Candidatos / Candidates Audiencia de Otero Vs Álvarez Por: Jordan Monaghan Kissimmee, FL - Art Otero, Comisionado por la silla #4 demandó al también Comisionado José Álvarez, Comisionado de la ciudad de Kissimmee que ocupa la silla #1, reclamando que éste no cumplió con los estatutos de la Florida mientras sometió su candidatura al puesto de Alcalde de Kissimmee. El caso fue presentado la semana pasada, otros nombres que aparecen en la demanda son la Ciudad de Kissimmee, Mary Jane Arrington-Supervisora de Elecciones del Condado Osceola y Linda Hansell, Secretaria de la Corte. De acuerdo con Otero, el Estatuto de la Florida manda que a un oficial electo debe renunciar a su puesto si éste va paralelo con la posición que busca obtener. Otero indica que Álvarez no debe correr para la posición ya que su puesto actual como comisionado concurre con su posición como Alcalde y nadie debe tener dos puestos públicos a la misma vez. De acuerdo con Otero y su equipo, Álvarez debió someter una renuncia a su puesto 10 días antes de cualificar de acuerdo a la legislación de la Florida. La audiencia en la corte se llevó a cabo el 25 de agosto ante el Juez Weiss, y ambos Otero y Álvarez estuvieron presentes. El abogado de Otero se
mantuvo en el hecho de que de acuerdo al Estatuto 99.012 de la Florida, Álvarez debe ser descalificado como candidato al puesto de Alcalde debido a que tiene dos puestos a la misma vez, si Álvarez gana. Por otro lado, el abogado de Álvarez afirmó que para las sillas #1, 3 y 5 se corren concurrente una con la otra y que no hay razón por la que Álvarez deba someter una renuncia a su silla de comisionado. El abogado de Otero habló sobre Álvarez, diciendo que si fuera elegido, recibiría dos cheques, uno por ser Comisionado de la ciudad y otro como Alcalde. El abogado de Álvarez dijo que esto no sucedería y que renuncia a su posición como Comisionado de la ciudad automáticamente para pasar a ocupar el puesto al cual sea elegido. La Supervisora de Elecciones también estuvo presente y dijo que una descualificación a estas alturas tendría un impacto desastroso para los electores, debido a que ya tienen más de 3,000 votos que se han emitido por los electores que han votado en la semana de voto temprano para los candidatos de la Ciudad de Kissimmee. El Juez decidirá, en el día de hoy viernes, basado en los hechos y la evidencia que se le presentó durante la audiencia. Cabe señalar que hay un tercer candidato para Alcalde, Freddy E. Villanueva

Otero Vs Alvarez Court Hearing By: Jordan Monaghan Kissimmee, FL- Art Otero—City Commission Seat #4 recently filed a case against Jose Alvarez—City Commission Seat #1 claiming he did not comply with Florida legislation while running for his position as Kissimmee Mayor. The case was filed last Friday, August 19 at Kissimmee Court House. The injunction that Otero filed listed other names, including; City of Kissimmee, Mary Jane Arrington— Osceola County Supervisor of Elections and Linda Hansell—City Clerk. According to Otero, Florida Statute mandates an elected official to resign from office if his/her term runs concurrent with the position he/she is seeking. Essentially, Otero is stating Alvarez should not be able to run due to his position as Commissioner is overlapping his position as Mayor and not one person can hold 2 public office positions at one time. According to Otero and his team, Alvarez should have submitted his resignation 10 days prior to qualifying in order to abide by Florida legislation. The court hearing was held August 25, Circuit Judge Weiss handled the hearing, and both Otero and Alvarez were in attendance. Otero’s lawyers
stood by the fact that according to Florida Statute 99.012, Alvarez should be disqualified as a candidate for Mayor due to him holding two seats at the same time, if Alvarez does win. On the other hand, Alvarez’s attorneys stated, seats #1, 3 and 5 run concurrent with each other and there is no reason for Alvarez to submit a resignation from his Commission seat. Otero’s lawyers talked about Alvarez, if elected, would be receiving two pay checks, one for City Commission and one for Mayor. Alvarez’s lawyers said that this would not happen and his position as City Commissioner would automatically resign him from his Commissioner seat to the seat he has been elected to. The Supervisor of Election officials were also present and said that a disqualification this late in the race will have a drastic impact on the voters, due to already having more than 3,000 early votes for Kissimmee City candidates. The Judge will decide today Friday, based on the facts and evidence presented to him during the trial. It must be noted there is a third candidate for Mayor of Kissimmee Seat #5; Freddy E. Villanueva.

