The Orleans Parish School Board requests expressions of interest in providing design-build services for the design and construction of the New Karr High School at 4400 General Meyer Avenue in New Orleans, Louisiana. This request is being advertised in accordance with Louisiana Revised Statute 38:2225.2.1. The expression of interest shall be in the form of a letter stating the following: 1. 2. 3. 4.
It is the intent of the entity described in the letter to respond to the Request for Qualifications (RFQ) for this project. Name and contact information of the entity that intends to respond to the RFQ. The entity shall be qualified as a design-builder in accordance with LA RS 38:2225.2.1 (B) and shall clearly identify itself as such. The entity will respond to the RFQ by the deadline stated therein. If the entity fails to meet all of the requirements contained in the RFQ package, it will not be considered by the Owner. All responses will be evaluated by the Primary Evaluation Committee. Entities selected by the Qualification Evaluation Committee will become a part of a “short list” and will be notified and invited to submit a detailed technical proposal for the Design-Build project. Information for submission of a technical proposal will be described more specifically in a “Scope of Services” packages to be provided to those entities notified of selection to the short list. A technical review committee shall be established for the evaluation of technical proposals.
The Project scope generally consists of the design and construction of a new multi-story, single building high school. The size of the planned multi-story, single building is approximately 150,000 square feet. The new school is expected to house approximately 1,300 students with approximately 50 classrooms. The approximate design-build cost is estimated to be $35 million. The Project site is the location of the former Jo Ellen Smith Medical Center site which will require abatement and demolition. The Project will include a new building and related site development to house Campus Administration, Student Services, Classrooms, Media Center, Multipurpose Gym, Cafeteria, Performing Arts, and other General Use Spaces. The facility shall be designed and constructed for flexibility, longevity and hardening against water and wind damage. This Project is anticipated to achieve LEED® certification, and will require the use and implementation of a Building Information Model (“BIM”) throughout design and construction. Architectural character shall be consistent with the requirements and design standards defined in the subsequent Request for Technical Proposal (RFTP) to be provided to successful shortlisted Proposers. In addition, coordination with Owner-provided equipment and services shall be required.
