OREGON PARK DISTRICT

Letter from the Director

Dear Oregon Park District Residents,

At the Oregon Park District, we believe that transparency and open communication are essential parts of serving our residents. As we move into the later part of the current fiscal year and begin planning for the next fiscal year (starting January 1), we’d like to share information about how the District is funded and why program and facility fees play a vital role in our overall financial structure.

The District currently employs 12 full-time staff members and approximately 40 part-time employees who support and maintain 11 park sites totaling nearly 150 acres, as well as one recreation facility. Our team takes great pride in offering safe, well-maintained spaces and high-quality recreation programs for all ages.

For the FY2025 budget, the District will collect $3,118,630.76 in property tax revenue. Of that amount, 70.4% is generated by Constellation, while the remaining 29.6% is contributed by all other taxpayers within the District’s boundaries.

Although tax dollars make up an important part of our budget, they do not fully cover the cost of operating the District. Total expenses for the year are expected to be $6,368,362. To help cover the remaining cost, the District also relies on grants, annual fund balances, and revenue generated through program and facility fees.

To ensure that fees are fair, responsible, and consistent, our Board of Commissioners has adopted a Net Revenue Policy, which guides all program fees and outlines net revenue expectations based on program classification. Over the past year, a number of program changes have been implemented in order to move progressively toward meeting the net revenue goals across all programming. This approach helps ensure financial sustainability while still providing high-quality and accessible recreational opportunities for all residents.

Our goal is to be good stewards of public funds and provide exceptional parks and recreational opportunities in a financially sustainable way. As you read through the fall activity guide, we invite you to explore the many programs available and encourage you to enroll in those that best match your interests and needs.

Thank you for your continued support of the Oregon Park District. We look forward to serving you in the seasons ahead.

Sincerely,,

Catch the Wave Swim Cub structures the program to provide much more than just swimming lessons. Our curriculum, teacher training, evaluation system, and parent communication are all designed to provide a total Aquatic Education. Our primary technique to achieve water safety is to teach all students to comfortably live in the water. When a student truly learns to live in the water, the strokes come easily. We find that when a child enjoys the lessons, the more successful the learning process is. Therefore, our priority is to create a happy atmosphere.

Small class sizes • Professionally trained teachers