Puerto Rico - Noticias Gobernador recibe a la medallista de oro Mónica Puig a su regreso al país tras su hazaña olímpica 20 de agosto de 2016 Carolina El gobernador Alejandro García Padilla, junto a la primera dama Wilma Pastrana Jiménez, recibió hoy a la tenista Mónica Puig a su llegada al país tras haber obtenido la primera medalla de oro para Puerto Rico en los Juegos Olímpicos de Río de Janeiro 2016. “Tu victoria es para tu pueblo un halo de luz en lo más profundo de la noche. Gracias a tu hazaña, la noche del sábado 13 de agosto dejamos de ser lo que nos separa y volvimos a ser lo que nos une. Mónica, hoy te recibimos como héroe porque tú eres una héroe”, expresó el primer mandatario. La tenista de 22 años y natural de San Juan también se convirtió en la primera mujer hispana en ganar una medalla de oro en unas olimpiadas. Durante su carrera, la atleta le ha brindado otros momentos de gloria al país como lo fue en los XXII Juegos Centroamericanos y del Caribe de Veracruz 2014 donde fue la primera campeona. De igual forma, es medallista de plata en los XVI Juegos Panamericanos de Guadalajara 2011. Actualmente Puig se encuentra en la posición número 35 de la Asociacion Mundial de Tenis de Mujeres. En su mensaje de bienvenida, García Padilla le agradeció a la medallista dorada el haber escrito una página de júbilo en la hisoria del país. “En esa página dice que en una noche de agosto cientos de millones de personas en el mundo guardaron silencio solemne mientras escuchaban, por primera vez en sus vidas, el himno de una nación pequeña pero determinada; mientras la hermosa bandera de esa nación alcanzaba nuevas cumbres; y mientras tú –la joven que, contra todo pronóstico, hizo todas esas cosas posibles– derramabas, junto a tu pueblo, lágrimas de amor patrio”, destacó el gobernador. Alejandro Garcia Padilla, with the First Lady Wilma Pastrana Jiménez, met the tennis player Monica Puig on her arrival to the country after obtaining the first gold medal for Puerto Rico in the Olympic Games at Rio de Janeiro 2016. "Your victory is for your people a halo of light in the depths of the night. Thanks to your feat on Saturday night, August 13th, we ceased to be what separates us and we became what unites us. Monica, today I received you as a hero because you're a hero”, said the governor. The 22-year-old from San Juan also became the first Hispanic woman to win a gold medal in the Olympics. During her career, the athlete has provided other moments of glory to the country as it was in the XXII Central American and Caribbean Games 2014 Veracruz where she placed first. Similarly, she was the silver medalist at the Pan American Games Guadalajara 2011. Currently Puig is in the 35th position of the World Women's Tennis Association. In his welcome message, García Padilla thanked the gold medalist for having written a page of joy in the history the country. "On that page it says that in an August night hundreds of millions of people around the world kept solemn silence as they listened for the first time in their lives, the anthem of a small but determined nation; while the beautiful flag of that nation reached new heights; and while you -the young woman who, against all odds, did all those things possible alongside your people, and cried tears of love to the country," said the governor. Finally, the chief executive urged the player to continue to be an example of perseverance, effort and what it is capable of achieving a united people. "Whoever has doubts about the ability of Puerto Rico to stand and look into the eyes of adversity, here's Monica to remind us, by example, 'yes, you can'. So, please, follow us teaching the power of 'Pica Power', we need it," concluded the Governor.

