University of Oregon senior advertising student Ahoua Toure’s energy is contagious, and her passion for designing her own clothing line is seen in her fashion. Originally from the Ivory Coast, all of her designs are made with vintage African fabric from her home country.

“They are really unique patterns that have simple designs,” Toure said. “Whenever I go back home, I try to do as many designs as I can.”

Toure moved to North Dakota in high school where she began to design clothing, but she created the majority of her collection last summer. Toure wanted to go to fashion school but her parents weren’t as excited about the idea. She decided to take matters into her own hands by designing clothes for herself. When peers started complimenting her designs, she began to take it more seriously.

“The fashion world is really competitive and crazy. I didn’t want to do anything unless I knew I could bring something unique and I could change the game,” Toure said. “Last fall, I finally decided I should do something about it.”

With her goal in mind, Toure saved over $2,000 and used the money to buy more fabric. She wanted to prove to her parents that she was serious about pursuing a career in clothing design. Toure was nervous to show her parents what she created, but The Emerald is published

when they saw her designs they started to believe in her.

“It’s definitely a bonus when the people that I love and respect are supporting me.”

Toure begins her design process by sketching in her notebook and writing a short description to accompany each piece. She wants women to feel empowered when they wear her clothing, and the description of each piece captures the unique qualities she instills in each design.

One of the blouses she designed is named “Lola.”

A note next to her sketch reads, “Lola is a free spirit woman who is sweet and a little extravagant. Never afraid to try and do everything. Lola is always on the run for a new adventure.”

Toure finds inspiration from her everyday life.

“One time my mom was yelling at me and I saw that the patterns on the pillow behind her were really nice,” she said. “They had gold peacock feathers and I thought it would be a really nice fabric.”

Eventually, she wants to take her brand to the next level by creating her own fabrics.

Toure has a team of four people in the Ivory Coast that sew her designs. She said they work perfectly together and Toure has a lot of respect for them because she knows how much time it takes to pull the intricate details of each design together.

“The details are really important to me and they can only be done by hand,” Toure said.

Her collection features bright patterns, many of which have Swarovski crystals on them. But Toure says that most people on the Ivory Coast rarely wear African clothing because it is considered to be outdated.

Toure wants to change that because she believes that culture is an important part of everyone’s life.

“Once people start wearing my designs and feeling more comfortable, I’m hoping that they will start to love African fabrics more,” she said.

Toure completed over 30 different designs last summer alone. The quality of the designs she makes is especially important to her: She wants the fabrics on the inside of her pieces to be as nice as they are on the outside. For example, a denim jacket she designed has a velvet interior.

“It’s really important to me to deliver the best work possible,” Toure said. “I want the people that buy it to feel like they are investing in it.”

Toure hopes to work in advertising and also own a boutique where she can sell her clothes. Over the summer, Toure completed a 12-credit internship while still designing her own clothes.

“As long as I want to do something, I will always find time for it.”

Editor’s Note: When the Native Americans from Standing Rock Sioux Reservation called for support, tens of thousands answered by standing on the front lines or donating materials. Much of this help comes from the Pacific Northwest, Eugene and even the University of Oregon.

When an Emerald reporter arrived at camp, he found the largest demonstration of Native American unity in U.S. history.

Roni Mathis, known as Chef Roni in the camp, prepares large platters of tuna noodle casserole for an upcoming meeting. The kitchen is equipt to feed 600 camp members.

The inside of an 18-by-36-foot Army surplus tent is pitch black when the lights are off. The walls and ceiling are made from a thick, rubberized canvas that blocks any light from the outside. Even with a cast iron woodstove in the corner — the kind you might find in a cabin — the inside of the giant green tent is cold. It’s around 10 degrees outside — and that’s warm for a North Dakota winter.

The silence is broken by the sound of someone walking in the distance. With each step, the sound of snow and ice crunching underfoot grows louder until it stops outside the doorway, then comes the sound of a gas cap being twisted off the generator outside, and with two heaves on the pull cord, an engine coughs to life. The dingy, overhead light illuminates a room full of bunks.

No one stirs when the light comes on, but trying to go back to sleep is a waste of time. It’s around 8 a.m. and there is much to do every day in Oceti Sakowin camp — the last obstacle for Dakota Access Pipeline’s $3.8 billion project. A community meeting at “the dome” starts in an hour and, time for coffee included, that’ll already be a hurried walk.

Outside the tent, the sound of helicopter blades thumping against the air drowns out the buzz of the generator along with any semblance of tranquility. The thundering bright yellow chopper

Bassist Mike Watt has influenced punk rock forever ➥ CRAIG

Mike Watt can’t stop playing bass.

