SAFEto swim?

Over recent months the media and social media in particular have carried stories of discharges of sewage direct into the Sea. “Our beaches are foul, and we should not swim because of it”. There is foam along the tide line, and you will hear it said that this is effluent, sewage. I have even heard people seeing a black shadow on the sea being described as pollution.

Iwill try and explain, but before I do, I ask: “Where is this information coming from? Is it factual”? Our processed sewage is pumped into the river via two very large pipes in deep water over a mile out to sea. The tidal flow takes it away from Southend and Leigh to be dispersed in the greater Thames. The water is clear and very little if any solids appear. Therefore, none of the discharging comes onto our beaches: it is impossible.  So, what is the foam?

The foam is a mixture of natural particles, plankton, fermenting crustaceans and basically protein from the mud and sea, according to CEFAS (Centre for Environment, Fisheries & Aquaculture Science). You do see more when the weather is hot, it is natural. When it mixes with the very abundant green weed it does look unpleasant, but it is harmless.

Storm water is a different matter: when we get heavy rain it goes into the drains and overloads the system. Some is discharged into the storm drains that are dotted along the foreshore, the water is often discoloured or even black. It is the water off our roads and streets as well as the overflow from the brook in Belfairs Woods. It can overwhelm the system and there is a chance that it gets into the sewerage network. This is rare, but a discharge can happen at that point.

Record number of seals

Why can’t the system cope? Because there is too much water all at once. There is not the capacity to deal with the deluge.

Why is there so much extra water and why so fast into the drains? It is due to the concreting

of our gardens to park our cars. Rain does not soak away into the ground anymore: it runs off straight into the roads and gutters, rushing to get to the sea instead of slowly draining away. We can blame the Water Companies for not investing enough, but we do not help with what we do. We build new houses and factory units, covering the land and thereby denying natural drainage. Are things that bad? Well, the local environment paints a more encouraging picture. We have the highest number of seals in the Thames since records began. There are now over 75,000 grey and harbour seals. Porpoise are seen daily and a recent survey by ZSL (Zoological Society of London) shows we have a resident population in the Thames. Dolphins are now a regular sight with an occasional whale making an appearance. Bass are here in huge numbers as well as smooth hound sharks. Both are being caught from our beaches and pier head. West Beach at Shoebury being a favourite spot at night, with double figure catches being recorded.

Oyster beds continue to thrive

We also have a great number of Wrasse being caught from the end of Southend Pier. These new visitors are normally associated with the clean waters of the South West. Octopus have also been seen around the base of the pier on spring tides. The oyster beds continue to grow, extending from Chalkwell to Shoebury. They are harvested by licensed pickers for relaying and our environmental health teams

monitor the health of those oysters.

Large flocks of Brent geese feed on the everspreading grass that grows along the foreshore. A very new phenomenon are crows feeding on crabs and shellfish along shore from the Pier to Shoebury. Many hundreds gather near the Kursaal estate waiting for the tide to go out every day. This does not support our seas being polluted but vibrant.

When I was growing up, swimmers would encounter condoms in the sea and often oil and tar on the beach. All this has been cleaned up, so I ask again: “where are these claims about pollution coming from?”

Parking matters

Parking is always a contentious issue and one that regularly divides opinion. It’s an easy way to raise revenue, but that comes at the potential cost of putting off visitors and alienating our own residents. And this is during a cost-of-living crisis, when we believe families should be able to enjoy a day at the beach without breaking the bank.

As part of our manifesto, we said we would reverse the changes and have removed the evening charges between 6pm and 9pm in zone 1a, which covers the seafront and other key tourist areas of the City.

The business community expressed their concerns at the time about the detrimental impact this charge could have and we strongly believe it is damaging to our tourist trade and wider local economy.

A payment holiday

To offset the loss of income, we agreed to create an additional 448 spaces along the seafront, with work taking place ASAP and all the spaces to be complete before the Easter holidays in 2024.

While we sort out the legalities around the reversal of this decision and update the signage, we will be creating a payment holiday between 6pm and

9pm so families won’t be charged over the six-week summer holidays during those hours.