Osceola County - Noticias / News Debate de los candidatos a la Alcaldía de la Cuiudad de Kissimmee Kissimmee, FL - La Cámara de Comercio Hispana de Metro Orlando celebró un debate el pasado martes 23 de agosto en el Kissimmee Civic Center. El evento se llevó a cabo para los candidatos a la Alcaldía de la Ciudad de Kissimmee (Asiento # 5) entre el Comisionado de la Ciudad Art Otero (Asiento # 4) y el Comisionado de la Ciudad José Álvarez (Asiento # 1) quienes fueron los dos candidatos que asistieron. El evento fue presentado por Orlando Health y fue libre de costo y abierto al público. En el debate participaron 3 panelistas, cada panelista hizo preguntas sobre algunas de las mayores preocupaciones en la Ciudad de Kissimmee, incluyendo; aumentos de impuestos, la diversidad cultural y el desarrollo económico. Los panelistas del debate fueron; Guillermo "Bill" Hansen, Editor del Osceola Star Newspaper: Olga Aymat, presentadora de noticias de Telemundo Orlando y Rafael Palacio de El Sentinel. La primera pregunta para ambos candidatos fue respecto al déficit de
capital de crecimiento y si Alvarez y Otero están de acuerdo en un aumento del impuesto sobre las ventas por medio centavo para ayudar a financiar las escuelas en el área local según lo propuesto por el consejo escolar. Otero dijo que el pueblo de Kissimmee tenía que tomar esa decisión y que si eso es lo que quiere la gente entonces él apoyaría su decisión. Alvarez estuvo de acuerdo y dijo que apoyaría a la gente si votaban en un aumento de los impuestos. Cuando se preguntó a ambos candidatos sobre el crecimiento económico que traerían a la zona, Alvarez dijo que querría hacerle cambios a la 192 y ambos concordaron en que el proyecto de sensores traería un buen crecimiento económico a las empresas locales. City of Kissimmee Mayoral Candidates Debate Kissimmee, FL - The Hispanic Chamber of Commerce of Metro Orlando held a debate last Tuesday, August 23rd at Kissimmee Civic Center. The event was held for the Mayoral Candidates of City of Kissimmee for Seat#5; Art Otero—City Commission Seat#4 and Jose Alvarez—City Commission Seat#1 were the two candidates in attendance. The event was presented by Orlando Health and was free and open to the public. The debate consisted of 3 panelists, each panelist asked questions on some of the biggest concerns in the City of Kissimmee, including; tax increases, diverse culture and economic development. The debate panelists were; Guillermo “Bill” Hansen—El Osceola Star Newspaper, Olga Aymat—Telemundo Orlando and Rafael Palacio— El Sentinel.
The first question for both candidates concerned the growing capital deficit and if Alvarez and Otero agree on an increase of sales tax by half a cent to help fund schools in the local area as proposed by the school board. Otero said, the people of Kissimmee are going to make that decision and if that is what the people want then he would support their decision. Alvarez agreed and said he would support the people if they voted on a tax increase. When both candidates were asked about the economic growth they would bring to the area, Alvarez said, he would want to make change to the 192 and both agreed the sensor project would bring good economic growth to local businesses. Otero stated the Kissimmee airport has had a great impact on local economic development. Voting will be August 30, remember to cast your vote!

Osceola County - Noticias / News El Condado Osceola y la Ciudad de St. Cloud trabajan juntos para mejorar los acuerdos de planificación Condado Osceola, FL -En un esfuerzo para mejorar la seguridad y para ofrecer los mejores servicios a los ciudadanos, el gobierno del Condado Osceola y la Ciudad de St. Cloud se mantienen dedicados a organizar y fortalecer acuerdos a lo largo de la ciudad. En marzo del 2014, la ciudad y el condado entraron en un acuerdo interlocal del área de planificación conjunta o (JPA, por sus siglas en inglés). El propósito del acuerdo es definir los límites de la ciudad y establecer directrices de planificación a largo plazo para prevenir duplicidades en los servicios gubernamentales. Ambos gobiernos reconocen que es fundamental que el personal de la ciudad y el condado colaboren para gestionar mejoras en los servicios a los ciudadanos y las empresas adyacentes a los límites de la ciudad, como el de rescate y los servicios de emergencias. No hay ningún esfuerzo de parte de los gobiernos para hacer anexiones, sino más bien
proceder de manera sistemática y ordenada. Las discusiones actuales ayudarán a dar detalles a los procedimientos y las transferencias de servicios. Otras consideraciones para mejoras en el acuerdo de JPA incluyen: ·Crear estándares de carreteras como anchura de pavimento, líneas de servicios públicos, nivel de servicio para mantenimiento y otros elementos para que cuando se haga un anexo, vayan de acuerdo a la actual red de diseño vial de la ciudad y los niveles de mantenimiento del servicio sean continuadas ·Racionalización de los estándares de desarrollo de tierras entre las dos jurisdicciones y crear uniformidad para desarrollos previstos ·Creación de un acuerdo de Servicio Interlocal que permita futuras anexiones de enclaves y de propiedad en la ciudad · Transferencias de parques dentro del JPA - creación de un calendario para la futura transferencia de la propiedad

