants around Wandegeya, and the attitude of University students and graduates about these types of jobs. I thought about the poor attitude we have towards work The more I thought about it the more I realised why we are going to take longer to develop. We have a generation of young people who feel they are too educated to do certain jobs. We have a generation of children who have been prepared for a life that doesn’t exist. We have a crop of young people who are whiter

We are raising a generation of children whose only image of the west is what they watch on TV. They speak using enhanced accents, know what is the latest, they are ‘cool’ but they have no idea what makes the west what it is. My experience in the west shows me something different. People work and do ordinary jobs and that’s how things get done.

If we are to get good leaders, we must first change the attitude of young people about work. An inflated selfimage creates bad leaders who want to further segregate themselves from the ordinary people they consider low and less qualified. We have a big problem in our society and we have to find a way to deal with it.

Students despise these jobs because they believe work is about status and money. Taken further into their lives, it means they may likely want to maintain status and money as their pursuits when they get into leadership positions. If we must correct our leadership and governance problems, we may also need to do something about the attitude of students and graduates about their philosophies and values about work. In there, lies a very big problem.

Do not despise work, go out there and just work. The pope was once a bouncer at a club. Today he is one of the most powerful men in the world. Imagine that you had nothing to fear, what would you do to earn a living?

Imagine that you had no degree or that anyone cares what would you do to earn a living? Imagine, that no one is going to help you find a job, what would do?

I am not saying go do what you don’t like...but may be...just may be you may need to develop a new attitude towards work, serve people (in whatever opportunities unfold) and be happy to have served. You can never tell what the future holds, and you may never know who you will meet at your humble place of work. Most interestingly, you may never know the untold story of those who work and serve you in those places where you go as the bosses or the rich.

As the world celebrates World Breastfeeding Day, nutritionists have advised mothers to ensure that their children are breastfed in the first six months of their lives and subsequently for two years.

The nutritionists said, to achieve proper brain development, there is need for the child to breastfeed for two years.

A Nutritionist, Mrs. Folu Oladungoye stated this during a sensitisation campaign to mark the event in Osogbo.

According to him, God has so created the human breast in a way that the first milk that comes out of the breast after birth called Colostrum is antibiotic in nature as it will provides the new baby with all the body defences it needs to fight diseases.

He also described as a mistake, the cases of substituting human breast milk with that of goat, cow and camel.

According to her, “The human breast milk contains minerals that aid the child’s brain in its development and growth. These types of minerals you will not find in milk from cows, goats and camels. There is no need advocating for it because we are not animals.

“By the time these children are hooked on breast milk of animals, what do you think will happen to them in the future if not for God that has been helping us.

“People should not get me wrong.

I am not saying consumption of animal milk is wrong but it is a bad diet combination for babies in their formative years but as adults, it is a normal diet”.

She advocated for a strong government policy from the federal government which would make it mandatory and not optional for mothers to feed their babies with milk from their breasts.

The Lions Club International Foundation has said it will soon begin capacity building for comprehensive Eye care services at the state specialist hospitals, Asubiaro in the state of Osun.

The club’s country coordinator, Lion Kola Oyekanmi disclosed this on Tuesday during his visit to the state.

According to him, the goal is to enhance capacity building for cataract and eye care service delivery in the state specialist hospital.

He said, the pilot stage include the renovation of the eye department and operating theatre, as well as procurement of vehicle for opthalmic nurses to conduct rural screenings.

In addition, he said an ophthalmologist in stent/shunts and glaucoma surgery would be trained, while refresher training for another two in SICS and few opthalmic nurses would enjoy training in minor eye care service so as to expand surgical services in the state.

He said the programme would last for three years, stating that the screening of 105,000 individuals, provision of 48,000 spectacles, conduct of 2,700 cataract operations are the expected output of the projects.

By Sola Jacobs An Osun State High Court presided over by Justice David Oladimeji on Wednesday dismissed the suit filed against the eligibility of Senator Ademola Adeleke, the Peoples Democratic Party (PDP) candidate to contest the September 22 governorship election in the state.
