It’s February, so that means it’s time for the latest content drop for the University of Oregon’s National Association of Black Journalist chapter.

We have put together some more great content in the last few months, headlined by our “Behind the Mic” artist profile story where we got together University of Oregon musicians Bluphoria, Yungdoms, Rari Blck, Noreena, Stephanie Vo, Khalil Romeo and EWEB, profiled them and had a photoshoot.

THE DUCK STORE FINALIZES DEVELOPMENT PLANS FOR EAST 13TH AVE The mixed-use development will demolish a stretch of restaurants to make way for retail stores, restaurants and four stories of student housing.

The Duck Store, an independent and non-profit store that sells student supplies and University of Oregon apparel, finalized plans for a mixed-use development on East 13th Avenue, according to a Feb. 1 press release.

The development will demolish property owned

by The Duck Store to the west of its East 13th and Kincaid location, including Toxic Wings X-Press, Bobahead, Caspian Mediterranean Cafe, the former location of Dudley’s Kampus Barber, Oregon Colors clothing boutique and Simply Mac. The Duck Store will remain open throughout the construction, according to the press release.

Construction is expected to begin in late 2022 or early 2023.

Arlyn Schaufler, CEO of The Duck Store, said the ground floor of the development will include retail stores and restaurants, with four stories of student housing sitting above them. Schaufler said the development is intended to be a retail gateway to the university.

“I think that area has kind of been stunted with only one story,” Aidan Potts, UO senior and president of The Duck Store student board of directors, said.

“I think The Duck Store felt that it was time to sort of change and build a larger structure there to accompany the growth in the student body and the

growth of that area.”

UO’s largest freshman class in the university’s history will be sophomores next year, and most will need to find off-campus housing.

Plans for the development began about five years ago when The Duck Store student board of directors decided it wanted to do something with store property to benefit students, Schaufler said.

About three years ago, The Duck Store partnered with development firm deChase Miksis to explore development options.

Schaufler said the displaced businesses have known that the area would be demolished for a while because their buildings are in a state of disrepair.

Built over 100 years ago, the buildings have plumbing issues and rotting pipes, Schaufler said.

The Duck Store is working with the management of Caspian Mediterranean Cafe to relocate the restaurant, and there may be opportunities for existing tenants to return after the development is completed, Schaufler said.

Nick Peterson, who has worked at Caspian Mediterranean Cafe for 10 years, said rumors about the development spread about a year ago, and the restaurant has been preparing for it. He said moving is bittersweet.

“It’s that — it sounds cliche, but — that mom and pop little family joint, and everyone has become family,” he said. “So, it’s going to be crazy.”

Nafisah Timmons, a Lane Community College student and former UO student, said she frequents the restaurants on East 13th Avenue. She said she questions how expensive the student housing from The Duck Store development will be since it is so close to campus.

Specific rental rates have not been finalized for the student housing, but deChase Mikis is conducting an in-depth study and tailoring the project to best fit the needs of students, an FAQ about The Duck Store development said.

Timmons said she is also concerned over the number of housing developments near that area and worries about the local community being kicked out.

The 7-11 on East 13th Avenue and Glenwood Restaurant will be demolished for a 12-story apartment complex in a separate development project from The Duck Store’s.

“It's just so many apartments, but what is going to be taken away for so many apartments?” Timmons said.

More details about the timeline for The Duck Store development will be released in the coming months, according to the press release.

The cocktail list is filled with citrusy drinks that match the elegant feel of the restaurant. Some of the popular drinks include: the lavender lemon drop, a mixture of lavender infused vodka, orange liqueur and just a splash of sweetened citrus juice; The Vintage lemonade, a mix of lavender infused vodka, lemonade and a splash of cranberry juice; and the St. Citrine, with vanilla infused vodka, elderflower liqueur and pink grapefruit juice topped off with a splash of soda.

The menu and drinks pair perfectly to create an amazing atmosphere for a romantic dinner and dessert night, a fun girls night out or something as simple as a delicious breakfast before starting the day.

