WELCOME

The most challenging of years is now behind us and with the vaccines being administered, it’s time to turn our backs on 2020 and look forward to a brighter future in 2021. Unlike any January before, I am sure many of you like me, are enjoying the thought of being able to make plans with family and friends once the vaccines have been fully rolled out.

Just before going to print, SEAL (South East Alliance of Landlords) sent in a late press release, asking Oracle to share the reasons behind their urgent campaign ‘No to Tenant Tax’. After 11 years, Oracle invited back local resident John Lee, to share his ongoing passion on Southend’s greatest time in history. John’s original Oracle article 11 year ago, led him to a 90-year-old lady, who provided him with a wealth of invaluable knowledge on Southend during that historic time. This New Year’s competition is for any parent looking to support their child’s education. Kumon Southend East is offering 2 months of free worksheet-based tuition of their maths programme. The competition is open for children between the ages of 5 and 13 worth £170 but the real value will be the improvement in your child’s numeracy skills. For further information on Kumon please visit www.kumon.co.uk/southend-east. To enter the Oracle/Kumon competition please visit www.oraclepublications.co.uk, competition page, closing date 31 January 2021. Lastly, I would like to thank you all for your ongoing support and wish you and your families a healthy and happy 2021! Good luck!

"A Grateful Nation Soon Forgot" The War Story of Southend Pier

I

will be forever grateful to Emma Wynne-Morgan, who in the September 2011 edition of Oracle, printed

a story I wrote about our pier in wartime.

At the end of the article, I made a plea to the public for any additional information I could obtain. For me the principal character overseeing 6 years of Southend’s momentous contribution to the defence of our nation in wartime, was Capt. John Pelham Champion CBE., DSO., RN. I could never have imagined that a lady from Leigh who read the article would contact me stating that her sister Rita Barham was Capt. Champion’s secretary throughout the war. A visit to Rita (then in her 90’s) at her home in Norfolk was to reveal a goldmine of information and unique memorabilia to fuel my passion about the greatest period in Southend’s history. January 2021

z 84,297 ships sailed in convoys from Southend Pier 1939 – 1945 z Here at the gateway to the River Thames in Southend came together more merchant ships’ masters and the greatest number of convoys sailed than ever in the history of the world z Wm. Joyce (Lord Haw Haw) in one of his earliest propaganda broadcasts on 21st October 1939 addressed directly the people of Southend. “The Luftwaffe is coming” z On a hunch, Capt. Champion, OIC Naval Control Services in Southend, predicted the attack on Southend Pier by the Luftwaffe as the first clear night, 22nd November 1939 z The Pier was defended and the Luftwaffe thwarted. The River Thames and access to the nation’s capital stayed open for the duration of the war, contrary to Churchill’s stated belief that it would have to close z Has one man’s hunch ever had greater consequences in the defence of a nation?

It was the great A. P. Herbert (Sir Alan Herbert), when giving his first-hand account of Naval Control Service (NCS) operations in Southendon-Sea throughout WWII, who wrote “A Grateful Nation Soon Forgot”. In a 32 page booklet written for the Southend Corporation in 1945, A. P. Herbert wrote of great events in the town’s history. A foreword to the booklet is a tribute to Southend by A. V. Alexander, First Lord of the Admiralty. In a post war autobiography, A. P. Herbert wrote "Southend Pier deserves the George Cross” In the Oracle article I complained bitterly at the lamentable lack of recognition by successive Southend Councils of what was clearly the most

HAIR & BEAUTY

Simply Red

F

irst let me wish you all a very happy New Year! With all the trials and tribulations that 2020 threw at us, this year feels like we all need a fresh start and lots of good stuff to replace the awfulness of the past nine months or so. Ironically, for all the frustrations of recent events, the beauty scene is looking forward to seeing red. It’s easy to see why, as many ladies who were denied access to their favourite salons had to endure exposed roots, split ends and a general lack of TLC – ‘tresses looking cool.’

A bob is super easy to manage But why red? Well, I think its because a good quality colour, like a fine wine, looks luxurious, rich and dare I say it, expensive. Not only that, I think a fiery, zingy red also makes a statement about the wearer. Let’s face it, red has attitude. It’s expressive, eye-catching and rather elegant. For those who really want to be on fleek, teaming your new red tones with a shorter cut is the way to go. In particular, a bob, which is super easy to manage day to day.