Osceola County, City of St. Cloud Work Together To Improve Joint Planning Agreement Osceola County, FL – In an effort to improve safety and to provide the best services to citizens, Osceola County Government and the City of St. Cloud remain dedicated to further organizing and strengthening agreements in place along the city’s boundary. In March of 2014, the city and county entered into a Joint Planning Area interlocal agreement, or JPA. The purpose of the agreement is to define the boundaries of the city, and to set long-term planning guidelines to prevent wasteful duplications in government services. Both governments recognize that it is critical that staff from the city and county collaborate to manage improvements in services to those citizens and businesses adjacent to the city limits, such as fire and EMS. There is no push by either government to rush annexations but rather proceed in a systematic and orderly fashion. The
current discussions will aide to provide detail to those procedures and transfers of services. Other improvements to the JPA agreement being considered include: •Creating road standards such as width of pavement, utility lines, level of service for maintenance and other items so that when annexed in, they will fit into the city’s current road design network and the maintenance levels of service will be continuous •Streamlining land development standards between the two jurisdictions and creating uniformity for planned developments •Creating an Interlocal Services boundary agreement that allows for future annexations of enclaves and non-contiguous property into the city •The transfer of parks within the JPA – creating a schedule for future transfer of ownership.

City Of Kissimmee - Noticias /News Se coloca la primera piedra para Toho Square, un innovador desarrollo en el centro de Kissimmee Kissimmee, FL - La ciudad de Kissimmee llevó al cabo una ceremonia de colocación de la primera piedra el miércoles 24 de agosto en la Plaza Toho para dar inicio a un desarrollo de $65 millones de dólares en el Centro de Kissimmee. Más de 300 personas estuvieron presentes para escuchar los discursos del personal de la Ciudad, funcionarios electos y representantes de SunRail y Mosaic Development antes de trasladarse al estacionamiento para la colocación de la primera piedra. La Ciudad de Kissimmee se ha asociado con Mosaic Development de San Petersburgo, FL para reconstruir diez acres de tierra propiedad de la Ciudad. City Of Kissimmee - Noticias /News Toho Square Groundbreaking Kicks off Development in Downtown Kissimmee Kissimmee, FL – The City of Kissimmee held a groundbreaking on Wednesday, August 24 in Toho Square to kick off a $65 Million Development in Downtown Kissimmee. More than 300 were in attendance to hear remarks from City staff, elected officials, and representatives from SunRail and Mosaic Development before they adjourned to the parking lot for the groundbreaking. The City of Kissimmee has partnered with Mosaic Development of St. Petersburg, FL to redevelop ten acres of City owned land located between Downtown Kissimmee and newly renovated Lakefront Park on beautiful lake Tohopekaliga. This new $65 million development will include residential, commercial, hotel and public parking components. The first phase of the development is located on Toho Square, currently a 200 space parking lot and small outdoor event space. Toho Square will be redeveloped with an approximately 400 space City-

The Hansel Plant portion of the project will include a 120 room hotel, 260 apartments with two parking decks, 15,000 square feet of commercial space and 3,500 square feet of community space. The project will generate 700 to 800 full-time residents in Downtown Kissimmee and hundreds of jobs for the City.

