As the old Chinese proverb goes: “He who asks question remains a fool for five minutes. He who does not ask, remains a fool forever.” Sometimes, we ask questions simply to start a conversation – it is the endpoint of these conversations that produce a transformative course of action. Never be afraid to ask questions – however basic – as these will add fuel to your curiosity. The most powerful questions are open-ended – one that cannot be answered with a “yes” or “no” response. Open-ended questions are phrased as a statement – and require a longer response which is almost always more enlightening than a simple, closed enquiry.

Being curious about the answers to questions such as these will help you best plan your financial journey. The future can be

brighter

than high cost, high-risk Seaway Development

A

s Councillors, we are the last bastion of the local taxpayer’s purse. Every penny spent on one thing is a penny that could have been spent on something else. As such every decision involving the spending of public money must have significant due diligence and bring benefits to the taxpayer whether that is through improving the public finances, improving local services and infrastructure or allowing investment in the city.

In a post-Covid world, prudent spending of the taxpayer's money has never been so important. One local scheme which sits at the centre of this debate is the £50 million Seaway development for a leisure complex on the car park by Lucy Road. This development has been in the pipeline under successive administrations for the best part of a decade and the original deal signed made some sense. A £50 million development bringing new offerings to our leisure facility whilst giving the taxpayer a low risk financially

stable income. However, after multiple extensions, the developer has been unable to come up with the goods. As such the Council is now considering a new deal, this new deal involves handing over £10 million of public taxpayers money alongside a regular rent to the developer in order to run the scheme ourselves.

Only quaranteed expenses This means that the risk falls heavily onto the taxpayer whose income will now be dictated by the success of other businesses, whilst being responsible for the maintenance of the building as well as £1 million+ in rent per annum. In short, no guaranteed income, only guaranteed expenses for the taxpayer. All the while, the remaining £40 million has still not been identified and the Council will be dedicated staff to help the developer raise this 

money. Why is it having to do this? Because the developer can no longer find private investors to support the scheme. Why? Because the scheme is no longer seen as a financially viable business model for these investors.

Plenty of cheaper alternatives It is, of course, no surprise therefore to many that myself alongside my fellow Conservative group members are wholeheartedly opposed to such a deal, and as such now opposed to the Seaway Development. However, what we are not opposed to is investment and job creation in our City, nor are we

opposed to bringing additional income to the taxpayer's purse in the form of rents and business rates. But why does the taxpayer need to fork out £10 million up front to a developer who has failed multiple times to hit their deadlines in developing the site? Meanwhile, Council assets such as the Victoria Shopping Centre and the Airport Business Park and other significant retail areas such as our high street and the Royals shopping centre sit underutilized. Why does the taxpayer need to develop another site when plenty of cheaper alternatives exist? Why should the taxpayer give a developer £millions in rent when it already has assets sitting empty?

The truth is, we don’t We can walk away right now from the Seaway development. We can stop the reduction of seafront car parking by 111 parking spaces. We can stop the taxpayer spending £10 million on what could be a large ‘white elephant’ in a few years time. We can stop public resources from being allocated to help a private company raise £40 million. We can stop creating an environment that makes it more difficult for our High Street to recover. Because once again the developer has not been able to hit the deadlines given to them and once again the Council has the choice to walk away. Instead, the Council can use your money to invest in the assets the city currently has. Instead of using the Council resource to raise £40 million for a private firm, let’s raise those funds for our City. Use the £10 million on investing in our High Street making it a safe and exciting place where you want to go. Let’s use our time to make Southend a place that businesses want to come to. We all welcome the business interest in our city but let’s not sell ourselves in desperation, but rather because our city is a great place to be a part of. But first, we need to take a pause, take a step back as a city. Work out exactly what we want

our city to be, not in 2050 but in the immediate short term. That does not mean pursuing a decade-old plan, but looking to the future, looking at what our high street should become, having an economy that dedicates itself to a Post-Covid world. Southend is the UK's newest City and with that, we should look at becoming the ones that show the old ones what the future can be. We must aspire for better than ‘white elephant' projects and instead look to ones that truly unleash Southend’s potential and bring the feeling of pride back to our beloved city.

Southend Homeless Charity Launch Christmas Appeal

H

ARP, Southend’s homeless charity, have launched their Christmas appeal for 2021, as they hope to raise money to continue supporting local people affected by homelessness. Between April 2020 and March 2021, during the height of the Covid-19 Pandemic, the Charity rapidly adapted their services to ensure Covid safety, and supported a total of 852 local people who were homeless or at risk of losing their home in the year. One of those people was Andrew.

