Welcome! We are so glad you have picked up this Annual Report! If you take a few minutes to read through it, we can promise that you will learn something new, see something that makes you smile, and identify a connection you have with someone we support or with someone who supports us.

Our theme this year is REIMAGINING. We think it aptly describes a lot of what goes on at Orange Grove. IMAGINATION is a key part of our culture at Orange Grove and is central to all our thinking about how best to serve people with intellectual and/or developmental disabilities (IDD).

The act of IMAGINING is far from a frivolous pursuit. In fact, it is required for any entrepreneurial undertaking and problem solving. Imagining requires us to ask “what if” and envision a future reality. It requires a belief that something better or something different is possible or good or worthy. Without the imagination of the founding families, Orange Grove would not have been possible. They imagined a future reality where their children with disabilities were no longer sent away to be housed in institutions. They imagined a future of education and training, of jobs and homes, and healthy lives. Their visions inspired many others in our community, and as a result, Orange Grove was established and grew from serving 30 children to the 1,000+ people we serve today.

REIMAGINING requires us to constantly and consistently evaluate what we do and think of ways to do it better. REIMAGINING also requires us to consider how and where we fit in the larger world, because we cannot truly accomplish our mission without broad

support from every aspect of our community. Most importantly, REIMAGINING requires us to be in relationship with the people we have pledged to support – to make their goals, desires, and dreams the lodestar by which we make decisions.

Today people with disabilities enjoy far more opportunities to achieve their full potential than they had in 1953. But they still face plenty of barriers to achieving their full human potential and thriving in our community; they still encounter roadblocks in their paths to prosperity. That’s why we are REIMAGINING our services and programs. What does our REIMAGINED future look like? One where every family has the freedom and ability to choose the school program best suited for the particular needs of their child with IDD; one where every person with IDD who wants to work can find a job that takes advantage of their unique gifts; one where the best health outcomes are supported by access to all aspects of health care; one where transportation is never a barrier to participation; one where every person with IDD regardless of age or particular diagnosis, is plugged into the community in ways that foster independence, growth, and life satisfaction.

We need all of you – our champions, advocates, donors, community and business leaders, business and government partners, along with the individuals we support, their families, and our staff – as collaborators in this endeavor to recognize, support, and celebrate the qualities of individuals with IDD. Our biggest challenge is still staffing, as we continue to operate with a 20% shortage. That means longer hours, more overtime, and temporary staffing to fill gaps. The shortage significantly impacts day-to-day operations from both a capacity and cost perspective. Our greatest need, at least in terms of volume, is for Direct Support Professionals (DSPs), who do much of the day-to-day, hands-on training and caregiving.

The need is unlikely to abate, and research shows that “caregiver” is among occupations with the highest growth rate in the U.S.1 In a recent six-year survey, 114 organizations reported employing 10,753 DSPs to support 10,876 people.2 The average starting wage was $14.55 (range $10.00,000 to $21.86).3 Survey respondents statewide reported an overall vacancy rate for DSPs of 13%, an annual turnover rate of 58%, and the number of overtime hours paid out to full-time DSPs in 2023 of 2,056,452 at a cost of $14,853,713.4 At Orange Grove, the vacancy rate during the survey period for DSPs overall was 59% - much higher than the state average, while the turnover rate was 32% - considerably lower than the state average.

Thus, Orange Grove continues to look for creative ways to attract, recruit, and retain great staff who are dedicated, invested in the success of the agency, and who fall in love with being an important part of someone else’s life, their dream building and their successes.

Vacancies at Orange Grove from 2020-2025

One of Orange Grove’s strengths is its ability to pull in partners and collaborators from every corner of the community. It was a group of motivated parents in 1953 who worked with educators, legislators, donors, professionals, business and government leaders to open the first classrooms. It took collaboration to purchase and build the campus on Derby Street in the early 1970s. It takes collaboration to provide residential, employment, and volunteering opportunities. Orange Grove has long recognized the interconnectedness between served and serving; staff and individual supported; the agency and community; expert and layperson. We are united by our mission to provide the most opportunities and best support possible for people with IDD, and that mission drives us to DO MORE, even in the face of significant and sometimes exhausting challenges.

However daunting those challenges may be, we still have much to celebrate and be excited about. We are thrilled to announce two new programs for Children’s Services that underscore the REIMAGINING theme: Camp Osage and the State of Tennessee’s Individualized Education Account Program.

Camp Osage is our first summer day camp specifically for children in the community with IDD. Three one-week camps will include a variety of engaging activities, including arts and crafts, games, outdoor exploration, and music. Our goal is to create a safe and nurturing space where children can build confidence, make new friends, and enjoy a summer camp experience.

The Individualized Education Account (IEA) Program is a school choice initiative established for eligible students through 12th grade with qualifying disabilities in the State of Tennessee. Orange Grove has been approved as a Provider, and we are excited about launching in the fall of 2025. The IEA Program gives families the freedom to choose the school that is the best fit for their child with IDD. Orange Grove looks forward to serving more children and offering more choice for families in the area.