Would you believe it if I told you that this incredible restaurant was the idea

of two 7-year-old girls in second grade?

Well, in 1989, Megan King and Shannon Ritchie dreamed of opening a restaurant together one day, and in 2006 that dream became a reality. With the combined knowledge of King’s business degree and Ritchie’s culinary degree, these two childhood friends made a one of a kind eatery.

Not only do the owners of the restaurant have a fascinating history, but the building itself has one to match. The restaurant website shares that the old historical house was originally built in 1873 on West 8th Avenue and was relocated to Lincoln Street by rolling it across town using logs and horses.

The house may be old, but that only adds to the rustic charm of The Vintage. The restaurant is decorated nicely with hanging lights, paintings with gold frames and other various decorations that give the restaurant an elegant and antique feel.

“We buy a lot of things from thrift stores, like our small plates and mugs,” Nicole Long, the guest services and staff manager, said. Long has worked at The Vintage for almost two years.

“I love the charm and how we get to make everything really personalized and really cute. It’s just a really unique spot, and this place just attracts the

best people,” Long said. I couldn’t help but agree, seeing an array of different customers come in, ranging from couples on a quiet lunch date to a group of young girls gleefully talking about which crepes they would order and why.

The backyard patio is just as cozy and likable as the interior. The patio is underneath a wooden trellis covered in greenery and provides a nice shady space for customers to enjoy a crepe or cocktail.

I talked to Blake Gilmore, who has worked at The Vintage for a year and a half as the bar manager, and asked her what she thought of the menu.

“The fondue is a classic. Who doesn’t like dipping things in cheese?

The crepes are really good as well.

They’ve perfected the recipe for crepes,” Gilmore said.

Some of the popular items on the menu include: the Lemony Lemons, a sweet crepe with lemon sauce, sugar and cream; The Eugene, a savory crepe consisting of eggs, artichoke hearts, spinach and tomatoes; Cheese Fondue, your choice of cheese with bread, vegetables and apples for dipping; and Chocolate Fondue, your choice from dark, milk or white chocolate with fruit, cheesecake, pretzels sticks, marshmallows and rice crispies for dipping.

Sweet treats aren’t all The Vintage has to offer. They have salads, paninis and a variety of small bites like their Fondachos, a twist on classic nachos using pepper jack fondue cheese on top.

I ordered the Spicy Chicken Panini which came with chicken, bacon, avocado, pepper jack cheese, jalapenos and garlic aioli on ciabatta with a side of tots. The food was absolutely delicious, and I couldn’t help but order the St. Citrine along with it.

The Vintage is a rusticly elegant restaurant and dessert bar that has perfected a sweet and savory menu, as well as a charming atmosphere.

The staff are as sweet as their crepes, and the decor is warm and inviting.

I encourage everyone to visit this historical house and see the magic that is The Vintage.

STEPS TOWARD RACIAL EQUITY IN OREGON

“I think in the state of Oregon, it wasn’t ever meant to be a place open and welcoming for Black people,” said Aris Hill, the Lyllye Reynolds-Parker Black Cultural center coordinator. “I think this gives the BCC an opportunity to have a place for people to feel welcomed.”

Oregon’s centuries-old history of exclusionary laws and discriminatory practices has long defined the state. Now, lawmakers and citizens are working to push back against racist histories to pave the way toward a more equitable future.

Whiteness in the West Oregon has a long history of Whiteness, exemplified by Black exclusionary acts signed in 1844, 1849 and 1859 that barred Black people from moving to, staying in for more than three years, buying property and signing contracts in Oregon territory. Even after Oregon’s exclusionary clauses were rendered irrelevant by the ratification of the 14th Amendment, the clauses remained in the state’s constitution until 1926.

