Overview The Republic of Maldives - an archipelago comprised of over 1,200 islands branched into 20 naturally forming atolls - is situated in the Indian Ocean. It lies southwest of India and Sri Lanka and the capital city of Maldives is Male’ located in Kaafu Atoll. The main growth sector of the Maldives economy is the tourism industry and, agriculture and fisheries industries are secondary contributors. Public policy initiatives set by the government and current legislation encourage foreign actors to invest particularly in the tourism industry and infrastructure projects. Dhivehi is the official language of Maldives but English is widely spoken and used in business.

Economic Overview of Maldives The quarterly economic bulletins and annual report released by the Maldives Monetary Authority has revealed that the Maldivian economy has severely contracted in the year 2020 due to the pandemic which also impacted the global economy. The Gross Domestic Product (GDP) of the Maldivian economy was forecasted to grow by 7.5% reflecting on the growth rate of 7% observed in the year 2019. Besides, the pandemic containment and mitigation measures enforced including the closure of the country’s border, lockdown of Greater Male’ Region, and subsequent movement

restrictions in the tourism sector and related sectors such as wholesale and retail trade, and construction resulted in a 32.0% contraction in the economy by end of Q1 2020. has been a major aspect in the contraction of real GDP along with the wholesale and retail sector, and the tourism sector. The tourist arrivals declined sharply with the continued spread of the pandemic across the globe including major source markets in Europe. Also, the imports of construction-related items declined by 53% in annual terms in Q4 2020 compared to 2019 while private sector imports reflected a 46% decline by end of Q4 2020. However, with reduced travel restrictions in the traditional peak season of the tourism sector, the economy observed a significant growth as the resorts in operation increased from 87 resorts and 80 guesthouses in Q3 2020 to 268 guesthouses and 140 resorts and by end of Q4 2020 which is also close to that of 2019 where 152 resorts were operated in the same period. Hence, the operational bed capacity increased from 18,137 beds in Q3 2020 to 37,379 beds in Q4 2020 where a total of 153,684 tourists arrived in the Maldives during the quarter. Besides, the travel receipts of October to November 2020 totalled US$ 222.8 million which is a decline of 59% compared to 2019 valued at US$ 323.5 million. The average occupancy rate of resorts in Q4 2020 was at 34% compared to 74% in 2019. The revenue of the government revenue excluding grants declined by MVR 2.9billion in Q4 2020 contributed by a major decline in tax and non-tax revenues. The tax revenues accounted for 74% of the total revenue which had a decline of MVR 1.3 billion of which MVR 759.7 million is

the decline of taxes on tourism goods and services (T-GST) while the decline of tax on goods and services tax (G-GST) is valued at MVR 162.8 million. Moreover, non-tax revenue comprises 26% of the revenue where the largest decline is observed from the dividends from state-owned enterprises (SOE). Whereas, the total government expenditure declined by MVR 2.4 billion in annual terms and totalled MVR 7.2 billion in Q4 2020. The decline includes capital expenditure of MVR 1.3 billion and recurrent expenditure of MVR 1.1 billion in line with the government’s pledge to cut down recurrent expenditure by MVR 1 billion as a measure to reduce government expenditure during the COVID-19 outbreak. Government Budget 2021 A government budget is an annual financial statement that outlines the estimated government expenditure and expected government receipts or revenues for the forthcoming fiscal year, which may or may not correspond with the current calendar year. In the Maldives, the Ministry of Finance is the government authority to set and forecast the budget for the forthcoming fiscal year. Finance Ministry has proposed a total of MVR 34.79 billion as the state budget for the year 2021. 2021 budgeted MVR 33.3 billion as expenditure for the year while the estimated revenue is at 17.79 billion leaving a budget deficit of MVR 15.51 billion. The 2021 budget will mainly focus on recurrent expenditures which account for MVR 21.67 billion of the budget. While

MVR 4.82 billion has been set for capital expenditure, MVR 8.3 billion has been allocated for PSIP. Hence, with 24% of the budget being allocated for PSIP, the budget complements the aims of the government to accomplish various development programs in the Maldives.
REVENUE AND EXPENDITURE It is estimated that the government would receive MVR 17.79 billion as revenue and grants in 2021, of which tax revenue constitutes the major item. Government revenue is classified under three main headings – tax revenue, nontax revenue and grants. The estimated budget for 2021 is MVR 34.79 billion, of which total expenditure is 33.3 billion. Total expenditure is calculated by deducting loan repayments and contributions to international financial institutions.

