UO student Gigi Baur is part of approximately 3% of U.S. adults who are immunocompromised, making her increasingly concerned about the university’s COVID-19 policies.

For many UO students, fall 2021 marked a major milestone in a slow return to normalcy — a return to in-person learning and activities, a vaccinedriven end to COVID-19-related anxieties and an opportunity to return to some semblance of normal life. But for immunocompromised UO freshman Gigi Baur, a chemistry major, returning to the classroom posed a major risk.

“I’ve always been super cautious around people who were sick because like the common cold can take me out for a literal week,” Baur said. “So when I decided to live on campus and actually come in person for classes, that was me really taking a risk.”

Baur has a neuromuscular condition that weakens her immune system, making her body less likely to produce the antibodies needed to fight off COVID-19. And she’s not alone; a 2013 CDC study found that approximately 3% of all U.S. adults are immunocompromised, either by an immunologic condition that attacks their immune response or by taking immunosuppressive therapies that intentionally weaken the body’s immune system.

This makes them among the most vulnerable populations to illness, whether it’s COVID-19 or the common cold. Multiple studies have also found that immunocompromised patients are significantly less likely to respond to COVID-19 vaccines, often forcing them to evaluate their personal risks differently than their peers.

“The narrative pushed throughout this whole pandemic has been, ‘Don’t worry, you’ll probably be fine with COVID if you don’t have disabilities,’” Baur said. “To me that’s just a dog whistle saying that, if you get COVID and you’re disabled, there’s nothing more anyone can do.”

After graduating high school in 2020, Baur made the difficult decision to defer coming to UO until fall 2021. For the first eight months of the pandemic, she hardly left her house and felt frustrated by those who she felt weren’t taking the pandemic seriously.

“By the end of that eight months, I just felt so isolated,” Baur said. “I had to leave social media for a week in November because I just could not stand seeing people going out maskless, going on vacation, and it just felt like this huge echochamber that I could not deal with.”

move to Eugene. But while fall term may have been relatively light on COVID-19 cases, Baur said she felt frustrated by UO’s decision-making surrounding the Omicron variant.

“You have people coming to this enormous campus [after winter break] from all over the country, all over the world,” Baur said. “And now you’re gonna be forced to go do classes in-person unless your professor grants mercy on you and the 20% who are out for COVID reasons?”

In January, UO announced instructors can move courses online if 20% or more of the students are absent for COVID-related reasons and community members must get a COVID-19 booster shot by the end of January.

“The health and safety of students, faculty and staff has been a top priority throughout the pandemic and the university has put into place proven mitigation tools of vaccination, testing, and masks since the start of the academic year. Over 95 percent of the community is vaccinated,” UO spokesperson Saul Hubbard wrote in a statement. “The UO has provided flexibility in its policies for both students and employees who have medical conditions that may place them at higher risk from COVID-19.”

UO community members must get the booster shot

by Jan. 31 or 30 days after they become eligible. But in the meantime, in-person activities have largely continued, despite multiple studies suggesting a typical two-dose regimen of COVID-19 vaccine is largely ineffective against the Omicron variant. That’s presented challenges for vulnerable UO community members, be they students, instructors or staff members.

“The thing that’s terrifying is that, if people are exposed to COVID and I place myself around them,

even with masks and even if they’re vaxxed, there’s genuinely no way of predicting how it will hit me,” Baur said.

Students at higher risk for COVID-19 can turn to the Accessible Education Center to seek accommodation for their medical conditions, particularly when it comes to testing and note-taking accommodations like recording lectures or reserving exam rooms. Likewise, at-risk instructors and other employees can request accommodations with the UO’s Americans with Disabilities Act Coordinator through the Office of Human Resources and/or with their individual departments, including a potential move to remote work. Each of these requests are reviewed on a case-by-case basis.

For Baur, recent developments have drastically impacted her mental health. “The fact that we work shoulder-to-shoulder in class with no breathing room, and now they’re saying that cloth masks can’t stop you from getting it, and the booster can’t necessarily either, makes me really scared,” Baur said. “This has all been massively disheartening and frustrating.”

GTFF has fought for safe and fair working conditions throughout the COVID-19 pandemic. Despite not feeling listened to, a retrospective look shows their work has made waves.

The University of Oregon and the Graduate Teaching Fellows Federation are in a constant state of negotiations and communications. But when Rajeev Ravisankar, the GTFF president from June 2020 to June 2021, thinks about the relationship between UO and GTFF throughout the pandemic, he thinks of the UO board of trustees meeting on March 17, 2020.