Should be available to everyone

We have also scrapped plans to introduce charges to those who park in Jones Memorial, Big Gunners and Little Gunners car parks from this financial year, and Chalkwell, Priory, Belfairs and Southchurch parks, next financial year.

And to prevent the suggestion of being repeated in the future, we will be introducing a policy to make it clear that it is not the council’s policy to charge in park car parks.

I’m pleased we’ve managed to turn around these key decisions in just over a month of being in administration, and I hope residents, visitors and businesses are happy too.

The beach and our parks should be available to everyone - not just those who can afford the parking.

Azets Estate and Inheritance Tax Planning

Alot of our work at Azets concerns all kind of taxes, but when carrying out estate planning, both those undesirable certainties come into focus.

Many advisers say that Inheritance Tax is the only voluntary tax, and this is because good planning can effectively mitigate the liabilities.

Regional Tax Partner at Azets, Paul Attridge, sets out the things you need to consider in planning within your estate:

Having a will: Most people believe that their estate will automatically be distributed to their spouse and/ or children if they die without a will (called Intestacy) but this is not the case. Everyone should have a will so that their wishes on death are carried out.

Making efficient gifts in the will: Certain gifts featured in a will are exempt from tax or attract tax relief. These should be considered when drafting a will.

Lifetime gifts: If one’s estate is reduced by making gifts in lifetime, then clearly the Inheritance Tax liability can be reduced. These gifts need to be considered carefully within the family to ensure they are successful and appropriate.

Using Trusts: By putting assets into trust, younger generations can have the benefit of assets in the lifetime of the transferor. This can be tax efficient and help families with the costs of living.

Putting money into tax efficient investments: There are many tax efficient investments that are exempt from Inheritance Tax and others that push some of the liability into the future. These should be considered if gifting to individuals or trusts is not suitable.

Southend: New rules in place to keep people safe on the water

Essex Police’s Marine Unit are urging watersports enthusiasts to familiarise themselves with the new Public Space Protection Order (PSPO) that covers Southend seafront. Since 2020, there has been a rise in the number of people using personal watercraft (PWCs or jetskis) but a small minority have behaved irresponsibly, putting other water users in danger and breaking local byelaws.

The new PSPO, passed by Southend-onCity City Council, covers the whole of the Southend foreshore.

The only place you are allowed to launch a PWC from is the Shoebury Common Slipway and everybody riding a PWC will now have to stay at least 400m away from any public beach, pier or berthing area.

Failure to comply with a PSPO is a criminal offence that can lead to a fixed penalty notice of £100 or a fine of up to £1,000 upon conviction.

PWC riders should also be aware that they must have identification, insurance, and an RYA basic certificate of competence to go out on the water. They will also need a basic level of kit including a personal flotation device, and a mobile phone or a VHF radio. During the 2022 season, the Marine Unit stopped and spoke to 179 personal watercraft riders and 49 people in power boats about their behaviour on the water.

Twelve PWC riders were reported for court action after speeding.

Make sure that everyone is safe

Marine Unit PC Ian Newling said:

“We don’t want to discourage people coming down on PWCs, the idea is make sure that everyone is safe and that includes the riders themselves.

“The PSPO is there to regulate those people who don’t want to abide by the rules. While the vast majority have been fine, a small minatory have been causing problems.

“They have ridden through moorings, and in areas where there have been swimmers, kayakers and paddleboarders. It’s fortunate that we’ve not had any serious incidents.

“We will always look to engage with people first and explain the legislation, but if there are repeat offenders, we will take enforcement action.”

Aware of alternative treatment

Approximately 600,000 men will receive a new prostate cancer diagnosis within the next decade, and around one-third of them could be suitable for minimally invasive treatments. However, if the current situation persists, the majority of these men will undergo the same treatments as those with advanced cancer.

To prevent

unnecessary overtreatment,

it is crucial for men to be aware of alternative treatment options such as HIFU, cryotherapy, and electroporation, which can significantly improve their lives. The lack of discussion surrounding these better options is a major scandal that needs to be addressed.

