Greetings from Orange Grove!

A huge thank you to all of you who made celebrating our 70th anniversary during 2023 so special! Our theme this year focuses on all the qualities and characteristics that many of you named when we asked you to finish the statement “Orange Grove is . . . .”

It is interesting that the characteristics you identified – many of which are printed on this year’s cover - are not only relevant to Orange Grove’s identity TODAY, but also to what Orange Grove has been and indeed, where we are going! Orange Grove has been, is, and will continue to be all these things – life changing, innovative, a leader, steadfast, a pacesetter, visionary, vital, home, and, ultimately, love.

What pushes us to DREAM, to DO, to INNOVATE, and to EXCEL are the needs and desires of the people we support and their loved ones. Those needs and desires are always associated with a PERSON – Jackie, Jim, Deborah, Jean, Johnny, Gayle, Douglas, Janice, Byron, or any of those first 30 students in 1953, or Diane, Patricia, Mike, Steve, Ray, Joseph, Arline, Donna or any of the 1,000+ we support today. Orange Grove is compassionate.

The questions we ask never go stale or expire: how can we better serve people in our community with intellectual/developmental disabilities (IDD)? How can we support their job skills needs? Their residential needs? Their employment needs? Their health care needs? Their school needs? For the systems that don’t work or to which they don’t have access, how can we change them? Who listens to us when we identify barriers to full inclusion and try to break them down? Orange Grove is visionary.

Ultimately, the challenge is finding our advocates, partners, collaborators –that dedicated group of people who BELIEVE in the people we support and Orange Grove’s mission to “recognize, celebrate, and support the qualities of the individual.” That group grows every year, largely by introducing the Jims, Deborahs, Dianes, and a thousand others to new people, leaders, and businesses whose names may not (yet!) be listed in the back of this report. Our purpose is not necessarily to be the voice of the people we support, or to act on their behalf. Instead, we are more like the jeweler’s foil – the piece of metal placed under the gem to reflect its beauty and make it shine more brightly – and it is our job to reflect the value and contributions of the people Orange Grove supports to our greater community. Orange Grove is unique.

We value all YOU do to help us be that foil. It isn’t Orange Grove’s successes that matter so much as the successes, large and small, of the people we support. Orange Grove is community.

Celebrate with us the many victories we see every day as we continue to work toward a community where each one of us has all the opportunities needed to reach our potential.

MEASURING ACCOMPLISHMENTS LOOKING FORWARD

Last year we listed several things we were working on that may not garner much attention, but are critical to organizational and programmatic health, and we want to share our progress on those goals.

We said we would re-energize our physical education/health promotion and Special Olympics programs.

We promoted a long-time employee to the position of Physical Education Coordinator; we’ve renamed the program the Tom Cox Center for Health Inclusion & Promotion (CHIP) in memory and honor of one of our staunchest supporters and Board members. We had teams participate in numerous Special Olympics competitions, and have launched a new wellness program focused on improving balance and decreasing fall risk. Orange Grove is pacesetting.

We said we would implement new and updated informational systems to manage payroll, hiring, onboarding and orientation, therapies and service documentation, relationship management and communications.

We continue to work on fully integrating a new software solution in our human resources department, expecting it will replace two other software systems, thereby increasing efficiency and usable data to improve operations. We are implementing a state-preferred database that will be used by all staff to document daily progress notes and goals achieved by the people we support. It will provide data and oversight reports we have never had in our toolkit. Our development department implemented a new database and continues to work to improve and expand the way we communicate with many of you according to your preferences and to reach new audiences who we know are just waiting to fall in love with Orange Grove and the people we support. Orange Grove is a leader.

We said we would keep working to find different and creative ways to reach, win, and retain new employees at every level, including building more FUN into our work and in staff recognition events. We said we would leave no stone unturned in our efforts to mitigate the ongoing staffing crisis.