IRS - Noticias / News Cambios a los ITIN; las renovaciones comenzarán en octubre Washington — El Servicio de Impuestos Internos anunció cambios importantes para ayudar a los contribuyentes a cumplir con las revisiones al programa del Número de Identificación Personal del Contribuyente (ITIN, por sus siglas en inglés) bajo una nueva ley. ITIN Changes; Renewals Begin in October Washington — The Internal Revenue Service announced important changes to help taxpayers comply with revisions to the Individual Taxpayer Identification
Number (ITIN) program made under a new law. The changes require some taxpayers to renew their ITINs beginning in October. The new law will mean ITINs that have not been used on a federal tax return at least once in the last three years will no longer be valid for use on a tax return unless renewed by the taxpayer. In addition, ITINs issued prior to 2013 that have been used on a federal tax return in the last three years will need to be renewed starting this fall, and the IRS is putting in place a rolling renewal schedule, described below, to assist taxpayers. If taxpayers have an expired ITIN and don’t renew before filing a tax return next year, they could face a refund delay and may be ineligible for certain tax credits, such as the Child Tax Credit and the American Opportunity Tax Credit, until the ITIN is renewed. No action is needed by ITIN holders if they don’t need to file a tax return next year. There are three methods taxpayers can use to submit their W-7 application package to renew their ITIN. They can: •Mail their Form W-7 — along with the original identification documents or certified copies by the agency that issued them — to the IRS address listed on the form (identification documents will be returned within 60 days), •Use one of the many IRS authorized Certified Acceptance Agents or Acceptance Agents around the country, or •In advance, call and make an appointment at an IRS Taxpayer Assistance Center in lieu of mailing original identification documents to the IRS. To make this renewal effort easier and reduce paperwork, the IRS will be offering a family option for ITIN renewal. If any individual having an ITIN middle digit of 78 or 79 receives a renewal letter from the IRS, they can choose to renew the ITINs of all of their family members at the same time rather than doing them separately over several years. Family members include the tax filer, the spouse and any dependents claimed on their tax return.

Hand to a St. Cloud Veteran St. Cloud, FL - On Wednesday, August 24, Osceola Council on Aging (OCOA) and volunteers from Team Depot, The Home Depot’s associateled volunteer force, St. Cloud Police and Fire Departments teamed up to build a wheelchair ramp, provide safety installations, minor home repairs and landscaping services for local, 92 years old veteran, Walter Roshetski.
Walter maintained a very active life until a fall in March resulted in hospitalization followed by a lengthy rehab stay. He lives alone and is now dependent on a wheelchair for mobility. The ramp will provide safety and accessibility, making it possible for him to finally return home. Mr. Roshetski eagerly anticipated the raising of the American flag which was installed as part of the services provided by the volunteer project.

Sheriff & Police - Noticias / News Arrestan sospechoso de Video Voyeurismo Condado Osceola, FL - El 20 de agosto, aproximadamente a las 9:25 p.m., la Oficina del Sheriff del Condado Osceola respondió a un apartamento en Perth Place en Poinciana. Suspect Arrested for Video Voyeurism Osceola County, FL - On August 20 at approximately 9:25 p.m., Osceola County Sheriff's deputies responded to an apartment on Perth Place in Poinciana. Upon arrival, deputies spoke with the complainant who indicated her 12-year old son told her Josue Carmelo Torres, a neighbor, had videotaped him in the shower. Her son indicated he allowed Torres into the residence because he thought Torres had permission from his mother to be there. The victim went to take a shower when he thought Torres was in the living room. While in the shower, the victim thought he heard a “clicking” sound. When he checked, he saw Torres looking through the door.
Josue Carmelo Torres (DOB 11/15/89), 851 Perth Place, Poinciana Deputies spoke with Torres who cooperated with the investigation. Torres told deputies he took photographs and then deleted them from his phone. Deputies were able to retrieve several photos from Torres' phone. Based on the statements and evidence, Torres was arrested and charged with Video Voyeurism and Tampering with Evidence. He was booked into the Osceola County Jail.

