LOCAL ISSUES

Getting out of the chamber and onto the streets W hen I was elected as a councillor for Chalkwell 17 years ago, I never expected to have the honour of being the Mayor. However I am incredibly proud of the length of service I have achieved. Although of course, it is only been possible due to my wonderful constituents who have chosen to reelect me four times, most recently in May this year.

The role of the Mayor is the public and ceremonial representation of the council and it is a real privilege for me to have been elected to be the 102nd Mayor and the 3rd Mayor of the City of Southend-on-Sea. I think becoming the Mayor is something most councillors work towards because as councillors we spend a lot of our time in meetings and committees. Over the years I have served as vice chair of the development control committee, chair of the licensing committee and as the shadow portfolio holder for travel and tourism. It’s interesting and fulfilling work, but being the Mayor gives you a unique opportunity to get out of July 2023

the chamber and meet the people and organisations across our City who make such a difference - the volunteers, charities, resident’s associations and others who are involved in so many innovative projects and causes.

In the year ahead, I very much look forward to meeting these amazing voluntary and community organisations that we have here in Southend and helping to promote their hard work and dedication. Also, to recognise those who work quietly behind the scenes to keep these vital services going - because we really couldn’t do it without them. I also look forward to meeting and doing all I can to help promote our businesses, both

LOCAL ISSUES ‘big and small’ that are such an integral part of Southend and the key to driving our city’s future success.

I moved here aged 11 Now that Southend is a city - it is an exciting time for us all - there will be new opportunities and possibilities and I know that within Southend there is a wealth of talent and diversity that will help us to move on and become a great success.

I moved here aged 11, from Enfield, London and I can remember just how special it was for me, my brothers and sister, to live so close to the sea - for us it was an exciting new adventure, spending the summer holidays on the beach at Chalkwell, bike rides to Hadleigh Castle, ice cream at Rossi’s, riding on the pier trains, and picnics and football in Chalkwell Park are just some of the things that come to mind.

There are so many deserving charities I met my wife Tracy in Southend and we’ve been married now for over 35 years. Our daughter Chloe and grandchildren are now playing on the same beaches and in the same parks that we did growing up. Living in Southend has allowed me to follow my interests in both sailing, and flying aircraft where I gained a private pilot’s licence here at Southend Airport. I enjoy swimming all-year round in the estuary at Chalkwell with Tracy and also indulging in my passion for old and classic cars. Now as the Mayor I hope to be able to give back something to the City 10

that I feel has given me so many memories.

With that in mind, I have nominated two local charities to support during my Mayoral year. The first charity I have chosen is Haven’s Hospices for the excellent work they do in providing palliative nursing and supportive care to adults and children living with complex or incurable conditions. And the second is The Music Man Project, which is a charity that was very dear to the late Sir David Amess.

and raising awareness of the achievements of disadvantaged people in the arts.

There are so many deserving charities in Southend and given Tracy’s fondness of animals and animal welfare we would also like to reach out and show our support for them with events at Porters Civic House.

I would be grateful for everyone’s support during the year ahead so that we can raise money and do as much as possible. But more importantly, I look forward to meeting as many of you as I possibly can in the coming months.

SEND report shows we’re on the right path, but at the beginning

T

here has been much focus on services provided to children and young people living with special education needs and disabilities (SEND) in Southend-onSea. Those who know me, know that SEND is a topic that I am passionate about.

As a City, we can pride ourselves on our inclusivity as a community. And that includes making sure children and young people with additional needs have access to the same quality of education, and number of experiences as their peers. SEND is also an important issue to many in our community and because of this and my own beliefs, I felt it was vital that SEND had its own dedicated portfolio under my leadership.

Southend is the fourth area to be inspected The recent inspection by Ofsted and the Care Quality Commission (CQC) into the multi-agency support being given to children and young people with SEND was timely. The SEND partnership is made up of services run by the Council, MSE Integrated Care Services, Essex Partnership University 16

Trust (EPUT), parent carer forums and other organisations.

The report outlines that while there have been improvements, there is also still a lot of work to be done as children, young people and their families are receiving inconsistent support from services across health, social care and education.

Southend is the fourth area to be inspected under the new national framework which gives a judgement based on three levels. Southend achieved a grade two, which is what all areas have received to date.

There were no surprises I was pleased that the report stated: “There is better multi-agency working in Southend with a stronger focus on supporting children and young people and families at the right time as a result of improved oversight and review of individual need.”

But also that: “the local area partnership’s arrangements lead to inconsistent experience and outcomes for children and young people with SEND.” There were no surprises in the report. Many of the issues highlighted are already being worked on and multi-agency colleagues are drawing together an action plan, and we will all continue to build on the good work being done and deliver on the report recommendations.

Southend's Secret Sewing Bees!

T

he pandemic saw many people turn their hand to sewing to support the NHS PPE shortage.

But did you know that this has spawned some incredible groups in our local area? Some local sewists have chosen to continue this good work to continue helping patients and hospitals both here and across the country. PICCPals and FinTees are two groups of sewing volunteers based in the Southend area of Essex.

