AN INDEPENDENT VIEW At the last election residents of Southend-on-Sea decided that they no longer wanted a single party to run the council. Unfortunately once again the Tories decided that they will only work with themselves in charge, as they believe it is their way or no way. Promises were made but they: • Took £1.5 million from the adult social care budget and spent it elsewhere, • Over spent the revenue budgets by £11.5 Million, • Over spent £2 million on Employee costs, • Increased council tax by 13.97% over the last 3 years, • Lack of Vision on Highways and Parking Strategy, • Performance Management not Embedded across the Council Independents believe in working with everyone, including residents, businesses and other groups on the Council and therefore formed a joint administration who are going to: • • • •

New administration at SBC It is a huge honour to have been elected Leader of Southend Council, there is a huge amount to communicate to residents. The position following the elections was far from ideal, but there is now a strong partnership agreement between Labour, Independent and Liberal Democrat councillors to form a robust administration. We know it can work, we ran the council in partnership between 2014 and 2016 and delivered many successes whilst faced with the hugest of financial challenges. Iâ€™ve obviously been asked a lot about what changes the new administration wishes to make â€“ there is too much to fit in one article but here is a flavour of what we think is important.

Housing Housing is a key priority for us, in terms of increasing the supply of genuinely affordable housing for people who need it, tackling homelessness and driving up standards in the private rented sector. A concrete step that we can take is to use right-to-buy receipts and housing revenue account capital reserves to buy vacant properties â€“ something that we have July 2019

already started to do. We are committed to taking forward the Better Queensway regeneration scheme in a way that benefits existing residents and the wider community. The proposal to introduce a selective licensing scheme for landlords will no doubt be controversial, but we need to look at it. Some parts of the town are still, despite current efforts, suffering from poorly managed, poorly maintained housing, and that is not a situation we are prepared to put up with.

Public Safety We know that public safety is a major concern in the town. Our proposals for an enhanced Community Safety Team were finally accepted a year ago, but we all know that the primary answer to rising crime is more Police numbers. There are more things that the council can do though. We are currently looking at the results of the consultation on the Public Spaces Protection Order, which will make it easier to stop anti-social behaviour parts of Southend. We are also committed to investing in street lighting across the borough, which in some parts of the town

is utterly inadequate, and leaves residents fearful to leave their homes after dark.

The council is also grappling with a number of issues around children and young people. Like in many places, Southend is experiencing an increase in the number of children needing to be looked after by the council. Each case is different, but it’s clear that factors in society are causing social problems which deeply affect individuals but also put huge pressure on the council’s resources. One step that we want to take as a new administration is to get a better service from our children’s centres to give more support for young families. We would like to see a much greater role for the local community in our children’s centres, and a wider range of services provided. One issue that I am pleased to pick up again, which I worked on during my previous time as Deputy Leader, is the council’s ambitious digital strategy.

Faster connection The council has entered into a partnership with CityFibre to make Southend a ‘Gigabit City’ allowing residents and businesses to take advantage of some of the fastest connection speeds in the UK. Inevitably 10

installing this physical network will involve some disruption for residents, but I am convinced that it is essential for our future prosperity. Connectivity has become one of the most important factors for businesses in making their investment decisions, so this will give Southend a huge competitive advantage. Having secured this physical investment in Southend, I’m now planning to develop a strategy around skills and other infrastructure to take full advantage of the opportunities that this affords us. Making Southend a great place to business, and attracting better quality, better paid jobs to the town is a key aspiration of ours. Following the election results, it’s clear that residents from Leigh to Shoeburyness were not happy with the way the council was being run. As a new administration, we have the radical and ambitious plan to get Southend back on track. Working together, across political party dividing lines, we can and will address the problems that have plagued our town the last few years, and transform it into the place we all want it to be. Together, we will deliver a safe, prosperous and welcoming town not only for those who live in the borough now, but for the future generations who in decades to come will proudly call Southend their home. councillors would defend the council and its officers at all costs. Dinosaur politics that saw the Tories lose 9 seats and overall control of SBC. The electorate voted for change. It’s clear some councillors at SBC, like Cllr Brian Ayling, understand this and that the root of the council’s problems is it’s senior management. A recent LGA assessment at SBC graded it as ‘Badly managed’.

All change at SBC Political turmoil continues this month on both the local and national stage. It looks like Boris versus the two Jeremys for PM whilst locally the tories have lost control of both Basildon and now Southend councils.

Labour's new leader of Basildon Gavin Callaghan, Labour’s new leader of Basildon Council has already made some sweeping statements as he seeks to reform the council, looking to overturn bad decisions made by officers and the previous Tory administration. A ‘master planner’ is to be employed to correct ‘20yrs of failure’ creating a new local plan for the town. The ‘Poundland’ sale of council land the size of 3 football pitches for a quid to a hotel operator looks like it will be scrapped by the new cabinet, describing the process as ‘a mess’. No council feasibility study and lack of a lawful procurement process cited as 2 of the grave mistakes made by officers. Last month’s Oracle featured an excellent article from Southend Councillor Brian Ayling. Cllr Ayling highlighted the lack of professionalism from senior officers at SBC referencing the £1 Seaway development, Victoria Gateway, City Beach and £2.5mn squandered on an unviable museum plan. In a striking resemblance to Basildon council’s £1 giveaway, officers at SBC failed to carry out their own Seaway feasibility study, instead using the one paid for by the developer, and also the deal was never put out to tender. Cllr Ayling’s frank and honest assessment of Southend council is a needed break from tradition, where previously administration 20

Congratulations to Cllr Ian Gilbert, elected as Southend’s first Labour leader of SBC. The decline of Southend originates from bad policy from a council that’s been ‘officer led’ for too long, under the leadership of Lamb, Woodley and those before them. It’s now labour’s turn, many would argue rightly so. I hope Cllr Gilbert will be as bold and brave as his counterpart in Basildon. A clearout of the failing senior officers is essential, together with an honest acceptance and reversal of the ‘grave mistakes’ made on Seaway, Victoria Gateway and parking to name a few. Failure to do this will be a failure to recognise the change the electorate voted for. It will simply be a new day, with a new administration but the same old rubbish from SBC and it’s controlling officers. It’s early days yet, but already we have seen a couple of surprises from the new administration. Do you own a conservatory not fit for purpose? There are literally many 1000’s of home owners throughout the UK who own a conservatory, it is without doubt that a high majority are totally inefficient during the summer and winter months. Fattoush Salad This Middle Eastern salad is very quick to make and uses a couple of new ingredients that can be found in the supermarkets; sumac, a seed & spice blend and pomegranate molasses, very popular in Turkish food. It also uses up any stale pitta bread and great for a lunch box. Just add chicken or fish to make it into a main course or add it to the table when having a BBQ.

Method Heat about 1cm oil in a pan and when it reaches about 170c ( or a cube of bread browns in 30 seconds), fry the pitta squares in the hot oil until golden all over, about 2-3 minutes. Drain on kitchen paper and sprinkle with sea salt.
