La session de juillet du Parlement européen est la dernière avant les grandes migrations estivales qui concernent le Parlement européen au même titre que tous les citoyens de l’Union européenne.

Bien sûr, les aléas de la météo, à Strasbourg comme ailleurs, peuvent nous offrir des soirées fantastiquement douces et délicieuses lors de ces premiers jours de juillet ou, au contraire, mille occasions de râler contre le soleil qui se fait désirer. Parions sur la première option… Car elle nous permet une nouvelle fois de vanter les charmes de notre ville, quand l’été la baigne de chaleur, quand le ciel est bleu et que la longue durée de la lumière du jour offre du temps pour toutes les découvertes. Oui, en ces premiers jours de juillet à Strasbourg, c’est comme un avant-goût des soirées de vacances qui se profile pour nos visiteurs mensuels européens. Une foultitude de lieux peuvent vous attirer après votre journée de travail au Parlement. Les terrasses des restaurants foisonnent, en zone urbaine dense comme à la périphérie et même au cœur des proches villages alsaciens qui entourent Strasbourg. Mais ce n’est pas tout : on peut aussi, en louant un vélo par exemple, rouler le long des bras d’eaux dont la capitale européenne regorge, s’aventurer aux confins de l’agglomération dans des lieux connus des Strasbourgeois mais que les « Européens » de Strasbourg peuvent aussi découvrir lors de ces belles soirées d’été, comme les vertes allées du Parc de Pourtalès par exemple… Les occasions de déguster l’été ne manquent pas… Pour cela, il suffit de consulter le site de l’Office du Tourisme de Strasbourg, www.otstrasbourg.fr. The July session of the European Parliament is the last one before the great summer migrations that concern the European Parliament as well as all the citizens of the European Union. Of course, the vagaries of weather, Strasbourg and elsewhere, can offer us delicious and fantastically balmy evenings during these first days of July or, to the contrary, a thousand opportunities to grumble against the sun staying hidden. We bet on the first option... Because it allows us once again to praise the charms of our city, when it is bathed in the summer heat, when the sky is blue and the long daylight offers time enough for all discoveries. Yes, in these first days of July in Strasbourg, it is like a taste of holiday parties looming for our European visitors monthly. A multitude of venues may attract you after your work day in Parliament. Restaurant terraces abound, in dense urban areas as on the outskirts and even at the heart of the close Alsatian villages surrounding Strasbourg. Die Juli-Sitzung des Europäischen Parlaments ist die letzte, bevor sich die großen sommerlichen Ströme der Urlauber - die Mitglieder des Parlamentseingeschlossen - in Bewegung setzen. Natürlich können uns die Launen des Wetters in Straßburg wie anderswo in diesen ersten Juli-Tagen fantastisch milde Abende bescheren oder uns tausend Gelegenheiten geben, um auf die Sonne zu schimpfen, die sich womöglich rar macht. Hoffen wir auf die erste Option.

Denn sie lässt uns die Schönheiten unserer Stadt rühmen, wenn der Sommer sie in Hitze taucht, wenn der Himmel blau und die Tage lang sind und wir manche neue Entdeckung machen. In der Tat scheinen die ersten Julitage wie ein Vorgeschmack auf die Ferien, die unseren monatlichen europäischen Besuchern bevorstehen.

Die Zahl der attraktiven Treffpunkte und Veranstaltungen nach einem Arbeitstag im Parlament ist schier unüberschaubar. Die Gartenrestaurants locken nach draußen, in der Innentstadt wie an der Peripherie und selbst in den nahen elsässischen Dörfern rund um Straßburg. Doch das ist nicht alles : Wer Lust hat, mietet sich ein Fahrrad und erkundet entlang der Wasserwege die Stadt, von denen es in Straßburg jede Menge gibt. Entdecken Sie die Lieblingsplätze der Straßburger wie die Alleen des Parc de Pourtalès, die auch unseren europäischen Freunden etwa an einem warmen Sommerabend gefallen dürften. An Gelegenheiten, den Sommer zu genießen, mangelt es nämlich nicht. Es genügt, sich auf der Internetseite des Straßburger Tourismus-Büros, auf www. otstrasbourg.fr, zu informieren. Später, wenn der Vorgeschmack auf die Ferien vergangen ist, müssen Sie nur noch die Koffer packen für eine Reise in weiter entfernte Gefilde.

Wir hoffen derweil auf ein Wiedersehen, wenn die nächste Sitzungswoche am 7. September beginnt. Eurometropolitan Strasbourg wird zur Stelle sein und Ihnen einmal mehr beweisen, dass Straßburg immer für eine Überraschung gut ist !

Événement. Le mot n’est pas trop fort. Après, Chicago, Londres, Montréal et Tokyo, le congrès mondial du saxophone se tiendra donc à Strasbourg du 9 au 14 juillet. « Ni trop grande, ni trop petite, bien connectée en termes de transports, attractive d’un point de vue touristique, et surtout dotée d’un excellent orchestre philharmonique, la ville est idéale pour accueillir cette manifestation », précise Philippe Geiss qui en a porté la candidature avec le soutien sans faille de la municipalité et de l’Eurométropole.

Saxophoniste lui-même, compositeur et professeur au Conservatoire et à l’Académie supérieure de Musique, Philippe Geiss raconte « avoir eu la chance de pouvoir développer à Strasbourg une activité importante autour de cet instrument ». « Grâce au nombre d’enseignants qui y exercent – le plus important de France – grâce aussi au festival de saxophone qu’il y organise depuis une vingtaine d’années. » Fort de cette expérience, il a décidé d’articuler le congrès avec un festival ouvert au grand public. « Une première, à ce niveau-là », souligne-t-il. « « SaxOpen » s’élargit non seulement au territoire mais aussi aux générations et aux styles puisqu’outre les musiciens classiques, beaucoup de jazzmen ont joué le jeu ». 450 événements prévus dans 45 lieux à Strasbourg et en Alsace, 2 000 musiciens venus de 50 pays, beaucoup de très grands professionnels, des journées « spéciale jeunesse » où plus de 500 élèves seront accueillis dans des ateliers… « La forme a complètement changé », constate Philippe Geiss. « Il y aura un avant et un après Strasbourg ». A l’heure de l’interview, il était en train d’écrire la musique d’un « concert interconnecté » qui sera exécuté durant « SaxOpen » entre quatre scènes strasbourgeoises et plusieurs autres dans le monde. « Tout le monde jouera en même temps et cela sera retransmis sur notre WebTV », précise le compositeur en annonçant aussi que la partition, mise en ligne quelques semaines auparavant, pourra être travaillée par qui souhaite accompagner le concert de chez lui.

Une journée mondiale du saxophone sera lancée lors de SaxOpen ainsi qu’une « Alliance mondiale du saxophone » vouée à devenir un centre de ressources dont la base névralgique serait Strasbourg. La ville a-t-elle donc vocation à devenir capitale mondiale du saxophone ? « C’est un projet, des gens sont prêts à se mobiliser que ce soit en France ou à l’international mais il faut structurer tout ça… » Ce qui semble en tout cas acquis c’est qu’effectivement, il y aura un « avant » et un « après » « SaxOpen - Strasbourg ».

"Everyone will play together and it will be broadcast on our WebTV," says the composer, also announcing that the partition, put online a few weeks ago, may be worked by anyone wishing to accompany the concert at home. A global day of the saxophone will be launched at SaxOpen as well as a "World Saxophone Alliance" destined to become a resource centre whose base would be based in Strasbourg. Therefore, is the city set to become the world capital of the saxophone? "It is a project, people are ready to mobilize either in France or abroad but we must organize it all ..." What seems in any case definite is that there will indeed be a "before" and "after" "SaxOpen Strasbourg".

