Orlando, FL – El domingo, 16 de julio, el pueblo venezolano se unió para participar de un plebicito donde votaron en contra de la constituyente que quiere imponer el régimen de Nicolás Maduro en Venezuela. En la ciudad de Orlando más de 28,000 venezolanos participaron en esta votación simbólica en contra del régimen actual que los mantiene lejos de su amada Venezuela y sus seres queridos. La Comisión de Garantes de la consulta popular realizada el domingo informó que durante la jornada, luego de escrutadas 99.01% de las actas, participaron 7,535,259 personas entre los que están en el país y los miles de venezolanos que se encuentran en distintos países. Durante la rueda de prensa, los rectores Cecilia García Arocha, Universidad Central de Venezuela (UCV), Benjamín Scharifker, Universidad Metropolitana (Unimet), y Raúl López, Universidad Pedagógica Experimental Libertador (UPEL) volvieron a agradecer y felicitar a todas aquellas personas que hicieron posible que el proceso se desarrollara con éxito pese a todos los obstáculos que enfrentaron. Anunciaron que entregarán a la Asamblea Nacional el resultado definitivo de la consulta soberana y reiteraron que los cuadernos serán destruidos una vez que concluyan las auditorías. El rector de la Universidad Metropolitana anunció que en las auditorías que se realizaron en caliente se detectaron 209 duplicidades en la manifestación de voluntades, cifra irrelevante ante la masiva participación registrada. No descartó, que en las auditorías posteriores se encuentre alguna que otra situación similar. Le correspondió a Scharifker dar las cifras. En este sentido, destacó que de las 7,535,289 personas que participaron 6,841,470 lo hicieron en el territorio nacional, mientras que 693,789 manifestaron su voluntad en el exterior. La rectora de la UCV aseguró que le corresponderá a la Asamblea Nacional señalar a los venezolanos el camino a seguir en caso de que el régimen desconozca el resultado de la consulta popular. Igualmente, los rectores manifestaron que los observadores internacionales ya les entregaron su respectivo informe y que en los próximos días los nacionales harán lo propio. En la rueda de prensa no pudieron estar presentes la rectora de la Universidad de Carabobo, Jessy Olivo de Romero ni el rector de la Universidad Católica Andrés Bello, José Virtuoso debido a que tenían compromisos previos en sus respectivas casas de estudio. St Cloud News Concilio de la Ciudad de St. Cloud acepta acuerdo de separación del administrador municipal St. Cloud, FL – Joe Helfenberger presentó un Acuerdo de Separación Voluntaria el 13 de julio durante una Reunión Regular del Concilio de la Ciudad de St. Cloud en la alcaldía a ser efectivo inmediatamente. El Concilio de la Ciudad de St. Cloud aceptó la presentación del Acuerdo de Separación Voluntaria por el entonces administrador municipal con un voto de 5-0. St. Cloud City Council accepts city manager’s separation agreement St. Cloud, FL – Joe Helfenberger submitted a Voluntary Separation Agreement and General Release on July 13, during a St. Cloud City Council Regular Meeting at City Hall to be effective immediately. St. Cloud City Council accepted the city manager’s submission of the Voluntary Separation Agreement and General Release with a 5-0 vote. Council then proceeded to vote 5-0 on the selection of Fire Chief Bill Sturgeon as interim city manager. Sturgeon relinquished his duties as fire chief as required constitutionally due to the prohibition of dual office holding and accepted the position of City of St. Cloud’s interim city manager. “I am humbled and honored that our city council would entrust this position to me,” Sturgeon said. “I will work hard with our council and staff to move our city forward in a highly effective manner. Mr. Helfenberger has graciously given me a thorough pass

down of the City’s business, which will continue as normal. I wish Mr. Helfenberger and his family the best of luck in their future endeavors.” With a unanimous 5-0 vote during a St. Cloud City Council Special-Session Meeting Oct. 8, 2015, St. Cloud City Council selected Helfenberger as City of St. Cloud’s new city manager. At the time, Helfenberger had 30 years of experience in local government management in City of Ottumwa, Iowa; Hobart, Wis.; Pulaski, Wis.; North Fond du Lac, Wis.; and Necedah, Wis. Sturgeon holds a master’s degree in Public Administration and is a Certified Public Manager. He has 35 years of public safety experience and reported to City of St. Cloud as assistant fire chief in March 2013 and was promoted to fire chief in September 2013. He was also appointed as City of St. Cloud assistant city manager in January and will now serve as interim city manager at the pleasure of St. Cloud City Council.

