In October last year there was a report presented to Cabinet which gave the grim warning that if the Council continues on the same trajectory, then it will be bankrupt within two years.

A number of us councillors were searching as to how we got into this position considering that the Administration had received an additional £1.7 Million in Government grant and an extra £12 Million in business rates since 2019. This is also in addition to the £14 Million COVID grants received.

£15.5 million spent on consultants and agency staff!

In January, when the budget proposals were launched contained within the figures were in the past year alone, £11 Million spent on consultants and £4.5 Million on agency staff.

Some spending explained:

As things started to unravel, it was identified that some of the spending on consultancy fees were as follows:

 £20,000 fees for designing a new Council logo which one eagle eyed resident emailed me to say that the exact logo and font could have been easily bought on the internet for £15.

 £18,000 to advise the Council to close bowling greens

And my favourite:

 £80,000 to advise the Council on how to save money

Further probing found that:

 At least one agency staff member is on £1,000 a day

 Another agency staff member was on £800 a day for two and a half years

 And there are 96 agency staff members are on at least £300 a day

From my experience, the maximum time an interim agency staff member should be in place is 9 months. Not recruiting to vacant roles expediently simply isn’t acceptable. Agency staff should be a matter of last resort and where possible, existing staff should be asked to

step up into interim positions. Most readers will understand the importance of succession planning in organisations.

To be clear, some spending on agency staff is essential. We are a costal resort and there is a need for seasonal workers. There have been challenges in getting social care workers and agency staff have been required to fill that void.

Even in the area social care, I believe we should look to do more in terms of renumeration and employee benefits packages to try and encourage more permanently employed social care staff. In the long term, this could actually save the Council money. Despite the warnings, the spending on consultants doesn’t appear to be slowing. Earlier this month, we were told that the Council are ‘in the process of shortlisting a landscape architect led consultant team to deliver the play area improvements’.

17 staff on over a £100,000!

The ironic thing is the head of this area is a consultant and was brought in for their expertise on parks!

It just isn’t right to have consultants as interims in top posts hiring more consultants.

As the recent Taxpayers Alliance report identified, we have seventeen posts which have a salary of over £100,000. I don’t think it is an unreasonable expectation that those occupying these roles should have the sufficient skill sets to not need constant spending on consultants. In anyone’s book, this level of consultants and agency spending isn’t sustainable. We have been warned. Somebody needs to get a grip on this situation and fast.

New business support provision for small businesses in

Southend-on-Sea

Southend-on-Sea City Council, using UK Shared Prosperity Funding has launched a free specialist business support programme to protect and grow small businesses in the area.

Delivered by Let’s Do Business Group’s Backing Essex Business Support Service, this finance advice for business project has been created to provide micro and small businesses with support in planning for and accessing finance to help sustain and develop.

Significant economic challenges

Backing Essex Business has a proven track record in the area, having already helped local business Cookies and Cones to secure vital funding to aid their growth across the county. With businesses across the UK facing significant economic challenges there is a growing need for specialist advice to support businesses. Create a solid business plan

Through this programme, business can access 1:2:1 consultancy sessions with experienced business advisors, for up to 12 hours free support to develop action plans, create financial forecasts, and take steps for moving forward. Business advisors will also be able to support business owners with access to finance, utilising schemes such as Start Up Loans and the Recovery Loan Scheme from the British Business Bank.

Throughout the programme, several workshops and training sessions will also be available, helping business owners to improve their financial literacy, create a solid business plan and financial forecast to maintain a robust and sustainable business. This project is fully funded by the UK Government through the UK Shared Prosperity Fund, which makes it available to businesses at no charge.

There is so much that could be done

One of the best assets that Leigh-on-Sea has is its island,  "Two Tree Island," situated on the marshes behind Leigh station.  It's a great place to sit and gaze over the Thames Estuary whilst having a picnic or just strolling round the nature reserve.