Andrew's story

Andrew was a hard-working and successful businessman. His company turned over more than £1m for 17 consecutive years, employing over 200 people. Riding high, Andrew could not have predicted what would come next. After losing a major business contract, Andrew’s life began to spiral out of control, with a series of devastating blows in a short time. ”First, my mother had a stroke that left her paralysed. Then, my best friend and colleague committed suicide. My health began to deteriorate, and I had to spend a lot of time at the doctors with liver and heart problems. And then, my wife was diagnosed with cancer - I think that was the final straw.“

Andrew went to his caravan in Southend to take a break from it all and never went back to work again. The bills and debts came rolling in, until finally Andrew was forced to declare bankruptcy.

If I hadn't come to HARP, I would be dead Luckily Andrew had many good friends and managed to sofa surf for a number of years. Eventually though, the good will ran out, and Andrew finally came to HARP. “I was so scared to come to HARP - I wasn’t sure what to expect, but my Key Worker, Duncan, really helped me. I thought that people would be really judgmental, but everyone at HARP was so selfless and nice.” Andrew has now settled in and found a passion for gardening. He has started growing herbs and spices that he uses in his kitchen. He’s currently receiving treatment for depression and is working with Duncan to rebuild relationships affected by his previous decision making. “If I hadn’t come to HARP, I would be dead.” “I have now realised how important getting help for depression and mental illness really is. I am the happiest I have been for a really long time. It feels like I can start again. ”

What a year! A

round one year ago, the first dose of the Covid-19 vaccine was administered, sparking the biggest inoculation programme our country has ever launched.

Fast-forward 12 months and thousands of lives have been saved thanks to the speed of that roll-out. In fact, as I write this, just under 250,000 coronavirus vaccines have been administered in Southend-on-Sea alone.

I am sure readers will join me in once again saying thanks to all those who have played their part in the vaccination programme; the NHS, the military and those who Cliffs Pavilion is set for donated their time a multi-million-pound upgrade to volunteer.

With 2021 drawing to a close, it is important to look back and see how far we have come in the fight against this pandemic – but we shouldn’t let our guard down, and I would encourage readers to book their Covid booster jab when they are invited to do so.

A significant year

Elsewhere, it has been a significant year locally. Planning permission for Southend United’s long-awaited new stadium has been approved, the Cliffs Pavilion is set for a multi-million-pound upgrade thanks to the Government’s Levelling Up Fund and, of course, Her Majesty The Queen granted Southend City Status following the passing of colleague and friend Sir David Amess. Sir David’s death sent shockwaves through our community, and I would like to thank everybody who has offered their condolences. The outpouring of tributes we have seen for him just goes to show how well-respected he was by people from all walks of life.

Merry Christmas and a happy New Year!

City status is a fitting tribute to his legacy, and it is what he had campaigned so hard for over many years (although I am sure calling Southend a ‘city’ rather than a ‘town’ will take some getting used to!) I am sure we will all continue to hold him in our thoughts over the festive period, and may I take this opportunity to wish you all a very Merry Christmas, and a happy New Year.

If you’ve now installed your high security locks you’re probably feeling a little safer than before, but burglars can be somewhat determined so they’ll probably now 'have a go' at breaking a window to gain entry. Once they’re in they’ll generally not take long to grab any valuables that are laying around, which is why having a good quality safe is paramount. Most people think safes are only for jewellery, deeds, wills and large amounts of money and whilst this is true, you really need to secure the stuff that you might ordinarily leave lying around such as passports, driving licenses and credit cards to help protect against identity theft. Although it might be obvious, it’s important to lock up your vehicle keys too. A high percent of vehicle theft across the UK is primarily due to people not deadlocking their doors and the subsequent theft of car keys left either hanging up by the door or on the sideboard just inside the door.

Some people may argue that they’ve nothing for a burglar to steal, however it might not be your valuables that they’re after. I don’t know anyone, not even very lonely people, who’d want to wake up in the middle of the night with a stranger standing over them whilst they are in bed. It is not our intention to scaremonger you but we are making you aware of the possibility that this could happen.

So you’ve now got serious locks and an awesome safe and the burglar has still managed to get in through a window because you’ve either left it open or he's smashed his way in. Either way they’ve now got time to wander around at their leisure unless of course you’ve got an alarm or an aggressive dog, whichever works for you. An alarm will make a lot of noise and should make them either make a fast exit or not to enter at all, but then again so would your dog unless it's a 'real softie' in which case it might lick them to death so an alarm is probably the safest bet. Make sure you get the right type of alarm too and that it's graded accordingly.