At the time, Oregon public officials called for limited indoor gatherings due to the spread of the coronavirus. But the board went through with the scheduled in-person meeting anyway. Members of several campus groups, including GTFF, held a demonstration outside the Ford Alumni Center, where the meeting took place. Four student protesters stood outside the doors in white medical suits and masks, urging the board not to hold the meeting, and two were pushed aside by the board’s chairman Chuck Lillis, the Insurgent reported.

Ravisankar reflected on this day at a Jan. 21 GTFF “speakout” demonstration outside of Johnson Hall, UO’s administration building.

“The incident is representative of the thrust of UO admin’s response to COVID,” he said to the crowd.

“They have steamrolled their way through the pandemic by announcing decisions as they please and arrogantly staking out a position that what they're doing is right, despite repeatedly falling short

in attaining even the most basic conditions needed to ensure a safe campus.”

Ravisankar said there are four areas where UO is still lacking in the COVID-19 response: an abundance of highquality masks, comprehensive testing and reporting mechanisms, consistent safety compliance on campus and flexibility and accommodations for workers.

UO spokesperson Saul Habbaud said UO continuously adapts to new information to respond to COVID-19 needs. “Members of the UO’s Incident Management Team (IMT) for COVID-19 have worked in close coordination with local, state, and federal public health agencies since February 2020,” Hubbard wrote in an email. “The IMT has also consistently included stakeholders from a wide range of departments across campus and consulted with student and employee groups as well as peer institutions — especially other public universities within Oregon — as it navigates COVID-19 in a university setting.”

GTFF represents over 1,400 graduate employees on campus. The Emerald spoke to the three GTFF presidents who have served throughout the pandemic about COVID-19 demands like these, as well as if and how they’ve been met. While its leaders say the union is not taken seriously and not included in negotiation processes, records show pressure from the union and significant UO COVID-19 decisions do

Mel Keller, GTFF president since October 2021 said UO “will make it seem like this policy has been in the works for a while, and there was no connection or no specific pressure from the GTFF, even though the timelines would suggest differently.”

Making masks accessible GTFF has been pushing for appropriate personal protective equipment since the pandemic’s onset, Ravisankar said.

The union underscored the importance of personal protective equipment in an August 2020 letter to UO, saying UO’s focus on plans for an in-person fall 2020 left GEs who needed to be on campus in unsafe working conditions “uneven compliance with specific lab safety plans, lack of quarantine requirements when they or others return after travel, the failure of UO to provide adequate PPE, and the failure to enforce masking and other safety protocols.”

UO ended up moving the fall 2020 term to mostly remote learning and made branded cloth masks available on Sept. 28, 2020 through “wellness kits,” which included two masks, one thermometer, one hand sanitizer and a symptom self-check sheet.

About a year later, at the beginning of the fall 2021 term, GTFF continued their demands for PPE, requesting N95s, KN95s or KF94s be provided to every GE and student with instructions on how to wear them, especially in light of CDC mask guidance for the Omicron variant.

This request went unanswered. That is, until GTFF restated the demand in a Jan. 17 letter and organized a rally outside of Johnson Hall on Jan. 18. UO announced it would offer KN95 masks that same day.

“It's amazing how quickly these things happen when people come together to say, ‘Hey, we need better,’” Miche Dreiling, GTFF president from June to October 2021, said.

Getting shots in arms In the summer of 2020, much remained up in the air about the vaccine mandate.

“When we were in discussions with the university about what the vaccine mandate might look like, they were very fixated on a different mandate between students and employees,” Dreiling said. They said the plan did not account for GEs, who fall in the intersection between student and faculty.

Ultimately, UO’s vaccine mandate, issued May 10, 2021, applied equally to students and employees.

When the time came to consider a booster shot mandate, GTFF asked UO to hold a booster clinic to ensure access. This request was listed in those same Jan. 17 demands.

In an email on Jan. 24, UO announced it will hold a walk-up booster clinic at Autzen stadium starting Jan. 25.

Operations and access From that board of trustees meeting in March 2020 to Dec. 3, 2021, board meetings have lacked a public comment section.

This is part of the trend of excluding GEs from decision-making processes, Ravisankar said.

Of the board of trustees’ 15 members, one is an undergraduate student and zero are graduate students.