Juli in Straßburg statt. « Die Stadt ist ideal als Austragungsort für eine solche Veranstaltung », sagt Philippe Geiss, der den Kongress mit Unterstützung der Stadt Straßburg hierher geholt hat. « Straßburg ist weder zu groß noch zu klein, bietet gute Nahverkehrsverbindungen, ist touristisch interessant und beheimatet ein ausgezeichnetes philharmonisches Orchester.» Das Saxophon ist auch sein Instrument. Geiss ist Komponist und Professor am Konservatorium und an der Musikhochschule und sagt, er « habe das Glück gehabt, dieses Instrument in Straßburg breit zu entwickeln». Zum einen ist Straßburg die französische Stadt mit den meisten Saxophonlehrern. Zum anderen hat das Saxophonfestival, das Geiss seit 20 Jahren organisiert, einiges zur Reputation des Instruments beigetragen. Der aktuelle Kongress sollte deshalb keine reine Fachveranstaltung bleiben, sondern auch

das breite Publikum ansprechen. « SaxOpen » ist für alle Generationen und alle Stile von Klassik bis Jazz gedacht. 450 verschiedene Veranstaltungen an 45 Orten in Straßburg und im Elsass sieht das Programm vor, darunter nicht nur Konzerte, sondern auch Kurse für Kinder und Jugendliche. 2000 Musiker aus 50 Ländern nehmen teil. « Straßburg », sagt Philippe Geiss, «wird den Kongress in eine neue Richtung lenken.» Als wir uns zum Gespräch getroffen hatten, war er gerade dabei, die Musik für ein Live-Konzert im Internet zu komponieren. Es wird bei « SaxOpen » auf vier verschiedenen Bühnen zeitgleich in Straßburg stattfinden und über Internetfernsehen übertragen. Einige Wochen vorher wird Geiss die Noten ins Netz stellen. Wer möchte, kann synchron dabei mitwirken. Außerdem soll in Straßburg ein Welttag des Saxophons ausgerufen werden sowie eine weltweite Allianz des Saxphons, deren Basis in Straßburg beheimatet sein soll. Heißt das, Straßburg will die Welthauptstadt des Saxophons werden ? « Das ist vorerst nur eine Idee », sagt Geiss, räumt jedoch ein, dass es Leute gebe, die sich schon dafür stark machen. Gewiss ist : Für SaxOpen wird es ein Vorher und Nachher bezüglich des Straßburger Kongresses geben, denn Straßburg wird seine Spuren hinterlassen.

République fédérale d’Allemagne, post Seconde Guerre Mondiale. Né en 1925 à Bonn, Josef Heinrich Darchinger, entame une carrière de photographe pour l'édition allemande. Témoin privilégié d'un pays désormais coupé en deux par le Rideau de fer, l'homme fait le choix de couvrir le nouvel essor de la partie occidentale d'un pays en proie à la fièvre de la reconstruction. « En tant que reporterphotographe travaillant pour la presse quotidienne ou les magazines, dont Die Zeit ou Der Spiegel, Darchinger consigne ainsi année après année le miracle économique allemand. « Attentif à tous les signes de renouveau, il enregistre le portrait d’un pays pris entre l’abondance et la pénurie, entre le modernisme technologique et la tradition culturelle, malgré tout sous la constante menace de la guerre froide », relève Nicolas Bender, chargé des publics à la Chambre. L'idée sousjacente de ce travail, montrer les gagnants et les perdants de ce miracle économique, de ce Wirtschaftswunder, « soumis

Josef Heinrich Darchinger, 1925 in Bonn geboren, machte im Nachkriegsdeutschand und in der alten Bundesrepublik im Verlagswesen Karriere. Er fand sich als privilegierter Zeuge eines durch den Eisernen Vorhang geteilten Landes wieder und dokumentierte den Wiederaufbau des Westens im Fieber des Wiederaufbaus. Als Fotoreporter für Titel wie « Die Zeit » oder « Der Spiegel » begleitete er die deutschen Wirtschaftswunderjahre. «Er hielt die Zeichen der Erneuerung fest », sagt Nicolas Bender von der Galerie La Chambre, « und zeichnete so das Bild eines Landes zwischen Überfluss und Not, zwischen moderner Technologie und kultureller Tradition – all das unter der ständigen Bedrohung durch den kalten Krieg.

Dabei widmete sich Darchinger vor allem den Gewinnern und Verlierern des Wirtschaftwunders. Er hielt als Zeitzeuge die beginnende Kosumgesellschaft fest, wie sie in den Häusern, bei der Arbeit und in der Freizeit zu erleben war. Die noch verbliebenen Ruinenfelder des Krieges stehen neben Familienszenen vor nagelneuen Häusern, elegante Abendgesellschaften neben der Suche nach der Zukunft. Die Kamera des Fotografen hält sie dabei fest, in Technikolor.

Un travail aux allures de témoignage d'une époque révolue, désormais presque impalpable et où se mêlent champs de ruines hérités de la guerre, scènes de familles sur fond de reconstruction immobilière, ou encore soirées semi-mondaines d'une société en quête d'une nouvelle histoire construite, à l'instar du travail de Darchinger, en technicolor.

THE GERMAN ECONOMIC MIRACLE RESISTS CLICHES Federal Republic of Germany, post Second World War. Born in 1925 in Bonn, Josef Heinrich Darchinger, begins a career as a photographer for the German edition. Privileged witness of a country now cut in two by the iron curtain, the man makes the choice to cover the reconstruction of the western part of a country plagued with reconstruction fever.' As a reporter-photographer working for daily newspapers or magazines, including Die Zeit or Der Spiegel, he logs every year the German economic miracle.' Attentive to all signs of renewal, he records the portrait of a country caught between abundance and scarcity, between technological modernism and cultural tradition, despite everything under the constant threat of the cold war," says Nicolas Bender, in charge of the public in the House. The underlying idea of this work: showing the winners and the losers of this economic miracle, of this Wirtschaftswunder, "subjected to the first effects of consumerism in their homes, at work or during their leisure time". A work resembling a testimony of an era long gone, now almost impalpable, and in which mingle ruined fields inherited from the war, scenes of families on a background of real estate reconstruction, or semi-

Ils sont 23 artistes, peintres, plasticiens, illustrateurs, graphistes, designers, enseignants, artisans. Tous travaillent essentiellement dans la région, lorsqu'ils ne multiplient pas les résidences ou voyages à l’étranger, revendiquent l’identité d’une scène artistique régionale active et unie et ont fait le choix de se déplacer depuis le Bastion 14 jusqu'au Barrage Vauban pour l'occasion. Le Bastion 14, un lieu principalement connu des seuls strasbourgeois, hébergeant des ateliers d'artistes dans d'anciennes fortifications sises aux abords de la Gare, non loin de la Place des Halles. « Pensé comme un programme de travail collectif ponctué par différents temps forts de réunions, d’expérimentations et d’expositions, l’enjeu de l'exposition Bastion commun a été de développer une dynamique collaborative favorable au partage créatif et productif d’informations, de compétences et de savoirs, expliquent ses promoteurs; donnant ainsi à chaque résident des outils pour l’enrichissement de son réseau et de ses activités professionnelles ».

23 ARTISTS WITH A COMMON BASTION They are 23 artists, painters, artists, illustrators, graphic designers, designers, teachers, craftsmen. All work mainly in the region, when they do not multiply the residences or travel abroad, assert the identity of an active and united regional arts scene and have opted to gather at Bastion 14, the time of a collective exhibition. Bastion 14, a place mainly known to Strasbourg locals, hosting artist workshops in ancient fortifications located in the vicinity of the station, not far from the Place des Halles. 'Thought of as a program of collective work punctuated by various highlights with meetings, experiments and exhibitions, the aim of the common Bastion exhibition has been to develop a creative collaboration helping a creative and productive sharing of information, skills and knowledge, explain its promoters; thus giving each resident tools for the enrichment of their network and professional activities.

Das hat sie für das gemeinsame Projekt Bastion 14 zusammengeführt. Bastion 14 ist den Staßburgern vor allem als Ateliergebäude in den historischen Festungsanlagen nahe dem Straßburger Bahnhof und der Place des Halles bekannt. Entrée libre aux expositions Second volet du cycle « Think Global, Act local » imaginé par COAL pour le CEAAC, l’exposition Open Source explore un changement majeur des valeurs occidentales contemporaines. Loin de la modernité qui a porté aux nues l’individu et survalorisé l’idée au détriment de la réalisation, se profile en effet un autre modèle de société, plus collaboratif, favorisant la réappropriation des ressources, des connaissances et des savoirfaire par tout un chacun. Le bien commun au lieu de la propriété privée en somme. Entre ironie et activisme, l’exposition présente un ensemble de pratiques créatives qui révèle les fonctionnements comme les dérives de nos sociétés et suggère des comportements alternatifs en matière de production alimentaire, de standards médiatiques, d’autorité policière ou bien encore de changement climatique avec, par exemple, une requête d’inscription de l’Atmosphère au patrimoine mondial. Mais le collaboratif a aussi ses dérives.

L’œuvre « Anomalies » de Julien Prévieux n’hésite donc pas à souligner que l’Open Source peut devenir une forme de travail dissimulé et gratuit pour les géants du Web et autres opportunistes…

« OPEN SOURCE » ALTERNATIVE IN SUM Second part of the cycle "Think Global, Act Local" imagined by COAL for CEAAC, the Open Source exhibition explores a major change of contemporary Western values. Far from the modernity that deified the individual and glorified the idea at the expense

of the realization lurks indeed another model of society, more collaborative, promoting the recovery of resources, knowledge and know-how by everyone. The common good instead of private property in sum. Between irony and activism, the exhibition presents a set of creative practices that reveals the workings like the excesses of our societies and suggest alternative behaviours in food production, media standards, police authority, or even climate change with, for example, a registration request for the atmosphere to the World Heritage. But the collaborative also has its excesses.