Osceola County Osceola se asocia con agencia sin fines de lucro para abrir la clínica SNiP-It Condado Osceola, FL – El Condado Osceola en colaboración con la organización local sin fines de lucro SNiP-It! celebró una ceremonia de apertura para la nueva clínica SNiP-It!. Osceola Partners with Non-Profit to Open SNiP-It! Clinic Osceola County, FL – Osceola County, in partnership with local nonprofit organization SNiP-It! held a ribbon-cutting ceremony for the new SNiP-It! Clinic Monday morning. The new facility, located at 3096 Michigan Avenue in Kissimmee, aims to assist Osceola County residents in being responsible pet owners by providing safe and affordable spay/neuter services. This will reduce the number of stray animals in our communities and result in a lower number of pets euthanatized by Animal Services, which currently takes in approximately 9,000 animals per year. With current staffing, the clinic anticipates performing 7,500 procedures in its first year of operation, with the ability to add capacity for more procedures eventually if more staff are added.
“I’m really proud of this facility, and the way the county has been able to support this cause. I have a special place in my heart for animals, so the idea of a spay/neuter clinic is one that really appealed to me, because it will help our community and is the right thing to do,” said County Commissioner Cheryl Grieb. Fees for service will range from $30 -$90 depending on whether the animal is a dog/cat, male or female, with assistance available to further reduce cost to those meeting certain economic criteria. Vaccines will be offered at the time of spay/neuter.

NASA - Noticias / News Caminantes del espacio instalan exitosamente adaptador en puerta de conección para viajes comerciales El comandante Jeff Williams (en la imagen) de la Expedición 48 y la ingeniera de vuelo Kate Rubins de la NASA instalaron con éxito el primero de dos adaptadores de conexión internacionales (IDA por sus siglas en inglés) el viernes, 19 de agosto de 2016, durante un período de cinco horas y 58 minutos de caminata espacial. El IDA será utilizado para las futuras llegadas de la tripulación en las naves espaciales comercial Boeing y SpaceX en desarrollo para el programa en virtud de la tripulación comercial de la NASA. Spacewalkers Successfully Install New Docking Adapter for Commercial Crew Flights Expedition 48 Commander Jeff Williams (shown here) and Flight Engineer Kate Rubins of NASA successfully installed the first of two international docking adapters (IDAs) Friday Aug. 19, 2016, during a five hour and 58-minute spacewalk. The IDAs will be used for the future arrivals of Boeing and SpaceX commercial crew spacecraft in development under NASA’s Commercial Crew Program. Japanese astronaut Takuya Onishi assisted the duo from inside the station, while all three cleaned up the Quest airlock afterward where they stowed their spacesuits and tools.
On Sept. 1, the two NASA astronauts will spacewalk outside the International Space Station for the second time in less than two weeks. Working on the port side of the orbiting complex’s backbone, or truss, Williams and Rubins will retract a thermal radiator that is part of the station’s cooling system. They’ll also tighten struts on a solar array joint, and install the first of several enhanced high-definition television cameras that will be used to monitor activities outside the station, including the comings and goings of visiting cargo and crew vehicles.

Kreis Looks To Rotate Players In Sunday’s Match By Allison Cary - OCSC Orlando, FL - On Wednesday, Orlando City played their first of two home matches this week. After a disappointing 2-1 loss to Toronto FC, Orlando City will look to Sunday and their match against New York City FC (NYCFC). Playing three games in nine days is certainly a struggle, but Head Coach Jason Kreis has a plan to rotate players and help maintain fitness. In the match against Toronto FC, the starting lineup featured five players who did not start against Colorado. After the game, Kreis talked about the importance of player fitness and hinted at more changes in the starting lineup on Sunday. “I think we will probably look to do some more rotation so that we have fresh players,” Kreis said. “Perhaps with recuperation and regeneration we can get ourselves fresh.”
While NYCFC does not have a midweek game, Orlando City has the added benefit of not having to travel. The team will look to rest, stay hydrated, and stay healthy before Sunday’s match. But Kreis emphasized another aspect that the team will need in order to be successful on Sunday. Kreis noted that after a game like Toronto FC, a team can choose to look at the positives or the negatives. As Orlando City continues to try find points and make it into the last playoff slot, Kreis believes that the most important thing that the team needs right now is confidence. “For me, it’s just a continued belief,” Kreis said. “We choose to look at the positive side… I choose to believe.” Kreis and his team will be back at Camping World Stadium on Sunday, August 28th facing NYCFC. The match will kickoff at 7:30pm.