No matter what life throws at the punk-rock icon, he is always drawn back to the four-stringed instrument that has developed into an extension of himself — so much so that his email signature reads, “on bass, watt.�

In January of 2000, Watt had a near-death experience that forced him to stop playing bass for nearly six months. He eventually taught himself how to play again and turned the experience into his second rock opera, “The Secondman’s Middle Stand.�

When he felt crippling pain in his hands from playing bass, he switched to a bass with a thinner neck. Watt has completed 60 tours — what he defines as traveling for a month or longer — and he plans for 60 more. “I’m a bass player. So what does a bass player do? He plays bass,�

Watt said in a Skype interview with the Emerald.

In 1980, Watt’s highly influential and most renowned band, the Minutemen, released its first EP, “Paranoid time.�

He has played with dozens of groups including fIREHOSE, Eddie Vedder and Dave Grohl, as well as a 10-year run with Iggy Pop and the Stooges; he has also recorded acts ranging from Sonic Youth to Kelly Clarkson.

As a 13-year-old living in San Pedro, California, Watt first learned about the bass guitar when his childhood friend Dennes Boon’s mom insisted that her son would play guitar, leaving Watt with the bass.

In 1970 D. Boon jumped out of a tree and found Watt instead of the friends who were supposed to be playing “Eskimos� at the park with him. The pair was always mentally in tune with each other as they struck an immediate kinship founded on playing guitar and collaborating on songwriting with a do-it-yourself approach that they call “jamming econo.� “You don’t even have to teach him shit,� Watt said of Boon. “You play something and he plays something right away, like some osmosis thing.�

Watt and D. Boon teamed with fellow 1976 San Pedro High School graduate George Hurley to form the Minutemen, a punk trio that packed more passion and energy into minutelong songs than most bands can evoke in a career. Put more simply, they said “our band could be your PA G E 2

life� in “History Lesson Part II.� In 1984, the band released its 45-song masterpiece, “Double Nickels On The Dime,� which Rolling Stone lists as the 413th greatest album of all time.

Punk rock was not popular in San Pedro in the late ‘70s; Watt recalls being able to count all the punks in the city on one hand: Boon, Watt and Hurley. But as the punk movement grew, the Minutemen used their unique characteristics in each song to become leaders of the scene. When writing, each member would bring ideas that the band would fill in. This approach led to some of the greatest songs the genre has ever seen.

On Dec. 22, 1985, D. Boon died in a van accident. He was 27; Watt had turned 28 two days prior. Not only did Watt lose his best friend and creative counterpart, he also lost his will to perform. “How can you ever have that again, especially if you lose the man?� Watt asked. “When D. Boon was gone, I didn’t think anyone wanted to listen to me.�

Over time, Watt was persuaded that people did still care about his music even without D. Boon. Sonic Youth invited him to record two songs on their album “EVOL,� and a Minutemen fan named Ed Crawford drove from Ohio to San Pedro and asked Watt and Hurley to form a new band. This became fIREHOSE, which lasted from 1986-1994.

Since then, Watt has toured and recorded at an impressive rate and with a dizzying roster of talented friends, even being asked to join his childhood heroes Iggy Pop and the Stooges for 10 years.

Since his Minutemen days, Watt has found influence in a variety of musical styles from obvious sources such as classic rock and punk, but he is also influenced by jazz, paintings and literature. Watt admitted that there are other benefits to drawing from nonmusical sources: “You don’t need to worry as much about ripping off the riffs,� Watt said with a laugh. “There’s a layer of abstraction there.�

When he and D. Boon first began playing songs, they thought being the best guitar player meant playing the best cover of Led Zeppelin’s “Black Dog.� As they kept playing, Watt discovered that art is a vehicle for expression. He borrowed a quote

from John Coltrane to describe this approach: “A musician is after some kind of truth.� He views the nature of other arts as being a similar search for personal expression. “Take the example of writing,�

Watt said. “What a personal way of communicating. You’re asking two people to join together through little scribbles on paper. You can write a completely original novel and not invent one word. That’s kind of the goal of music too, right?�

Connecting all these mediums into new art is part of how Watt continues to create more music. “There’s something about bridging into the other expressions that keeps things interesting,� Watt said. “Like a good flannel — a lot of threads.�

Watt will turn 60 this December. “That’s so weird to say. This is the start of old,� Watt said. “I guess 60 is you’re leaving middle age.�

Despite the multitude of musical releases and tours he’s been a part of, the books he has written and the legacy he has left in the DIY punk

scene, Watt insists he still has plenty left to accomplish.