The work "Anomalies" by Julien Prévieux does not hesitate to point out that Open Source can become a form of concealed and free labour for the Web giants and other opportunists...

« OPEN SOURCE » EINE ALTERNATIVE DER WERTE Der zweite Teil des Ausstellungszyklus’ « Think Global, Act local » den COAL für den CEAAC konzipiert hat, geht unter dem Titel « Open Source » dem grundlegenden Wandel der westlichen Werte auf den Grund. Nach der Moderne, die das Individuum entblößt hat und die Idee über das aktive Handeln gestellt hat, kristallisiert sich ein anderes Gesellschaftsmodell heraus, das stärker auf das Miteinander zu setzen scheint. Plötzlich stehen die Nutzung der Quellen, der Erwerb von Kenntnissen und ein bestimmtes Wissen wieder im Vordergrund. Als hätte das Allgemeinwohl einen höheren Stellenwert als der private Besitz. Zwischen Ironie und Aktivismus zeigt die Ausstellung schöpferische Praktiken, die Mechanismen und Entgleisungen unserer Gesellschaften offenlegen. Gleichzeitig verweist sie auf Alternativen: bei der Nahrungsmittelproduktion, den Medienstandards, bei polizeilicher Gewalt aber auch beim Klimawandel. Letzteres tut sie beispielsweise, indem sie fordert, die Atmosphäre in das Weltkulturerbe aufzunehmen. Aber auch beim Zusammenarbeiten gibt es Abweichler. « Anomalies » von Julien Prévieux zeigt, dass das Prinzip « Open Source » von den Giganten des Netzes und anderen Opportunisten missbraucht werden kann.

Rambert, Bonnet, Théron, Vincent, Braunschweig, Richter, Niangouna, Ostermeier, Marthaler, Mouawad, pour ne citer que quelques metteurs en scène et comédiens qui ouvriront la saison 2015-2016 du TNS. Lors de la présentation de saison, les uns passent les uns après les autres, sur la scène Koltès. Parlent du travail qu'ils effectueront tout au long de cette année, à l'invitation de Stanislas Nordey, désormais officiellement en poste à la direction du TNS. Mais plus qu'un simple défilé d'artistes, ce que l'on retient de cette saison qui s'ouvrira le 15 septembre avec « Clôture de l'amour », de Pascal Rambert, c'est une émotion, une envie de jouer, de partager, d'interroger, de bousculer, de séduire, de s'amuser, que l'on n'avait plus ressentie ici depuis longtemps. L'amusement de Dieudonné Niangouna lorsqu'en présentant le KungFu, celui-ci nous emporte déjà avec une énergie incroyable dans son univers familial, à Brazzaville, lorsqu'il était encore enfant. L'interpellation sociétale de Falk Richter 22

lorsqu'il présente « Small Town Boy » ou « Je suis Fassbinder ». Le questionnement de l'Autre lorsque Guillaume Vincent présente « Rendez-vous Gare de l'Est ». L'étonnant engouement que suscite Magali Montoya pour « La Princesse de Clèves » ou Jean-Pierre Vincent avec un « Godot », mille fois vu, mais peut-être finalement jamais vraiment entendu. Et puis, Wajdi Mouawad : l'une des plus belles surprises de cette saison, qui reviendra pour l'occasion avec son « Incendie », mis en scène par l'ami Stan. Envie : oui, s'il était un seul mot à retenir de tout cela, ce serait sans doute celui-ci.

But more than just a parade of artists, what we remember from this season that will open on September 15 with "Closing of love," of Pascal Rambert, is an emotion, a desire to play, to share, to question, to hustle, to seduce, to have fun, that we had not felt for a long time here. The amusement of Dieudonné Niangouna when presenting Kung Fu, he already carries us with incredible energy into his family universe, in Brazzaville, when he was still a kid. The societal arrest of Falk Richter when he presents "Small Town Boy" or "I'm Fassbinder". The questioning of the Other when William Vincent presents " Rendez-vous Gare de l'Est ". The amazing enthusiasm Magali Montoya raises for "The Princess of Cleves" or Jean-Pierre Vincent with a "Godot" seen a thousand times, but perhaps ultimately never really heard. September mit « Clôture de l'amour » von Pascal Rambert beginnt, prägen wird, ist die Lust auf das Theater, auf das gemeinsame Spiel, und darauf, die Zuschauer daran teilhaben zu lassen, Fragen zu stellen, etwas in Bewegung zu versetzen, zu verführen und einfach Spaß zu haben. So etwas war am Straßburger TNS schon lange nicht mehr spürbar. Das Amusement von Dieudonné Niangouna, als er sein Projekt Kung-Fu vorstellte und uns mit seiner unglaublichen Energie in das Universum seiner Familie in Brazzaville mitgenommen hat, in die Zeit, als er noch Kind war – Das war solch ein Moment. Falk Richter und sein gesellschaftliches Engagement, als er « Small Town Boy » und « Je suis Fassbinder » erklärt hat. Die Art und Weise, wie Guillaume Vincent den anderen hinterfragt in « Rendez-vous Gare de l'Est ». Die erstaunliche Begeisterung, die Magali Montoya für die « Princesse de Clèves » an den Tag legt und Jean-Pierre Vincent mit « Godot », schon tausendmal gesehen, aber vielleicht niemals wirklich verstanden. Und dann Wajdi Mouawad, eine der erfreulichsten Überraschungen dieser Saison, der mit seinem Stück « Incendie » nach Straßburg kommt, inszeniert von seinem Freund Stan. Lust auf Theater : Wenn es ein Wort gibt, mit dem sich ihre Gemeinsamkeit beschreiben lässt, dann damit.

EINE SPIELZEIT IN AUFBRUCHSTIMMUNG Rambert, Bonnet, Théron, Vincent, Braunschweig, Richter, Niangouna, Ostermeier, Marthaler, Mouawad : Damit wäre nur eine Auswahl der Regisseure und Schauspieler genannt, mit denen die kommende Spielzeit des Straßburger Nationaltheaters (TNS) 20152016 eröffnet. Bei der Präsentation des neuen Programms vor wenigen Wochen standen sie alle im großen Saal des TNS auf der Bühne.

Sie sprachen über ihre Stücke und Projekte, die auf Einladung des neuen Intendanten Stanislas Nordey hier entstehen werden.

Doch es war mehr als ein Aufmarschieren der Theatermenschen. Was sie gemeinsam haben und was diese neue Saison, die am 15.

Mois mornes à Strasbourg durant l'été ? A en croire la plupart des médias nationaux qui n'ont généralement d'yeux que pour Paris Plage ou les « vraies » plages de l'Atlantique et de la côte méditerranéenne, la chose serait vite pliée. Mais ce serait là une profonde erreur tant le nombre d'animations culturelles foisonne ici au cours de cette période de chassés-croisés. Premier exemple, la Symphonie des deux Rives, transformée cette année en une « Symphonie des Arts », où les disciplines se rencontrent, se mêlent et se confrontent : musiques, qi-gong, yoga, danse, cinéma...

Cette année, la programmation s'est ainsi étoffée autour du traditionnel concert de l'OPS avec la Rhapsodie des bâtisseurs de Sylvain Marchal, suivies d'un cours de Qi-Gong et de Yoga, la projection de Tous les soleils ou encore le concert du groupe strasbourgeois Ernest.

Autre moment fort, le Festival Edgefest, qui rassemble les communautés numériques et créatives à Strasbourg, teinté d'ateliers, de démonstrations, ou encore d'une soirée électro avec mapping, sur la presqu'île André Malraux. A noter également, le Festival Couleurs Conte, celui des Arts de la Rue (FARSe) qui accueillera pour sa part 16 compagnies de spectacles de rue sur 11 lieux, à travers 21 spectacles et 34 représentations ; Été cour, Été jardin, aussi, qui ouvrira ses scènes aux artistes de la région de Strasbourg. Et puis, sur les Docks, tous les jours, de 14h00 à 19h00, sur le parvis de la Médiathèque Malraux, place sera faite aux adeptes de la farniente, qui pourront se prélasser au bord de l'eau en mode transats, pédalos, bateaux électriques, engins gonflables et autres animations pour tous. THE SUMMER WILL BE WARM Bleak month in Strasbourg during the summer? If we believe most of the national media who usually only have eyes only for Paris Plage or the "real" beaches of the Atlantic and the Mediterranean coast, the issue would be quickly forgotten. But it would be a profound mistake such is the number of cultural activities that abound here during this period of comings and goings.

