The Optimist International Oratorical Contest: A Legacy of Empowering Young Voices

The handful of contestants in the first Optimist International Oratorical Contest in 1928 probably never dreamt that a small competition between Junior Optimists would evolve into a global event that gives students from around the world a platform to share their voices. For nearly 100 years, the Optimist International Oratorical Contest has helped young people develop public speaking skills and develop self-confidence. Moreover, thanks to the generosity of the donors to the Optimist International Foundation and the Canadian Children’s Optimist Foundation, millions of dollars in scholarships have been awarded.
In May 1928, The Optimist magazine announced an “innovation of unprecedented interest” — an oratorical contest for Junior Optimists. The first contest — which was held at the 10th Annual Optimist International Convention in Asheville, North Carolina — was won by Carlo Purpero, the son of an Italian immigrant, from Milwaukee, Wisconsin. For winning the first championship, Carlos was awarded a book, a framed certificate, and a trophy.
Inspired by the success of the first contest and desiring more young speakers to participate, the delegates at the 1928 convention passed a resolution making the contest a permanent program of Optimist International. Afterward, Bert Hall, the International Director of Boys’ Work predicted, “The Oratorical Contest will be everlasting in its good effects on the contestants.” Although the Oratorical Contest has grown substantially
since that time, it continues to provide an exceptional platform for young speakers.
For nearly a century, the contest has introduced thousands of young people to the world of public speaking. The participants have gone on to successful careers in a variety of professions and several have become well-known. Actor Neil Patrick Harris won the New Mexico-West Texas District Contest in 1986 at age 13. In his autobiography, he recalls preparing for the Optimist International Oratorical Contest by spending “waaaay too many hours practicing in the bathroom mirror” before ultimately winning a $1,000 scholarship from the Optimist International Foundation. Other well-known contestants include former United States Vice President Mike Pence and Academy Awardwinning actress Julia Roberts.
A significant turning point in the Oratorical Contest came in 2016 when Optimist International, the Optimist International Foundation, and the Canadian Children’s Optimist Foundation expanded the contest to include Regional competitions and a World Championship. This change also made the contest gender-neutral and significantly increased scholarship opportunities. The first Optimist International Oratorical World Championships took place at Saint Louis University’s Center for Global Citizenship — where Dr. Martin Luther King, Jr. had spoken just before winning the Nobel Peace Prize in 1964.
After two days of competition, Cameron Tyler — representing the Noon Optimist Club of Jackson,
Missouri — was named the first World Champion. After the contest, Cameron reflected on the competition between students from around the globe. “It was such a great experience,” he said. “The contest helped me, and the other contestants become better public speakers and gave us more determination for the future.”
Often called a “Tournament of Champions,” each of the contestants at the Regionals and World Championship have already won Club, Zone, and District contests. In addition to receiving a scholarship from the Optimist International Foundation or Canadian Children’s Optimist Foundation at the District level, Regional winners receive $5,000 and advance to the World
Championship competition. In turn, the top three finishers competing for the World Championship receive additional scholarships of $15,000, $10,000, and $5,000.
Optimist members and supporters can help the voices of young speakers to be heard by donating to the Optimist International Foundation or Canadian Children’s Optimist Foundation or by joining the Women’s Philanthropy Council, which focuses on “Giving Girls a Stronger Voice.” By supporting the Optimist International Oratorical World Championships, Optimist can continue to inspire young speakers and empower the next generation of leaders.

Justice Hill continued to enter oratorical contests after the Optimist International competition. “I still had this hunger,” Hill said. “I ended up competing in the Dr. Martin Luther King Junior Advocacy Contest, and I finished first in the region against five other speakers. I was invited to speak in the national contest in Toronto. I was the last speaker, and I ultimately won. It was even more than I could imagine.”
How Justice Hill Found his Voice Through the Oratorical Contest