We had a lot of fun at the Sock Hop in May, and at Founder’s Day in December. Over our 70-year history, Founder’s Day has been a celebration of our staff with awards and recognition as well as a celebration of Orange Grove. Since 2022, Founder’s Day has evolved to celebrate staff a little differently: by inviting their families to enjoy a meal and many different carnival-like activities. We are proud of each other and the work we do, and we are proud to share it with our spouses, partners, and kids! Orange Grove is family.

We said we would continue adding employee benefits like tuition assistance for employees pursuing higher education, as well as increasing retirement benefits.

Tuition assistance has been welcomed by a growing number of staff – proof that the benefit is important in supporting our staff’s continued growth and professional development. We increased employer retirement contributions. We worked hard to bring all the pieces together to start a Certified Nursing Assistant Training Program. It has always been Orange Grove’s mission to identify needs and build the programs to meet them. In the midst of the current staffing crisis (we are still 20% short of being fully staffed in all budgeted positions), and in order to elevate the professionalism of our staff, we started our own CNA School so that existing and new staff have the opportunity to build knowledge, skills, and resumes with a state-approved certification. We have compressed what is often a sixweek program elsewhere into two intense weeks, and we’re offering it for free to our employees. We are confident that this benefit will contribute to higher job satisfaction, greater skills confidence, continuity of care, and even better care and programs for the people we support. Orange Grove is opportunity.

We said we would renovate and improve some of our older homes, making them more accessible for aging residents, and update décor and functionality of other high-traffic spaces, making them more welcoming for visitors and daily users alike.

Our home renovation plan includes significant renovations and improvements to 38 of our 60+ homes over the next two years. We have completed some renovations to spaces on the main campus, notably in the Habilitation Center, by replacing aging carpet with luxury vinyl planks, stripping outdated wallpaper, painting, and commissioning an art installation. Orange Grove is fabulous.

We said we would implement a new strategic plan to take us through the next three to five years.

We completed the strategic planning process during 2023. It was gratifying to get positive feedback about our reputation in the community, our collaborative approach to implementing regulatory changes, and program

excellence. One community member stated that a person is “better when [they] leave Orange Grove than when [they] came.” It was also instructive to learn from both external and internal meetings what the perceived challenges and opportunities will be in the future. Following many broad and in-depth discussions on many great topics and ideas, we identified the following strategic initiatives that will carry us through 2026: communication; hiring, training, and retention; transportation and technology; residential expansion and enhancement; medical and behavioral care; and governance.

We are grateful to everyone who participated in the planning process and we are already well into working our way through those items that will have an immediate impact on Orange Grove and those we serve. Orange Grove is resilient.

We said we would work with all funding and oversight partners to maintain accreditation and build new programs designed to reach new people in new ways using new technologies.

We successfully continued to meet the standards of our national accrediting body and the numerous regulatory agencies that audit our work. From the department of transportation to the health department, we are surveyed by more than 20 entities each year. Because we accept government funding to maximize the number of people we can support, we must meet numerous regulations that range from the temperatures in our classrooms to the elevated background requirements for each employee.

We have worked diligently to engage individuals in their return to supported employment and community volunteer activities. We are seeking a new Tech First SHIFT accreditation from the State of Tennessee which offers training and updated programming access regarding the importance of technology and employment for the adults in our program. Orange Grove is excellence.

ADULT SERVICES

Adult services at Orange Grove include employment programs, community participation day services, in-home services, personal assistance services, and residential services. All services and programs are person-centered, that is, structured around the needs and wishes of the person supported.

For many, the path to greater independence and fuller participation in the community is employment. Orange Grove builds individualized plans to work toward employment, utilizing the expertise of job developers, job coaches, job supervisors, as well as enabling technology, volunteer positions, and job exploration and discovery programs to make the best match possible between job and worker.

Community participation day services, like all Orange Grove’s programs, are person-centered, and may include a mix of volunteering and recreational activities in the community. In-home services are for those who have retired, or, for health or other reasons, are no longer able to participate fully in daytime community participation activities. The personal assistance program supports people who either live with aging family members, or who can live almost fully independently with certain supports. Services include things like transportation for medical appointments or recreational outings, grocery shopping, or assistance in the home with self-help skills.

