To the Editor ¿Podemos pagar el Muro?

Definitivamente, no México.

To the Editor Can we pay for the Wall? IRCA 2.0 Por / By: Juan Sabines Guerrero Juan Sabines was governor of Chiapas from 2006 to 2012 and recently was the Consul of Mexico in Orlando.

For President Trump it’s a matter of the highest priority and seriousness to achieve the construction of the wall between the border of Mexico and the United States. So much so that he has taken various actions for this, such as the temporary shutdown of the government for almost 20 days. For many there may be other priorities in which to invest those resources, when they are available, but not for President Trump, but where will he obtain 5.6 billion dollars? In divided opinions, the American society maintains a debate between those who support this initiative and those who oppose it. In this space I do not try to dissuade anybody to agree or not the wall, it’s a subject that must be considered, discussed and decided by the Americans exclusively. I ask this article to be read from the point of view of millions of undocumented migrants who live and work honestly in the United States, but who also live with anguish, with the uncertainty of facing a possible tortuous process of deportation, and therefore, separation of the family unity. For them we must speak up, most are Mexican, and their children are Mexican Americans. It is obvious that we Mexicans do not like the idea of the wall, there are even those who feel offended by the attempt to divide two brother countries with a wall, either out of cement or steel, with or without fences, although more aggravating is the tear gas that has crossed the border to counteract the irregular migratory flow of Central Americans, and even more was the possible declaration of National Emergency that fortunately the president has not done it.

Mexican workers reinvest 87% of their income in the US However, it’s a sovereign decision of the government of the United States with the use of its own resources. As long as the Mexican soil is not penetrated, it is not incumbent on Mexicans to oppose the presidential decision to build the border wall, which must be respected even if we do not agree. But who will pay for the wall? Definitely, not Mexico. To pay indirectly with the profits generated by the new USMCA Free Trade Agreement, neither, since

Twitter : @juansabinesg

these belong to employers and I doubt very much that they are interested in contributing for that work. What remains is that Congress allocates part of the federal budget, taking resources away from other areas for the construction of the wall. It seems difficult that the new Democrat majority in one of the cameras will pass it. The solution may come from President Trump. Let's remember that he said that if he had the resources to build the Wall, the much-awaited immigration reform could be carried out, especially for DACA youth. For the safety of the dreamers and their families, it is worth taking the word to the president and reflect on obtaining the resources for the construction of the wall. To obtain those 5.6 billion dollars, Mexicans in Mexico will not pay for the Wall, but possibly Mexicans in the United States and other undocumented migrants could pay for it, in exchange for permanent residence. A concrete proposal would be to grant permanent residence to people without documents, without a criminal record, who have paid taxes in recent years and who contribute one thousand dollars for the construction of the wall or for any other program. Let's start from the basis that the construction of the wall does not resolve the migratory situation of people without documents that are already in the United States, it will only prevent more migrants from coming, but for that, work is being done on the investment proposal promoted by governments of Mexico and the United States to detonate the sustainable development of the socalled "Northern Triangle" of Central America, composed of the sister republics of El Salvador, Honduras and Guatemala, in order to resolve in depth the causes of the expulsion of migrants from that important region of the continent. That being said, it’s clear that there is no conflict between building the wall and resolving the migratory situation of migrants without documents that already live in the United States. Migrants without documents are a support for the production of goods and services in this country, not only provide their enormous capacity for work and consumption, also their rich culture and all pay taxes. In Florida alone, undocumented migrants paid nearly $600 million in taxes in 2015, while in the same year throughout the country they paid $11.64 billion in federal, state and local taxes such as Income Tax, Property Tax and Sales Tax, according to the Institute of Taxation and Economic Policy, and by granting them permanent residence that institute estimates that they would pay 2.2 billion dollars more taxes per

year. By the way, Mexicans who work in the United States reinvest 87% of their income in the US economy. They also spend thousands of dollars on lawyers to try to resolve their immigration status, but they do not have access to driver's licenses, medical insurance, public health, social security and live in fear of being deported, suffering from labor abuses, harassment and some are even victims of the crime of trafficking in persons. In a report published by the Center for Migration Studies, it is estimated that in 2016 there were more than 10.8 million migrants without immigration status, the lowest figure since 2003. If each one contributed a thousand dollars to regularize their status, we would be talking about a collection of billions of dollars. From this would be exempt and in process of deportation migrants with criminal records, which are less than 10%, according to the National Department of Homeland Security in 2012, which indicates that the ICE agency "estimates that there are 1.9 million deportable criminal immigrants" but it does not distinguish between undocumented migrants or permanent residents. In addition, according to a report by the Migration Policy Institute, in 2015, there were around 1.4 million undocumented migrants in the United States with a criminal record of which only 300,000 are considered high priority. That is, there are potentially 9 million people who could pay for the wall. This would allow legal certainty for up to 9 million migrants, including the "DACA Recipients" and their families; means to obtain a possible collection of 9 billion dollars, enough to build the wall or do any other project. Nine million people who, upon obtaining permanent residence, would buy houses, vehicles, insurance, obtain driver's licenses, reduce traffic accidents, deportation expenses, detention centers, increase tax payments, further boost the economy In addition, crime statistics would be reduced because undocumented migrants are commonly victims of some crime, they would dare to denounce, there would be less abuse and sexual harassment against migrant women and girls, it would effectively combat human trafficking

and the families would be kept together. It is a win-win, nobody loses. This is not an occurrence, it’s only to take up the historic "Amnesty" Simpson Rodino or Mazzoli Rodino, promulgated by the pleasantly remembered Republican President Ronald Reagan on November 6, 1986, with the "Immigration Reform and Control Act" (IRCA) approved by Republicans and Democrats, (in the Senate 63 votes in favor and 24 against, in the House of Representatives 238 votes in favor and 173 against); giving legal certainty at that time to almost 3 million undocumented migrants, of which many of them still keep the photograph of President Reagan placed on the wall of their homes as if he were a member of the family to which they are eternally grateful. To date, nobody has regretted IRCA, on the contrary, it’s one of many golden chapters in the history of the United States.