Hubbard said UO consults with campus departments, student and employee groups and other universities to make COVID-19 decisions.

In fall 2020, GTFF requested to have significant representation in the decision-making process for reopening. UO offered a one hour meeting every other week, with an “update” from administrators and 30 minutes for questions and input.

“They will listen to our demands and engage on some of the things we bring up, but only if there is public pressure to do so,” Keller said. “They don't see us as a serious bargaining unit and a serious group of workers Graduate teachers, students and community members gathered outside Johnson Hall on Tuesday, Jan. 18 to protest unsafe learning and working conditions following the increase of COVID-19 cases on the University of Oregon campus. that they have to negotiate with, which is why oftentimes, the GTFF is kind of on its back foot, responding to things rather than proactively dealing with them.”

From the pandemic’s outset, GTFF has called for fair and safe decisions — but also quick decisions.

As the union pointed out in fall 2020, “maintaining an in-person posture for fall term during the past several months has sent a signal to students and other university constituents that they should be making plans for returning or moving to Eugene, despite the major threats to community safety that this poses.”

In winter 2022, UO reached a record number of weekly cases: 961 cases from Jan. 3-9 followed by 631 cases Jan. 10-16 and 378 cases Jan. 17-23.

The COVID-19 spike highlighted a long-standing issue for GTFF regarding flexibility and allowing instructors to feel safe and comfortable when conditions change, Ravisankar said.

GTFF demanded UO move classes online for two weeks to mitigate the consequences of the Omicron surge in a letter on Jan. 5.

On Jan. 6, UO Provost Patrick Phillips issued an announcement that classes could be held in a hybrid format: Professors could request to hold classes virtually if over 20% of students enrolled in a course contracted COVID-19.

Onward and upward Moving forward, the UO community needs to reflect on this pandemic experience and continue to advocate for safe and fair spaces to learn and work, Ravisankar said in his Jan. 21 speech.

“Decisions are handed down, and we deal with them, for better or worse, in our departments and as individuals,” he said. “But we have the tools at our disposal to transform the situation. It won't happen with one or even 10 actions, but with deep organizing and through a network of on- and off-campus actors who can strategically pressure the UO admin through different channels.”

What are good resources to utilize while at the UO?It depends on each student as an individual because whatever you’re interested in, there’s probably a resource that has something to do with that. So doing your research, talking to advisors and utilizing career centers are really helpful things to do. Your faculty members are probably your biggest resource. A practice that was instilled in me going into college was to go to at least one office hour with every single professor, no matter how much I liked the class. Taking the time to go to the office hours enriches your understanding of the subject matter and also can highlight that you’re serious as a student.

How can students be most effective—and competitive—in their first job after graduation?

There are three things that every student should do. First would be to network, which is the basis of your whole next opportunity. The next thing is just to research. That can be on the ground, talking to people, looking at different organizations or companies that exist, and where you want to live. Then the number one thing, once you have the first two established, is practicing for your interviews. That gives you the ability to say, this is who I am, this is why I’m an excellent fit for this company, and here’s some evidence to back it up.

STUDENTS SHOULD STAND WITH GTFF, FIGHT FOR CHANGE Nelson: The UO’s GE union filed an official complaint against the school for violating its bargaining agreement with the recent COVID-19 regulations. Now we wait for UO to meet its employees’ demands.

The Graduate Teaching Fellows Federation, a union that represents the University of Oregon’s graduate employees, filed an Unfair Labor Practice complaint against UO on Jan. 10 after the school shifted its COVID-19 policies without consulting the union.

On Jan. 6, UO announced, “instructors may move courses that are experiencing 20% or more COVIDrelated student absences to synchronous online instruction,” and “instructors who remain in person are required to provide recorded versions of their courses to absent students.” However, the university administrators made these decisions without informing the GTFF or negotiating with it, a move that went against chapter 243.672 of Oregon’s Public Employee Collective Bargaining Act. If the current case numbers are any indication, we shouldn’t have started winter term in-person, but that’s beside the point. Now the university is attempting to transition back to remote learning in the messiest and least committal way possible without taking the GTFF into consideration. Seeing as GEs serve as teachers in a large sum of our classes — approximately 950 GEs are teaching this term, according to the GTFF’s filed complaint — we should stand alongside them until the university meets their demands.

I reached out to Saul Hubbard, the media and communications manager of UO, for an official statement regarding the current union conflict.