Every week he and his DJ partner “Brother Matt� release a three-hour podcast called “The Watt From Pedro Show.� Each episode begins with a John Coltrane song, and Watt never plays commercially popular “mersh shit.� Instead, Watt plays music from young artists who hand-deliver him their tracks after his concerts. “It’s part of my debt,� Watt said. “I feel I owe the movement since me and D. Boon and Georgie were given a shot. Exposure. Let people hear. ‘Let yourself be heard,’ like D. Boon says in ‘Shit From An Old Notebook.’“ Until it’s physically impossible, Mike Watt will continue to do what he does best: play the bass, “Fly The Flannel� and Jam Econo. “I got more work to do. I got more pieces I want to realize. If I can’t get it all done, I want to die trying.�

the test of time reminds protestors this is no camping trip — it’s an occupation of federal land.

It might take years to unpack the myriad of complexities posed by the one-year Standing Rock protest. It was the biggest clash between American Indians and the federal government since the Wounded Knee incident in 1973, when Native American activists seized a small town in South Dakota to protest tribal corruption and treaty rights.

Over three decades have passed since that confrontation, but relations between Native Americans and the U.S. government remain strained.

Despite the historic efforts of Native American tribes and their allies, the protest at Standing Rock began to take its final breath as the inclimate weather moved to the great plains.

After harsh winter conditions arrived in North Dakota, the dangers facing the protesters became a liability for the tribe.

The tribal council of Standing Rock pulled its economic and infrastructural support — the protest was taking important resources away from the reservation.

The council decided to pursue a continued fight through the court system, attempting to have the Army Corps of Engineers complete a promised environmental impact statement. In the end, the Trump administration rescinded a halt on the project put in place by President Barack Obama.

On Feb. 23, Oceti Sakowin was cleared of protesters by local law enforcement.

The pipeline is now complete.

The University of Oregonâ&#x20AC;&#x2122;s budget issues are causing President Michael Schill to overhaul the universityâ&#x20AC;&#x2122;s faculty funding system, and in the process, will likely cut some nontenure faculty positions.

Schill introduced the loose plans of three budget-cutting projects that affect non-tenured faculty membersâ&#x20AC;&#x2122; job security on March 1, at the UO Faculty Senate meeting at 3 p.m. in the EMU. This statement comes as a timely response to a Register-Guard article on Feb. 28 that suggested 75 UO faculty members would be laid off. Schill responded to the faculty senate with confusion over the numbers, saying that they were â&#x20AC;&#x153;extraordinarily speculative.â&#x20AC;?

Schillâ&#x20AC;&#x2122;s first project empowers deans of in-debt schools and colleges at UO to make their own individual 2.5-year plan to bring their budgets in balance.

That could mean faculty cuts, adding masters programs, cutting smaller classes or eliminating programs of their choice, according to Schill. Schill said the deans are required to submit the plans by the end of the March.

The second project will centralize funding for tenure and non-tenure faculty, reducing the influence of each departmentâ&#x20AC;&#x2122;s dean. Deans will no longer be able to replace the line â&#x20AC;&#x201D; or position of a tenured faculty member â&#x20AC;&#x201D; within their schools. Instead, the provost will take control of it and reassign it to a school that he desires.

Schill said the current budgeting system creates strong incentives for deans to maximize revenue by â&#x20AC;&#x153;increasing the desirability of course offerings,â&#x20AC;? Schill said. Humanities and social sciences departments have suffered the most from this model because students tend to leave them for more popular departments. But the problem, Schill says, is that faculty stay in their positions, leaving a lop-sided department. It will be implemented in 2019, he said. â&#x20AC;?The strategic direction of our university was put into the hands of 18to 22-year-olds,â&#x20AC;? Schill said. â&#x20AC;&#x153;It wreaked havoc on our university.â&#x20AC;?

Another part of the plan, that started yesterday according to Schill, moves the hiring of tenured faculty to the new provost, Jayanth Banavar â&#x20AC;&#x201D; a swing in power from the former system that gave deans that ability.

Choosing tenured faculty â&#x20AC;&#x153;is where the ability to steer the university comes from,â&#x20AC;? Schill said, and stated that centralizing that hiring will strengthen the university.

Adding up these three plans with the recently announced 10.6 percent instate tuition raise, a 3 percent out-ofstate tuition increase and a $50 student technology fee per quarter, UOâ&#x20AC;&#x2122;s budget is still $8.8 million in the red.

Schill plans to present his plans to the UO Board of Trustees on March 2 and 3.

He said he hopes to end the school year with a balanced budget.
