City of Orlando Noticias / News Ciudad de Orlando aprueba Programa de Asistencia de Alquiler por COVID-19 Orlando, FL - “Unity Is Strength.” El alcalde de Orlando Buddy Dyer anunció la apribación del municipio de Orlando para lanzar un programa de asistencia de alquiler para ayudar a los residentes de Orlando impactados económicamente por la pandemia del COVID-19. El programa utilizará más de $1.5 millones otorgado al municipio a través del gobierno del estado de Florida en fondos de la Ley de Ayuda, Alivio y Seguridad Económica por Coronavirus (CARES, siglas en inglés) específicamente asignados para brindar asistencia de alquiler antes del 30 de diciembre de 2020. Orlando launched COVID-19 Rental Assistance Program Orlando, FL - Orlando Mayor Buddy Dyer announced the City of Orlando’s proposed plans a rental assistance the program was launched to help Orlando residents impacted financially by the COVID-19 pandemic. The program will utilize more than $1.5 million the city received through the State of Florida in Coronavirus Aid, Relief and Economic Security (CARES) Act funds specifically allocated to be used towards providing rental assistance by December 30, 2020. Through the program the city will provide grants to residents of up to $10,000 in rental assistance per household and cover rent payments not made between March 1, 2020, through October 31, 2020. An estimated 300 households are anticipated to be assisted by the funding available in this program. “It will take the partnership of government at all levels to help our residents recover from the financial impacts of this global pandemic,” said Orlando Mayor Buddy Dyer. To facilitate the distribution of funding to Orlando residents, the City will partner with Heart of Florida United Way to administer the program through their ALICE Fund. City employees will assist United Way with the administration and oversight of the program. Eligibility requirements will include: • Residents must be at least one month past due on rent payments between March 1, 2020 – October 31, 2020 • Applicants must have proof of financial hardship due to COVID-19 • Applicant must be a City of Orlando resident • Applicants must have a household income not exceeding 120% of Orange County’s Average Median Income ($87,240 for a family of four) Applicants will need to supply the following documents as part of their application to be eligible: • City of Orlando proof of ID; such as a driver’s license • Copy of lease • Self-certification of income • Proof of COVID-19 financial hardship • W-9 from landlord The proposed agreement with United Way to implement the rental assistance program went to the Orlando City Council for approval at the Tuesday, September 8, 2020 City Council meeting. Once approved, the Requests for Applications portal for this program will be live on the United Way website on Wednesday, September 9 at 8 a.m. This first step in the application process will involve an eligibility screening and qualified requesters will be provided applications starting September 23, 2020. Funding will be provided on a first-come and first ready basis. Residents who are interested in applying for the Rental Assistance Program are encouraged to begin gathering all required documents needed to apply as soon as possible.

Osceola County update Osceola County, FL - Osceola County continues to accept and process applications for various COVID-19 assistance programs, officials said Friday. Osceola’s Business Assistance Program web portal opened for a new round of applications this week. The application form is available at www.weveopenedsafely. com/grant-program.    A total of 707 applications have been received to date. More than a half million dollars has been approved for 132 applicants, with more than $400,000 already disbursed. Staff is reviewing submissions and reaching out to applicants to obtain missing documents. Outstanding funds will be distributed soon. Human Services continues to process applications for housing assistance. If someone hasn’t been called who applied in August, they will be contacted via e-mail by September 18th to be assisted. The County is planning its next application period, which will open on October 5th. Osceola.Org. “If you applied and were asked to turn in required documents, please do so as quickly as possible,” said Osceola Commission Chairwoman Viviana Janer. “We don’t want people to be shut out when they could receive funding. For many all that is needed is a copy of a driver’s license, your lease or mortgage or COVID impact verification, which is often as simple as an email from your employer. So please act and help us help you.” Testing The Florida Department of Health-Osceola and its partners continue testing in the community. A site at Disney's main gate property has unmet capacity. Appointments can be made at www.doineedacovid19test.com. The state-run, free, drive-thru testing location off of West U.S. 192, near Disney World is open daily from 7 a.m. to 4 p.m. More information on testing facilities can be found at www.osceola.org/ covid19testing. Osceola County’s mandatory face covering order remains in place. The total number of cases in Osceola County is now 11,406. Important to note is that the County’s average percentage of positive cases over the past two weeks is 6.8%. Officials said entering a critical holiday weekend it is important that residents continue to abide by the order, practice social distancing and frequently wash hands.

