State News El gobernador Ron DeSantis nombra a Carlos Muñiz para la Corte Suprema de la Florida Tallahassee, FL – El 22 de enero, el gobernador Ron DeSantis nombró a Carlos Muñiz, de Tallahassee, para el Tribunal Supremo de la Florida. El anuncio marca el segundo juez hispano nombrado por el gobernador DeSantis al tribunal y convierte al juez Muñiz en el primer nicaragüense-estadounidense en servir en la Corte Suprema de la Florida. El nombramiento también marca el tercer nombramiento del Gobernador DeSantis en la Corte Suprema de la Florida, luego de los recientes nombramientos de los jueces Robert Luck y Barbara Lagoa. Juez Carlos Muñiz El juez Muñiz se graduó con altos honores de la Universidad de Virginia y obtuvo su B.A. en 1991, y después de trabajar en Washington, DC para el Departamento de Justicia de los EE.UU., decidió seguir una carrera legal y se graduó de la Facultad de Derecho de Yale en 1997, donde se desempeñó como editor del prestigioso Yale Law Journal. Governor Ron DeSantis appoints Carlos Muñiz to the Florida Supreme Court Tallahassee, FL – On January 22, 2019, Governor Ron DeSantis appointed Carlos Muñiz, of Tallahassee, to the Florida Supreme Court. The announcement marks the second Hispanic justice appointed by Governor DeSantis to the bench and makes Justice Muñiz the first Nicaraguan-American to serve on the Florida Supreme Court. The appointment also marks Governor DeSantis’ third appointment to the Florida Supreme Court, following the recent appointments of Justices Robert Luck and Barbara Lagoa. Justice Carlos Muñiz Justice Muñiz graduated with High Honors from the University of Virginia earning his B.A. in 1991, and after working on Capitol Hill for the U.S. Department of Justice, he decided to pursue a legal career and graduated from Yale Law School in 1997 where he served as an editor of the prestigious Yale Law Journal. After law school, Justice Muñiz secured two prestigious federal clerkships with Judge Thomas A. Flannery on the U.S. District Court for the District of Columbia and with Judge Jose A. Cabranes on the U.S. Circuit Court of Appeals for the Second Circuit. In addition to his government service, Justice Muñiz has broad private practice experience working at top law firms such as Hogan & Hartson in Washington, D.C., Gray Robinson, P.A., and McGuire Woods. His private practice has involved defending businesses in government investigations, civil litigation, commercial disputes, constitutional and civil rights, and administrative law. Justice Muñiz, was nominated by President Donald J. Trump in February of 2018 and later confirmed by the United States Senate to serve as General Counsel of the U.S. Department of Education. Actualización de casos judiciales de DACA El 22 de enero de 2019, la Corte Suprema de los Estados Unidos por sus siglas en inglés (SCOTUS) decidió no tomar medidas ante las solicitudes de certificaciones del Departamento de Justicia (DOJ por sus siglas en inglés), lo que significa que en este momento no escucharán los argumentos para anular las decisiones de los tribunales inferiores para mantener DACA en efecto. Si bien aún podrían decidir escuchar los argumentos en el período de otoño en su próxima conferencia el 15 de febrero de 2019, este hecho positivo significa que no decidirán el caso para este mes de junio. Esto significa que más receptores de DACA tendrán tiempo para enviar sus documentos de renovación de DACA y seguir contribuyendo a sus comunidades. Esta decisión es consecuencia de una acción tomada el 5 de noviembre de 2018 por el DOJ para solicitar al Tribunal Supremo una orden de certiorari (cert abreviación de certiorari) sobre tres casos de DACA en los siguientes tribunales federales: Nueva York, Washington, D.C. y California. DACA court cases update On January 22, 2019, the Supreme Court of the United State (SCOTUS) decided not to take action on the Department of Justice’s (DOJ) requests for certiorari, meaning that at this time, they will not hear arguments to overturn the lower court decisions to keep DACA in effect. While they could still decide to hear arguments in the fall term at their next conference on February 15, 2019, this positive development means they will not decide the case by this June. This means that more DACA recipients will have time to submit their DACA renewal paperwork and continue to contribute to their communities. This decision follows an action taken on November 5th, 2018, by the DOJ to petition the Supreme Court for a writ of certiorari (cert) on three DACA cases in the following federal courts — New York, Washington, D.C., and California. Petitioning for cert is when a losing party files with the Supreme Court to ask them to review the decision of a lower court. By
petitioning for cert, DOJ is attempting to fast-track these cases to the Supreme Court, where their ultimate goal is to end the DACA program once and for all. Due to the uncertainty of the trajectory of this case, if your DACA expires in 2019, we strongly encourage you to consult an immigration attorney and submit your renewal application as soon as possible! City’s School of Government 2019 registration now open Kissimmee, FL - The City of Kissimmee’s School of Government is now accepting new students for the nine-week session starting on Thursday, March 28. This civic education program, coordinated by the Communications & Public Affairs Office, is an effort to explain the City of Kissimmee’s form of government and enlighten residents about the daily operations and services provided on the local government level. This also provides a firsthand look at the City’s operations to set the foundation for residents who are interested in becoming more involved in the City. The City is currently seeking 30 students to participate in this nine-week course that ends with a graduation
on Thursday, May 23. Each class starts at 5:30 p.m. and runs through 8:00 p.m., and due to certain activities, students interested must fill and sign a release and waiver to participate. Residents are eligible to participate in the program if they live, work, study or own a business within the City of Kissimmee limits. Participants must be 18 years of age and older. Due to space limitations, students are not allowed to bring a guest or children to classes. The registration for the School of Government is now open and applications are available online and in-person when visiting City Hall. The people of Venezuela have courageously spoken out against Maduro and his regime and demanded freedom and the rule of law”, Trump said. Venezuelan President Nicolas Maduro on Wednesday January 23, gave US diplomats 72 hours to leave the country in response to the head of the National Assembly declaring himself acting president. Maduro appeared before supporters
to accuse the United States of backing an attempted coup. The announcement came as thousands of Guaido backers took to the streets in a revitalized effort against Maduro, whose military response to the widespread demonstrations seemed more measured than in the past. The US Embassy in Caracas issued a security alert indicating that US diplomats and their families will be restricted to travel only within a few neighborhoods in Caracas. The embassy will remain open during regular business hours, the alert said. Organization of American States General Secretary Luis Almagro and many of Venezuela's neighbors expressed support for Guaidó, whose oppositioncontrolled legislative body called for nationwide marches against Maduro's embattled administration.