When asked if the university would meet the union’s demands, Hubbard said, “the university will address the legal filing through appropriate channels.” He provided no further comments regarding the current conflict between UO and the GTFF. However, Mel Keller, president of the GTFF, was eager to discuss the issues the union currently faces.

“The lack of communication during the policymaking process was definitely a problem for us at GTFF,” Keller said. “Being treated as if we were not a full member of the bargaining process definitely sent a signal to our membership regarding how the university sees us — as an entity to deal with after the fact, rather than to bring into discussion.”

If UO wishes to continue to promote the image of an inclusive university, the administration shouldn’t publicly sideline its teachers’ unions. The GTFF has plenty of issues with the recent change in policy outside of not being negotiated with; for instance, the requirement for teachers to videotape and post their classes for students who choose to study remotely is a drastic change to the GE's current workplace environment.

“We have a number of concerns related to the recording requirement, namely the increased surveillance that would be leveled on instructors by their employer,” Keller said. “We want students and instructors to feel safe in the classroom sharing their opinion, and we feel that the recording policy would limit class discussion and prevent important conversations from taking place.”

Asking teachers who are still learning their craft to be under the constant surveillance of their employers is absurd and counterproductive to establishing a safe learning environment for the students. To combat the out-of-touch new requirement for filmed classes, the GTFF came out with a list of demands for the university on Jan. 17, prior to their demonstration outside Johnson Hall the following day.

“Our demands first and foremost ask the university to pivot to remote instruction when applicable so that students are no longer sitting in packed lecture halls,

creating a health and safety risk for both students and our members,” Keller said. “We also are asking the university to both provide and require increased PPE for in-person workspaces.”

As of Jan. 18, the UO announced they would provide KN95 masks for faculty, staff and students; but this announcement only took place after the GTFF gathered outside of Johnson Hall. However, if the university only provides safety for its students and staff after public demonstrations, this could take a while.

What is really necessary to push UO to make changes that promote safety for students and staff faster is for the rest of the student body to speak out just as actively as the GEs have been. ASUO announced on their Instagram that they would support the GTFF’s actions and demands, but there’s more we can do as individuals to assist.

According to Keller, students can help the GTFF by submitting their COVID-19 stories to the GTFF Instagram, attending rallies the union holds and speaking to professors about whether they feel safe attending classes in-person.

The UO student body should take every step to stand in solidarity with our graduate employees and fellow students.

NEW BEGINNINGS After spending more than 10 years in the same organization, Tobin Fix has found a new home with Oregon hockey.

After losing his last ever youth hockey game by five goals, Tobin Fix headed into the locker room for the final time as a Los Angeles Jr. King.

The locker room was emotional after the game as Fix and some of his teammates sat in their gear for half an hour following the loss. Fix described the last moments as a team as heartbreaking. He would be leaving teammates he had spent the last 10 years with, making memories on and off the ice.

“After playing with a certain group for so many years, you form a special bond with them, and it’s obviously a place I never wanted to leave because they were always fun to play with and I just grew really close to them,” Fix said.

After playing within the Jr. Kings organization his entire youth hockey career, Fix recognizes the unbreakable bonds and relationships he built along the way. It was emotional for him to separate from that group. Fix has now begun the next chapter in his hockey career, playing for the Ducks and being introduced to a new family on the ice.

Last season tightly bonded Fix to his Jr. Kings teammates. With the COVID-19 restrictions in California, their season was up in the air, leaving them wondering where they would play.

The team ended up playing up a league, which proved to be quite challenging. Without much team success on the ice, Fix describes his off-ice experience as some of the most fun he’s ever had.

“We just knew it was our last year together as a group, and we wanted to make the most of it,” Fix’s ex-teammate Chase Granger said.

“Whatever happened on the ice happened, but off the ice we were having the time of our lives.”

That year, Fix’s team had to travel to Las Vegas for their state playoffs

since they weren’t allowed to play in California due to COVID-19 restrictions.

With a long road trip ahead, one of the player's dads rented a big Ford Transit van for the excursion.

“We had like six guys piled in the back, playing games, playing cards in the back, just having a good time,” Fix said. “It was definitely a special moment for me.”

As the season and Fix’s Jr. Kings’ career came to a close, emotions ran high through the core group that had been playing together for so long in the locker room following their last game.

“We all just hugged each other,” Fix said. “Because those are my best friends and knowing that I will never get to do that again was awful.”

Fix had a decision to make as he completed youth hockey – whether he wanted to keep playing or not.