Bobbin Singh, executive director of the Oregon Justice Resource Center, said this series of exclusionary laws were put in place to protect White populations in Oregon and discriminate against Black and Brown individuals. OJRC is an organization dedicated to disrupting mass incarceration by providing access to legal support and service resources, Singh said. OJRC uses six programs to provide resources surrounding women and youth in the justice system, immigrants' rights, civil and human rights, wrongful convictions and excessive sentencing.

“It’s impossible for us to fully understand what’s happening currently without understanding where we came from,” Singh said. “It’s important for us to connect that history to what is happening now.”

Singh said understanding the history of systems of power is the only way to understand why our criminal justice, housing, education and social systems look the way they do.

“It’s that history that sort of defines our modern society,” Singh said.

Housing discrimination in the EugeneSpringfield area The 1930s saw the increase of redlining, a practice in which public officials and lenders decided which neighborhoods were “good” real estate based on demographics that purposefully devalued Black neighborhoods.

Bills encouraging middle housing, like duplexes, work to incorporate affordable housing into city limits where such housing may be scarce. One such bill in Oregon is HB 2001, which will change housing codes by June to allow for more middle housing units to be built around PA G E 6

the city of Eugene and across the state.

The Springfield-Eugene Tenant Association helps renters facing housing discrimination access information.

Timothy Morris, executive director of SETA, said zoning laws remain a factor in housing discrimination to this day.

“Folks have found ways to discriminate through legal methods. Zoning law was one of the biggest and still is perpetuated to this day,” Morris said. “It’s extremely frustrating because as a community we know ethically that you should not be racist, that is not an okay thing to be, but we often come across folks that will find loopholes or hidden ways to engage in that kind of behavior.”

SETA hosts a free hotline dedicated to providing information about renters’ rights.

Morris said the resource is important because 52% of people in the city of Eugene rent housing. SETA hears about issues regarding a vast amount of discriminatory practices, from people being denied housing due to having a non-Anglo name, to landlords condoning tenants’ sexualities and raising rent prices because of it.

“All of these things are awful and terrible and should not be happening, but because there is no big enforcement agency to prevent this kind of situation, renters don’t really have anywhere to turn,” Morris said.

“That’s why I’m so glad that SETA exists because [tenants] can come to us and we can provide them with information and really be able to help themselves and advocate for themselves properly.”

Name-based discrimination Non-Anglo sounding names can bar access not only for renting housing but also for renting quick getaways. Starting on Jan. 31, Airbnb hosts operating in Oregon have only been permitted to see guests’ initials prior to finalizing bookings on the platform, according to a release from Airbnb. The update comes after a 2019 settlement with three Black women in Oregon — Patricia Harrington, Carlotta Franklin and Ebony Price — in which court records claimed Airbnb’s booking policies “result in unequal treatment to African-Americans.”

Harrington’s statement in 2017 court documents said the company’s booking policies requiring users to maintain a profile that includes personal information cause African American guests to receive unequal treatment. She said these policies also allow the denial of requests based on race.

COVER African Americans than it does to whites,” according to the court documents.

A 2016 research study from Harvard Business School found that “requests from guests with distinctively African American names are roughly 16% less likely to be accepted than identical guests with distinctively white names,” and that the difference persists regardless of the host’s racial or gender identity.

In the official announcement, Airbnb said the policy change in Oregon continues work toward community inclusivity.

“As part of our ongoing work, we will take any learnings from this process and use them to inform future efforts to fight bias,” the release said. “While we have made progress, we have much more to do and continue working with our hosts and guests, and with civil rights leaders to make our community more inclusive.”

Creating campus inclusivity In 2019, the Lyllye Reynolds-Parker Black Cultural Center opened its doors to serve as a safe space for community programming and support for Black students, staff and faculty on the University of Oregon’s campus. Dr. Aris Hall, coordinator for the BCC, said the BCC aims to be a place to call “home” on campus by offering academic and personal support.

“The most rewarding part is to see that people are able to do that from all different backgrounds and all different walks of life,” Hall said. She said it’s been rewarding to engage and create spaces for members of UO’s Black community “to come together and to feel like they have a place to call their own.”