From here the panoramic views across the estuary are second to none, not only can you see the huge ships passing by, but you can watch all the local waterborne activities, such as the paddle boarders and rowers, juggling their position with the yachters… having to give way to sail! (great fun to watch). However, unfortunately, there is a very dark side to the island. In the daytime, you can put up with having your picnic amongst all the rubbish in the parking area, but at night-time it can be a very undesirable place with drug users and irresponsible motor cyclists tearing

Over the years, there have been many break-ins to the storage containers and the rowing club's compound. Contractors costly equipment  worth thousands has been stolen. A few years ago the scout building was torched and burnt to the ground and just last week the Lower Thames Rowing Club have had another breakin where one of their boat trailers worth about £5000 was stolen. We should all cherish this wonderful location and help to clean it up and perhaps spread a few wild flower seeds around the perimeter. There is so much that could be done without spending too much money.

Keep the place safer

I think that a solar powered security camera would help and maybe a police patrol once a night would help keep the place safer and deter the fly tippers. Old Leigh has so far greatly improved since the special order came into force and with the extra police patrols, however, like a lot of our coastline there is still a sewage problem. At times, the stench on the beach near the base of the flyover can be like sitting in the middle of a sewage works.  Let’s hope that the recent publicity surrounding the scandalous dumping of sewage in our rivers will be seriously addressed by the powers that be.

Southend Bowls club has been around for over 100 years and we celebrated our centenary in 2010, the name was changed in 2020 to include the social side of the club.

HARP24: The highlight of our calendarrunning

HARP24 is an important fundraising event for HARP, Southend’s leading Homelessness Charity. Participants for the ultimate 24-hour running challenge will be helping to support people as they take on the challenge of overcoming homelessness.

HARP caught up with HARP24 runner and volunteer Ellie, to hear about her experience both taking part and behind the scenes at the 24-hour South-Essex running festival. Ellie has been running with her club the Leigh-On-Sea Striders for the past 10 years and has taken part in HARP24 for the last eight.

“I take part every single year – whether running or volunteering. I just love it. My favourite part about the event is the team spirit. The base camp also has a festival-like spirit with the families and groups camping together, playing games like swing ball and decorating the camps with bunting.” Ellie wanted to get involved in HARP24 due it being a “unique challenge”.

“For the Leigh-On-Sea Striders it is the highlight of our running calendar –there’s nothing else like it. It is a really friendly, welcoming event and you feel genuinely welcome whether you are an ultra-runner or a walker. It is professionally run but feels like a local event.”

“Embrace it. It’s a unique event and flexible too, so you can run one lap then camp and chat, or run as many laps as you like. I loved camping; it was lots of fun, the food was always good and the barbeque is delicious. I have very fond memories of HARP24, and it’s not just the event I love, I think it’s an important cause.”

An important fundraising event

HARP24 2023 will be taking place on Saturday 17th June and Sunday 18th June at Cherry Orchard Country Park.  Unfortunately, seniors often lack the strength and balance to "fall correctly" or avoid taking a tumble all together.

 Many elderly are simply not physically active enough! Their tissue becomes brittle. The risk of serious injury increases. In almost every case regular exercise could significantly slow down this cycle or alleviate it altogether.

 Unfortunately, elderly people are often limited in their movements and cannot perform at their best anymore. The only way to strengthen the muscle though is to give it the necessary exercise.

Staying Physically Active in Old Age

 EMS Personal Training is the perfect exercise for older people, especially over 60 and 70. Training with electrical muscle stimulation keeps the blood pressure low and the heart rate steady.

 It can be adapted to be easy on the joints with simple bodyweight or balance exercises. The movements can be performed to the extent that the user is able to and still be maximally effective because the electrical impulse stimulates the muscle externally. The EMS impulse helps you to go over the threshold mentioned above.

 At the same time, the metabolism is stimulated because all large muscle groups are activated. This promotes healthy fat loss which can be beneficial for reducing the risk of heart disease. EMS-Training also activates the deeper lying muscle tissue.

What does the Science Say about EMS Training?

 Recent studies with men between 65 and 75 years have shown that seniors can effectively counteract age-typical sarcopenia with regular EMS-Training. A reduction of body fat was also documented in the observed test groups.

 Studies have also shown that there is no age limit to staying active with EMS Personal Training. Both the intensity of the electric impulses and the exercises themselves are highly adaptable to fit all age groups and fitness levels.

When he founded the Scooter Club in 2002 in the aftermath of a tragic road accident suffered by a friend, Ron Sverdloff knew nothing about mobility products. He learned the trade in the most hands-on way imaginable building a powerchair for his friend, who was left paraplegic by the crash. This is an especially poignant memory for Ron, who was also caught up in the accident, since his friend later died because of the injuries he sustained. Pandemic forced change!