Anyway, back to the colour. By ‘red’, I’m talking about everything from warm copper to vivid strawberry, or classic ‘auburn’. To be honest, this whole ‘red’ thing may be down to Beth Harmon's cinnamon bob in Netflix's The Queen's Gambit, or perhaps, Nicole Kidman's strawberry blonde curls in The Undoing. Mind you, Michelle Pfeiffer's ‘ooh-la-la’ berry-hues are sure to cause a stir in her new movie, French Exit.

Red hair is all about making a statement For me, safe colours such as ash blonde suggest the recent lockdown sense of hibernation, where we have been unable to visit our favourite salons. Whereas, in a post-lockdown world, red hair is all about making a statement, it is a real head-turner and has an undoubted WOW factor. The best thing is that red, in all its various hues, is that it is ideal for virtually everybody, as it suits so many skin tones. The depth and tone of red is so versatile, from super-bold cherry to delicate blonde copper gold, everyone can rock red.

Southend Renters to Face Higher Rents

STOP PRESS

outhend on Sea Borough Council has suddenly opened a Consultation on Selective Licensing to tackle anti-social behaviour (ASB), poor property conditions, high crime levels and deprivation.

£1,000 profit per year. It could also deter potential new landlords from letting their previous homes.

It appears to be stigmatising good tenants, suggesting those living in the selective licensing areas are to blame for anti-social behaviour. The proposed scheme would require landlords to pay for a license fee costing at least £668 per property for 5 years.

Another concern is the stigma in living in an area recognised as needing improvement, which could negatively affect house prices. Buy-to-Let mortgage lenders have historically been reluctant to lend in such areas due to additional requirements.

Negative affect on house prices

Other areas have seen these costs be passed onto tenants in the form of higher rents, something council officials admitted on recent consultation webinars. ARLA (Association of Regulated Letting Agents) agree the ‘cost of licensing may be passed on to tenants via rent increases.’

Homelesness will increase The council accepts landlords may decide to sell up as a result of the burdensome legislation and extra costs involved, which would increase homelessness. The council is already spending £500k a year on emergency accommodation. A recent poll showed a quarter of landlords intend to sell properties as Government research shows 15% of landlords make less than 22

A recent government review on selective licensing found ‘ the effectiveness.. is often limited’. Southend Borough Council already has all the available enforcement powers to take action against rogue landlords, with over 400 regulations affecting the private rental sector. The council received 596 complaints of PRS properties in 2017-18 and issued just 12 improvement notices –2% of thenumber of complaints. continued on page 47

growth. The membrane has a unique anti-slip finish allowing the roof to be walked on and is aesthetically pleasing. As it is a vapour permeable product it will never blister or become brittle and crack. High-Tech will create a 100% storm resistant watertight roof, maintenance free and guaranteed for life never to leak.

Are you one of 70% of home owners in the UK incorporating a mineral felt flat roof? Mineral felt generally has a slow breakdown often allowing water ingress to cause unnecessary damage before anything can be visibly detected within the home. A failing roof & the warning signslook for signs of cracking around the roof edge, pipes, upstands and roof lights etc. Beware of blisters on the roof surface, during colder months they can become brittle and crack. THE HOME-OWNER SHOULD ALSO BE MADE AWARE that insurance companies will no longer accept any liability for any external or internal damage caused by a leaking flat roof which is over 10 years old. FURTHER VERY IMPORTANT INFORMATION: - ALL PROPERTY OWNERS PLEASE BE AWARE when a flat roof is replaced there are Building Regulations that the homeowner and the contractor must comply with. Failure to comply can leave the homeowner open to major problems when selling the property.