First example, the Symphony of the two shores, turned this year into a 'Symphony of the Arts', where disciplines meet, mingle and collide: music, qi gong, yoga, dance, cinema... This year, the program has thus expanded around the traditional concert of OPS with the Rhapsody of builders of Sylvain Marchal, followed by a class in Qi-Gong and Yoga, the projection of All the Suns, or still the concert of Strasbourg band Ernest. Another highlight, the Edgefest Festival, which brings together digital and creative communities in Strasbourg, with workshops, demonstrations, or even an electro evening with mapping, on the peninsula André Malraux. Also of note, the Conte colours Festival, that of the street Arts (FARSe) which will host 16 companies of street performances at 11 locations with 21 performances and 34 representations; Été cour, Été jardin, also, which

will open its stages to artists from the Strasbourg area.

And then, on the Docks, every day, from 2pm to 7pm, on the forecourt of the Malraux library, room will be made for the followers of idleness, who will be able to bask on the waterfront in sun loungers, pedal boats, electric boats, inflatable crafts and other attractions for all. DER SOMMER ALS SHOW Von wegen nichts los ! Glaubt man einigen überregionalen Medien, herrscht im Sommer in einer Stadt wie Straßburg gähnende Langeweile.

Wer das tatsächlich glaubt, hat aber wohl nur Augen für « Paris Plage » (einen aufgeschütteten Strand in der Hauptstadt) oder die echten Strände am Atlantik oder am Mittelmeer. Tatsächlich ist das völlig falsch, denn im Sommer jagt in Straßburg eine Veranstaltung die andere. Die Symphonie des deux Rives, das Konzert der Straßburger Philharmoniker am Rheinufer, beispielsweise wird in diesem Jahr in eine « Symphonie der Künste » verwandelt. Dabei mischen sich Musik, Qi-Gong, Yoga, Tanz und Film. Das klassische Programm mit einem Konzert des Straßburger Orchesters wird etwa mit der Rhapsodie der Baumeister von Sylvain Marchal erweitert, gefolgt von einem Kurs in QiGong und Yoga. Zu sehen ist auch der Film « Tous les soleils » und die Straßburger Gruppe Ernest gibt ein Konzert. Zu erwähnen wäre auch das Festival Edgefest, das jede Menge kreatives und digitales Potenzial aus der Stadt versammelt, Workshops und ein Elektro-Abend auf der Presqu'île André Malraux. Vergessen wir auch nicht das Festival Couleurs Conte, das Straßenkunstfestival Arts de la Rue (FARSe) mit 16 Compagnien, die auf elf verschiedenen Plätzen spielen werden. « Été cour, Été jardin », ein weiterer Höhepunkt, will eine Bühne sein für Künstler aus dem Raum Straßburg.

Und schließlich gibt es auch in diesem Jahr wieder die Docks für alle Anhänger der Muße auf dem Vorplatz der Médiathèque Malraux, täglich von 14 bis 19 Uhr. Dort kann man sich auf Luftmatrazen, mit Tretbooten, Elektrobooten und in aufblasbaren Spielzeugen auf dem Wasser entspannen. Die Liste ist bei weitem nicht vollständig. Aucun autre « couple » de pays européens ne présente autant de passerelles communes que le couple franco-allemand.

Dès la signature du Traité de l’Élysée en 1963, l’entente francoallemande s’est quasiment immédiatement matérialisée par le biais des échanges scolaires entre collégiens, sous la responsabilité d’un Office de la jeunesse commun. Des centaines puis des milliers d’établissements scolaires, dès le début des années soixante, ont donc chaque année assuré des voyages mutuels, permettant aux jeunes français et allemands de dépasser les conflits de leurs ainés et, en se connaissant mieux, de donner une réalité bien concrète à la construction européenne. Parallèlement à ces échanges scolaires, des milliers de communes se sont engagées dans des opérations de jumelage dont la plupart correspondent aujourd’hui encore à des rendez-vous festifs devenus des institutions.

Pour rester dans le domaine de l’éducation, l’entente francoallemande se vit dans des lycées franco-allemands comme ceux de Fribourg ou de Sarrebruck par exemple, dans un Master européen de gouvernance et d’administration, un bac professionnel aéronautique, un secrétariat commun, 28

une université commune… Dans le domaine de la défense, l’Eurocorps et la Brigade francoallemande représentent les acquis les plus visibles des politiques de coopération entre les deux pays piliers de l’Europe. Le grand public connaît bien sûr Arte, exemple emblématique de la coopération franco-allemande en matière de médias. La chaîne culturelle francoallemande est une vraie réussite et son siège est à Strasbourg. De nombreuses coopérations culture et médias existent elles aussi : cinéma, littérature, journalisme, musique… réunissent les deux pays par-delà leur frontière commune naturelle : le Rhin.

Au-delà des conventions générales de l’Europe concernant la libre circulation des citoyens, de nombreuses conventions spécifiques entre la France et l’Allemagne facilitent aussi les échanges et pratiques communes en matière économique. Ce que furent des projets devenus exemplaires sont aujourd’hui des réalités quotidiennes qui renforcent la coopération

entre les deux ennemis d’hier, devenus en moins de deux décennies après la fin de la Seconde Guerre mondiale, un couple moteur quant à l’avancée de l’Europe et qui le reste encore largement aujourd’hui.

THE FRANCO-GERMAN AGREEMENT, A SOLID REALITY FOR OVER HALF A CENTURY !

No other "couple" of European countries presents as many common gateways as the Franco-German couple. Upon signing the Elysée Treaty in 1963, the Franco-German entente was almost immediately materialized through school exchanges between college students, under the responsibility of a common Office of the youth. Hundreds then thousands of schools, from the early sixties, have annually provided mutual trips, allowing French and German young people to overcome the conflicts of their elders and, by getting to know each other better, to give a very concrete reality to European integration.

Alongside these educational exchanges, thousands of municipalities are engaged in twinning operations, most of which still correspond to festive events that have become tradition. Still talking about the field of education, the Franco-German agreement can be found in Franco-German high schools such as Fribourg or Saarbrucken for example, in a European governance and administration Master, an aeronautical vocational baccalaureate, a joint secretariat, a joint university ... In the area of defence, the Euro corps and the Franco-German Brigade are the most visible achievements of cooperation policies between the two pillar countries of Europe.

The general public knows of course Arte, emblematic example of Franco-German cooperation in the media field. The FrancoGerman cultural channel is a real success and is headquartered in Strasbourg. Many culture and media cooperations also exist: film, literature, journalism, music ... unite the two countries beyond their natural common border: the Rhine. Beyond the general conventions of Europe regarding the free movement of citizens, many specific agreements between France and Germany also facilitate exchanges and common practices in economic matters. What were exemplary projects have now become daily realities that reinforce cooperation between the two former enemies, have become in less than two decades after the end of World War II, a couple driving the Europe’s advance, which it is still widely does today.

DAS DEUTSCH-FRANZÖSISCHE BÜNDNIS : EINE ZUVERLÄSSIGE REALITÄT SEIT MEHR ALS EINEM HALBEN JAHRHUNDERT !

Kein anderes Paar der Länder Europas baut so viele gemeinsame Brücken wie Deutschland und Frankreich. Seit der Unterzeichnung des Elysée-Vertrages 1963 wurde die deutsche-französische

Einigung so gut wie unmittelbar durch Schüleraustauschprogramme unter dem Dach des gemeinsamen Jugendwerks konkret gemacht.

Zunächst hunderte dann tausende Schulen organisierten seit Beginn der 1960er Jahre jedes Jahr Reisen in die Partnerstädte. Auf diese Weise ermöglichten sie es deutschen und französischen Jugendlichen, die Konflikte ihrer Vorfahren zu überwinden. Sie lernten sich besser kennen und setzten den alten Konflikten eine konkrete Realität der europäischen Einigung entgegen.

Parallel zu den Schüleraustauschprogrammen engagierten sich tausende Kommunen in Städtepartnerschaften, von denen viele heute zur Institution geworden sind. Um im Bereich der Bildung zu bleiben : die deutsch-französische Einigung wird auch in deutsch-französischen Gymnasien wie in Freiburg oder Saarbrücken gelebt, in Studiengängen wie dem europäischen Master für Gouvernance und Verwaltung, durch ein technisches Abitur im Bereich Raumfahrt, durch gemeinsame Verwaltungseinheiten und gemeinsame Universitäten. Im Bereich der Verteidigung stehen das Eurocorps und die deutsch-französische Brigade für die sichtbaren Errungenschaften der politischen Zusammenarbeit beider Länder als Pfeiler Europas. Das breite Publikum kennt natürlich den Kultursender Arte als Beispiel der deutschfranzösischen Zusammenarbeit im Bereich der Medien. Arte ist eine echte Erfolgsgeschichte.