Osceola Noticias / News Una Nueva Actualización Comunitaria de su Comisionada Peggy Choudhry Saludos a los residentes. Han pasado tantas cosas este mes. Quisiera proveerle algunas actualizaciones. Con relación a las patinetas eléctricas (scooters): Como muchos saben, muchas comunidades están tratando el tema de patinetas eléctricas alquiladas (scooters). Aúnque el condado de Osceola nunca ha autorizado los scooters en ningun lugar de Osceola, están apareciendo por varias comunidades. He trabajado con mi personal para asegurar que estemos haciendo todo que podamos hacer para ayudar con este asunto. Esto incluye hacer que nuestros oficiales de cumplimiento de códigos revisen nuestros derechos de pasos para asegurar que las patinetas no las dejen en propiedad del condado. Por ejemplo, todas las patinetas en Celebration están siendo dejadas en la propiedad de CCDD y no en la propiedad del condado, que se hace dificil para el condado de imponer cualquier violaciones del condado. Another Community Update from your County Commissioner Peggy Choudhry Hello fellow residents. So much has happened this past month. I would like to provide some updates. Related to Scooters: As many of you know, several communities are experiencing issues with rental scooters (micro-mobility devices). Although Osceola County has never authorized scooters in any location throughout Osceola, they are appearing around different communities. I have worked with Staff to ensure that we are doing all we can to help with this matter. This includes having our Code Enforcement Officers check all our right-of-ways to ensure scooters are not left on county property. For example, all scooters in Celebration are being left on the CCDD property and not on county property, which makes it difficult for the county to enforce any county violations. My Staff and I have met with the CCDD & HOA Board and we are working together to move forward with plans to adopt an ordinance that allows rental scooters only in communities that apply for the use of these devices within their communities. The intent is to regulate county right-of-way, and not private property or non-county property. We hope that this will help cure any issues and provide more support to the CCDD’s and HOA’s in all communities in the county. We will also ask both our cities if they would like to join in our efforts on the ordinance since there is no ordinance in place by either. Related to Census 2020: We are still requesting that everyone complete their Census forms. As of September 2nd only 55.4% of Osceola County was reported. We really must do better and make sure we get our fair share for the next decade. This funding impacts our community and helps with transportation needs, educational programs, support for rural areas, provides housing assistance for our older adults and much more. It is so important that we get as many people to complete the form as possible. Please visit www.2020Census.gov for more information and to complete the form. Jiménez Potenza – El Osceola Star Condado Osceola, FL - La Junta Escolar del Condado Osceola reconoce el talento y el arduo trabajo de los educadores y valora el papel fundamental que desempeñan los maestros para garantizar la excelencia educativa para cada niño. Por lo tanto, la Junta Escolar hizo una oferta el 16 de julio en negociaciones con la Asociación de Educación del Condado Osceola para proporcionar al personal de instrucción del distrito un aumento en los salarios valorado en $9.5 millones. Osceola County School Board offers $9.5 million to teachers Osceola County, FL - The Osceola County School Board recognizes the talent and hard work of educators and values the critical role teachers play in ensuring educational excellence for every child. Therefore, the School Board made an offer on July 16 in negotiations with the Osceola County Education Association to provide the district's instructional personnel an increase in salaries valued at $9.5 million. Despite very limited resources, the district's offer recognizes teachers for their commitment and time given to support our students and schools. Working within the mandates of HB 641, HB 5001, and the limits of the Florida Legislature’s allocation for Osceola County, the district will ensure all classroom teachers as defined in the statute earn the minimum base salary of $46,100. This would be retroactive back to July 1, 2020. HB 5001 specifically states that 80% of the district's allocation be used for this purpose. The remaining 20% of the district's teacher salary allocation will allow the Board to provide a $900 raise for eligible full-time instructional personnel. The School Board and Superintendent look forward to continue bargaining efforts and hope to reach agreement soon in order to get these dollars into the hands of our dedicated teachers.

City of Orlando and Orlando Magic to open Amway Center as an Early Voting location Orlando, FL -The City of Orlando and the Orlando Magic join the NBA, its players and coaches in efforts to increase access to voting and have announced the Amway Center will open as an early voting location. This is a collaborative effort between the City of Orlando, Orlando Magic, Orange County and Orange County Supervisor of Elections Bill Cowles. Early voting at Amway Center will run October 19 – November 1, 8 a.m. – 8 p.m. on the north side of Amway Center at the Church Street entrance inside the Disney Atrium. All registered voters from Orange County may cast their ballot at the Amway Center location, which is one of 20 early voting locations within Orange County. Drive-up ballot boxes will also be available along Church Street in front of the arena for those who prefer to hand deliver their vote-by-mail ballot. "As a community, it is so important that we work together to ensure that every eligible voter is able to have their voice heard by making voting accessible and safe,” said Orlando Mayor Buddy Dyer. “It’s an honor and a privilege to be able to serve the community for this important purpose,” said Orlando Venues Chief Venues Officer Allen Johnson. Additionally, on National Voter Registration Day, September 22, Amway Center will be open for voter registration which will also take place inside the Disney Atrium from 10 a.m. – 2 p.m. The deadline to register to vote is October 5 and people can visit www.registertovoteflorida.gov for more information.

