Trial is set Aug. 5 for ex-cop in two rapes
Thomas accused of killing two at Stanton business
Indicted on two counts of murder with special circumstances, accused murderer Hilbert Pineil Thomas’s trial is set for Friday, Aug. 2 Thomas, 39, is a Garden Grove resident who was apprehended in Anaheim. Thomas was indicted as the defendant of a double homicide that took place in Stanton on Feb. 2, 2009. On that date, Thomas is accused of walking into the Golden Sun Homes, at 12331 Beach Blvd. between 9:30 a.m. and 10 a.m. shooting, execution style, Matthew Francis Scott, a sales associate and son of the owner, and Elizabeth Ann Palmer, the secretary. The victims were found behind Palmer’s desk by Scott’s father at around 10:20 a.m. Thomas is then accused of leaving the scene in Palmer’s Lexus GS 300 sedan, which became the key item in the investigation. Thomas was apprehended in October, after
authorities located his car parked at the El Dorado Inn on Lincoln Avenue in Anaheim. After a watching the complex, police searched his apartment and car on Oct. 28, 2009 and located a gun that was later tested as a match to the weapon used in the murder. Thomas had been driving the car for six months, which authorities say is highly unusual. A press release from the District Attorney states that Thomas faces sentencing enhancements for the personal discharge of a firearm causing death. If convicted on all counts, the defendant faces a maximum sentence of life without the possibility of parole. The special circumstances in this case also make Thomas eligible for the death penalty. Senior Deputy District Attorney Ebrahim Baytieh of the Homicide Unit is prosecuting this case. The trial was originally set for April 2011.
WSD board to meet What could be a key meeting of the Westminster School District Board of Trustees is scheduled for Thursday evening. Although no agenda was posted as of our deadline Sunday, Thursday’s meeting will be the first one after a divided board placed Superintendent Richard Tauer on paid administrative leave for an indefinite period. Tauer has been superintendent since July 1, 2010, after serving as assistant superintendent for human resources. He was hired under a three-year contract. The meeting is set for 7 p.m. at the WSD offices, 14121 Cedarwood Ave. in Westminster. The WSD is a K-8 district serving most of Westminster as well as Midway City and parts of Garden Grove. More information on the meeting agenda will be in Thursday’s Journal.

Central Park for Stanton on agenda for city council The Central Park concept, taken off the front burner in the wake of recent financial cutbacks, is now simmering again. At Tuesday night’s meeting of the Stanton City Council, city leaders will be asked to approve the initial study and “negative declaration” for the proposed park. Stanton purchased the site of the former Mary
Perez Elementary School, located at 10660 Western Avenue, which is currently being used as a golf driving range. The city’s intent has been to construct a new major park with sports fields and children’s play equipment. Stanton is “underparked” in that it has a low ratio of recreational open space to population. Its largest
Parking ordinance on Westminster agenda
An urgency ordinance adopting parking standards for retail shopping centers and or eating establishments within such centers will go before the Westminster City Council when it meets Wednesday night. The ordinance was
originally passed by the council on Oct. 24, 2012 and was renewed for 10 months on Nov. 14, 2012. Overcrowding of parking lots because of the proliferation of restaurants in centers in Westminster has led to the orContinued on page 2
such park,Stanton Park, is located near Beach Boulevard and Katella Avenue on land leased from Southern California Edison. Much of the park lies below electric power towers and lines. Also on Tuesday night, the council will consider: • the city’s investment policy and assigning Chandler Asset Management to oversee the city’s $30 million in reserves. • a construction contract worth $127,113.35 to All American Asphalt for the rehabilitation of the Chapman Avenue roadway. Adding in a 10 percent contingency and a 10 percent construction management/ inspection fees brings the total potential cost to $152,513.35 The council meeting is at 6:30 p.m. at the City Hall, 7800 Katella Ave., Stanton.
A jury trial for a former Garden Grove police officer accused of raping two women has been scheduled for Monday, Aug. 5. The trial will begin at 9 a.m. in Central Justice Center, Santa Ana for Jesse Andrew Green, currently on non-paid administrative leave from the GGPD. According to the Orange County District Attorney’s office, Green faces charges not only of rape, but also of witness intimidation and threats. It’s alleged that Green, who joined the GGPD in 2006, went to the Santa Ana home of a woman he had been dating and on April 26, 2006 sodomized her while she screamed and struggled to get away. Prosecutors say that Green “made derogatory and intimidating statements to frighten the victim.” Then, on Nov. 6, 2009 Green allegedly took a woman to his Huntington Beach apartment on their first date and violently sodomized her, and made threats. The victims were slow to report the attacks because they worried that Green would be able to use his position as a police officer to retaliate against them, according to the D.A. Santa Ana and Huntington Beach police investigated the incidents, and Green was arrested on Oct. 3, 2010. He was terminated from the GGPD in November 2010. The trial was originally scheduled to start on June 17, but was moved to the August date.