Sein Sitz befindet sich in Straßburg. Kultur- und Medienkooperationen existieren aber auch bei Film, Literatur, Journalismus und Musik. Sie verbinden beide Länder über ihre gemeinsame natürliche Grenze hinweg, den Rhein. Jenseits der vertraglichen Übereinkünfte über die Bewegungsfreiheit der Bürger erleichtern zahlreiche Verträge auch die wirtschaftliche Zusammenarbeit und den Austausch. Was einmal Pilotprojekte waren, sind heute alltägliche Errungenschaften. Sie stärken die Zusammenarbeit der Feinde von einst, die in weniger als zwei Jahrzehnten nach Ende des Zweiten Weltkriegs zum Motor eines neuen Europas wurden – und das sind sie auch heute noch.

Même si elle ne siège plus au Parlement depuis les élections du printemps dernier, Catherine Trautmann a conservé toute son influence dès qu’il s’agit de traiter les dossiers européens. Elle revient longuement avec nous sur la place toute particulière qui revient à Strasbourg, capitale européenne au même titre que Bruxelles ou Luxembourg…

Les attaques contre Strasbourg ne faiblissent pas et, à la tête de la « Task Force » strasbourgeoise, vous êtes chargée d’y faire face. Où en est-on à cet instant ? « Il faut d’abord dire et redire que nous ne nous contentons pas de traiter les problèmes que je qualifierais d’habituels, c’est à dire ceux qui sont mis en avant par les adversaires de Strasbourg : le prétendu coût exorbitant lié aux sessions parlementaires de Strasbourg, les transports, les hôtels, etc… Pour cela, un simple rappel : les jugements de la Cour Européenne à propos des calendriers des sessions du Parlement vont tous dans le même sens : un Parlement doit siéger là où il débat, délibère et vote. Point. Le siège du Parlement est donc à Strasbourg. Et Strasbourg est la capitale démocratique de l’Europe avec le Parlement et le Conseil de l’Europe. Je n’hésite pas à dire que si Strasbourg a été très tôt attaquée, c’est parce que le projet politique européen s’incarne parfaitement ici.

Ce projet politique est évident : le ressort propre de l’Europe est d’associer les partenaires qui sont prêts à le faire dans la

recherche de l’amélioration de leur sort commun par la solidarité. Et cela passe par une forte expression populaire directe, c’est à dire l’élection des députés européens qui siègent au Parlement de Strasbourg.

Derrière les attaques que vous évoquez, c’est donc bien de cela dont il s’agit : cette vision technocratique et bureaucratique qui règne à Bruxelles et qui voudrait supplanter le rôle de législateur du Parlement européen de Strasbourg. Ce rappel du Droit permet de bien mesurer que les attaques venues de « One single seat » sont mues par des ressorts politiques. Si on les écoute, il faudrait que tout soit à Bruxelles ! Et bien non, ce n’est pas comme ça ! Il y a un tripode de la construction européenne : à Bruxelles, l’exécutif. A Luxembourg, le juridique. Et à Strasbourg, le législatif ! C’est donc sur ce plan que Strasbourg a des choses à dire, ce que nous allons nous employer à faire…

Bien au-delà de sa seule position géographique, bien au-delà du symbole de la réconciliation francoallemande que Strasbourg a représenté après la Seconde Guerre mondiale, notre ville est aussi le symbole de l’entente entre la France et l’Allemagne dès qu’il s’agit de la construction européenne. Cet axe franco-allemand n’est-il pas lui aussi dans le collimateur des opposants au siège du Parlement à Strasbourg ?

Bien sûr. Le siège du Parlement européen à Strasbourg a été perçu comme un chiffon rouge par la GrandeBretagne. De tout temps, dès que la France et l’Allemagne ont été d’accord sur un dossier, la moitié du chemin a été faite. Cette entente franco-allemande, c’est l’ADN de l’Europe, elle illustre mieux que tout ce dont je parlais en évoquant le projet politique européen.

C’est ici, à Strasbourg, que s’exprime le mieux cette entente-là : « la volonté de cheminer ensemble », comme l’ont parfaitement rappelé récemment dans un débat Jacques Delors et Helmut Schmidt, par exemple, c’est le plus considérable que l’on met au-dessus de la bureaucratie. Et puis, à Strasbourg, le Parlement est beaucoup plus indépendant des lobbies qui pullulent à Bruxelles, c’est une vraie chance !

Un indice va peut-être dans le sens de vos propos.

Les jeunes européens de tous les pays de l’Union semblent très présents à Strasbourg…

Et cela va avec le nombre croissant de visiteurs. Oui, les jeunes préfèrent largement Strasbourg à Bruxelles pour leurs réunions et les occasions qui leurs sont données

pour mieux comprendre l’Europe. Si la jeunesse se saisit de ces possibilités, c’est parce qu’elle sait qu’ici, il y a une grande place pour chaque acteur de la démocratie en Europe.

Cette question du siège du Parlement européen à Strasbourg n’est pas seulement un dossier local ou régional. C’est aussi une question nationale…

A l’évidence. Nous avons ce statut particulier qui est lié à l’Europe et la France ne le perd pas de vue. Nous avons obtenu le statut d’Eurométropole, ce qui veut dire que notre vocation de métropole dédiée aux institutions européennes est reconnue par la loi et vient renforcer les effets du contrat triennal entre l’Etat, la Ville de Strasbourg, la CUS, devenue Eurométropole, le Département et la Région Alsace. Un exemple existe et qui peut illustrer la position de Strasbourg : celui de Bonn, l’ancienne capitale fédérale allemande qui est devenue, de fait, une « ville fédérale » et qui a conservé environ la moitié des ministères allemands.

En outre, Strasbourg a la garantie d’être le chef-lieu de la future Grande Région. Cette garantie-là plus le statut de capitale européenne sont des signes que l’Etat n’a pas fait que parler : il nous a donné des assurances pour qu’aux yeux de l’Europe, Strasbourg reste bien la capitale parlementaire de l’Union. Cela illustre bien le polycentrisme voulu dès l’origine par les fondateurs de l’Europe. Strasbourg n’est pas une capitale d’Etat mais elle abrite la dimension citoyenne de l’Europe. C’est justement pour donner force à cette représentation qu’ils n’ont pas choisi une capitale nationale.

Cette recherche d’équilibre a été un marqueur, dès le départ.

Ce n’est d’ailleurs pas pour rien que le siège de l’Association des Régions d’Europe est à Strasbourg…

En charge du développement économique au sein de l’Eurométropole, vous êtes donc présente sur tous les fronts dès qu’il s’agit du rayonnement de Strasbourg…

J’ai en effet ces deux « casquettes », celle de diriger la Task Force et celle de dynamiser le développement économique de l’Eurométropole. Puisque nous parlons ici d’Europe, ce qui est bon pour l’attraction internationale de Strasbourg est également un atout pour Strasbourg, siège du Parlement européen et capitale parlementaire de l’Europe. Nous voulons associer le monde des entreprises et leur proposer de passer à l’offensive sur nos axes prioritaires : l’innovation, notre performance économique et numérique, l’attractivité et l’accueil… A l’évidence, tout le monde y a intérêt et au final, tout le monde s’y retrouvera… »

“EUROPE OF THE PEOPLE, IT'S HERE! " Although she no longer sits in Parliament since the election last spring, Catherine Trautmann has retained all her influence when it comes to dealing with European issues. She talks to us at length about the special place special that Strasbourg takes, European capital just as Brussels or Luxembourg ...

Attacks against Strasbourg are not weakening and, at the head of the "Task Force" Strasbourg, you are responsible for addressing them. Where are we at this moment?

"We must first say and reiterate that we do not just treat the problems I would describe as usual, ie those put forward by opponents of Strasbourg: the alleged exorbitant cost of the parliamentary sessions in Strasbourg, transportation, hotels, etc... For this, a simple reminder: the judgments of the European Court about the calendars of parliamentary sessions are all going in the same direction: a Parliament must sit where it debates, deliberates and vote. Period. The seat of Parliament is in Strasbourg. And Strasbourg is the democratic capital of Europe with the Parliament and the Council of Europe. I do not hesitate to say that if Strasbourg was attacked early on, it is because the European political project is perfectly embodied here. This political project is clear: the goal specific to Europe is to involve partners who are willing to do 34

so in search of improving their common destiny by solidarity. And this requires a strong direct popular expression, ie the election of MEPs who sit in Parliament in Strasbourg. Behind the attacks you mentioned, it’s really what it's all about: this technocratic and bureaucratic vision that prevails in Brussels, which would supplant the legislative role of the European Parliament in Strasbourg. This reminder of the Law provides a clear point that the attacks coming from "one single seat" are driven by political jurisdictions. If we listened to them, we should have everything in Brussels! Well no, it's not like that! There is a tripod of European construction: Brussels has the executive branch, Luxembourg the legal, and Strasbourg the legislative! It is on this basis that Strasbourg has things to say, which is what we will strive to do...

