ICE TIMES
DUI checkpoint program is also on Tuesday’s agenda The setting of the paramedic tax rate for 201314 tops the agenda for Tuesday’s meeting of the Garden Grove City Council. An ordinance specifying how much property owners will be charged for the city’s paramedic program will go before the council. The proposed rate is seven cents per $100 of assessed valuation, with the goal of raising $7,200,000. Also on the agenda for Tuesday is participation in a grant through the state Office of Traffic Safety to conduct checkpoints to arrest drunk
drivers. The grant would provide $113,350 to the city. Garden Grove’s police department has been participating in this program since 1996. The council will also consider a proposal by Brandywine Homes to build 18 single-family homes in a planned unit development at 10418 Katella Ave. on the site of what is now a church. The council meets in its chambers in the Community Meeting Center, 11300 Stanford Ave. A closed session will be held at 5:30 p.m., followed by the regular open session at 6:30 p.m.
City Hall projects on Stanton agenda They will be raising the roof at Tuesday’s meeting of the Stanton City Council. Sort of. Actually, the council will be awarding a contract for a new roof for City Hall. The council will be asked to accept the bid of Letner Roofing Co. for $264,000, with a 10 percent contingency.
Additionally, the council will take up the matter of a bid for movable walls in the City Hall-Community Center from USS Cal builders for $161,369. The council meets at 6:30 p.m. in the City Hall, 7800 Katella Ave. (west of Beach Boulevard at Cedar Street).

Preliminary hearing set for gang murder suspect A fugitive gang member arrested in Virginia in connection with a 1999 murder at a Westminster restaurant is scheduled for a preliminary hearing July 17 in West Justice Center in Westminster. Ca Van Le, 32, once of Santa Ana, was charged with one felony count of murder, one felony charge of conspiracy to commit murder and two felony counts of attempted murder, according to the Orange County District Attorney’s office. Additionally, there are sentencing enhance-
ments for criminal street gang activity and the vicarious discharge of a firearm as a gang member. If convicted, he faces a maximum sentence of 80 years to life. He is being held without bail. Seven co-defendants have already been convicted or pleaded guilty in this case. The fatal shooting took place on July 5, 1999 and is considered to be the result of a shootout between rival gangs. A clash between the two groups at the eatery the day before led to an exchange
of gunfire, car chases and “other violent and aggressive behavior.” On the 5th, back at the restaurant, another shootout occurred and Duy-Nguyen The Doan, a gang member, was fatally shot in the head. Filings of a case against the defendants took place in 2005 and a warrant was issued for Le, who was finally located in Virginia in June. He was extradited to California on June 17 and returned to Orange County to face charges.
A man accused of sexually assaulting a preteen girl in a Garden Grove motel in 1995 and continuing a relationship with her for over a year is facing felony charges at a pre-trial hearing set for July 17. According to the Orange County District Attorney’s office, Vanna Hong was 28 years old when he met the victim – identified only as “Jane Doe” – while he was visiting Orange County from Rhode Island. Authorities allege he drove or flew to California several times between March 1995 and February 1996 and took her to a motel in Garden Grove and had unlawful sexual intercourse with her. From March 1995 to February 1996 he is accused of taking her to the Alamo Hotel in Anaheim where he engaged in several sexual acts with the girl. Further, it’s alleged that he forcibly raped the girl between March and September 1996. In January of 2011, the suspect is said to have contacted her through Facebook and arranged to meet her, even though she was now married to a law enforcement officer. The victim contacted authorities about the sexual assaults against her as a child. Hong was arrested on June 1, 2012 when he arrived at the Los Angeles International Airport to meet the victim. The hearing is set for 8:30 a.m. in the North Justice Center in Fullerton. The hearing was originally set for August 2012, then postponed to June 2013.