So, we’re getting there and Mr & Mrs Burglar was indeed frightened off either by the dog or the alarm siren but there’s no evidence to prove who tried to break in, how they did it and when they did it, which is where the close circuit television (CCTV) comes in. CCTV gives you added security, peace of mind and allows you to see what’s going on 24/7, 365 days of the year, and depending on the system you choose, allows you to see what’s going on anywhere in the world whenever you like. You can even get your alarm system to call you on your mobile phone to let you know the alarm has gone off and you can also ‘listen in’ to what’s going on in your house.

Laminated glass might seem a bit of 'overkill’ but it depends on the level of security that you’re after. It’ll certainly stop a quick smash and grab as laminated glass is harder to break. Alternatively, using various grades of protective film can make your glass anti bandit, anti-blast and even bullet resistant so you should be okay even if you get caught in the middle of a bandit gun fight, AWESOME!

RECIPE

Heat oven to 200C/180C fan/gas 6. Line a 24 x 32cm Swiss roll tin with baking parchment so it hangs over the edges, then butter well. Whisk the eggs and sugar together with an electric whisk for 3-4 mins or until pale and thick. Fold the flour, baking powder and vanilla paste into the egg mixture with a large metal spoon until there are no pockets of flour visible. Gently spread into your tin and bake in the oven for 12-15 mins or until lightly golden and springy to the touch.

Remove from the oven, allow to cool for 1-2 mins or until cool enough to handle, then carefully roll up the sponge lengthways while it’s still warm (keeping the baking parchment attached). Leave to cool completely in its rolled-up shape.

Carefully unroll the sponge, then turn it so one long edge is towards you. Dot lumps of the caramel spread and caramel icing over the sponge (don’t use too much – you need the rest to ice the cake), keeping a small margin, about 2cm/ 1inch at the top furthest edge as the filling will spread as it rolls. Spread the cream over the top using a palette knife. Using the parchment, roll up the sponge.

Cut one end off at an angle to make a branch. Put the roll on a plate or board and add the branch so it fits on snugly. Use the remaining icing to ice the cake, making bark lines in the icing using a fork. Dust with icing sugar and decorate with the redcurrants and mint or holly sprigs to serve.

No man is an island A

bout Four hundred years ago (1624)the English Poet John Donne, created the phrase ”No man is an Island”: indicating that Human beings, in order to survive and grow, genuinely needs others.

Unfortunately, in the condition, “Childhood Autism” it is exactly opposite: here, lack of reciprocal social communication and varieties of speech impediment, leads to self-limiting unusual interests and repetitive behaviour. Unable to effectively collaborate and communicate with others, the world becomes both threatening and confusing leading to excessive anxiety. Fellow humans become unpredictable, their behaviour confusing; that leads to self-comforting acts, unusual attachments and interests, withdrawn lonely behaviour, and on occasionsphysical aggression. Some Autistic individuals also suffer with extreme sensitivity to noise, light and other sensory inputs – causing excessive reaction(s).

Autism is a lifelong condition According to current estimate(s) about 1% of UK population could be Autistic! Amongst Children about 1 in 50 birth is that of an Autistic Child, while the number was close to 1 in 150 in 2004. Such massive increase in numbers may be partly due to change in diagnostic criteria or other biological/environmental causes. No wonder therefore that Autism/Autistic traits in their

children is an increasing concern for both parents and School teachers. The additional problem is that Autism is a lifelong condition and most mild cases are not immediately identifiable, and hence suffer in silence. From educational failure to conduct problems, Autism can be the missing link. Additionally, quite a significant (at least half) proportion of Autistic young people also suffers from Learning disability (i.e., Sub-average intellectual functioning – manifest usually in low IQ). So, these children are doubly disadvantaged, both at school and also in terms of any vocational training or apprenticeship. Some of the Autistic children (a small proportion) can be high functioning (also known at times as Asperger’s Syndrome). In spite of academic success at times, they tend to be lonely and depressed. Autism, being a Neurodevelopmental disorder, can coexist with Attention deficit and hyperactivity (ADHD), Tics (including facial and Vocal), and other neurological syndrome(s). Aggression, depression, Suicidality, Psychosis – all can present as complication(s), though they are not core features of an Autistic condition.

The concerned parent can get help Complicated Autistic presentation(s) almost always require professional involvement and analysis. Milder presentations however require collaborative work between the Parents and Teacher, with sometimes SENCO also contributing. The treatment of uncomplicated Autism proceeds through educational and behavioural (psychological) approaches, while drugs are mainly reserved for complicated individuals. While a small proportion of individuals severely disabled with Autism needs intensive support, the milder cases may themselves prefer to be in the main stream education without acquiring any stigma, which is a common difficulty with diagnosis. Primarily the concerned parent can get significant help by reading through the basic facts of the disorder as described in the website of National Autistic Society.
