A Message from the  CEO and Board President ESSENTIAL. That word has been used a lot in the last couple years. In fact, Merriam-Webster online ranks it in the top 1% of looked-up words on its site.

But the word itself first appeared in the English language in print in the 14th century as an adjective, meaning necessary, fundamental, indispensable. 1 It’s derived from the Latin “essentia essentia, ‘being, essence,’ ” with the root es es- meaning “to be.” The question about what is ESSENTIAL didn’t just crop up as we tried to figure out how best to keep things moving in the face of a worldwide pandemic. Who are ESSENTIAL workers? Which daily activities are ESSENTIAL and which ones can we put on hold? What is ESSENTIAL for learning? What happens if there is a shortage of ESSENTIAL products (got toilet paper?)? Considering what is ESSENTIAL — the essence of a thing — the nature of the thing, without which the thing would not be itself — gets at the very root of who we are as humans and what makes us so. We think about what is ESSENTIAL when we have to make choices in every aspect of our lives, whether it’s prioritizing tasks, making a grocery list, or choosing a profession. At Orange Grove, considering what is ESSENTIAL and advocating that we, and those we support, are ESSENTIAL has been . . . well . . . essential to all of our operations, programs, and services since we began this adventure in 1953.

We are grateful that this Annual Report has found its way into your hands. It means that you support us one way or another — through your monetary or in-kind gifts; your gift of volunteer service; your support as one of our employment partners; or your advocacy on our behalf through your civic, family, or professional relationships. YOU have already proven yourself to be ESSENTIAL to our mission of recognizing, supporting, and celebrating the people with intellectual and developmental disabilities (IDD) in our community.

A special note:

Each of the last several years, we have opened our Annual Report with not just the welcome letter from the CEO and our Board President,

but with a note to share additional insights into our day-to-day operations, including things that keep us awake at night, as well as some of the things that bring us joy and make us hopeful. It is a challenge for us to find the right balance with respect to the information we share — mostly it’s a challenge for us not to overwhelm you with too much information! Our desire is to have open and honest conversations with you — so you truly understand your critical role in the work we do in this community. The pandemic and its effects have certainly lasted much longer than we thought it would. It continues to affect just about every single aspect of our daily operations. Nevertheless, we persist. In 2022, here are, in no particular order, some things we’re thinking about, watching, celebrating, and doing:

Always, always, we assess and reassess our programs and operations to see where we can do more or better or more efficiently. Quality is ESSENTIAL to building programs, services, spaces, places, jobs, diversity, equity, and inclusion for people with IDD in Chattanooga and our greater human community.

BINGO!!!! After a long absence in the fundraising arsenal for non-profits, the Tennessee legislature changed the law to allow nonprofit organizations to conduct bingo games as an annual gaming event. We filed our application in January 2022, were approved, and the inaugural “Bingo for the Grove” event is set to take place in August 2022. We are really excited about the energetic group of volunteers who are planning this event and have high hopes that it will be hugely successful and FUN!

As always, we invite you to join us — by giving, by volunteering, by advocating, by recruiting, by championing — in the many ways we keep pushing for more options and more opportunities for people with IDD to reach their fullest potential and achieve their dreams. We were experiencing a significant staff shortage even before the pandemic hit in March 2020, and the crisis has deepened since then. We know it’s not just us — searching “staffing crisis” on the web yields 63,000,000 results in 0.53 seconds. There isn’t one single factor contributing to the worsening crisis, so there is no magic bullet to solve it. Meanwhile, we look at every aspect of operations to find and implement ways to better care for staff, including revamping and streamlining the hiring and onboarding processes; offering sign-on, retention, and recruitment

We are THRILLED about our first group home in Georgia! The house will be home to three people who have been eagerly awaiting the launch of residential services in Georgia. We are very excited to meet this ESSENTIAL need for our Georgia neighbors. This is just the beginning, and we look forward to further expanding residential services for our neighbors across the border.

bonuses; investing in professional development programs for staff; starting a tuition reimbursement program for those staff committed to furthering their education; tweaking management structure to better align with job duties and descriptions; reducing staff costs for health insurance; and increasing contributions to staff retirement accounts. There is comfort in knowing we aren’t alone in the crisis and we appreciate so very much all the efforts of all stakeholders to work on solutions, but it continues to dominate our thoughts as we look for more ways to find, hire, and keep qualified staff.