Orlando Noticias / News Concejo Municipal de Orlando aprueba Parklets temporales Orlando, FL - El municipio de Orlando continúa ofreciendo oportunidades innovadoras para que los negocios puedan operar de manera segura y proveer a los residentes y visitantes experiencias seguras en Downtown Orlando durante la pandemia global. El Concejo Municipal de Orlando aprobó un Permiso de Uso Temporal y hasta $200,000 en fondos de la Agencia de Reurbanización Comunitaria (CRA, siglas en inglés) para la creación de "parklets", que permitirá a los negocios de Downtown expandir sus ventas al detal y a los restaurantes colocar sillas y mesas en los estacionamientos públicos ubicados en la calle, adyacentes al local comercial. Este programa de “parklet” temporal complementa las iniciativas del municipio para apoyar a los negocios locales en su camino hacia la recuperación económica mientras luchan contra la pandemia. Downtown Orlando cuenta con varios restaurantes y establecimientos al detal abiertos bajo el plan del gobernador “Safe, Smart, Step-by-Step”. Sin embargo, existe una capacidad limitada de clientes permitida dentro de los establecimientos para mantener el distanciamiento físico y acatar la orden estatal. The Orlando City Council approved a Temporary Use Permit and up to $200,000 in funding from the Community Redevelopment Agency (CRA) for the creation of parklets, which will allow Downtown businesses to expand their sales to the Retail and restaurants place chairs and tables in public parking lots located on the street, adjacent to the business premises. This temporary parklet program complements the City's initiatives to support local businesses on their path to economic recovery as they fight the pandemic. Downtown Orlando has several restaurants and retail establishments open under the Governor's “Safe, Smart, Stepby-Step” plan. However, there is a limited capacity of customers

allowed within the establishments to maintain physical distancing and comply with the state order. To help accelerate the path to economic recovery and further help local businesses responsibly reopen under current guidelines, the Township is meeting the needs of Downtown restaurants, retailers, and customers by transforming open air parking spaces into free in an expansion of business operations. In addition to the City Council approving the Temporary Use Permit to allow businesses to operate in street parking lots, the City CRA approved the use of up to $ 200,000 of previously budgeted ParkDTO program funds, to assist businesses that want to expand its operations to “parklets” to cover the costs of metered parking, barricades, furniture, landscaping, signage and other implementation costs. The parklets will be clearly identified and located near the participating businesses. Any restaurant or retail business within the CRA with street parking adjacent to its business premises is eligible to apply to the program. Although some street parking will be repurposed as a parklet, there will be street parking available for visitors and guests frequenting Downtown Orlando. In addition, the municipality recently expanded the Park DTO program, providing free parking on the street and in municipal garages to customers while dining and shopping in downtown. The Park DTO program is designed to increase visitation and shopping in Downtown Orlando by temporarily funding parking costs from now until February 1, 2021.

El documento repasa la crisis migratoria venezolana, con más de 5.1 millones de personas que han abandonado ese país desde 2015, y cómo la pandemia de la COVID-19 ha incrementado las dificultades que enfrentan en los lugares de acogida, a raíz de las medidas de confinamiento para evitar la propagación del virus. “La informalidad económica es una de las principales características de la población de migrantes y refugiados en la región, teniendo una tasa superior de quienes participan y viven en la economía informal con relación a aquellos que forman parte de la economía formal”, puntualizó el estudio.

“La oposición continúa haciendo frente al régimen de Maduro. With his voice cracking at times, he wondered aloud if his actions might have contributed to suffering in his state as he made his announcement during a round table in Jacksonville. “Part of having a healthy society is understanding that human beings seek affection,” DeSantis said. “Many of the folks understand that they have loved ones who are in the last stage of their life. They’re not demanding a medical miracle. They’re not having unrealistic expectations. They just would like to be able to say goodbye or to hug somebody, so ... It was, you know ...” The visibly emotional governor paused to collect himself, and silence filled the room for about 20 seconds.

DeSantis said he would lift the ban on visitations in an executive order later on Tuesday, following recommendations from a nursing home task force. The governor’s order is expected to allow family members to visit their loved ones no more than two at a time, wearing protective gear including masks. Facilities would need to go 14 days without any new cases of COVID-19 among staff or residents to allow the visits. The task force appointed by the governor recommended a lengthy set of rules last week, giving wide leeway for wary nursing homes on how to implement them. Critics were quick to express concern over what will likely be a patchwork approach, varying greatly among facilities statewide. In Florida, nearly two-thirds of facilities have not had new cases since Aug. 11, said Mary Mayhew, who led the task force and heads the state’s Agency for Health Care Administration. Some facilities expressed concerns about the continued danger of exposing vulnerable residents to the virus while new cases remain high — though trending downward for several weeks — and without more widespread testing and stricter distancing rules. Hospitalizations and new confirmed cases in Florida’s summer outbreak of COVID-19 have trended downward since late July, and daily reported deaths have been declining since a peak of about 185 on Aug. 5. The Florida Health Department said in a news release Tuesday that 7,643 people tested positive in results received the previous day, about half because of a tardy dump of 75,000 results from a private lab dating back as far as April. Otherwise, the number would have been 3,773, the department said.

With the circumstances being what they are and with social distancing such an important part of trying to combat the coronavirus pandemic, the Jr. NBA Global Championship event went virtual this year. Nearly 3,000 teens from dozens of different countries participated in a series of virtual basketball competitions. Through innovative online technology, teams squared off in events that tested their athletic gifts, basketball skills, and team unity. On the boys side, a team from the Asia Pacific region won the title, while for the girls it was a squad from Latin America that took home the trophy.
