Edition NOVEMBER 2025 Board Members, As we close out November, I want to share a few highlights that reflect what makes Options For All strong. We are investing in our people, advancing innovative supports that expand independence, and delivering steady operational performance, even as the state budget outlook becomes more uncertain. What I’m most proud of this month 1) We invested in leadership, connection, and culture. In early November, we hosted a two-day Managers Retreat at Kona Kai in San Diego, bringing leaders together across regions for hands-on learning in problem-solving, communication, and collaboration. The feedback was clear and consistent: many called it the “best retreat to date,” and the experience reinforced a simple truth. When we invest in the growth of our team members, it strengthens every program and the mission we share. That same spirit showed up in smaller moments too, like our Admin Office “TeamsGiving” potluck. It was a reminder that belonging is built through everyday connection, not only through big initiatives. 2) We continued expanding services that create real pathways to work and independence. We are actively moving forward with multiple Employment Services offerings across regions, including Recovery to Work, Vocational Assessment, PVSA, and Situational Assessment, as we await DOR approvals (and additional programs pending Regional Center approval). In partnership with Stepping Stone of San Diego, we are preparing to launch Recovery to Work, designed to support individuals in recovery or living with mental illness with job readiness, individualized coaching, and placement support. 3) Innovation is translating into practical, measurable impact. We were awarded a $15,000 grant from the Foundation for Developmental Disabilities to support our SMARTech Program (Pilot 2.0), which uses smart technology tools to strengthen independence and safety in our Independent Living Services programs. This investment allows us to refine the pilot, expand access, and continue measuring outcomes that matter in daily life. Operating and financial snapshot Operational performance remained strong in November. We brought on 25 new clients, maintained 94% client retention, and delivered strong performance across programs, including Film & Media at 102% capacity with 89% attendance, and Community Employment attendance at 95%. Financially, November was softer than planned, but year-to-date performance remains very strong. November operating income was $235K vs. $295K budget, driven primarily by DOR revenue coming in $446K below budget due to changes in paid Work Experience services (with insurance running above budget as well). Year-to-date, we are at $3.7M net operating income vs. a $2.3M budget. External context we are tracking closely The state’s fiscal outlook remains challenging. Current estimates point to an almost $18B budget problem in 2026–27, with projections suggesting structural deficits could grow significantly in subsequent years. This reinforces why discipline, adaptability, and advocacy will matter as we protect services and advance our mission. Closing What I take from this month is both practical and hopeful. Our team is showing that a “Best Place to Work” is not a slogan. It is a set of choices we make, and investments we honor, because the people we serve deserve our best. Thank you for your continued trust, guidance, and support as we keep building a future where adults with disabilities can live a life without limits. Brian

Best Place to Work
Investing in Leadership: 2025 Managers Retreat Inspires Growth and Connection
In early November, Options For All hosted a two-day Managers Retreat at the beautiful Kona Kai Resort in San Diego, bringing together leaders from across all regions for an inspiring and energizing experience. Over the course of the retreat, managers engaged in hands-on workshops focused on problem-solving, communication, and collaboration, while also enjoying opportunities to strengthen relationships and build trust with peers they often only see virtually. The event was led in partnership with a seasoned HR Leader from GigTalent Agency, who facilitated dynamic sessions designed to help managers enhance essential leadership and interpersonal skills. The retreat’s focus on real-world application and team connection made it one of the most impactful gatherings yet. Participants shared overwhelmingly positive feedback, calling it the “best retreat to date.” Many noted that the sessions were not only practical and insightful, but also rejuvenating—reminding them of the power of teamwork and shared purpose. This event underscored an important truth: when we invest in the professional growth of our team members, everyone benefits. Empowered leaders bring renewed energy, creativity, and alignment back to their programs and teams, ultimately strengthening the mission and culture that define Options For All.
A Heartwarming TeamsGiving at the Admin Office In the true season of giving, our Admin Office team came together to celebrate a special TeamsGiving potluck, sharing delicious homecooked dishes that each held a story or tradition from their own homes. From savory family recipes to sweet holiday favorites, the table was filled with warmth, laughter, and a sense of togetherness. The afternoon was more than just a shared meal—it was a time to slow down, connect, and reflect on the importance of community within our workplace. Team members enjoyed meaningful conversations, plenty of smiles, and a cozy break before heading into the holiday weekend. Gatherings like these remind us of the power of camaraderie and connection in building a strong, positive culture. When we take time to celebrate one another, we strengthen the bonds that make our team not just a workplace, but a community. Here’s to carrying that spirit of gratitude, teamwork, and warmth into the season ahead!

INDUSTRY UPDATES (STATE)
California’s 2026–27 Budget Challenge Larger Than Expected
2026-27 Budget Problem Now Larger Than Anticipated. Under our revenue and spending estimates, the Legislature faces an almost $18 billion budget problem in 2026-27. This is about $5 billion larger than the budget problem anticipated by the administration in June, despite improvements in revenue. This is because constitutional spending requirements under Proposition 98 (1988) and Proposition 2 (2014) almost entirely offset revenue gains. Moreover, we estimate costs in other programs to be about $6 billion higher than anticipated. Starting in 2027-28, we estimate structural deficits to grow to about $35 billion annually due to spending growth continuing to outstrip revenue growth. Budget Position Is Weak. The Legislature is being advised to address the budget problem through a combination of ongoing solutions—namely, achievable spending reductions and/or revenue increases. There are three reasons these actions are now critical. First, the budget problem is now larger than anticipated, despite improvements in revenue, and the structural deficits are significant and growing. Second, while our revenue estimates hedge against a market downturn, they do not reflect the revenue declines the state would experience in a recession. Third, the state has used most of its budget resiliency tools to address prior deficits. If our estimates hold, the Legislature will face a fourth consecutive year of budget problems—all during a period of overall revenue growth. As it stands—with larger forecasted deficits and many fewer tools available to address them—California’s budget is undeniably less prepared for downturns.

Empowering Independence Through Innovation: OFA Awarded $15,000 Grant for SMARTech Program
We’re proud to share that the Foundation for Developmental Disabilities has awarded Options For All a $15,000 grant to support our innovative SMARTech Program, now in its Pilot 2.0 phase. This initiative is transforming independence within our ILS Programs by introducing smart technologies such as voice-activated devices, automated reminders, and connected safety tools. These systems simplify daily tasks, enhance communication, promote personal safety, and help individuals achieve their goals with greater confidence. The grant will allow us to refine the pilot, expand access to cutting-edge tools, and continue measuring the program’s impact on improving quality of life. We’re grateful to the Foundation for Developmental Disabilities for investing in our mission allowing us to advance independence and inclusion through technology.
Introducing Recovery to Work: A Pathway to Employment In partnership with Stepping Stone of San Diego, we are preparing to launch Recovery to Work, a program designed to support individuals in recovery or living with mental illness as they work toward employment. Participants will receive job readiness training, individualized coaching, and direct assistance in securing meaningful work. By combining Stepping Stone’s recovery expertise with our workforce development approach, this program will offer a supportive path to greater independence and stability. More updates will be shared as the program moves into the launch phase.