Well beyond its geographic location, beyond the symbol of Franco-German reconciliation that Strasbourg has represented after the

Second World War, our city is also the symbol of the agreement between France and Germany as soon as we talk about European construction. Isn’t this Franco-German axis also in the sights of opponents to the Parliament building in Strasbourg?

Of course. The seat of the European Parliament in Strasbourg has been seen as a red flag for Britain.

Traditionally, once France and Germany have agreed on n issue, half the work was done. This FrancoGerman entente is the DNA of Europe, it illustrates better than anything I mentioned, by evoking the European political project. It is here, in Strasbourg, that this agreement is best expressed, "the will to walk together", as was recently pointed out Jacques Delors and Helmut Schmidt in a debate, for example, it is the most considerable that is put over bureaucracy.

And also, in Strasbourg, the Parliament is much more independent of lobbies that swarm in Brussels, it is a real chance!

One clue perhaps supports your words. Young Europeans of all countries of the Union seem very present in Strasbourg...

And it goes with the increasing number of visitors. Yes, young people largely prefer Strasbourg to Brussels for meetings and the opportunities that are their given

to them to better understand Europe. If the youth seize these opportunities, it is because they know that here is a great place for every actor of democracy in Europe.

This question of the seat of the European Parliament in Strasbourg is not only a local or regional issue. It is also a national issue...

Obviously. We have this special status that is linked to Europe and France does not lose sight of it. We have obtained the status of Euro metropole, which means that our metropolis vocation dedicated to European institutions is recognized by law and reinforces the effects of the three-year contract between the State, the City of Strasbourg, the CUS, become Euro metropole, the Department and the Alsace Region. An example already exists thatcan illustrate the position of Strasbourg: that of Bonn, the former German federal capital that has become, in effect, a "federal city" and has retained about half of German ministries.

Moreover, Strasbourg is guaranteed to be the capital of the future large region. This warranty then along with the status of European capital are signs that the state did not just talk: it gave us assurances that in the eyes of Europe, Strasbourg remains the parliamentary capital of Union. This illustrates polycentrism wanted from the start by the founders of Europe. Strasbourg is not a state capital but is home to the citizen dimension of Europe.

It is precisely to give force to this representation that they did not chose a national capital. This balancing was a marker from the JUILLET 2015 •

In charge of economic development within the Euro metropole then you are present on all fronts when it comes to the influence of Strasbourg ...

Indeed, I wear these two "hats", that of directing the Task Force and that of boosting the economic development of the Euro metropole. Since we are talking about Europe, what is good for the international attraction of Strasbourg is also an asset to Strasbourg itself, seat of the European Parliament and Parliamentary capital of Europe. We want to involve the business world and suggest they go on the offensive on our priorities: innovation, our economic and digital performance, attractiveness and hospitality ...

Obviously, everybody has an interest and in the end everyone will benefit... " « DAS EUROPA DER VÖLKER FINDET IN STRASSBURG STATT ! » Wenngleich sie seit den Wahlen vom vergangenen Frühjahr nicht mehr dem Europäischen Parlament als Abgeordnete angehört, hat sich Catherine Trautmann ihre einflussreichen Kontakte bewahrt, wenn es um Straßburg und Europa geht. Im Gespräch mit uns geht sie ausführlich auf Straßburgs Position als Europäische Hauptstadt neben Brüssel und Luxemburg ein.

Die Angriffe gegen Straßburgs Status als Europäische Hauptstadt lassen nicht nach. Sie führen die « Task Force » an, die Straßburg diesbezüglich verteidigen soll.

Wo stehen wir zurzeit ? « Man muss es wieder und wieder sagen, dass wir uns nicht damit zufrieden geben, die gewöhnlichen Probleme zu behandeln, das heißt jene, die von den Straßburg-Gegnern immer unablässig angeführt werden: Da wären die angeblichen hohen Kosten, die durch die Sitzungswochen in Straßburg verursacht würden, der Transport, die Hotels. Dazu gnügt es, auf die Rechtsprechung des Europäischen Gerichtshofs bezüglich der Verteilung der Sitzungswochen zu verweisen, die durchweg besagen : Ein Parlament hat dort seinen Sitz, wo es debattiert und abstimmt.

Punkt. Der Sitz des Europäischen Parlaments ist daher Straßburg. Straßburg ist die demokratisch legitimierte Hauptstadt Europas mit dem Europäischen Parlament und dem Europarat. Ich zögere nicht, zu sagen, dass Straßburgs Status sehr früh schon in Frage gestellt wurde, weil mit ihm auch das politische Projekt Europas 36

verknüpft war. Was es beinhaltet, ist ganz offensichtlich.

Die eigentliche Aufgabe Europas ist es, jene Partner, die dazu bereit sind, an einen Tisch zu holen, um solidarisch nach Verbesserungen zu suchen. Das geht nur über den direkten Ausdruck eines starken Volkswillens, das heißt die Wahl der Abgeordneten, die in Straßburg zusammenkommen. Hinter den Angriffen, von denen Sie sprechen, steckt also genau das : Diese technokratische und bürokratische Vision von Europa, die in Brüssel herrscht und die am liebsten die Rolle des Straßburger Parlaments als Gesetzgeber aushebeln möchte. Wenn man sich die Rechtslage in Erinnerung ruft, kann man besagte Forderungen nach « One single seat » als von politischen Interessen geleitet besser einschätzen. Ginge es nach den Kritikern, müssten alle Institutionen in Brüssel stehen. Aber nein, so geht das nicht ! Es gibt eine Dreiteilung der Europäischen Macht.

In Brüssel befindet sich die Exekutive. In Luxemburg die Jurisdiktion und in Straßburg die Legislative. Vor diesem Hintergrund hat Straßburg ein Wörtchen mitzureden, und genau das werden wir tun.

Abgesehen von seiner geografischen Lage und seiner Rolle als Symbol der deutsch-französischen Versöhnung nach dem Zweiten Weltkrieg steht Straßburg auch für das Bündnis zwischen Deutschland und Frankreich im europäischen Einigungsprozess. Ist nicht auch diese Achse Zielscheibe der Gegner des Parlamentssitzes in Straßburg ?

Gewiss. Der Parlamentssitz in Straßburg ist für Großbritannien wie ein rotes Tuch. Es war zu jeder Zeit so, dass, sobald sich Frankreich ud Deuschland einig waren, die Hälfte des Wegs geschafft war. Diese deutsch-französische Übereinkunft ist die Wirbelsäule Europas : Sie veranschaulicht besser als alles andere, von dem ich in Bezug auf das politische Projekt Europas gesprochen habe. Hier in Straßburg kommt dieses Bündnis am besten zum Ausdruck : « Der Wille, den Weg gemeinsam zu gehen », haben das Jacques Delors und Helmut Schmidt kürzlich bei einer Debatte treffend beschrieben. Das ist das beste, was man über die Bürokratie stellen kann. Und dann ist das Parlament in Straßburg viel unabhängiger von den Lobbyisten, von denen es in Brüssel wimmelt - das ist ein echter Vorteil !

Es gibt etwas, das vielleicht in die Richtung weist, die Sie beschreiben. Junge Europäer aus allen Staaten sind in Straßburg sehr präsent…

Das geht auch einher mit der Zahl der Besucher überhaupt. Ja, die jungen Europäer ziehen Straßburg

Brüssel vor, bei ihren Begegnungen und vielen anderen Gelegenheiten, die dazu beitragen, dass sie Europa besser verstehen. Wenn schon die Jugend danach greift, dann deshalb, weil sie weiß, dass es in Straßburg viel Platz gibt für jeden, der sich für die Demokratie in Europa einsetzt.

Die Frage des Parlamentssitzes in Straßburg ist nicht nur eine lokale und regionale Angelegenheit, sondern auch Sache der Regierung …

Das ist offensichtlich. Wir haben diesen Sonderstatus, der an Europa geknüpft ist und Frankreich wird das nicht aus den Augen verlieren. Straßburg besitzt den Status einer Eurometropole, was besagt, dass unsere Ausrichtung als Metropole an Europa und seinen Institutionen orientiert und gesetzlich anerkannt ist. Der Finanzierungsvertrag zwischen Staat, Stadt und der Stadtgemeinschaft, die inzwischen Eurometropole ist, dem Département und der Région Alsace unterstützt das. Es gibt ein Beispiel, das die Stellung Straßburgs illustrieren kann. Bonn ist die alte Hauptstadt der Bundesrepublik, hat aber etwa die Hälfte der deutschen Bundesministerien behalten.