Iwas in Lanzarote on 14th March 2020 when that country was suddenly locked down and was lucky to catch the last plane home to witness the devastation & loss we have all suffered over the last 3 years.

However, I would like to focus on the changes forced upon us by this pandemic, some of which has created a positive legacy today. We already attended meetings and collected information to support our members. During the lockdowns we had to learn to use Zoom / Teams for these meetings. WE decided to start a “public” Facebook page which has grown to over 8,500 members today. Residents needed help with shopping, collecting medication or walking dogs, so we linked with SAVS and the Council to provide 27 volunteers, some of whom gained family friends and still support them today.

3 / 4 meetings a week allowed us to share Council, Police, NHS, Government information and updates, allowing us to support our Residents through the pandemic and include Vaccinations advice. Through Keep Britain Tidy, we used to clean Shoebury Common and Gunners Park, but we were suddenly unable to meet with our volunteers, so handed them pickers, hoops and bags. This allowed them to personally clear their own local area.

Brave the Shave

Summer is on the way, so it’s time to prepare those pins.

Idon’t know about you, but for me May is like being on the starting blocks of a running race: ‘On your marks, get set, go!’ And bang, we’re hurtling towards the pool and our chosen sun-lounger.

With summer finally beginning to loom over the horizon, it’s the right time to start prepping for long days, warm temperatures and the chance to get your legs out.

If during the dark months of winter and the early part of spring you’ve become lax about, or indeed, completely abandoned shaving your legs and now look more Wookie than Princess Leia, this hack will not only get your pins looking smooth and lovely, but also save you time and water too.

Keeping your legs smooth

Rather than run a bath – if that’s where you normally shave your legs – jump in the shower instead. Once you’ve soaped up and then applied your preferred gel or foam, sweep the razor upwards and then run it back down your leg again to where you started. Doing this removes the hairs from the razor and leaves them on the shaven stripe of leg. Simply

repeat this process as you work around your leg. The technique has been likened to using a paintbrush while decorating. With a little practice you’ll find it makes the routine of keeping your legs smooth quicker and, happily, you won’t nick your skin. There’s no need to rinse the razor with each swipe, hence the time-saving.

Invest in a decent razor

However, I would recommend that you invest in a decent razor with a moisturising strip, such as the Gillette Venus. This definitely helps the glide up and down the leg. More conventional razors can produce those irritating little cuts, especially if you attempt to dry shave your legs. Attempting the latter is fraught with hazards, not least razor burn, stubbly and uneven results, plus folliculitis.

recipe: 'Prawn and Courgette Orzo Risotto'

Moroccan Chicken pockets

This recipe is a quick everyday supper that could be on the table within 30 minutes. You can use the spiced couscous to stuff large portabello mushrooms if you have vegetarians as well. I like to serve it with a yoghurt sauce on the side along with crispy new potatoes and salad. Enjoy!

Put the couscous and spice mix in a small heatproof bowl and pour over 50ml hot water or for more flavour make up some chicken stock. Cover and set aside for 5 mins. Fluff the grains up with a fork, then stir in the apricots, pine nuts and parsley. Season with salt and pepper.

Heat oven to 190C/170C fan/ gas 5. Make a large slit down one side of each chicken breast to form a pocket. Stuff the couscous mixture inside, then sit the chicken in a small roasting tin. Brush over the oil and roast for 20 mins until cooked through. Serve with roasted baby new potatoes and a crisp green salad.

INGREDIENTS

(Serves 4)

 50g couscous

 1 tsp Ras el Hanout spice mix

 8 ready-to-eat dried apricots, chopped

 2 tbsp pine nut

 small bunch flat-leaf parsley, chopped

 4 large skinless chicken breast fillets

 2 tbsp olive oil

For the yoghurt sauce

 100g/4oz natural yoghurt

 ¼ tsp salt

 ¼ tsp sugar

 Pinch of cayenne pepper

 50g/2oz cucumber, centre removed and grated

 1 tbsp chopped coriander

Safeguarding children who are using public transport

Police officer and Southend community safety officer talk to two teenagers at Southend V

Essex Police officers have been working to raise awareness of child exploitation on public transport. They’ve been visiting rail and bus stations in Southend and across the county with staff from partner agencies and charities to talk to passengers, transport staff and businesses about the signs of exploitation and how to report concerns.