From the church pews to the national stage, Justice Hill’s journey has been shaped by a love for public speaking and a commitment to leadership.
“I grew up in a Black Baptist church,” Hill said. “Part of my experience was public speaking, even if I didn’t want to. I developed a passion for it over time, and it continued through middle, high school, and even grad school.”
Hill preached his first sermon when he was 16. Hearing family speak to a crowd was something that seemed routine to him.
“Both of my grandfathers were pastors,” Hill said. “My dad gave lectures across the country about things like civil rights and social justice. My mom is a public speaker as well.”
Eager to hone his skills, Hill started seeking out local oratorical contests at churches wherever he could find them.
In 2016, during his junior year of high school, Hill entered and placed third in the world at the Optimist International Oratorical contest, winning a scholarship from the Optimist International Foundation. The topic was “How My Best Brings Out the Best in Others.”
“As iron sharpens iron, so one person sharpens another” was the opening line I used,” Hill said. “My focus was to develop a
speech that was motivational and inspiring, but one that would have people thinking.”
Hill incorporated biblical scripture into his speach, but spoke in a way that was applicable to others. He strives to do the same today.
“That is something that Optimist was really able to give me,” Hill said. “They gave me a platform for my voice to be heard across the nation and the world.”

talked about the encouragement he received from his mother and grandmother.
“I like speaking from narratives because I know that so many people can find themselves in the story,” Hill said. “It also has an emphasis on how those listening can bring out the best in others, so they can leave the contest with something to apply in their own lives.”
The Oratorical Contest also connected Hill with Saint Louis University.
“I was originally sold on playing basketball in college,” Hill said. “I had never heard of SLU before. One of the people involved in the contest at the time [Jay Goff] was the school provost. He gave me a pin and told me to think about SLU.”
Hill went back to school for his senior year and was initially interested in becoming a lawyer. After holding a mock trial in middle school, people told him he was good at it, and Hill thought he could potentially make it a career.
“During my senior year of high school, my grandmother said she thought I was going to leave her house and come back as an attorney,” Hill said.
Hill’s first high school job was at the Fifth Traditional Circuit Solicitors Office in Columbia, South Carolina. He also completed a law fellowship at the University of Alabama and completed some programs at Penn State.
Hill graduated from high school in 2018 and spent time researching schools. SLU ultimately rose to the top.
“That would have never been the case if I hadn’t heard of the Oratorical Contest,” Hill said.
However, in 2020, Hill said he received a calling to switch paths and become a minister.
“One of my grandfathers, who was really instrumental in my development with public speaking, passed away,” Hill said. “During that time, I was in the middle of preparing for my LSAT. My name is Justice, and my middle name is Jeremiah. Jeremiah was one of the prophets in the Bible.”
Combined with his loss, Hill also recognized he wasn’t going to proceed with law after completing some arguments as a part of his internships.
“I was told I have too big of a heart to be in corporate law, so I decided to try something else.”
At SLU, Hill was recognized with the “Spirit of the Billiken Award”, which is reserved for the top 18 seniors dedicated to community service. On top of it all, he was chosen to be the commencement speaker at graduation.
“That was a Cinderella moment,” Hill said. “It was an amazing story of how speaking brought me to a school I had never heard of before. I was also inducted into the Student Hall of Fame.”
Even after placing third, Hill said he was still interested in entering in more contests. He ultimately won first place in the Dr. Martin Luther King Junior Advocacy Contest in 2017.
“In 2016, I was even more competitive because there was so much from the district to the regional conference to the world contest,” Hill said.
Hill said that if he could draw on one experience from his oratorical speech it would be the love from his friends and family. He said he was proud to be able to represent South Carolina.
“At the end of the day, I recognized that the speech wasn’t just for the scholarship, it was an opportunity to speak life to people,” Hill said. “Even looking back to what I was able to write as a high schooler, it still is very impactful today.”
During the summer of 2024, Optimist International invited Hill to come back and speak at the kickoff of the JOI Summit, which was funded by the OIF. Hill said he gave two speeches.
“I’m 25 now,” Hill said. “Even 10 years looking back, this is seriously what I am called to do. It brings me great joy to speak for anything, whether it’s a contest or another church. The preparation doesn’t feel taxing. It’s just something I love to do.”
Hill said he couldn’t imagine his life without public speaking. He said if he were to choose another occupation, he could make it work, but there would be an emptiness inside him.
“I’m forever grateful to Optimist International,” Hill said.
Hill currently attends Duke University for his master's degree in divinity. He hopes to become a senior pastor, speaking and advocating for people around the country.
“There is something transformative about using your voice,” Hill said. “I would encourage any person, young or old, to speak. You learn so much from the process.”
Hill said he discovered where his life would lead from one speech.
“One speech can inspire a generation and open an opportunity you never could imagine,” Hill said. “That was my experience with Optimist International. I figured out where I was going to college. If I hadn’t gone to SLU, I probably wouldn’t be at Duke right now.”
After Hill graduates in May, he said he will be serving on a church staff somewhere in America. His goal is to continue to use his voice to inspire people.
“From there, I’ll see what happens next,” Hill said.