United States - Congreso - Congress Representante Darren Soto somete cinco enmiendas sobre defensa nacional Washington, D.C. – El representante de los Estados Unidos Darren Soto (FL09) sometió cinco enmiendas a la ley de autorización de defensa nacional para el año Fiscal 2018, H.R. 2810. Las cinco enmiendas de Soto fueron mediante voto de voz antes de ser aprobada por un voto bipartidista de 344 a 81. Rep. Darren Soto Passes Five National Defense Amendments Washington, D.C. U.S. Representative Darren Soto (FL-09) passed five amendments to the House National Defense Authorization Act for Fiscal Year 2018, H.R. 2810. All five of Soto’s amendments were adopted by voice vote before being passed by a bi-partisan vote of 344 to 81. Soto, a freshman Democrat, was successful in making positive changes to the bill that aim to protect Americans, employ veterans, and save tax payers money. Rep. Soto passed an amendment requiring the Secretary of Defense, Chairman of the Joint Chiefs of Staff, the Secretary of Energy, and the Secretary of State to jointly submit to Congress a report on space-based nuclear detection. With North Korea building a nuclear weapons program, Soto wants to ensure that policymakers have an accurate, real-time picture of any event that could change the course of history. Soto also passed an amendment directing the Secretary of Defense to monitor space weather and provide alerts for space weather phenomena that may affect weapons systems, military operations, or the defense of the United States. This amendment codified an Obama executive order issued in October of last year aiming to prepare our nation for space weather events. Congressman Soto has received requests from military veterans and their families regarding issuing and replacing military decorations that were either lost or never issued. Rep. Soto passed an amendment which expedites the replacement of military decorations for veterans of World War II and the Korean War. The VA has had difficulty attracting medical professionals. To address that

problem, Rep. Soto sponsored and successfully passed an amendment that encourages the transition of military medical professionals into employment with the Veterans Health Administration upon discharge or separation from the Armed Forces. This amendment aims to make the transition from military physician to VA physician easier. Another benefit of this amendment will be having medical professionals in the VA with a military background, as they have experience dealing with service members and their specific needs. Last year, Congress passed legislation that requires a reorganization within the Office of the Secretary of Defense. There is a growing concern that a senior level position for development test and evaluation will not be retained in the new structure, which could mean costly modifications and overruns for the deployment of weapons systems. Rep. Soto’s amendment would create a new position that would help prevent these costly overruns. Since the Naval Air Warfare Center located in Orlando hosts the Training Systems Division of the Navy, this amendment would directly affect Central Florida.

Rep. Darren Soto Battles Atlantic Coastal Drilling Washington, D.C. - During Yesterday’s Natural Resources Committee meeting, U.S. Representative Darren Soto (FL09) highlighted national security, the economy, and the environment as key reasons for extending the drilling moratorium in the Gulf of Mexico and banning seismic drilling off the Atlantic Coast. MacGregor pushed the burden back on Congress stating that they would need to make that decision. Soto then turned his attention to seismic testing, citing a letter written by Congressman Byer and over 100 members, including a bipartisan group of 21 Florida Members of Congress, opposing any seismic testing along the Atlantic coast. Soto asked if the DOI had received any letters in support of seismic testing, MacGregor said she was unsure. The effects of seismic testing would be significant for both the economy and the environment. Over $95 billion

of the gross domestic product along the Atlantic Coast and an estimated 1.4 million jobs would be lost resulting from seismic gun testing. Furthermore, Seismic testing could also put the world’s busiest spaceport, Cape Canaveral, FL, into jeopardy, which would negatively impact thousands of high paying jobs. Environmentally, seismic air gun testing every 10 seconds would result in a 78% re-fish decline, 138,000 estimated deaths of whales and dolphins, as well as significant Zooplankton (the basis of our food chain) killed within a mile of the coastline – further than previously expected. Rep. Soto noted that we should embrace the future by working toward energy independence through renewable sources.

