To the Editor Al editor La mayoría de los martes y viernes, los residentes del Condado Osceola en casos de reclamos, menores de $ 5,000, reciben orden judicial de comparecer ante el tribunal de Kissimmee en el noveno circuito del Condado Osceola. To the editor Most Tuesday and Fridays, Osceola County residents in small claims cases, under $5,000, are court ordered to appear for pretrial mediation at the downtown Kissimmee courthouse in Osceola County’s ninth circuit. These are often debt related credit card collection cases, landlord tenant disputes and evictions, as well as personal business, or property damage, among other types of small claims cases. These mediations take place at the Osceola courthouse mediation department, and for most of the past six years, Tye Bourdony, whose family is originally from Puerto Rico, has been employed as the Osceola staff mediator in Osceola's mediation department, since graduating from Barry University's Law school in Orlando, Florida. This past April 26th, 2017, Mr. Bourdony resigned his position, as the staff mediator, because he refused to be a part of what he saw as ongoing discrimination against the Hispanic community. Osceola's Court Administration, and the mediation department supervisor Donna Dorer, do not allow Spanish speakers to participate in court
ordered mediation, unless they bring a translator with them for all small claims cases. An ongoing policy, which Mr. Bourdony insists has the effect of violating the constitutional right to the administration of justice without denial or delay to Spanish speaking Osceola County residents as guaranteed by the US and Florida Constitution. At mediation, all agreements are memorialized in a 'Stipulated Agreement', which is signed by both Plaintiff and Defendant, in the presence of the mediator. It is important that parties are able to mediate on the date of court ordered mediation. But imagine if a nonEnglish speaking Spanish resident of Osceola County is unaware that they must bring a translator with them, because it is only written in English on the Notice sent from the courthouse ordering an Osceola County Hispanic resident to attend mediation. Most people ordered to mediation have jobs, need to take a day off from work to attend court, and can't always find someone to come with them as a translator. Most people also can't afford to hire an attorney or translator to accompany them and in Osceola County, these non-English speaking Spanish

Osceola County School Board approves 2018-2019 academic calendar The 2018-2019 Academic Calendar for all public schools in the Osceola School District has been approved. Other highlights: •The last day of classes for Winter Break will be on December 21, 2018.

La mayoría de la gente también no puede permitirse el lujo de contratar a un abogado o traductor para acompañarlos y en el Condado Osceola, estos residentes hispanos que no hablan inglés no tendrán acceso a la mediación ese día y se verán obligados a regresar, retrasando aún más el acceso a Corte simplemente porque no hablan inglés. Osceola se compone de aproximadamente 45.5% hispanos, con los puertorriqueños que componen sobre el 27% de la población en el Condado Osceola. Cuando el departamento de mediación de Osceola rechaza incluso a un hispanohablante, efectivamente discriminan contra casi la mitad de la población del Condado Osceola que es hispana. Osceola is approximately 45.5% Hispanic, with Puerto Ricans making up over 27% of the population in Osceola County. When Osceola's mediation department turns away even one Spanish speaker, they effectively discriminate against almost half of Osceola County’s population that happens to be Hispanic. Mr. Bourdony sees this as discrimination based on race, as it pertains to federal and state unconstitutional violations of Due Process and Equal Protection against Osceola's Spanish community. This is also a violation of Osceola
County’s ordinance prohibiting discrimination in any place of public accommodation based on an individual's age, race, color, religion, national origin, disability, marital status, familial status, sex, sexual orientation, or gender identity and expression. Other counties do in fact have some parts of their court notices in multiple languages, so why doesn't Osceola at the very least?. But this is still not enough to stop the ongoing discrimination, because interestingly, the Orange County courthouse in Orlando, which is also part of the ninth circuit and run by Osceola's court administration, does in fact allow Spanish speakers to mediate if they do not speak English. Why is that, if not because of Osceola's ongoing discrimination against the Hispanic community!?
This is simply unjust, immoral and after years of having this argument with Donna Dorer and court administration something must be done to ensure that Spanish speakers have the ability to attend mediation. Rather than mediate for Osceola as a volunteer on days when small claims mediations take place, Mr. Bourdony will go to mediation to act as a translator for the Spanish speaking community free of charge, until Osceola county, the Clerk of Courts, court administration and the mediation department no longer discriminate against Spanish speaking members of Osceola county. This option will keep four lanes of traffic with additional enhancements along the Downtown corridor. The changes included with this alternative are: tabled intersections, crosswalks, bike lanes, medians and roundabouts. Now that a concept has been identified, City staff will work to identify grant funding for both design and construction. As part of the Corridor Planning and Concept Development Study, a workshop was held with the City Commission to discuss the five alternatives in an open forum. These five alternatives received public input narrowing the options down to two that were presented to the City Commission for approval. During the process of the study, 872 people participated and over 1,900 comments were received. The goal of this study was to provide better pedestrian, bicycle, and transit connectivity, as well as reduce vehicle speeds and cutthrough traffic. Durante los dos días de reuniones, PRFAA y ASES se reunieron con oficiales de diversas oficinas congresionales, incluyendo el liderato de la Cámara e importantes aliados de Puerto Rico en el Congreso. En la actualidad, debido a la condición territorial de la Isla, Puerto Rico solo recibe entre $1.1 y $1.3 mil millones anuales para costear el plan de salud del Gobierno. Washington, DC - The Director of the Puerto Rico Health Insurance Administration (ASES), Angie Ávila, participated in an intense agenda in the federal capital, along with personnel from the Federal Affairs Administration (PRFAA), which emphasized the importance of attending to the fiscal cliff in health funds for Puerto Rico.
Congress will vote next on the reauthorization of the State Children's Health Insurance Program (S-CHIP). This program, similar to Medicare, is administered by the Federal Department of Health. Through this project, Puerto Rico could obtain health funds needed to fund the program over the next few years.
During the two days of meetings, PRFAA and ASES met with officials from various congressional offices, including the House leadership and important allies of Puerto Rico in Congress.