The 2021 Oregon Census showed only 2.2% of Oregon residents identify as Black or African American. In 20192020, 2.4% of UO’s student body was Black, according to the Division of Equity and Inclusion. Despite being almost 100 years removed from the decommissioning of Black exclusionary acts, Oregon’s population is still over 86% white, according to the 2021 census.

Respect for natural hair Public schools in Oregon are also distancing themselves from appearancebased discrimination through the implementation of legislation like the CROWN Act, enacted in July 2021. Oregon’s CROWN Act prohibits discrimination by Oregon employers and in public schools based on protective hairstyles, such as braids, locs and twists.

Parkrose High School in Portland made headlines in March 2021 after volleyball player Marissa Martino was required to cut her braids before competing in a match. The CROWN Act was passed in Oregon three months later.

The CROWN Research Study found that Black women are “1.5 times more likely to be sent home from their

workplace because of their hair” and that Black women are 80% more likely to feel like they need to change their hair from its natural state to fit in at office jobs.

Hall said students at UO can feel comfortable however they wear their hair, but that outside of campus, students may not be granted the same right.

“I think the CROWN Act is not just a state thing that needs to happen,” Hall said. “It needs to be a federal mandate and law.”

Leila Jebara, an Oregon State University student, said some instances of discrimination she’s faced occured in response to her wearing a hijab. Three instances of discrimination where individuals yelled racist remarks still stand out to her.

“They would look at me in a different way. It’s like I’m not normal,” Jebara said. “Sometimes I want to fight back, to be honest, but then I look at them, and I feel like ‘You should be more educated, more literate,’ honestly.”

Jebara said in the face of discrimination, she treats people as the soul they embody rather than based on their outward appearance.

“Whether we all like it or not, at the end of the day, we’re all related at least in one way,” Jebara said. “There’s always one thread that’s connected between one person and the other.”

Bias and hate crimes Incidents of hate/bias crimes in Oregon show the discriminatory issues communities are facing. The FBI’s Oregon Hate Crime Instances Report from 2019 shows that the city of Eugene reported 28 incidents relating to race, ethnicity or ancestry.

The Department of Justice Bias Hotline Reports saw a yearly total of 1,099 reports filed in 2020, and 1,497 reports throughout 2021. Out of 2,596 total reports filed, 1,455 were considered bias incidents and 728 were considered hate crimes.

A 2020 report on Senate Bill 577, which redefined bias crimes in the state, found that the majority of reports to the DOJ Bias Hotline were reports of “race-based targeting, and a majority of those were anti-Black/ African American bias.”

The report also found that “the later half of 2020 saw a 134% surge in hotline reporting compared to the first 6 months of reporting in 2020,” with only 18 defendants convicted of bias charges in 2020. “These data suggest there are gaps in Oregon’s bias response systems, from the hotline to the criminal justice system,” officials wrote in the reports.

The report recommended increased bias hotline staffing to improve capacity for handling high call volumes, ongoing bias training for law enforcement, community outreach and education about Oregon’s bias crime laws and continued improvement of data collection and analysis to allow for better resource allocation.

Fatima Benhabyb, a Lane Community College student, moved to Oregon from Morocco in June of 2021.

She said adapting to a new lifestyle and

culture can sometimes cause denial for the communities being joined or left. She said for her, feelings of being scattered can cause barriers to adapting to changes.

“It’s like you belong but you don’t belong at the same time,” Benhabyb said. “I’ve never had a serious reaction to [my name], but sometimes you feel the awkwardness of some encounters with people.”

Although moving to the U.S. has been challenging, Benhabyb said sharing her experience with support systems at school has helped her.

“It’s really a nice experience when you have the voice and strength to represent your country,” Benhabyb said.

Steps forward While initiatives like HB 2001 and the CROWN Act work to lessen the impact of centuries of discrimination, Hall said there is still much to be done.