After reaching out to head coach Rylee Orr and meeting him, Fix was set on what the Oregon hockey program was selling and decided to take his talents to Eugene.

The transition was intimidating at first for Fix — going to play somewhere without knowing anyone on the team as one of the youngest guys.

On Fix’s second day in Eugene, the Ducks hockey squad had a team building day with paintball. Fix admits that shooting people in the face with paintball guns was an interesting way to say hello, but proved to be effective; everyone on the team got to know each other better.

“I met everyone, and we were playing paintball and it was such a cool moment to see everyone welcome me in,” Fix said. “Being one of the younger guys here, it was definitely a struggle.”

Since that first team bonding day, Fix has grown incredibly close to his new teammates. For how difficult it was for Fix to leave his teammates on the Jr. Kings, his next transition has found him a new brotherhood right here in Oregon.

“It’s kind of crazy for me to think that a couple months ago I had no idea who these guys were,” Fix said. “I’ve formed incredible bonds already, and I’m just looking forward to seeing what comes next.”

Fix’s journey through hockey shows how off-ice experiences and relationships can be the most important things in a career.

Saying goodbye to those youth hockey teammates was brutal, but those bonds through hockey are unbreakable for Fix. Now at Oregon, his new chapter has started well, with new relationships forming rapidly.

The University of Oregon and Lane Community College have forged an official partnership to make transfers between schools more accessible.

The program is anticipated to be fully released by fall.

The program aims to “identify and reduce barriers” LCC students face when working to transfer to UO for degree pursuance, according to Around the O. Both schools will work to identify Titans looking to become Ducks early on and place them in the “DuckLane,” a program that will give them information and assistance regarding the transfer process.

LCC Provost Paul Jarrell said UO receives more transfer students from LCC than any other school. As the university’s largest feeder, LCC wants to clarify and smooth out the transition between schools for transfer students, he said.

“That was kind of the motivation for us, really trying to formalize this in writing to basically hold each other accountable to do this work and not just have it be just by luck that a student gets to UO from Lane,” Jarrell said. “It really is to make it more equitable for our students and open up that pipeline a bit better.”

LCC student Dawson Campbell said he’s transferred schools three times already — from Menlo College in California, to Linn-Benton Community College, to LCC — and plans to transfer to UO in fall 2022 to study marketing.

“Going to community college felt easier because it was going to be cheaper,” Campbell said. “That did make it quite a bit more difficult but it definitely made it cheaper.”

Campbell said his challenges with transferring revolve around informational barriers with required classes and next steps for degree planning. Because of his multiple school transfers, Campbell said transcripts are getting expensive to send out and navigate through.

“It’s just been difficult, just outright difficult,” Campbell said. “It definitely could be a lack of clarification on my part. I can always admit that, but it takes two to tango, and it’s been difficult to get clear answers at times.”

LCC offers direct transfer programs

to 10 different state schools with Oregon Associates Transfer degree plans. The programs awarding transfer students junior standing at transferred schools are the Oregon Associates of Arts, Transfer, and Oregon Associates of Science, Business Transfer.

Brian Stanley, senior assistant director of transfer recruitment at UO, said the program is meant to streamline the process of admissions, advising and orientation for transfer students at both institutions. He said most of the barriers transfer students face revolve around information availability. The DuckLane program aims to demystify the information and processes that go into transferring schools.

“I think the best way to think of it is a bridge between the two schools,” Stanley said. “We’re really trying as diligently as we can to encourage students to know that we want to be a destination for those transfer students, and especially at Lane because we do feel such an affinity for those students.”

Stanley said UO and LCC have yet to settle details regarding when and how the program will be implemented.

“I’m very hopeful that we can really start rolling out this process later on this spring, especially for the next academic year for fall 2022,” Stanley said. “We would hope that students who are interested in UO for the next academic year can certainly be DuckLane students. It’s figuring out how to make that happen that will be the next big challenge.”

Stanley said the program will also work to educate advisors and counselors at both schools about transfer protocols so students will have access to accurate information about what requirements are needed for successful transfers to or from UO and LCC. DuckLane will also provide information about dual enrollment, reverse transfers and other opportunities available to students.

Although Campbell plans to be a UO student before the anticipated roll-out of the DuckLane program, he’s optimistic about the program.

“I think that’ll be great for future students,” Campbell said. “That communication barrier is definitely a kick in the pants.”