Operation Henderson is a joint initiative being run by the Essex Safeguarding Children Board, Southend Safeguarding Children Partnership and Thurrock Safeguarding Children Partnership, British Transport Police, Essex Police, the Violence and Vulnerability Unit, Greater Anglia, C2C, TfL, The Railway Children, The Children’s Society, Social Care and local councils. Young people often gravitate towards stations because they are anonymous places that also provide some form of shelter and access to food and drink. A young person may use a station or form of public transport in an attempt to disappear.

Bus and rail networks can also be used by offenders to traffic young people for the purpose of sexual and criminal exploitation.

Detective Chief Inspector Dan Morrissey is the Child Sexual Abuse and Exploitation Lead for Essex Police.

He said: “Child exploitation can have a terrible effect on children and young people who are targeted and abused by adults seeking to groom and take advantage of them for criminal gain.

“Public transport is frequently used by children and young people travelling on their own, but this leaves them vulnerable

to people who want to exploit them for sexual and criminal purposes.

“So, our officers work with colleagues from many agencies to raise awareness of this awful criminal activity because we want people who use or work in public transport to able to spot the signs of vulnerability and exploitation and identify children and young people who are at risk so they can be safeguarded.

Signs of potential exploitation:

 Children who are alone and look frightened and maybe have no tickets or money to pay the fare

 Children who look frightened in the company of other children or adults

 Children travelling alone at night

 Allowing others to speak for them when addressed directly

 Being under the influence of alcohol or drugs

 Physical appearance may show signs of injury, malnourishment and maybe unkempt

 They might seem unfamiliar with the local area, or not have a local accent

 They could be travelling during school hours or unusual hours (early in the morning, late at night)

It soon become clear to us that SAVS was the heart of these organizations, so by working together we could share information and they would send it out through their arteries and blood vessels, to these super charities. Later SAVS organised “Networking events” where we could meet up, face-to-face. We became a “TEAM”. To support our residents who had no social media, we sent out newsletters by post and delivered 5,000 magazines to support even more residents.

Working with Southend Parks Department, allowed us to plant 2,500 crocus bulbs with local school children. Linking with Trust Links, when we installed two solar powered talking benches allowed them to provide the audio messages to support residents with mental health issues. At the war memorial we planted a 4 metre high Hornbeam Tree / plaque in recognition of the Shoebury Artillery Association and when we found out the cubs had been cleaning the memorial for 2 years, we added them to the plaque.

A fantastic event

SAVS have provided us with a “Community Builder”, so we have been working with Rob, who has joined forces with local churches, businesses and Charities, to form an alliance, all of which work to provide support for our Residents. Asda provide the refreshments, St Mary’s Church Hall provides the venue and we would invite residents, police, CAB, Social prescribers, charities, who can then provide any support required.

Southend Council provided the “Small Sparks Fund” where local Residents can apply to fund their ideas. We had 2 residents who wanted to run a Christmas

Market, so they applied for funds and with the support of Robert / SRA. They organised a fantastic event at the Shoebury and Thorpe Bay Baptist Church with 32 stalls, Hog Roast and Mulled Wine Trailer attending. Over 100 kids visited Santa Clause. They raised £500 for the Shoebury Ark Food Bank and had money left over to continue organising other local events in the future, without our support.

The importance of team work

Organisations have realised that although they work well as individuals, forming an Alliance encourages each organisation to work as a team, sharing information and improving the services they all provide. Health, as an example, is connected with our Hospitals, Doctors, Police, Hospices, Healthwatch, Social Care, Charities and so many more.

The NHS has just formed The South East Essex Alliance. It allows them to coordinate services around people’s needs and addressing non-medical factors that may affect the health and wellbeing of local people.

We have many Food Banks in Southend and now that they have formed an Alliance, they can eventually share food in demand or excess, help out if a fridge breaks down, learn from each other and listen to what the people they support want.

Shoebury Residents Association has grown in the last 3 years and we sincerely hope that the Council, Councillors and all other organisations will take on board the importance of team work, playing the same song, in the same key, at the same time in the same direction.