“I think there’s a lot of work that the

University of Oregon has to do, and I think it comes from making sure that students feel as comfortable in a classroom setting as they do in their apartment or when they go to Target,” Hall said. “I think those are the things we have to continue to work on, and that’s not just a University of Oregon thing.”

UO’s Bias Education and Response Team, which provides support for those affected by acts of bias, is on hiatus while the school determines the best ways to equitably and holistically support those targeted by acts of bias, UO spokesperson Saul Hubbard said. He said any reports of bias, discrimination, harassment and retaliation should be filed with the Office of Investigations and Civil Rights Compliance.

STANDARDIZED TESTING NEGLECTS MULTIPLE INTELLIGENCE Byrd: Although standardized testing remains prevalent in educational systems, intelligence is measured in many ways apart from these tests. Relying on scores, such as the SAT, neglects the other brilliant minds of our community.

BY BEATRICE BYRD • TWITTER @BEATRICEBYRD31 Sweaty palms, weak knees, differences in breathing patterns and heavy limbs are all symptoms of the academic activity I have grown to hate: Standardized testing. As a pedagogical task used to measure a certain level of intelligence, tests have long been a mainstay of academia and have evolved very little with time.

Recently, the College Board announced the SAT will soon change in hopes of becoming more “studentfriendly.” In 2024, the test will be shorter, will discuss more topics in the reading passages and will be held entirely online, but the fundamental structure of the test will remain the same. I want to know what part of taking an arduous, hours-long test that could determine one’s collegiate future is friendly.

Despite the College Board’s apparent good intentions, these changes fail to address fundamental errors in standardized testing and overlook one key fact: There are multiple intelligences. The Cattell–Horn–Carroll theory of cognitive abilities states that embedded in the concept of intelligence are clusters of abilities that construct a fuller understanding of an individual’s academic intelligence. Basically, if intelligence is a troupe of superheroes, every individual has their own assembly of characters that come together to create the team. Some of those types of cognitive abilities are not accounted for in many standardized tests such as the SAT. Therefore, these tests cannot gauge the full extent of a students’ intellect.

The SAT gets some aspects of intelligence correct, given that well performing individuals don’t have to rely solely on their high school’s prestige to be considered for prestigious universities. But the SAT

doesn’t test for things like auditory processing, which the Cattell-Horn-Carrol theory, or CHC theory, describes. Students whose strengths lie in processing types the SAT doesn’t test for effectively operate at a disadvantage compared to other students.

The issue with standardized testing is that it fails in acknowledging some of the most vital aspects of intelligence. Not only are some of the CHC theory clusters neglected in tests, but so are aspects of creativity.

Liska Chan, an associate professor of landscape architecture at the University of Oregon, has had a lot of experience with the benefits of project-based coursework. Chan got her undergraduate education at Hampshire College, a college in which there are no majors, no grades and no exams in the traditional sense.

“Standardized things, especially the tests, were barriers more than any kind of port of opening the door for me,” Chan said, describing her time outside of the project-based environment.

Chan has applied project-based characteristics to her classrooms here at UO. The coursework she provides for her students allows for a greater diversity in learning styles. This kind of learning lets students adapt classroom concepts to their own understanding.

It caters to all kinds of intelligences because students can express ideas in whatever form they choose.

“It just allows us to actually personalize the learning, and to meet people’s various levels of intelligence,” Chan said. “I wasn’t reviewing anyone's writing. I did that on purpose because I didn’t want people to be hindered by my expectations, but more to have conversations with themselves about how they are learning.”

Traditional learning experiences don’t serve all individuals in the same way. Chan thinks it would be a good idea for other universities to take on different structures and approaches to learning. She thinks moving away from traditional and standardized learning helps students more effectively and educators measure other important factors of intelligence.

Connectivity is a huge part of Chan’s profession, and in reference to the skills the SAT measures, Chan said, “there is a lot of controversy around what these tests are actually assessing. I think that it is very hard to compare something that probably would involve a lot more individualized and close exchanges and iterations between a teacher and a student.”