ECONOMIC AFFAIRS According to the ministry of finance, the biggest portion of the budget for 2021 is allocated for economic affairs. The 2021 Budget includes a total of MVR 6,997 million on economic affairs. Most of the expenditure in this sector (MVR 5,789 million) is allocated to infrastructure developments.

amount in the 2021 budget is allocated for Economic Development and Infrastructure. The 2021 budget allocates MVR 1,088 million on the development of a new terminal and runway of Velana International Airport. A total of MVR 491 million is allocated for Addu city development projects while MVR 476 million is allocated for Maldives international port development projects. EDUCATION The education sector is one of the key areas the government is focused on its budget for 2021. Therefore, it has allocated MVR 3,953 million for the education sector. Among that, MVR 2,140 million is allocated for education sector labour affairs and MVR 569 million is allocated for scholarships and training.

HEALTH The 2021 budget includes a total of MVR 4,040 million for the provision and expansion of healthcare services. From this budget, MVR 3,420 million is allocated for labour affairs and other recurrent expenditures while MVR 968 million

health insurance while MVR 250 million is allocated for sickness and disability. And, MVR 428 million is allocated for electricity subsidy while MVR 366 million is allocated for food subsidy along with the remaining budget being allocated for other recurrent expenditure.
HOUSING AND COMMUNITY AMENITIES

MVR 2,337 million is allocated for housing and community amenities in the 2021 budget. Among these, the majority of expenditure (MVR 1,241 million) are to be released for the councils as per a fiscal formula while the remaining budget focuses on housing and other development programs throughout the Maldives.

DEFENCE, AND PUBLIC ORDER AND SAFETY The 2021 budget allocates MVR 7,693 million for public order and safety. The majority of the expenditures are on border control and public safety. The 2021 budget also allocates a total of MVR 4,217 million on defence-related expenditures. The majority of this is spent on military defence with a total of MVR 1,333.0 million.

Legal & Regulatory Framework The Maldives follows a common law system with the Maldivian Courts given discretion to apply the law in accordance with existing legislation by using common law precedents and, sources of Islamic law (Shari’a). The Maldives has a presidential system whereby the President is elected by popular vote for a period of five years and may sit for a maximum of two terms. The members of parliament, contains a total of 85 members elected by popular vote every five years. Laws are passed by Parliament and thereafter assented by the President of the Republic of Maldives. After laws have taken effect, subsidiary legislation, or guidelines may be published, from time to time, by Government authorities and the respective line ministries charged with implementation of relevant laws. The Maldives has an adversarial court system. In civil matters both the plaintiff and the defendant are allowed to present their case with supporting evidence and arguments to prove their claim. Once the court has ruled on the matter, the impugning party may further dispute it with an appellate court. The Maldives does not have separate Mercantile Courts for commercial disputes and therefore, most major commercial disputes will have their original jurisdiction in the Civil Court or as established in accordance with the Judicature Act. However, a separate administrative tribunal – the Tax Appeal Tribunal – was created in 2010 as a first instance tribunal for all tax related disputes. Furthermore, the Arbitration Act of Maldives recognizes Arbitration as a form of alternate dispute resolution

Financial Sector of the Maldives The financial sector of the Maldives comprises of commercial banks and non-bank financial institutions.
The Maldives Monetary Authority and the Capital Market Development Authority are the regulators of the financial sector of the country.

MONETARY POLICY The
MMA
is
responsible
for
the
formulation
and
implementation of monetary policy in the Maldives. Under the MMA Act (1981), the main objective of monetary policy is to achieve price stability and to maintain an adequate level of foreign exchange reserves. Under the current monetary policy framework, the MMA uses a fixed exchange rate system with the US dollar as an intermediate target to achieve its policy objective, and in turn intervenes in the foreign exchange market to keep the exchange rate pegged within a stipulated band. The main monetary policy instruments of the MMA are the minimum reserve requirement, open market operations, foreign currency swaps and the standing facilities: the overnight deposit facility and the overnight lombard facility. All monetary policy decisions are made by the Board of Directors of the MMA after reviewing the macroeconomic conditions and recommendations made by the Monetary Policy Committee of the Authority.

Capital Market Development Authority (CMDA) is the official regulator empowered under the Maldives Securities Act 2/2006 to develop and oversee the capital market. Being a small island nation, capital market remains pivotal for establishing a stable economy through channelling surplus savings and creation of affordable capital thus making the capital creation and investment opportunities more efficient.
The market capitalization of the Maldives currently stands at over MVR 17 billion. CMDA is embarking with its new strategic plan that is expected to realise better market organization and growth.
As the statutory body, CMDA is assigned to promote the interest of investors and issuers and ensure that fair, orderly and transparent market arrangements prevail. Since its inception, CMDA strives to regulate and develop the market through intergovernmental efforts and unravel legal and economic challenges required to catalyse the market. The market capitalization of the Maldives currently stands at over MVR 17 billion. CMDA is embarking with its new strategic plan that is expected to realise better market organization and growth.