City makes requests & urges support to Legislative Delegation for 2019 session Kissimmee, FL - The City of Kissimmee made its case to the Osceola County Legislative Delegation on Friday, January 17, 2019, for appropriation requests and support to help keep projects moving forward in 2019. Mayor Jose Alvarez presented the City’s top Legislative Priorities to the Osceola County Legislative Delegation, which is comprised of Senator Victor M. Torres Jr., Representative Josie Tomkow, Representative John Cortes, and Representative Mike La Rosa. The City’s Legislative Priorities were recently approved by the Kissimmee City Commission at a regular meeting held on Tuesday, January 15, 2019, and are primarily focused on supporting public safety and improving quality of life for residents and visitors. “This year the Commission worked together to unanimously approve the City’s top issues it would like to receive support on from state legislators during the 2019 session. We have received a lot of support from our area’s representatives in Tallahassee in prior years, and we are hopeful that we will receive similar support this year to help us complete important projects around the City,” said Mayor Jose Alvarez. A summary of the City’s Legislative Priorities are as follows: Public Safety Training Facility – Request for funding to assist with a $965,000 shortfall to cover the vital firearms targeting system at the City’s new Public Safety Training Complex, which will break ground in Q1 of 2019.
Affordable Housing – Request for $500,000 in funding to construct seven affordable housing rental units in partnership with Osceola County, and Habitat for Humanity of Orlando & Osceola County. The total project cost is $950,000. Water Quality Improvement – Support and funding on three separate water quality projects: Hill Street Drainage – Request for $1.2 million to complete the third phase of a drainage project along Hill Street. The first two phases were completed and paid for by Community Development Block Grant (CDBG) funding which has been depleted. West Oak Street Drainage Improvements – Request for $300,000 to cover the cost of design to improve drainage for residents and businesses due to repetitive flooding and damage after heavy rain events. Lake Toho Invasive Plant Management – Request the State to act more aggressively to improve Lake Toho’s water quality through the treatment and removal of muck and invasive plant species. Improvement to Lake Toho is vital as it’s the headwaters to the Everglades and would help maintain the fiscal vitality of Kissimmee’s ecotourism economy. Kissimmee, FL - Thursday, January 17, 2019, the city of Kissimmee brought its case to the Osceola County legislative delegation asking for appropriation requests and aid in keeping projects of 2019 on track. Before this important hearing, the Mayor Jose Alvarez, Representatives Josie Tomko, John Cortés, Mike La Rosa, and Senator Victor Torres Jr., made the city's top priorities clear. Homicide investigation St. Cloud, FL - On Sunday, January 20th, 2019, at approximately 15:25 hours, the St. Cloud Police Department responded to the Sugar Mill Mobile Home Park regarding a shooting. The caller relayed that two individuals had been shot and were lying on the ground. Upon Officers arrival, a male subject, and female subject were located with multiple gunshot wounds. Officers began administering first aid on both individuals. The male subject was confirmed deceased on scene, and the female subject was transported to a local hospital in critical condition. Detectives from the Criminal Investigations Unit responded to the scene and
took over the investigation. The suspect was found dead in a home in Kissimmee from a self-inflicted gunshot. Anyone with information is asked to call the St. Cloud Police Department at (407)-891-6700. If we look at the box score, it wasn’t actually that close: New England had dominated KC in first downs (36-18), total plays (94-47), total yards (524-290), sacks (4-0), and time of possession (44:0020:53). While most people thought they were having a year of transition, they ended up top of their conference and playing their first Championship Game in 25 years. They fought long and hard until the very last play against the dynasty of this century, even when
they had been outplayed. Their season was one of the most entertaining and spectacular that we’ve seen. This is a good team and they will have another shot at it. The Refs Didn’t Intervene -ThatMuch Every time the Patriots win a big game, people try to explain their success by giving credit to other factors, such as stupidity from the opposing team, luck, or the referees. This game was no exemption. We can all agree that Dee Ford’s offside penalty changed the course of the game -and the season-. But the officials didn’t actually intervene in the game, at least not that much. One of the key plays, Edelman’s muffed punt, went New England’s way. There’s no clear evidence that he didn’t touch it, nor that he did. No matter what, there was going to be controversy. But it didn’t matter. Two plays later, Edelman couldn’t grab an easy pass, which ended in an interception, and two plays later, in the go-ahead touchdown by KC. So, did the muffed punt decision affect the scoreboard? Not really. Then, there was the roughing-thepasser call controversy. That penalty was wrong, but it might’ve been a hands-to-the-face instead (5 yards instead of 15), and an automatic 1st down. But there was confusion that this was a 3rd down. It was actually 2nd and 7, with over 7 minutes to go. If the call wasn’t there, they still would’ve had another play. It made an impact, indeed, but not as much as some are selling it. Then, the Hogan catch. Or catches? Remember, both times Chris Hogan caught the ball to get a 1st down late in the game, the officials reviewed it. They were both pretty close. They could have gone either way. One went New England’s. One didn’t. So, it’s even.