It is through these accommodating learning environments that students can best demonstrate their many types of intelligence. While standardized tests may measure intelligence to an extent, continuous use of this as a basis for academic achievement will continue to ignore creative, unique and innovative individuals. Our societal definition of brilliance has attempted to specify something that must remain vague in order to truly appreciate all kinds of intellect.

OREGON’S FINAL EFFORT FALLS SHORT IN 84-81 LOSS TO ARIZONA

Down by three on the final possession, Oregon's Will Richardson had the ball in need of a 3. But as he attempted to create space, the Wildcats forced a travel that secured their victory.

Amidst a much-needed resume builder, Oregon came into Tucson and battled until the end. The Ducks (17-10, 10-6 Pac-12) came up short against the No. 3 ranked Wildcats (24-2, 14-1 Pac-12), losing 84-81.

“The guys played hard,” Altman said. “Second half we had a couple of opportunities to get a little gap and didn't do it — we just couldn't get it done.”

The game felt like it could have taken place a month later. With march madness around the corner, both teams started out by scoring at will.

Arizona's perfect 7-of-7 shooting was combated by a barrage of threes from Quincy Guerrier that helped spark the Duck’s early success. Guerrier made his first three shots from beyond the arc and had 12 points at the half.

Guerrier was a spark plug and helped Oregon out to an early 32-20 lead. Will Richardson added 16 points of his own in the first half and was lockdown on defense, recording two of the team’s seven first half steals.

Then the Wildcats stormed back.

The crowd rose to their feet after a Koloko dunk brought it back to single digits. The change in momentum got Pac-12 player of the year candidate Bennedict Mathurin into the zone. Mathurin was PA G E 1 0

prolific from three, hitting three of four, and added three assists including a monstrous lob to Dalen Terry to tie the game at the 4:45 mark in the first half.

After trading baskets in the final 4 minutes, the Ducks went into the locker room holding a 2 point lead. Oregon scored the most first half points Arizona allowed all season.

The plus-six turnover margin was much needed for the Duck's early lead, as the Wildcats stayed alive with their 71% field goal percentage.

With 20 minutes to go, it was anybody's game.

The high-scoring 47-45 first half was met by the same intensity to begin the second. McKale Memorial Center roared as the Wildcats battled to avoid their first home loss of the season. A miniature 5 point run by the Ducks was answered quickly with a 13-2 run from Arizona which led them to a 6 point lead.

Oregon’s poor shot selection led to Arizona pushing the tempo and getting fast points. The game stayed close with hard-earned baskets from both teams.

Offensive charges and illegal screens got both benches hyped up. A career-high fourth and fifth 3 pointer from Guerrier provided the ammunition needed to combat the Wildcats rally.

“He [Guerrier] took a bunch of them,” coach Dana Altman said. “Kept him off the boards a little bit. We need him to be a better rebounder, but he did shoot it well.”

The big man kept the team alive all game with his offensive put-backs along with a rare long-range 2 to give the Ducks a 4 point lead.

Dante ended with 13 points and a career-high 15 rebounds.

“He did a great job going to the boards. He played hard — he played a good ball game,” Altman said.

As soon as Oregon got on a roll, Arizona answered back. Mathurin and Azuolas Tubelis scored with ease to even the game at 76.

The next basket in the game: A long-range 3 by Kerr Kissa to take the lead with just over 1 minute to go.

Oregon eventually answered with an unassisted steal to a layup by Jacob Young. Still a 1 point game.

Everyone in the arena was on their feet as Kerr hyped up the crowd during Dante's potential game-tying free throws. His one-and-done didn’t fall, and the Wildcats lead sprung to five with more made free throws.

A massive fifth three from Guerrier gave Oregon one last chance, but it wouldn’t suffice. The Wildcats stymied the Ducks’ final stand, much to the enjoyment of the McKale crowd.

Oregon’s Saturday night heartbreak leaves them with even larger tournament complications. With a difficult visit from the LA schools remaining on the schedule, an undefeated finish may still leave Oregon falling short.