PICCPals make free PICC line covers for patients in medium and long term treatments. The cover is used to protect a medical line and, in turn, help to reduce patient anxiety, keep lines clean and importantly make patients feel supported while facing tough treatments. FinTees is a newer, sister organisation of PICCPals, who adapt t-shirts to allow for dignified and easy body line access for patients for the very same reasons. Both groups have a focus on patient wellbeing. Each garment is sewn and packaged with care so that patients really do feel the love!

A happy partnership Both teams support a dizzying range of medical conditions; cystic fibrosis to cellulitis to cancer and many more.

There are styles and sizes to suit the very youngest patients, through to the oldest.

Although both teams include sewists that still work from home, they have 22

also begun a happy partnership with Kayes Textiles in Westcliff. On the first Wednesday of every month, Kayes Textiles turn over their teaching rooms and machines free of charge to PICCPALS, so that they can run free sewing sessions to the local community to learn how to make the covers. They regularly do the same for the newer FinTees sessions. Kayes support has enabled these organisations to grow and provide space for the groups to meet, work, organise and laugh!

Keeping Southend safe this summer: Operation Union returns for 2023

T

he operation to combat high-harm crime in the busiest areas of Southend during the summer is back underway. Operation Union is now into its third year and was established after increased visitor numbers to the city post-lockdown led to instances of trouble.

In 2022, 106 people were arrested in the Union zone between April and October. The majority of arrests were for the possession of drugs, assault and public disorder.

Officers also conducted 294 stop and searches with more than a third (36%) leading to the discovery of illegal items including drugs, weapons and stolen goods.

Chief Inspector Jo Collins, Southend’s District Commander, said the city is a safe place for families to visit and that anyone committing crime or behaving anti-socially will face the consequences.

To combat knife carrying, Southend Community Policing Team became the first in the country to use the OpenGate weapons detection system, and there will be a second one in operation this year thanks to a generous donation from the Southend business community.

This summer, there will be up to 26 officers a day patrolling in the Union zone along the seafront, and they will be working alongside British Transport Police (BTP) colleagues to intercept known troublemakers before they reach the city.

Sieve-ly the best?

Is a humble kitchen utensil (literally) the hottest thing in your beauty armoury?

T

he hair industry has long been fond of stunts. Back in the 90s, a salon in London’s Soho caused quite a stir by offering gents’ haircuts with Stanley knives. This, at a time when football hooliganism was still commonplace. Thankfully, times are a little more benign and those stunts have morphed into ‘trends’. Step forward the latest one – courtesy of TikTok, natch – using a sieve - or as the Americans call them, a ‘pasta strainer’ - as a hair diffuser.

Keep the heat setting low

So far, over 23 million people have watched this video. I don’t know if the sales of sieves and colanders have gone up exponentially as a result, but I do wonder if this could potentially be that rare and weirdest of things, an internet hair hack that actually works for people with curls and waves?

The theory goes that the strainer works just like a regular hairdryer diffuser; in terms of keeping your curls nice and tight, distributing the heat and drying your hair more evenly than direct blasts from the nozzle.

If you are tempted to give it a whirl, be mindful that metal conducts heat more rapidly than plastic and, as a result, you could effectively fry your hair. So, my advice is to keep the heat setting low and use a heat-protecting spray.

You might also want to invest in a separate strainer, some people will not relish a mass of hair in their Spag Bol.

Pina Colada Ice cream Sundae

S

omewhere between a cocktail and a dessert, this totally tropical Piña Colada Sundae ticks all the boxes for an indulgent, nostalgic treat. Pile up layers of biscuit, ice cream, roasted pineapple and rumflavoured cream, and top with a sprinkling of crunchy coconut flakes. Enjoy!

INGREDIENTS (Serves 4)  1 large pineapple, peeled and eyes removed  50g soft brown sugar  60ml golden rum (Mount Gay Barbados Rum), plus 25ml for the cream (optional)  150ml whipping cream  8 ginger biscuits  8 scoops Coconut Ice Cream  1 handful toasted coconut flakes (optional)

Preheat the oven to 180°C/160°C fan/gas 4. Line a large roasting tin and a baking tray with baking paper.

For the pineapple, cut 4 thin rounds (as close to 1mm thick as possible) with a sharp knife and set to one side. Cut the remaining fruit into quarters, slice off and discard the core, then chop the flesh into 2cm chunks.

In a bowl, toss the pineapple chunks with the sugar and 60ml rum. Tip the fruit and marinade into the prepared roasting tin, and place the reserved pineapple rounds on the baking tray. Roast both for 30 mins, turning halfway. Remove just the pineapple chunks and set aside to cool, then chill until needed.

Turn the oven off and leave the pineapple rounds inside to dry out (about 3 hrs).

In a bowl, whisk the cream with the remaining 25ml rum, if using, until just starting to thicken. Chill until needed.

To assemble, line up 4 sundae glasses and crumble a biscuit into the bottom of each. Top with a scoop of ice cream, then add a spoonful of the chilled, roasted pineapple chunks and a dollop of whipped cream. Repeat with another layer of each, finishing with the cream. Garnish with a dried pineapple round and a sprinkling of coconut flakes, if liked. Leftover pineapple chunks will keep chilled in a sealed container for 2-3 days.