Beyond Words: The Power of Giving

Giving to the Foundation is more than a donation. It is an investment in young people, in their futures, and in the communities they will shape. It is a way to ensure that every child, no matter their circumstances, has the chance to grow, lead, and be heard.

Every dollar given to the Foundation turns into something real. It funds scholarships that help students take their next steps in education. From Strengths to Success: OIF Strategic Planning with SOAR
Strategic planning is crucial for any organization to achieve long-term success, improve effectiveness, and make a meaningful impact. Goals should align with the organization’s values, address needs, and use resources wisely. An effective strategic plan helps set clear goals, prioritize projects, and focus on improvement. It also tracks progress, makes adjustments as needed, and keeps everyone working toward the same objectives. For nonprofits like the Optimist International Foundation, a strategic plan is essential for staying focused and ensuring the work benefits those being served.
In July 2024, the OIF Board of Directors, led by 20232024 President Teri Davis, began the work of developing a plan to sustain current efforts and guide the Foundation forward. The SOAR process was chosen as the method to create a plan that will ensure long-term progress and an ambitious, optimistic future for the OIF.
The acronym “SOAR”stands for Strengths, Opportunities, Aspirations, and Results. It is a strengths-based approach to strategic planning that focuses on what an organization does well and the opportunities for growth. Using this method, the OIF Board of Directors is creating strategies
to build on internal strengths, identify opportunities, develop a shared vision for the future, and set measurable goals to track progress over time.
The power of SOAR encourages a partnership among all stakeholders, including staff, volunteers, and board members, and is an ongoing process. By focusing on strengths and aspirations instead of problems and challenges, it creates a positive, energetic atmosphere for planning. This has empowered the OIF Board to think creatively, build on current successes, explore new opportunities in a forward-thinking manner, and achieve results.
By staying engaged with SOAR, the OIF Board of Directors is confidently building on its strengths while focusing on the future. Creating a shared vision through creativity and collaboration, and planning for lasting impact, are key to the Foundation’s success. With a focus on continual improvement and a clear outlook, the OIF is dedicated to empowering Optimists to make a meaningful difference in the lives of children for years to come.

The generous contributions of the Optimist International Foundation and Canadian Children’s Optimist Foundation to Junior Optimist International have profoundly impacted our members and communities. These funds have empowered us to enhance the JOI experience through various educational, cultural, and developmental opportunities.
One of the standout initiatives made possible by their support was our off-site experiences during the JOI Summit. Our off-site events were educational and allowed our members to explore creativity and teamwork in a unique and inspiring environment. It also allowed us to revamp the JOI Summit through creative teamwork exercises such as a scavenger hunt, leadership seminars, and speakers, combined with a college campus experience at Saint Louis University.
Additionally, the scholarships funded by the Foundations have been a cornerstone of our commitment to education and personal development. These scholarships have enabled numerous young people to pursue higher education, alleviating financial burdens and opening doors to future opportunities. The recipients of these scholarships are now on paths to becoming leaders in their fields, all thanks to the Foundations’ unwavering support.
The social impact of their donations extends beyond these experiences and scholarships. By supporting JOI, both Foundations help nurture a generation of young people who are committed to community service, leadership, and optimism. ORATORICAL CONTEST
Beginning in 1928, the Oratorical Contest has become the longest-running program of Optimist International. The contest is designed for young people to gain experience in public speaking and provide them with an opportunity to compete for multiple college scholarships with a pre-assigned topic.