Sheriff & Police - Noticias / News Robo a iglesia – arrestos St. Cloud, FL - El 31 de agosto, aproximadamente a las 7:00pm, oficiales del departamento de policía de St. Cloud respondieron a un robo en 1717 13th Street, First Baptist Church de St. Cloud. Church burglary - arrests St. Cloud, FL – On 08/13/2017, at approximately 0700 hours, officers from the St. Cloud Police Department responded to a burglary at 1717 13th Street, First Baptist Church of St. Cloud. During the overnight hours, suspects forced entry into the church and offices, causing thousands of dollars’ worth of damage and making off with computers, computer accessories, cameras, cash, and other items valued at approximately $8,000.00.
Surveillance cameras caught the indent on tape, and investigators identified the suspects as Christopher Swanson (06/12/91) and Yashira Ortiz-Hernandez (08/23/91). On 08/17/2017, with the assistance of the United States Marshals Service, Swanson and Ortiz-Hernandez were located and arrested for Armed Burglary, Grand Theft, Criminal Mischief to a Church, Possession of a Firearm by a Convicted Felon, and Possession of Burglary Tools.

En Español - Miss Mundo Latina USA Miss Mundo Latina USA Orlando, FL - En un esplendoroso escenario y elegante producción, la algarabía se sintió en la celebración del certamen internacional de belleza integral más esperado, MISS MUNDO LATINA USA 2018, ya que no sólo celebraron sus trece años en el mercado empresarial de la belleza, sino que también estrenaron nueva dirección, bajo el liderazgo de la destacada comunicadora y coach, Marta Matty Frías, y la empresaria y mercadóloga Lily de Jesús. El MML USA, en donde se exalta la belleza integral de la mujer Latina, se celebró el domingo 13 de agosto en el prestigioso Wyndham Orlando Resort de la International Drive, resultando ganadora del Miss Mundo Latina USA, la dominicana Francis Bautista, como Mrs. Mundo Latina la venezolana Mercedes Méndez, como Teen Miss Mundo Latina la puertorriqueña Ketzia Rosa, así como la nueva coronación de Miss Mundo Latina Turismo a la venezolana Nahikary Balza. En el evento se realizó por primera vez el reconocimiento a una mujer de “Orgullo Latino” por su trayectoria de ejemplo, y fue reconocida la dama Dora Casanova Nelson, presidenta del periódico La Prensa. En esta versión del MML USA estuvieron participando 20 candidatas de varios países, y diferentes estados de USA, en las categorías de Miss, Teen y Mrs. Señora. Las participantes desfilaron los trajes de baños de la diseñadora Katherin Garcia, con una esplendorosa apertura auspiciado por Naturia Professionals.
Las ganadoras de la noche fueron, de I a D, Miss Mundo Latina Tourism – Nahikary Balza; Mrs. Mundo Latina USA – Mercedes Mendez; Miss Mundo Latina USA – Francis Bautista; y Miss Mundo Latina Teen – Ketzia Rosa Asimismo, promoviendo el turismo de Orlando a nivel internacional la Miss Turismo participará en el certamen Miss Ambar Mundial en República Dominicana. La nueva soberana de Miss Mundo Latina USA participará en el prestigioso certamen internacional, Reina Hispanoamericana en Bolivia. Las nuevas propietarias del certamen recibieron la proclama por parte de la Alcaldía de Orlando y por manos del Comisionado Tony Ortiz y Luis Martinez, donde reconocen el día de la belleza Latina del Certamen Miss Mundo Latina, Miss Latin World. Parte de los premios para las ganadoras es un carro, una beca
para estudiar asistente dental, en la escuela Ballet Dental School, un viaje a Bolivia y República Dominicana, entrenamientos en oratoria, comunicación y liderazgo, entrenamiento en imagen y maquillaje, joyas, ropas, entre otros atractivos premios. Orlando Magic Youth Foundation destacando: Hope CommUnity Center Orlando, FL - Es un reto para los inmigrantes adaptarse a un nuevo ambiente, aprender normas sociales y desarrollar las habilidades necesarias para prosperar en la cultura americana. El Hope CommUnity Center es una solución para muchas familias desfavorecidas para una transición efectiva. The Hope CommUnity Center is a solution for many underprivileged families to effectively transition. The programs and services provided empowers Central Florida’s immigrant and working poor communities through education, advocacy and spiritual growth. With some recent assistance from the Orlando Magic Youth Foundation (OMYF), more disadvantaged people are able to utilize the Hope CommUnity Center’s resources. The Apopka-based outlet received a $55,000 grant from OMYF, which has donated $22 million over the past 27 years to those most in need throughout Central Florida. Members from each of the 17 organizations that received assistance from OMYF this year gathered at Amway Center this past February. “It is amazing,” Hope CommUnity Center Board President Roxanne Rose said. “We are very happy and pleased. This is a significant donation for all of us.”
The Hope CommUnity Center inspires many and infuses remarkable enthusiasm, originality and talent from everyone who walks through the door. There are no obstacles or barriers regardless of a person’s background or skills. The love and respect shown by educators and other volunteers at the center has motivated many people. The offerings, which includes academic tutoring, a nurturing family program, citizenship preparation classes and much more, guides them to happier and healthier lives. The development of this foundation is very inspirational. In the early 1970’s, three Roman Catholic nuns arrived in Apopka to help farmworkers and the working poor. They did an amazing job promoting social change and economic justice through the years.