PLEASE CALL FOR FREE INFORMATION REGARDING THE REGULATIONS. In 1999, High-Tech Roofing first introduced the most advanced flat roof technology to the homeowner. Protan, based in Norway, has a pedigree in the design and manufacture of water- proofing materials dating back to 1939, and producing the first roofing membrane in 1971. Protan is our preferred PVC single-ply flat roofing system and will cope with all climates, millions of square metres are installed here and abroad with a proven track record stretching over four decades. Protan is predominantly an architectspecified roofing system, winning many awards serving the very competitive commercial sector. A High-Tech roof is dimensionally stable and solar reflective, the material is unaffected by climate change and 100% resistant to moss & algae

Cloudy2Clear, A Local Service With A Smile. I think we can all agree that the sooner we see the back of 2020 and this dreadful corona virus the better. That said, there are also some heart warming positives that we can take out of this situation. It has often been said that we can only really get to know one another and realise what is truly important in times of crisis. I think few would argue that in this case what has proven to be important is local community spirit. When talking to the Manager of Cloudy2Clear windows Chris Miller it became clear that these values have been held dear for a number of years. Since starting the business some years ago Cloudy2Clear have remained true to their core values of

supporting the local community by providing a service that saves the public money. The Cloudy2Clear service only requires the glass to be replaced and not the whole window once the unit has failed. Chris commented “Cloudy2Clear were able to assist our community through the last financial crisis in 2008 due to the savings that can be made in using our service. Unfortunately we might be going through something similar again soon and the public can rest assured that we will be there to help again”.

RECIPE

Roasted Sweet Potato and Carrot soup

S

oups are very satisfying especially on a cold winters day. I regularly have soup for lunch as its also very healthy and filling. This is a vegetarian option and I often add other flavourings such as herbs and spices to give it a different taste as well as bacon or chorizo if you want to add meat but up to you. Enjoy!

Roast for 30-40 mins until golden brown and caramelised. (Little scorched bits on the edges will give the soup more flavour). Meanwhile put the remaining oil in a saucepan and fry the onions over a lowish heat for about 25 minutes until they go soft and slightly

Pinch of chilli flakes, optional

COMMUNITY

Prime Site Stands Silent

T

his prime site, where EVERLAST Fitness recently took over from DW Fitness, stands silent and still. Ironically ‘EVERLAST’ lasted just a few short months after buying DW Fitness out of administration in August this year. Sending out a welcome letter in August to all the members inviting them excitedly to join them on the next chapter of the journey only to follow that in November with an announcement that they sadly would not be reopening after the autumn lockdown as they had been unsuccessful in their attempts to renegotiate rent with the landlords leaving them in a position whereby the business was no longer viable. This really does beg the question ‘What will happen next”? If these big organisations can’t make it work, who can?

A fraught year This year has been fraught with setbacks like no other, affecting the leisure industry dramatically due to COVID-19, forcing people to look elsewhere for their fitness and entertainment. Much of this has happened outdoors and we are especially fortunate in the Southend area in this regard with our wonderful expanse of seafront and many parks. People have taken to running, walking, cycling, outdoor exercise classes of yoga and Boot Camp style fitness to name but a few and some that I have spoken to recently have said that they have enjoyed these activities so much that they plan to

42

continue even when everything is open normally again. What will people do? Where will they go? Southend has many options if it’s purely gym equipment you require. For more extensive facilities including swimming pool, squash and tennis courts we have Garons or a little further afield David Lloyd or for a more personal environment we have Tennis Clubs and Yoga Studios.

A wave Of change COVID-19 has brought about a wave of change in online awareness, with all ages taking up yoga and fitness classes from home. The convenience of this is something that people have got used to and I believe there will continue to be an ongoing market for. We only have to look at the Joe Wicks phenomenon with his Podcasts! Just a final observation, having discussed the future of this venue with locals, there is a real nostalgia for Courtlands, the original owners. People loved the more ‘Country club’ vibe, where families could all feel comfortable. Where there were social activities for all and a real sense of community and belonging. Let’s watch this space!

Unfair for tenants to pay tax SEAL (South East Alliance of Landlords) is running a campaign ‘No To Tenant Tax’ as it feels it is unfair for tenants to have to pay for such a scheme when they already pay increasingly high council tax. With COVID-19 effecting both tenants and landlords financially, the scheme would come at a very bad time. ARLA: With little or no rents being paid on properties, landlords are not able to fund new license fees at this time, leaving them with the choice of criminal liability, or evicting their tenants. There are all the new legalities for landlords and significantly higher costs in the pipeline, huge rent arrears, huge tenant debt, up to 2 years backlog for Evictions for none payment and ASB in the courts, none of which are considered in the Consultation.