“How Optimism Has Paved My Road to Success”
COMMUNICATION CONTEST FOR THE DEAF & HARD OF HEARING
This contest offers an opportunity for students who are Deaf or Hard-of-Hearing to present their thoughts in the community, gaining skills, which can only come from signing or speaking to a large audience. Patterned after the Optimist Oratorical Contest, the contest offers youth the chance to compete in speech or sign language with the chance to win a college scholarship.
One District Scholarship of $2,500
The Canadian Children’s Optimist Foundation (CCOF) is a registered non-profit organization based in Montreal, Canada. With a broad network of clubs and dedicated members nationwide, CCOF is committed to supporting initiatives that benefit Canadian youth and shape a brighter future. The foundation promotes various programs, including scholarship contests, Spread Relief and Club Grant programs. Through these efforts, CCOF empowers young minds, strengthens communities, and embodies the spirit of optimism.
SCHOLARSHIPS
Scholarships account for more than 80% of our programs. Since 1989, the foundation has awarded over $1.7 million across its various scholarships, benefiting nearly 880 youth in Canada. Bringing Books to Kids: Hammond Club
Wins $1,000 Grant from CCOF
The Hammond Club has made a big difference for students at Saint-Mathieu School by winning a $1,000 grant through a competition organized by the Canadian Children’s Optimist Foundation (CCOF). This funding allowed the club to purchase new books for the school's library, giving children access to more reading materials and encouraging a love for learning.

Optimist Clubs actively encourage youth in their communities to participate in various competitions that offer post-secondary scholarships. The Canadian Children’s Optimist Foundation plays a crucial role in ensuring that the necessary funds are available for these initiatives. This partnership is essential to ensure that commitments made to youth are met and that young people have access to the opportunities that will allow them to become the leaders of tomorrow.
Foundation representatives at the club or district level are key players in this process. They encourage not only club members, but also non-members, to contribute to the Foundation through unrestricted donations. These contributions are vital because they allow the Foundation to make the best possible decisions regarding investment and administration, thus ensuring the sustainability of programs and scholarships.
Recently, an increase in donations has been observed, a testament to the resilience and generosity of communities. However, to continue this momentum, it is crucial to expand our team of contributors. There is no limit to the number of people who can get involved. Everyone, whether they are a member or not, can make a difference, whether it is through a donation, an act of volunteering or simply by promoting the Foundation.

Women’s Philantropy Council Celebrating 20 Years
The Women’s Philanthropy Council, for twenty years, has continued its strong efforts to help “Make A Difference” within the Optimist International Foundation.
During these twenty remarkable years, the dedicated women of the WPC have worked diligently to reach out to both female and male donors within Optimist International, raising funds to help offset the costs of the World Oratorical Championship Scholarships for young women in the Regional Contest from the U.S. and the Caribbean.
Funds donated to the WPC contribute to each Optimist donor’s Lifetime Giving. This past year the WPC Council raised more than $18,000. Consider supporting the WPC’s ongoing success with a $100 restricted gift, helping us grow for another 20 years as we continue to celebrate “MAKING A DIFFERENCE” in the lives of the children we serve.

OIF Grants Empower Optimist Clubs in Dubuque and Playa Vista to Serve Their Communities
Grants from the Optimist International Foundation empower Optimist Clubs to serve their local communities. Two Optimist Clubs that have benefited from OIF grants are the Dubuque Morning Optimist Club in Dubuque, Iowa, and the Playa Vista Optimist Club in Los Angeles, California.
The Dubuque Morning Optimist Club has used grant funding to improve childhood health and wellness in its community. The club partnered with a group called Project Rooted to implement the Rooted Box Program, which provides nutritious meals and educational resources to children and their families. Filled with fresh, locally sourced produce and healthy snacks, each Rooted Box is a do-it-yourself kit specifically designed for 1st grade students.
The boxes also include recipe cards, activity sheets, wellness tips, and a $5 certificate that can be used at area markets. This encourages children to explore new foods and fosters a connection with local growers and farms, enhancing their understanding of where their food
comes from. The boxes are provided to approximately 350 students once a month during the school year, from September to May.
The project impacts the community in a variety of ways. It brings new and different fresh foods to children and their families, exposing them to items they might never try. And it offers teachers a unique way to interact with their class when teaching about the items in the boxes.
All the food is locally sourced, so the community benefits from the club’s support, while club members helping to assemble the boxes each month get to interact with other community volunteers and share what their Optimist Club is doing in the community.
The Childhood Health and Wellness Grant was very important to the Dubuque Morning Optimist Club because it allowed the club to double the amount of money it could donate to Project Rooted. As a club with only 25 members, being able to stretch their fundraising dollars made it possible to help more organizations in their community.