As a society, we have all experienced and talked about the significant toll the pandemic has had on mental health. We worry about that, too, for people with IDD. We are working hard to address those needs with three seminal programs at Orange Grove: transitional housing, our Intensive Outpatient Program, and our Psychosocial Rehabilitation program. Read more in the pages that follow.


certain supports. Services include things like transportation for medical appointments or recreational outings, grocery shopping, or assistance in the home with self-help skills.

ADULT SERVICES Adult services at Orange Grove include employment programs, community participation day services, in-home services, personal assistance services, and residential services. All services and programs at Orange Grove have as a singular purpose the best possible outcomes for the person supported. Those best possible outcomes are dependent on the wishes, dreams, goals, wants, and needs of each person. For many, the path to greater independence and fuller participation in the community is employment. The services, programs, and tools available to move toward employment are as varied as the people. Job developers, job coaches, job supervisors, enabling technology, volunteer positions, job exploration programs are all ESSENTIAL in helping each person learn and build the skills they need to have a job they want. Community participation day services may include a mix of volunteering and recreational activities in the community. In-home services are for those people we support in residential services who have retired, or, for health or other reasons, are no longer able to participate fully in daytime community participation activities. The personal assistance program supports people who either live with aging family members, or who are able to live almost fully independently with

Orange Grove’s 62 homes across Hamilton County are staffed and equipped to meet the wide-ranging needs of each resident. Homes have different staffing models depending on the needs of the residents. Intermediate Care Facilities (ICF), Residential Habilitation, Supported Living, and Community Living Services (CLS) offer person-centered supports. Staff and residents quickly become family, which eased the stress and isolation of restricted activities and visits during the height of the pandemic. Georgia services continue to expand to meet demand. We first opened the Ringgold office in 2012. Now in its tenth year, we support 120 adults in various day settings, including employment, volunteering, and recreation. We are very excited that after a long search, we found just the right property to open our first group home! Opening spring of 2022, it will be home to three Georgia citizens who have been patient as we have worked together toward this milestone. We look forward to continued growth in Georgia, and hope to open another group home in the next year.


CLINICAL SERVICES

CHILDREN’S SERVICES Orange Grove works closely with Hamilton County Department of Education and the educational agencies in neighboring counties to provide free appropriate public education to children up to age 22. The school is a Category 1 school approved by the Tennessee Department of Education. All programs are customized to meet the individual needs and goals of each child, with an emphasis on increasing independence. Each child has an Individualized Education Program (IEP) planned by a team of people, including parents or caregivers, whose shared goal is success for each student. Students in the program have 220 days of instruction year round, including through the summer, which helps ensure that skills are not lost after long breaks. Graduates from the program may go on to other Orange Grove programs that continue the work of building skills and supports necessary for as much independence as possible.

The Augustus McCravey Health Care Clinic is a full-service primary health care clinic that provides patient-centered care to any adult, regardless of whether that adult has a disability, or is otherwise served through programs at Orange Grove. The medical team delivers ESSENTIAL care to their patients because they recognize that good health care is a collaboration with the patient and the patient’s caregivers and loved ones. The Orange Grove Dental Clinic is not your ordinary dental clinic. Through “desensitization,” the specially trained staff help patients feel comfortable and safe, which yields much better health outcomes. As the “gateway to the body,” oral and dental care is a critical part of maintaining and caring for overall physical health. Being able to receive dental care — to sit down, lay back, open up, and let someone else use sharp and sometimes noisy instruments in one’s mouth — is a lesson in trust and endurance, both of which are ESSENTIAL skills to learn, and which encourage success in other areas of life. A full range of Behavior Services are available at Orange Grove, including functional behavior assessments, behavior support plans, and training to implement the plans as well as monitor progress. Learning the skills necessary to deal with the slings and arrows of daily life challenges is ESSENTIAL for success in life. As people acquire new skills in controlling their responses to their environment, they gain more independence and control over their own lives, which yields greater successes in inclusive, community settings.