Last year we announced the launch of a Certi ed Nursing Assistant program designed to give existing and new staff the opportunity to build knowledge, skills, and resumes. When Orange Grove invests in its staff, the entire community reaps the benefits: the professionalism of caregivers is elevated, barriers to ongoing education are removed, wages increase. We expect those benefits yield higher job satisfaction, higher staff retention, decreased turnover, better staff recruitment, and ultimately, better continuity of care and care for the people we support. The program is a collaboration with Chattanooga State Community College, so students enroll as Chattanooga State students. During 2024, 26 people successfully completed all the coursework and passed the knowledge and skills-based exams. Those 26 staff now enjoy a higher wage, greater confidence in their caregiving skills, and the admiration of their colleagues. The CNA program is an investment in our future, and we look forward to celebrating even more graduates of the program during 2025.

EDUCATION PROGRAM PARTICIPANTS

Orange Grove works closely with Hamilton County Department of Education and the educational agencies in neighboring counties to provide appropriate educational programming for children up to age 22. The school is a Category 1 school approved by the Tennessee Department of Education. All programs are customized to meet the individual needs and goals of each child, with an emphasis on increasing independence. Each child has an Individualized Education Program (IEP) planned by a team of people, including parents or caregivers, whose shared goal is success for each student. Graduates from the program may go on to other Orange Grove programs that continue the work of building skills and supports necessary for as much independence as possible.

Adult Day Services includes recreational outings and volunteering opportunities for the city government or other local nonprofit organizations.

8 IN-HOME SERVICES PARTICIPANTS

In-home services support people who have retired, or, for health or other reasons, are no longer able to participate fully in daytime community activities.

Orange Grove’s Employment Services consists of small work groups and individual employment where each person is supported with the training, transportation assistance, and follow-along supports needed to be successful. All employment is competitive and integrated, meaning that everyone working a job earns at least minimum wage, and works alongside other employees at the business.

12 PERSONAL ASSISTANT SERVICES (PA) PARTICIPANTS

Personal Assistant services help people continue to live at home with family and provide staff to help with things like transportation for medical appointments or recreational outings, grocery shopping, or assistance in the home with self-help skills.

4 MAPs PROGRAM PARTICIPANTS

Orange Grove’s Community Supports program consists of the MAPs program, and the Family Support program. Medicaid Alternative Pathways to Independence (MAPs) is available to people with IDD who have graduated high school or will graduate within three years. The goal of the program is for participants to learn skills to help them work and live independently, learn about their neighborhoods, and find hobbies that interest them. The program takes advantage of enabling technology, using it to increase independence in three areas: home, work, and community.

Georgia services first opened with its Ringgold office in 2012. Twelve years later, we have doubled the number of people supported in day services who are engaged in a variety of activities including employment, volunteering, and recreation. Community Living Services (CLS) are residential supports, and they are developed in partnership with the State of Georgia and families eager for supportive options for their family members.

Family Support is funded by a grant through the Tennessee Department of Disabilities and Aging (DDA). Family Support distributes grant dollars to people who have significant disabilities and their families in 11 Tennessee counties: Bledsoe, Bradley, Grundy, Hamilton, Marion, McMinn, Meigs, Monroe, Polk, Rhea, and Sequatchie. During 2024, Family Support provided funding to support requests for things like respite care, personal assistants, independent living aids, special equipment, communication devices, home/vehicle modifications, health-related needs, behavior services, and day care to 419 families. Volunteers from those counties serve on a council that reviews requests and makes funding decisions.

Orange Grove’s 62 homes across Hamilton County and North Georgia comprise Residential Services. All homes are staffed and equipped to meet the wide-ranging needs of each resident. Homes have different staffing models and number of roommates depending on the needs of the residents. Intermediate Care Facilities (ICF), Residential Habilitation, Supported Living, and Community Living Services (CLS) offer person-centered supports in neighborhoods all across our area, with two now serving residents in Georgia. Our first Georgia home opened in 2023 (the first in the county to provide services for people with IDD!) and two more open in 2025.

PATIENT ENCOUNTERS PER MONTH

The Augustus McCravey Health Care Clinic is a full-service primary health care clinic that provides patient-centered care to any adult, regardless of whether that adult has a disability or is otherwise served through programs at Orange Grove. Because of the significant needs of most of the patients, the length of visits exceeds the average in a private practice, making additional financial support of the Clinic critical. The medical team maintains close relationships with other providers for those medical issues that need to be referred to specialists. Three specialists come to the Orange Grove to see their patients - a podiatrist, a psychiatric nurse practitioner, and a neurologist. The Orange Grove Dental Clinic uses desensitization to help patients feel comfortable and safe, and to build trust between patient and clinician. Building trust between provider and patient yields better patient health outcomes and offers the opportunity to practice skills useful in other areas of life.