Residents unable to attend meetings The Council consultation has had to be run on online Zoom meetings due to the pandemic, which has meant residents without the internet and the older generation haven’t been able to take part. The consultation should be extended to take into account these factors and to gather all the facts. By SEAL (South East Alliance of Landlords, Letting Agents and Tenants)

"SEAL has the full support of the Conservative Group in opposing this unnecessary measure"

should not be stuck with a ‘job done’ ill founded, expensive waste of money and effort.”

Tony Cox, Conservative Leader, Councillor.

Judith Codarin, Secretary of South East Alliance of Landlords

“The Eastern Landlords Association have made representations on behalf of our members who will be affected by the proposed Selective Licensing Scheme in Southend. The scheme will also have an impact on tenants, owner-occupiers and house prices. The ELA will work closely with its Chairperson and members in Southend and all others who will be affected by this scheme to support and assist them in every way possible."

“We manage a number of properties in the proposed Selective Licensing area and are concerned that the council have failed to advise general public that shared accommodation properties often known as HMO’s are not included within the proposed Selective Licensing scheme as these are already licensed separately.

Charles Clarke, Chairman of the Board of Directors, Eastern Landlords Association “Of Course SEAL supports the reduction of ASB; raising property standards; better management of rubbish; improved street scene, plus Community involvement, SEAL’s aims throughout its’ operation. Recognised nationally for innovation, SEAL supports moving on to the next levels. To ensure successful results for the town, we need to collect full and fair information on successful schemes, not just Selective Licensing. To do this the Consultation needs to be extended, we tenants and landlords,

January 2021

I live in central Southend where the proposed Selective Licensing would be enforced and any improvements in safety, anti-social behaviour and reduction in crime would always be welcome. However, at this time of financial hardship and such uncertainty in employment, a cost of £668 per property is extremely high as this cost is likely to be passed on to tenants by increasing rents which seems unfair and definitely will not be welcome. The council already has a number of enforcement powers to deal with rogue landlords” Richard Hopson, Hopson Property Services

Five tips for first-time investors

MONEY MATTERS

I

t may seem mad to invest for the first time given stock markets have sunk heavily over recent weeks. However, current market conditions will appeal to many investors willing to take some risk, and with a longterm time horizon.

Of course, no-one can say with certainty which way the market will move next, and there are no guarantees of returns. Yet history shows that markets often recover over time, sometimes sharply, and investors can usually benefit from the upswing. Here, we consider some tips to get started.

1. Know your goals You will need a relatively long-term aim to give your investments the time to ride out any market volatility. Perhaps you wish to save towards retirement, for example, or your children’s future. Focusing on your goals will also help you to avoid selling out during short-term market falls. 48

2. Consider a ready-made solution It’s wise to choose a spread of investments – including equities, bonds, and cash – as different assets behave in different ways to even out returns. But if you are a beginner, this can seem a daunting task. One way to simplify the process is by choosing from a ready-made investment portfolio tailored to your personal needs and risk profile. Plenty of wealth managers offer portfolio services. This way, you know your money is spread across a diverse range of investments.

Current market conditions will appeal to many investors willing to take some risk, and with a long-term time horizon

January 2021

3. Set up regular investments You don’t need a large sum to start investing. Drip-feeding what you can afford each month – or gradually whittling away a lump sum - may be particularly beneficial during times of stock market turmoil and economic uncertainty. If the market falls, your money buys more shares at a cheaper price, or fewer shares when the market rises. Over time, this may help to smooth stock market volatility.

4. Use your tax allowances Remember your individual savings account (ISA) allowance, which renews on 6 April. This amounts to £20,000 for the 2020/21 tax year. You can place your investments in this tax-efficient wrapper to benefit from tax-free income and gains, which could build a substantial investment pot over time.

5. Manage your emotions Letting your emotions dictate your investment decisions isn’t the sensible

route to returns. It’s understandable to experience some jitters if the stock market falls, particularly as a first time investor. So hold your nerve, and once you’ve dipped your toe into the market, stay there. The value of investments and any income from them can fall and you may get back less than you invested. Past performance is not a guide to future performance and performance. Opinions expressed in this document are not necessarily the views held throughout Brewin Dolphin Ltd.