Mental health has been at the forefront of our collective consciousness, with new data published, seemingly daily, about the significant decline in mental health status over the course of the pandemic. In general, people with IDD are at a disproportionately high risk of developing psychiatric syndromes, and at least one study has found that almost a third of people with IDD also have a mental illness. Orange Grove has started three programs to address needs of people with dual diagnoses of IDD and a mental health disorder.

In 2019, we launched the Intensive Outpatient Program (IOP) for participants ages 18 and older. Through the program, participants learn how to regulate emotions and make choices that line up with their individual goals. Group sessions focus on coping skills, anxiety and depression education, stress management, communication, cognitive coping and processing, anger management, self-awareness, socialization, and problem solving. Participants learn how to control their behavior and responses to build on successes and gain greater independence.

The Psychosocial Rehabilitation (PSR) program launched in early 2022 as a next step for participants who have successfully completed the IOP program, or for new participants who can achieve successes through a less intensive program. Participants develop more functional skills and work on maintaining mental health stability within a community setting. Functional skills include daily activities like meal prep, budgeting, and volunteering in the community. Orange Grove also opened a home to serve people with dual diagnoses, whose behaviors put them at risk for restrictive institutional settings. The home is considered transitional housing — serving people who have either come out of institutional settings or who are hoping to avoid an institutional setting, and who hope to learn the skills necessary to then move on to less restrictive, more inclusive residential settings. The need for this type of housing is significant in our community, and there is a waiting list for spots.

It is ESSENTIAL that Orange Grove work to fulfill its mission to recognize, support, and celebrate the qualities of the individual not just on the local level, but also national and global levels. One way

to do that is by collaborating with academic and other training institutions to offer student internships. At various times throughout the year, we may have a volunteer shadowing in the health clinic to learn more about specialty practice; UT Dental School students and Chattanooga State dental hygiene students in the dental clinic for rotations; UTC social work students in classrooms or working with behavior specialists, occupational therapy students in the classrooms doing field work; and/or first-year family practice residents from UT College of Medicine here for rotations. The experiential learning equips them for the myriad of situations they will encounter in their professional lives. Likewise, people with IDD benefit through greater access and higher quality care from professionals who are familiar with the particular needs of the population.

FAMILY SUPPORT The Family Support Program is funded by a grant through the Tennessee Department of Intellectual and Developmental Disabilities (DIDD). Family Support distributes grant dollars to people who have significant disabilities and their families in 11 Tennessee counties: Bledsoe, Bradley, Grundy, Hamilton, Marion, McMinn, Meigs, Monroe, Polk, Rhea, and Sequatchie. During 2021, Family Support provided ESSENTIAL items or services like respite care, personal assistants, independent living aids, 8

special equipment, communication devices, home/vehicle modifications, health-related needs, behavior services, and day care to 389 people. Volunteers from the various counties serve on a council that reviews requests and makes funding decisions.

ENRICHMENT SERVICES Music, art, and recreation programs at Orange Grove have found ways to continue to provide services in less-than-ideal circumstances. Music classes and lessons have been done virtually, with new classes added, like Guided Relaxation and Imagery with Music. Art has gone on the road, with some art classes now taking place at our Georgia locations. Physical recreation is still significantly impacted by the pandemic and the very slow pace of even incremental return to previous levels of activities. We continue to evaluate on a daily basis what next steps we can take to ensure programs and services are holistic and protect the health and safety of those we support.