For the past eight years, the Playa Vista Optimist Club has also undertaken a wide range of projects, touching on critical areas such as literacy, mental health, childhood cancer, homelessness, and emergency foster care. The club has consistently secured OIF grants to fund its projects by demonstrating a deep commitment to identifying and meeting local needs. Through brainstorming sessions and a proactive approach to community engagement, the club's members pinpoint areas where they can make the most significant impact. This collaborative process ensures that the club's grant applications are aligned with the most pressing local needs, maximizing the positive impact of the grant money.
Here are some of the ways that the Playa Vista Optimist Club has used OIF grants to serve its community:
• Literacy: The Playa Vista Optimist Club recognizes that literacy is a cornerstone of success, providing a strong foundation for academic achievement and personal growth. Through the "Readers Are Leaders" project, the club donates books to individual children and underfunded educational facilities, fostering a love of reading and empowering young people to reach their full potential.
• Mental Health: Mental health is another critical area where the Playa Vista Optimist Club is making a difference. The "Believe in Yourself!" project provides calming sensory items to traumatized children, helping them to cope with stress and anxiety and build resilience.
• Homelessness and Foster Care: Homelessness and foster care are two significant challenges facing many young people in the Los Angeles area. The Playa Vista Optimist Club is actively involved in addressing these needs through several impactful projects. The club’s "Blankets for Kids" project provides overnight duffel bags for children in crisis entering the foster care system through emergency circumstances, offering them a sense of comfort and security during difficult times. Another project, “A Sense of Home,” provides furniture and household staples for youth aging out of foster care. The "Tools4Schools" project donates backpacks and school supplies to unhoused children, helping them to stay in school, and the “Cold Hands, Warm Hearts” program donates duffle bags filled with winter clothes to unhoused youth. Finally, the “Safe Place for Youth (SPY)” program donates sleeping bags, food, underwear, and socks to unhoused youth.
• Childhood Cancer: Childhood cancer is a devastating disease that affects far too many families. The Playa Vista Optimist Club is dedicated to supporting the fight against childhood cancer through the "HARK" project at Children's Hospital Los Angeles. This project provides art supplies for in-patients, out-patients, and their siblings, offering them a creative outlet during challenging times.
Optimist Clubs like the Dubuque Morning Optimist Club and the Playa Vista Optimist Club are making a big difference in their communities thanks to OIF grants. Both clubs’ success is a testament to their members’ dedication to improving the lives of young people. Through each club’s diverse portfolio of OIF-funded projects, they are setting an example for other clubs across the country to follow.

Creating Opportunities with OIF Grants
The Optimist International Foundation aims to support projects, programs, and activities that help Optimists help kids, with grants playing a key role in the process. The OIF’s Club Grant program and Childhood Health and Wellness Grants allow the Foundation to directly support the initiatives and projects of Optimist Clubs to make a difference in local communities. In 2023-2024, the Foundation awarded $17,150 in Club Grants and $47,800 in Childhood Health and Wellness Grants, including the Childhood Cancer Campaign.
The OIF’s Club Grants support new initiatives only, while Childhood Health and Wellness Grants can fund both new and ongoing projects. Both grant categories provide matching funds ranging from $250 to $1,000. To qualify, each club must ensure dues are current and have an active Club Foundation Representative.
Club Grants support projects that will begin and finish between April 2025 and March 2026. Childhood Health and Wellness Grants fund projects that work
to improve the quality of life for children with a focus in four areas: Healthy Lifestyles, Chronic Diseases, Disabilities, or Mental Health. Childhood Health and Wellness projects must be completed within one year of the application cycle.
Applications and detailed directions are available at www.oifoundation.org. The Club Grant application deadline is March 21, 2025. Childhood Health and Wellness Grants have two deadline cycles: January 31, 2025 (already closed), and August 22, 2025. Upon close of the application deadline, judging will take place promptly, and winners will be notified and funds distributed as soon as possible.