Darüber hinaus besitzt Straßburg die Garantie, dass es die Hauptstadt der neuen großen Region sein wird. Diese Garantie zusammen mit dem Status als europäische Hauptstadt sind ein Zeichen dafür, dass Europa nicht nur redet. Man hat uns

zugesichert, dass Straßburg die parlamentarische Hauptstadt der Union bleiben wird. Ein polyzentrisch organisiertes Europa war von den Gründervätern gewollt. Straßburg ist nicht die Hauptstadt eines Nationalstaates. Es steht für die Dimension der europäischen Bürgerhauptstadt. Indem die Gründerväter keine nationale Hauptstadt gewählt haben, trugen sie der Repräsentativität Rechnung. Die Suche nach einem Gleichgewicht der Kräfte hat Europa von Beginn an ausgezeichnet. Nicht von ungefähr befindet sich auch der Sitz der Vereinigung der Regionen Europas in Straßburg.

Als Beauftragte für die wirtschaftliche Entwicklung der Eurometropole sind Sie an allen Fronten tätig, sobald es um die Ausstrahlung Straßburgs geht …

Ich bin tatsächlich für zwei verschiedene Dinge zuständig.

Zum einen leite ich die Task Force, zum anderen ist es meine Aufgabe, die wirtschaftliche Entwicklung der Eurometropole voranzutreiben. Wo wir hier schon von Europa sprechen : Was für die internationale Anziehungskraft von Straßburg gut ist, nützt auch Straßburg als Parlamentssitz und als parlamentarische Hauptstadt. Wir wollen die hier ansässigen Unternehmen mit ins Boot holen und sie davon überzeugen, dass sie sich unseren Arbeitsprioritäten anschließen sollen: Innovation, ökonomische und digitale Performance, Attraktivität und Gastfreundscaft. Daran haben alle ein Interesse und letztlich wird sich jeder darin wiederfinden…»

« Je suis arrivé à Strasbourg le jour de tous les saints », précise en souriant Javier Aguilar lorsqu’il évoque son installation alsacienne le 1er novembre 2004. C’est son mariage avec Carmen qui a amené ce journaliste à quitter Madrid où il suivait le ministre des affaires étrangères espagnol et la famille royale pour le journal « La Razon ». Carmen ayant obtenu un poste de juriste à la Cour européenne des droits de l’Homme, il est devenu correspondant de l’Agence de presse espagnole EFE au Conseil de l’Europe. Deux petites filles sont nées, Olivia et Candela, et la famille a fait son nid strasbourgeois dans la joie et la bonne humeur. « Si on me propose de rentrer en Espagne, je refuse ! », annonce Javier qui apprécie de pouvoir venir au travail à pied ou en vélo alors qu’à Madrid, il lui fallait plus d’une heure.

Madrid, il adore y passer quelques jours mais il ne s’y voit plus y vivre. Son travail d’agencier le passionne, lui qui a touché à la radio, à la télévision et à la presse quotidienne.

Il suit l’actualité du Conseil de l’Europe et de l’Eurocorps mais aussi « tout ce qui peut intéresser le public espagnol et latino-américain ». « L’histoire de l’Alsace - sa double culture française et germanique - est peu connue dans le monde hispanique, précise-t-il. « J’ai écrit – entre autres - sur le camp nazi du Struthof, sur les « Malgré-nous »…

Mais aussi sur les vins, domaine où il y a tellement de choses à découvrir, et sur le parrainage des ruches d’abeilles, un de mes papiers préférés ! » Sans oublier la culture dont Javier est grand amateur. Il est de toutes les inaugurations de la Foire d’art contemporain ST’ART, calepin et stylo à la main, et il chante dans la chorale du Conseil de l’Europe « un répertoire XVIIe mais aussi des choses plus actuelles comme « Sous le ciel de Paris. ». Javier aime l’ambiance cosmopolite de la plus ancienne des organisations paneuropéennes. « 47 Etats-membres, des collègues correspondants devenus amis qui viennent d’un peu partout, y compris de Chine ou des Etats-Unis… C’est très enrichissant ». bien sûr qu’il y croit. Celle des 47 et celle des 28. « Les « anti » gagnent en puissance, dit-il, il faut les respecter. Mais au lieu de nous lamenter, nous devons montrer les avantages de l’union des peuples surtout dans cette époque où la population voit dans l’Europe une machine très - voire trop économique - mais pas assez sociale. » SON CAFÉ PRÉFÉRÉ ? « Sans aucun doute « Le Brant » - 11 Place de l’Université. « heureusement sauvé de la disparition ! » SON RESTAURANT PRÉFÉRÉ ? « Paco de Maria » - 67 rue Saint-Urbain - pour son « excellente cuisine espagnole ». Mais aussi « Chez Yvonne » - « pour la cuisine et le souvenir de tous ces dîners de chefs d’Etat qui s’y sont tenus ».

SES RENDEZ-VOUS INCONTOURNABLES ? La liste est longue entre les saisons de l’Opéra, celles de l’Orchestre philarmonique, les salons d’art tels que ST’ART ou Résonance[s] (Métiers d’art)… Les nourritures de l’esprit lui sont indispensables mais il est aussi… fin gourmet et ne rate ni le « Salon du vignoble indépendant » ni « Mer et Vigne ». « Quand on vit à Strasbourg, il faut profiter de tout ce que la ville et l’Alsace proposent ! »

JAVIER AGUILAR, AT THE HEART OF THE EUROPE OF THE 47 "I arrived in Strasbourg on all saints day" says a smiling Javier Aguilar when talking about his Alsatian arrival on 1 November 2004. It is his marriage to Carmen that brought the journalist to leave Madrid, where he followed the Spanish foreign minister and royal family for the newspaper "La Razon". Carmen got a job as a lawyer at the European Court of Human Rights and he became correspondent for the Spanish news agency EFE at the Council of Europe. Two little girls were born, Olivia and Candela, and the family made their Strasbourg nest in joy and good humour. "If I get an offer to return to Spain, I refuse!” says Javier who appreciates being able to come to work on foot or by bike whereas in Madrid, it took him more than an hour. Madrid, he loves to spend a few days there but he can’t picture himself living there again.

His work in an agency enthuses him, who has previously worked in radio, television and daily 40

newspapers. He follows the news of the Council of Europe and the Eurocorps but also "everything that can interest the Spanish and Latin American public." "The history of Alsace - its dual French and German culture - is little known in the Hispanic world, he says. “I wrote - among other things - about the Nazi camp Struthof, on the "Despite Us "... But also on wines, an area where there is so much to discover, and the sponsorship of beehives, one of my favourite papers! " Not forgetting the culture, of which Javier is a great lover.

He is at all the inaugurations of the Contemporary Art Fair ST'ART, notebook and pen in hand and sings in the choir of the Council of Europe "a seventeenth repertoire but also more current things like" Under the Paris sky". Javier loves the cosmopolitan atmosphere of the oldest of the pan-European organizations. "47 Member States, correspondent colleagues become friends who come from all over, including China and the US ... It's very rewarding." As for Europe, of course he believes in it. HIS MUST-SEE EVENTS? The list is long between seasons of the Opera, those of the Philharmonic Orchestra, art fairs such as ST'ART or Resonance [s] (Crafts) ... Food for the mind are indispensable but he is also ... a foodie and never misses the "Independent vineyard Fair" or "Sea and Vine". "When you live in Strasbourg, we must enjoy everything that the city and Alsace have to offer!"

JAVIER AGUILAR IM HERZEN DES EUROPAS DER 47 « Angekommen bin ich in Straßburg an Allerheiligen », erzählt Javier Aguilar mit einem Lächeln. Es war also ein 1. November, im Jahr 2004. Seine Heirat mit Carmen war der Grund, warum er Madrid, wo er für die Tageszeitung « La Razon » über die spanische Außenpolitik und das Königshaus berichtete, verlassen hat. Carmen nahm damals eine Stelle als Juristin am europäischen Gerichtshof für Menschenrechte an. Und er wurde Korrespondent für die spanische Nachrichtenagentur EFE beim Europarat. Zwei Töchter kamen zur Welt, Olivia und Candela. Die Familie richtete sich ihr Leben in Straßburg ein nach dem Prinzip : « Sollte mir jemand anbieten, nach Spanien zurückzugehen, lehne es ab! », sagt Javier. Er schätzt es, dass er in Straßburg zu Fuß oder mit dem Rad zu Arbeit kommt. In Madrid, sagt er, wäre er mehr als eine Stunde unterwegs. Madrid liebt er für Besuche und kurze Aufenthalte. Ein Leben kann er sich dort nicht mehr vorstellen. Für seine Arbeit als Agenturjournalist begeistert er sich wie am ersten Tag, obwohl er auch schon für Radio, Fernsehen und Tageszeitungen gearbeitet hat.