THE MORTON J. KENT HABILITATION CENTER The “Hab Center” coordinates Orange Grove’s strategic alliances with national and international teaching, research, and advocacy organizations working to improve the lives of people with IDD in every arena. The Hab Center staff ensures that people with IDD have a representative seat at the table with rulemaking bodies, industry practice groups, health care practice and research groups, and governmental councils and advisory groups. The Hab Center also pays it forward by supervising student interns from local schools in 15+ disciplines.

All in the family . . . Sometimes, working at Orange Grove spans generations. Tanya Campbell, now a house manager, started her 25+ year career in the Industrial Training Center. Tanya’s mother-in-law had worked for OG since the late 1980s, her son (Tanya’s husband) went on to become a house manager, and now, Tanya’s children both work with people with IDD. Tanya’s daughter, Bethany, is another one of Orange Grove’s house managers. Tanya believes that raising her children in a group home had a profound effect on them – for the good. “My kids learned all about unconditional love, how to be a great encourager, and that families aren’t always defined by blood ties.”

Making it all work. There are lots of moving parts at Orange Grove, so having topnotch behind-the-scenes doers is ESSENTIAL to the smooth operation of all programs and services. The Orange Grove maintenance department is a team of 11, and includes two EPA certified technicians qualified to do HVAC work. Our maintenance team responds to and completes an average of 120 service calls a month to the homes. They cover 356,000+ square feet under roof 24/7/365. The information technology team of 3 manages roughly 500 computers, including servers, laptops, desktops, tablets; 70+ network components, including network switches and wireless access points across 5 buildings on the main campus, plus another 70+ routers for all the residences. They manage nearly 4 terabytes of data. Transportation monitors 400 drivers, employs 2 mechanics who service 165 vehicles that traveled over half a million miles in the last year.

PERSON OF THE YEAR

Jimmy Roes

“I’m 64, though I don’t look it.” James Lee Roes, or Jimmy, has been a part of the Orange Grove family for almost 50 years. He first enrolled at Orange Grove in 1973 for school services, and has participated in just about every aspect of OGC life since then. After graduating from the school program, Jimmy enrolled in one of the adult services programs and worked at the John F. Germ Recycling Center from the late 1990s to 2003, helping to sort the City of Chattanooga’s curbside recyclables. These days, Jimmy is enjoying the perks of retirement, and lives in an Orange Grovesupported home with three of his good friends. He fills his days with a variety of activities, including helping in

Orange Grove classrooms and going to music classes with Orange Grove’s full time music teacher. Jimmy enjoys spending time with his three housemates, watching movies, and working on crossword puzzles. He loves to travel and meet new people, though that has been curtailed during the pandemic. He loves sharing stories about his family. He loves counting in all forms, including writing down numbers in sequential order. Perhaps it is the love of counting that inspired two other hobbies: knitting and crocheting. Though he can’t recall when he first took up the craft, Jimmy’s attention to detail and competitive spirit fuel his biggest knitting project to date. In our 201415 Annual Report, we featured his attempt to beat the Guinness World Record for longest knitted scarf. At the time, his creation measured 89 feet long and 79 stitches wide. Since then, Jimmy has continued to add to his work. Today, the multi-colored, patchwork scarf measures over 330 feet — almost the length of a football field (360 feet)! Jimmy rightly jokes that the only person who could wear the scarf is the Statue of Liberty. The current Guinness Record for the longest knitted scarf is a whopping 14,978 feet. Undaunted, Jimmy shrugs and says, “I’ll just have to work a little harder.” Jimmy is the epitome of someone who relishes life’s simple pleasures, and has settled into a comfortable and unique routine that prioritizes hobbies, friendship, and family. Whether working with numbers, words, or stitches, Jimmy’s active and meticulous mind ensures small victories every day. ORANGE GROVE CENTER

We’re reminded about the importance of togetherness and have tried different ways to feel connected to each other, even if separated by space.