Mental Health Services

Behavior Services include functional behavior assessments, support plans, and training to implement the plans as well as monitor progress. As people acquire new skills in controlling their responses to their environment, they gain more independence and control over their own lives, which yields greater successes in inclusive, community settings.

The Intensive Outpatient Program (IOP) helps participants ages 18 and older learn how to regulate emotions and make choices that align with their individual goals. Group sessions focus on coping skills, anxiety and depression education, stress management, communication, cognitive coping and processing, anger management, self-awareness, socialization, and problem solving. Participants learn how to control their behavior and responses to build on successes and gain greater independence.

The Psychosocial Rehabilitation (PSR) program launched last year is the next step for participants who have successfully completed IOP, or for new participants who can achieve successes through a less intensive program. Participants develop more functional skills and work on maintaining mental health stability within a community setting. Functional skills include daily activities like meal prep, budgeting, and volunteering in the community.

Music, art, and recreation at Orange Grove have always played a critical role in developing programs that address the needs of a whole person.

Enrichment programs are funded entirely through gifts and grants, as they do not qualify for funding through government programs. Over the years, the chorus has performed for hundreds of people, the Special Olympics teams have competed near and far, and art students have stamped, painted, molded, thrown, slingshot, and manipulated all manner of materials as they find highly individualized ways of self-expression. Enrichment services also offer the perfect opportunity to “speak” a common language of creativity shared by all humans, whether it is making art or music, or competing on athletic fields.

After celebrating 30 years of strategic alliances with national and international teaching, research, and advocacy organizations working to improve the lives of people with IDD in every arena, the Morton J. Kent Habilitation Center is focusing its 2025 efforts on improving the training provided to medical practitioners that equips them to work with people with IDD. Medical school curricula does not currently include any classes or training on how to care for people with disabilities, and/or specifically how to care for people with IDD. The new direction of the Hab Center is another example of Orange Grove’s REIMAGINING how we stay apace with changing landscapes, shifts in culture, and the varied needs of our stakeholders and primarily those we support.

Types of Vehicles in Use

Orange Grove provides transportation associated with our educational, medical, residential, dental, and vocational programs to more than 900 adults and children. Adequate, reliable, safe transportation is one of the most important factors in achieving success. The last few years have taken a toll on Orange Grove’s fleet. Supply shortages made it impossible to keep up with a regular replacement schedule; high prices compounded the challenges. When vehicles work, it’s easy to put off thinking about the day they don’t, especially when there are other, more critical challenges to address. REIMAGINING transportation in 2025 means we will continue to explore all the options: public transportation, ride-share programs, new collaborations for purchases and fundraising, technology to support individuals’ independence in navigating transportation systems. We are constantly looking for new and creative ways to provide the best programs and services we can to those we support, and looking at every aspect of our operation, including how we get who where.

CHARLIE HINDMAN’S PERSONALITY IS A LIGHT FOR ALL TO SEE.

Charlie initially comes across as shy, but as trust builds, so does the radiance of his smiles and warm affection. One Orange Grove staff member shares that Charlie often dances with her, a beaming smile growing across his face as he pulls out his favorite dance move of holding her hand up and twirling her around.

Charlie’s mother Rebecca and Orange Grove staff both describe him as “silly” and “a prankster.” Rebecca fondly remembers some of Charlie’s more mischievous moments.

“One time at Orange Grove, Charlie was coming back from the cafeteria on his own and he stopped at the ice cream freezer. He proceeded to eat 6 of them!” When Charlie was younger, slipping away and hiding was one of his favorite pastimes; when he was found, he would always laugh as if to say, “I got you!”

Charlie’s warmth shines through kindness and helpfulness. At home with Rebecca, Charlie is always quick to contribute to household chores by putting away groceries and throwing trash away. Laughing, Rebecca recalls several times when things ended up in the fridge or trash bin that didn’t belong. A staff member comments that Charlie is “always excited to help,” and can often be found pushing other people’s wheelchairs or bringing back ice for the classroom.

Some of Charlie’s interests include collecting snow globes and beads. Charlie first became interested in snow globes about 10 years ago, and he now has several of his own. Rebecca describes how Charlie enjoys holding them up really close to his face, smiling at the little red birds or Santa Claus through the dancing flurries of snow. Charlie also has a backpack full of beads he collects, and he enjoys looking at them as they dangle from his hands. “It’s the play of light on the beads that Charlie likes most,” Rebecca comments.

Charlie first came to Orange Grove school program when he was 9. Since graduation, he has participated in various programs, including the Industrial Training Center where he worked assembling ink pens, and now day services. He loves participating in Special Olympics, where he shows off his speed in the 50-meter dash.

Orange Grove is delighted to be part of Charlie’s family and to celebrate him as the Person of the Year.