New “Here Comes the Bus” app for bus riders How exactly does it work? The Osceola County School District’s Transportation Department is excited to announce the utilization of an app called Here Comes the Bus for the 2017-2018 school year. Here Comes the Bus is an easy-touse school bus tracking app that gives parents and students the ability to track the location of their school buses. It shows parents where their child’s bus is on a map, and it allows students and parents to accurately gauge just when their bus will arrive. This way, children no longer have to stand outside in the dark during inclement weather for an unpredictable amount of time. It also takes security and comfort to the next level by allowing parents to track their children’s buses.

Additional visas for temporary workers provided until end of current fiscal year WASHINGTON — U.S. businesses in danger of suffering irreparable harm due to a lack of available temporary nonagricultural workers will be able to hire up to 15,000 additional temporary nonagricultural workers under the H-2B program under a final rule that the Departments of Homeland Security and Labor submitted to the Federal Register today. To qualify for the additional visas, petitioners must attest, under penalty of perjury, that their business is likely to suffer irreparable harm if it cannot employ H-2B nonimmigrant workers during fiscal year (FY) 2017. After consulting with Secretary of Labor Alexander Acosta, Secretary of Homeland Security John Kelly determined there are not enough qualified and willing U.S. workers available to perform temporary nonagricultural labor to satisfy the needs of some American businesses in FY 2017. The H-2B Temporary Nonagricultural Worker program was designed to serve U.S. businesses unable to find a sufficient number of qualified U.S. workers to perform nonagricultural work of a temporary nature. Congress set the annual H-2B cap at 66,000. A maximum of 33,000 H-2B visas are available during the first half of the fiscal year, and the remainder,

including any unused H-2B visas, is available starting April 1 through September 30. On March 13, 2017, USCIS received sufficient H-2B petitions to meet the full FY 2017 statutory cap of 66,000. Starting this week, eligible petitioners for H-2B visas can file Form I-129, Petition for a Nonimmigrant Worker and must submit a supplemental attestation on Form ETA 9142-B-CAA with their petition. A new tip line to report general H-2B abuse and employer violations has also been established. Congressional Budget Commission urged the Census Bureau to include Puerto Rico in their national statistics

Washington, D.C.- La Comisión Presupuestaria de la Cámara de Representantes de los Estados Unidos aprobó el proyecto de ley de asignaciones de fondos para Comercio, Justicia y Ciencia (CJS, por sus siglas en inglés) para el año fiscal 2018.

La Comisión insta con urgencia a la Oficina del Censo a incluir a todos los ciudadanos americanos, incluyendo aquellos que residen en Puerto Rico y otros territorios, en sus estimaciones de la población residente y otras estadísticas nacionales.

Washington, D.C.-The Commission budget of the Chamber of Representatives of the United States approved a Bill of allocations of funds for commerce, justice and science (CJS) for the fiscal year 2018.

El informe de la Comisión que acompaña el proyecto de ley incluye una disposición que estipula que la Oficina del Censo de los Estados Unidos debería de comenzar un “proceso de acercamiento a comunidades históricamente no contadas, incluyendo colonias”.

La disposición está en consonancia con una serie de recomendaciones hechas por el Congressional Task Force on Economic Growth creado bajo la ley PROMESA al Congreso de los Estados Unidos que ayudarían a Puerto Rico a obtener crecimiento económico.

The report from the Commission that accompanies the draft law includes a provision that stipulates the United States Bureau of the census, which should begin a "process of approaching communities historically not counted, including colonies".

The Commission urges the census to include all U.S. citizens, including those living in Puerto Rico and other territories, in their estimates of the resident population and other national statistics. The provision is in line with a series of recommendations made by the Congressional Task Force on Economic Growth created under the law promise to the Congress of the United States that Puerto Rico would help economic growth.

Once deputies arrived, they found an adult male in front of 16 South Flag Court. The male was transported to the hospital and was later pronounced

deceased. Detectives and forensics investigators responded to the scene and the investigation is ongoing. The victim has been identified as Yassine El-Hamzaoui, D.O.B.: 04/28/1994 of Poinciana, Florida. This is an active investigation but appears to be an isolated incident.