Sein Hauptthema sind der Europarat und das Eurocorps, aber er berichtet auch über « alles, was den spanischen und lateinamerikanischen Leser interessieren könnte ».

«Die Geschichte des Elsass und seine deutsch-französische Kultur sind in Spanien kaum bekannt », erklärt er. « Unter anderem habe ich über das Konzentrationslager Struthof und die Malgré-nous geschrieben. » Sein Interesse gilt aber auch dem Wein, einem Gebiet, auf dem es jede Menge zu entdecken gibt. Er hat auch schon über Bienenzucht geschrieben. « Einer meiner Lieblingsartikel », verrät er. Javier ist – nicht zu vergessen – auch ein großer Kulturfreund. Er hat keine einzige Vernissage der Straßburger Kunstmesse ST’ART verpasst. Außerdem singt er im Chor des Europarates. « Unser Repertoire umfasst vor allem das 17. Jahrhundert, aber auch aktuellere Stücke wie « Sous le ciel de Paris » (Unter dem Himmel von Paris). Javier liebt das Kosmopolitische an der ältesten der europäischen, überstaatlichen Organisationen, dem Europarat. « 47 Mitgliedsländer, Korrespondentenkollegen, die von überallher kommen, China und die Vereinigten Staaten eingeschlossen…das ist eine große Bereicherung.»

Natürlich glaubt Javier an Europa. An das der 47 und an das der 28. «Die Gegner gewinnen an Macht », warnt er. « Statt zu lamentieren, müssen wir jedoch die Vorteile unserer Union der Völker verteidigen, vor allem in einer Zeit, in der die Bevölkerung Europa zu sehr als eine ökonomische Maschinerie und nicht genügend ihre sozialen Leistungen wahrnimmt.»

SEIN LIEBLINGSCAFÉ? «Zweifellos das Café Brant » 11 Place de l’Université. « Zum Glück ist es gerettet worden ! » SEIN LIEBLINGSRESTAURANT? « Paco de Maria » 67 rue Saint-Urbain. Dort wird eine exzellente spanische Küche serviert. Aber er schätzt auch « Chez Yvonne » 10, rue du Sanglier – «wegen der Küche aber auch, weil dort die Erinnerung an all die Dîners von Staatschefs lebendig sind. » WAS MAN AUF KEINEN FALL VERSÄUMEN SOLLTE ? Die Liste ist lang, denn für ihn gehören die Rheinoper, das Philharmonische Orchester, St’Art und vieles andere dazu. Nahrung für den Geist sei unverzichtbar, aber Javier ist auch ein echter Gourmet und versäumt niemals den « Salon des vins des vignerons indépendants » oder « Mer et Vigne ». «Wenn man in Straßburg lebt, muss man alles, was die Stadt und das Elsass zu bieten haben, auskosten!»

C’est un lieu, un vrai, un de ceux qui vous font changer d’univers. Mais celui-là vous pouvez en emporter une part avec vous, faite de douceur et de fraîcheur, petite brique d’Orient en forme de savon. « Le savon d’Alep a 4 000 ans », raconte Didier Chehadeh qui a fondé la boutique avec Abboud Kabbani. Ces deuxlà savent de quoi ils parlent. Ils viennent de cette ville aujourd’hui ravagée par la guerre qu’ils ont quittée en 2012. « Lorsqu’on a compris que l’exil allait être long, on a décidé de faire quelque chose », explique Didier, et on a créé cette boutique qu’on a appelée « L’Âme du savon d’Alep ». Pour ne pas que ce produit magnifique soit oublié… » Didier en fabriquait dans sa ville mais ses stocks (120 tonnes !) lui ont été volés et il n’a pu en sauver que 25 tonnes ce qui représente quelque 12 000 savons.

Il raconte tout ça, philosophe, et se réjouit que la production ait repris depuis deux ans. Sa famille là-bas joue l’interface avec les producteurs et il peut vendre ici le vrai savon d’Alep si cher à son cœur. Composé d’huile d’olive et d’huile de baie de laurier ajoutée en fin de cuisson, saponifié à la cendre de salicorne, parfumé – un fois sec – d’huiles essentielles de jasmin, de fleur d’oranger… le savon d’Alep peut prendre plusieurs formes – cœur, poisson, motif cachemire aux allures de larme… - et se décliner en différents calibres, de 10 à 200 grammes.

On les trouve tous dans la boutique ainsi que des serviettes de hammam, des verres à thé, des cuillères en cuivre argenté, des coupelles, des carafes de Damas… Sans oublier les pierres d’alun, le savon noir, les huiles précieuses… Mais aussi les objets en pneus recyclés venus eux aussi de Syrie, cabas, cachepots, trousses de toilette… Ils sont acheminés via le port de

NOT TO BE FORGOTTEN… It is a place, a true one, one of those that make you change your world. But with this one you can take a part of it with you, made of softness and freshness, a small oriental brick-shaped soap.

"The Aleppo soap is 4000 year old", says Didier Chehadeh who founded the shop with Abboud Kabbani. These two know what they are talking about.

They come from that now war-ravaged city they left in 2012. "When we understood that exile would be long, we decided to do something," says Didier, so we created this shop which was called "The Soul of Aleppo soap". In order for this wonderful product not to be forgotten... " Didier manufactured it in his city but his stock (120 tons!) was stolen and he was able to save only 25 tons which represents 12 000 soaps. He tells his story, philosophically, and he is pleased that production has been resumed for two years. His family out there plays the role of the middle man with the producers, and he can sell here the real Aleppo soap so dear to his heart. Composed of olive oil and laurel oil towards the end the cooking, saponified with salicornia ash, fragranced – once dry – with essential oils of jasmine, and orange blossom ... the Aleppo soap can take many forms - heart, fish, paisley in tear-like shape... - and be divided into different sizes, from 10 to 200 grams. All are found in the shop along with hammam towels, tea glasses, silver-plated copper spoons, cups, Damascus jugs... Not to mention the alum stone, black soap, precious oils... But also objects from recycled tyres also from Syria, shopping bags, plant pots, toilet bags...

They come in via the still operational port of Latakia.

Didier is surprised but delighted. With this, it's a part of Syria’s soul that survives in his beautiful shop.

GEGEN DAS VERGESSEN An diesem Ort taucht jeder in ein fremdes Universum ein. Zum Glück kann man sich ein Stück davon mit nach Hause nehmen, ein Stück Sanftheit und Frische, ein kleines Stück Orient, in Form einer Seife. « Seife aus Aleppo gibt es seit 4000 Jahren », erzählt Didier Chehadeh, der die Boutique gemeinsam mit Abboud Kabbani eröffnet hat.

Beide wissen, wovon sie sprechen. 2012 haben sie ihre Heimatstadt verlassen, die heute vom Krieg verwüstet ist. «Als uns klar geworden war, dass unser Exil länger dauern würde, haben wir beschlossen, ein Geschäft zu eröffnen », erklärt Didier. Deshalb haben wir unsere Boutique auch die Seele der Seife von Aleppo (« L’Âme du savon d’Alep ») genannt. Dieses in ihren Augen fantastische Produkt sollte nicht in Vergessenheit geraten. Didier ließ Seife in Aleppo produzieren. Seine Lagerbestände – 120 Tonnen - wurden ihm jedoch gestohlen. 25 Tonnen, so viel wie 12 000 Seifen, konnte er retten. Er erzählt dies alles wie ein Philosoph und freut sich, dass die Produktion vor zwei Jahren wieder aufgenommen werden konnte.

Seine Familie, die zurückgeblieben ist, vermittelt zwischen ihm und den Herstellern, so dass er in Straßburg echte Seife aus Aleppo, die ihm so viel bedeutet, verkaufen kann. Die Original-Seife besteht aus Olivenöl und aus Lorbeeröl, das am Ende des Kochvorgangs hinzugefügt wird. Geseift wird mit Asche von Meeresspargel, parfümiert wird die Seife, sobald sie getrocknet ist mit ätherischen Ölen wie Jasmin oder Orangenblüte. Es gibt sie in Herz-, Fisch und Tropfenform und in verschiedenen Größen zwischen 10 und 200 Gramm. Hammam-Tücher, Teegläser, Löffel aus versilbertem Kupfer, Becher und mundgeblasene Karaffen, nicht zu vergessen AlaunSteine, schwarze Seife, kostbare Öle und noch viel mehr wie Objekte aus recykelten Reifen, die ebenfalls aus Syrien stammen sind bei Didier zu haben. Aus Syrien importiert wird das alles über den Hafen von Latakia, der noch immer in Betrieb ist. Auch Didier erstaunt das.

Aber er freut sich einfach darüber. Denn dadurch überlebt ein Stück der Seele Syriens in seinem wunderbaren Laden.