10.8 millons undocumented immigrants in US 2016

If IRCA 2.0 is carried out, the governments of the countries of origin would help their nationals with documents and resources to qualify for the IRCA 2.0. Also, I am sure, the beneficiaries would keep the photograph of President Trump and those who promote this policy, his name will remain in the memory and prayers of millions of migrant families, who will join to continue forging this country towards its destiny of greatness. Can we pay for the wall? Yes, we can, with an immigration reform so that people without documents can access permanent residence, the solution can be IRCA 2.0.

Orange County News Polar Plunge participants grin and bear chilly waters of Rock Springs

Orange County Parks and Recreation hosted the inaugural Black Bear Polar Plunge on Jan. 1, 2019 in Kelly Park’s Rock Springs in Apopka.

Orange County, FL Orange County Parks and Recreation hosted the inaugural Black Bear Polar Plunge on Jan. 1, 2019 in Kelly Park’s Rock Springs in Apopka. While Parks and Recreation staff hoped for a frosty, winter-like day to ring in 2019, guests saw sunny, 82-degree temperatures instead. The Black Bear Polar Plunge was the southern version of a polar bear plunge typically done during the winter months around the world. Those who braved the chilly waters received a certificate of participation. Ideal weather conditions, leading up to the event in the previous week,

caused visitor attendance at the park in Apopka to spike higher than normal. Kelly Park’s original 260 acres – to be “held as a preserve” – was given to Orange County on May 12, 1927, by Dr. Howard A. Kelly, one of the four founders of Johns Hopkins University Hospital in Maryland. His foresight has allowed millions of visitors to enjoy the land and Rock Springs, which flows at 26,000 gallons per minute. In 2019, Orange County Parks and Recreation will celebrate 95 years as an integral part of the fabric of millions of families’ memories.

The most successful sport state of the Los estados más exitosos del milenio en el millennium 2018 is over. It’s all been written in (7) than professionals (6). The Gators, deporte sports history books, and in the United Canes and Seminoles can take a bow.

States it was no exception. The city of Philadelphia lived a madness between February and March, when it saw the Eagles crowned in the Super Bowl and Villanova in college basketball. Boston was quite successful, winning the World Series, reaching the Super Bowl and finishing top 4 in the NBA. Atlanta had its first title of the century thanks to Atlanta United in the MLS. And Las Vegas saw its first professional team reach the Stanley Cup, in its first year of existence. After the year and all its competitions ended, we took on the task of investigating which States have been the most successful of the millennium. How many times have they been champions, how many have reached the final (Super Bowl, World Series, etc.), and how many times have they finished among the best 4? Here is a recount of the 34 States (plus Canada) that have been champions at some point since January 1, 2000, in the 7 most important competitions in the country: NFL, NBA, MLB, NHL, MLS, College Football and College Basketball. And the first place is... California! That has a broad dominance over the rest, largely thanks to the dynasties of the Lakers, Galaxy, Warriors and Giants (16 titles among the 4 of them). It almost doubled in titles to second place (23 to 13), which is our state, Florida, with more college titles

Massachusetts deserves admiration, since they only have one professional team in each league (unlike California who has 18 nowadays), and all have reached the finals. They have the team with the most championships of NFL (Patriots) and the MLB (Red Sox) in the millennium. What affects them is the low performance of their universities (only in sports). There is a triple tie in 4th place, with Texas, North Carolina and Pennsylvania having 9 championships each. Spurs, Duke and NC, as well as the Penguins, are the cornerstones of each State, with at least 3 titles each. Alabama and Missouri come behind with 6 but they are opposite: Missouri only has professional titles (counting teams from Kansas City) and Alabama only college (Roll Tide/War Eagle). The States of New York and Illinois have disappointed, with only 5 titles in total for States that have a total of 11 and 6 professional teams. In fact, only the Yankees and the Giants have been NYC champions, with two titles each. Then, it is worth noting that a state like Georgia, that with this year’s title of Atlanta United, was the first trophy lifting for the State in all the millennium. Teams from Canada have reached 6 finals but have only won one (Toronto FC in 2017). In the following editions we will publish the rest of the investigation.

"Mira Quién Baila All Stars" began with all the rhythm that the participants were accumulating in the last weeks, when their lives were full of dance and great expectations to support the charities they represent. Eight dancers took to the stage to demonstrate that they had the moves, but what really moved them was the opportunity to offer help to those who need it most. The participants, the nominees of this first gala of MQB, realized how difficult it is to be on the other side. One of them will be the first to leave the competition next Sunday, January 13.