Orange Grove’s Community Supports program consists of the Medicaid Alternative Pathways to Independence (MAPs) program, and the Family Support program. MAPs is a program available to people with IDD who have graduated high school or will graduate within three years. The goal of the program is for participants to learn skills to help them work and live independently, learn about their neighborhoods, and find hobbies that interest them. The program takes advantage of enabling technology, using it to increase independence in three areas: home, work, and community.

Family Support is funded by a grant through the Tennessee Department of Intellectual and Developmental Disabilities (DIDD). Family Support distributes grant dollars to people who have significant disabilities and their families in 11 Tennessee counties: Bledsoe, Bradley, Grundy, Hamilton, Marion, McMinn, Meigs, Monroe, Polk, Rhea, and Sequatchie. During 2023, Family Support provided funding to support requests for things like respite care, personal assistants, independent living aids, special equipment, communication devices, home/ vehicle modifications, health-related needs, behavior services, and day care to 398 people. Volunteers from those counties serve on a council that reviews requests and makes funding decisions.

Orange Grove’s 62 homes across Hamilton County and North Georgia comprise Residential Services. All homes are staffed and equipped to meet the wide-ranging needs of each resident. Homes have different staffing models depending on the needs of the residents. One home serves people with dual diagnoses of IDD and a mental health disorder. The home is considered transitional housing – serving people who have either come out of institutional settings or who are hoping to avoid an institutional setting –with the goal of learning the skills necessary to move on to less restrictive,

more inclusive residential settings. Intermediate Care Facilities (ICF), Residential Habilitation, Supported Living, and Community Living Services (CLS) offer person-centered supports in neighborhoods all across our area, with two now serving residents in Georgia. Our first Georgia home opened in 2023; our second in 2024, and we continue to plan additional homes to meet demand.

Georgia services first opened with its Ringgold office in 2012. Twelve years later, we have doubled the number of people supported in day services who are engaged in a variety of activities including employment, volunteering, and recreation. Community Living Services (CLS) are residential supports developed in partnership with the State of Georgia and families eager for supportive options for their family members.

CHILDREN’S SERVICES

Orange Grove works closely with Hamilton County Department of Education and the educational agencies in neighboring counties to provide free appropriate public education to children up to age 22. The school is a Category 1 school approved by the Tennessee Department of Education. All programs are customized to meet the individual needs and goals of each child, with an emphasis on increasing independence.

Each child has an Individualized Education Program (IEP) planned by a team of people, including parents or caregivers, whose shared goal is success for each student. Students in the program have 220 days of instruction year-round, including through the summer, which helps ensure that skills are not lost after long breaks. Graduates from the program may go on to other Orange Grove programs that continue the work of building skills and supports necessary for as much independence as possible.

CLINICAL SERVICES

PRIMARY CARE AND DENTAL SERVICES

The Augustus McCravey Health Care Clinic is a full-service primary health care clinic that provides patient-centered care to any adult, regardless of whether that adult has a disability, or is otherwise served through programs at Orange Grove. The medical team maintains close relationships with other providers for those medical issues that need to be referred to specialists. The Orange Grove Dental Clinic uses desensitization to help patients feel comfortable and safe, and to build trust between patient and clinician. Building trust between provider and patient yields better patient health outcomes and offers the opportunity to practice skills useful in other areas of life.

MENTAL HEALTH SERVICES

A full range of Behavior Services are available at Orange Grove, including functional behavior assessments, behavior support plans, and training to implement the plans as well as monitor progress. As people acquire new skills in controlling their responses to their environment, they gain more independence and control over their own lives, which yields greater successes in inclusive, community settings.