It’s a mist-have

Iam currently in Liverpool, a city renowned for its nightlife and in the height of summer I am reminded of the classic line from Soft Cell’s Say Hello, Wave Goodbye; “Under the deep red light, I can see the makeup sliding down.”

To avoid such a cosmetic catastrophe, it is wise to have a facial mist close to hand. As any beauty professional will tell you, the connection between great skincare and long-lasting makeup is healthy, hydrated skin. A quick spritz can have a rejuvenating effect, especially on a hot day. Doing it first thing in the morning will counteract any dryness that occurs during the day, while a cheeky spray at lunchtime can have a refreshing effect, as the cool particles deliver a reviving effect.

Read the label carefully

Look for products that consist of a very fine mist, as this will penetrate your skin’s outer layers, boosting its moisture levels, creating a smoother and brighter complexion. Look for a good quality spray that benefits your type of skin. Some include AHA’s (which have exfoliating properties)

Prices can range to over £100

Depending on what brands you prefer and your budget, prices can range from under a tenner to over £100. A mist shouldn’t be used as a replacement for your regular skincare products, but does have the advantage of being something you can apply as little or as often as your feel is necessary throughout the day.

Some even help to dissolve dead skin cells and prevent spots. Summer salads can become a bit boring but this is a really easy salad to put together and takes its influence from a classic Caesar and a spicy Indonesian gado gado. The marriage of the two works a treat. Use the rest of the tin of coconut milk in a quick curry.

INGREDIENTS (Serves 4)

 4 medium eggs, at room temperature

220g green beans, tops trimmed

 1 romaine lettuce, leaves torn

 440g roast chicken fillets, skin removed

 1 tbsp plain roasted peanuts, crushed or roughly chopped (optional)

 2 birdseye chilli, finely sliced (optional)

For the dressing

 4 tbsp coconut milk

 2 tbsp smooth peanut butter

 2½ tsp fish sauce (gluten free if required)

 ½ lime, juiced

 1 garlic clove, crushed or grated

 ½ tsp caster sugar

Bring a large pan of water to the boil, then add the eggs to cook for 5½ mins for soft-boiled, or 8 mins for hard-boiled; drain. Cool under cold running water; peel.

Cook the green beans in a pan of boiling water for 3 mins, until just tender, then refresh under cold running water.

Meanwhile, for the dressing put the coconut milk, peanut butter, fish sauce, lime juice, garlic and caster sugar in a small bowl or jug and mix until combined; set aside.

Arrange the torn lettuce leaves on a large platter. Tear the chicken into large chunks and scatter over the lettuce. Halve the boiled eggs and arrange on the platter, along with the cooked beans. Drizzle with the dressing, then scatter over the crushed peanuts and sliced chilli, if using, and serve. Chill any leftovers; best eaten within 24 hrs.

Fear of flying?

It’s holiday time, the kids have broken up from school and its time to get away, re-charge and make wonderful new memories. Think of the guaranteed sunshine, blue skies, beautiful hotel, sun kissed beach, swimming pool and being waited on. Sounds perfect doesn’t it?

Does the thought of getting on a plane make you feel anxious, uneasy or cause you to feel as if you are going to have a panic attack? As the holiday gets closer the thoughts of getting on that plane become more frequent and intrusive. Do you start to have doubts about going on holiday, thinking is it worth that anxiety every time that thought of getting on a plane, lands in your brain.

What causes the fear?

Fears develop as result of past upsetting or frightening experiences, such as a difficult take off/landing or bad turbulence. All of which may

make you feel that the plane will crash and you may die. For some client’s the fear is, feeling trapped and having no control over stopping or getting off whilst they are in flight. They do not have this fear with other modes of transport. So the fear is actually about the lack of control!

Our protective sub-conscious

We often recognise that the fear is not logical with our conscious brain. So, why are we afraid and re-acting as we do? This is simply due to our subconscious brain reminding us that bad experience is going to happened again. Our sub-conscious mind develops the fear as a protection against harm to us.