The Intensive Outpatient Program (IOP) helps participants ages 18 and older learn how to regulate emotions and make choices that align with their individual goals. Group sessions focus on coping skills, anxiety and depression education, stress management, communication, cognitive coping and processing, anger management, self-awareness, socialization, and problem solving. Participants learn how to control their behavior and responses to build on successes and gain greater independence.

The Psychosocial Rehabilitation (PSR) program launched last year, is the next step for participants who have successfully completed IOP, or for new participants who can achieve successes through a less intensive program. Participants develop more functional skills and work on maintaining mental health stability within a community setting. Functional skills include daily activities like meal prep, budgeting, and volunteering in the community.

ENRICHMENT SERVICES

Music, art, and recreation programs at Orange Grove have always played a critical role in developing programs that address the needs of a whole person. Enrichment programs are funded entirely through grants and donations, as they do not qualify for funding through government programs. Over the years, the chorus has performed for hundreds of people, the Special Olympics teams have competed near and far, and art students have stamped, painted, molded, thrown, slingshot, and manipulated all manner of materials as they find highly individualized ways of self-expression. Enrichment services also offer the perfect opportunity to “speak” a common language of creativity shared by all humans, whether it is making baskets, art, or music.

THE MORTON J. KENT HABILITATION CENTER

The “Hab Center” coordinates Orange Grove’s strategic alliances with national and international teaching, research, and advocacy organizations working to improve the lives of people with IDD in every arena. Hab Center staff ensures that people with IDD have a representative seat at the table with rulemaking bodies, industry practice groups, health care practice and research groups, and governmental councils and advisory groups. Hab Center staff also help coordinate relationships with higher education institutions, which send students from various disciplines for internships or immersion experiences at Orange Grove. The University of Tennessee Dental School, Chattanooga State Technical Community College, University of Tennessee, Chattanooga, and University of Tennessee College of Medicine, all believe that clinical learning programs should prepare students for the full spectrum of patients and situations they are likely to see in professional practice.

Celebrating 30 years, the Hab Center, under Dr. Rick Rader’s leadership, continues to be a center of excellence and has far exceeded the dreams of the original Board Members instrumental in its creation, such as Thomas Caldwell, Morton Kent, and John Germ.

PERSON OF THE YEAR

Ask anybody who knows Marilyn, and the first thing they mention is her smile. She has the kind of smile that exudes joy and is full of mirth. It’s the kind of smile that elicits a happy response from everyone including her co-workers at a downtown eatery, who variously describe her as funny and silly. Joy permeates her daily activities, including at work, where she describes her job washing dishes as “fun.” Marilyn has worked at Taziki’s for six years, where she has a reputation for being “the kindest person we know” according to her supervisor, Angie. “People love to work with her,” she states, “and I think it’s because she makes everyone smile.”

The joy Marilyn expresses at work carries over to her Orange Grove home, too. Staff, who are like family, also talk about The Smile and the effect it has on others around her. “She has the biggest smile, and it always makes us laugh,” says Hannah, who has known Marilyn for several years. Marilyn is also known for her work ethic. “She never wants to miss work,” says one staff member, “and she’s always talking about how she’d like to have another job.” In her free time, she enjoys cooking, cleaning, and watching TV and movies. Her favorite movies are the Halloween horror movies, which she watches year-round. Since first seeking services at Orange Grove in 1987, Marilyn has made steady progress developing skills necessary to increase her level of independence, including the use of enabling technology. Enabling technology can assist in a wide range of situations, from sending alerts for an untended stovetop to support navigating public transportation. Orange Grove is proud to highlight Marilyn’s success as our Person of the Year, as she embodies the Orange Grove mission to recognize, support, and celebrate the qualities of the individual.

Thomas A. Caldwell, Jr. Society recognizes donors who commit to making a monetary gift of any amount each and every year. The Society is named after Tom Caldwell who was instrumental in the formation of Orange Grove, and served faithfully and actively on the Board continuously from 1953 until his passing in 2018. Mr. Caldwell was a much revered and beloved member of the legal community in Chattanooga.
