EMERGENCY PROCEDURES GUIDE

The purpose of this guide is to delineate responsibilities, to prepare school personnel to the greatest extent possible for best practice responses to emergency situations, and to standardize the district procedures for addressing emergency situations.

Response to emergencies should always be proactive with a planned, best practice approach. Response to emergencies should always be addressed with the confidence that comes from appropriate preparation.

Response to emergencies should be the result of a systematic reaction in which all of the respondents realize their defined responsibilities and act according to a pre-determined plan.

RESPONDING TO EMERGENCY SITUATIONS

1. Assess situation, verify information, and notify 9-1-1 (if necessary).

2. Notify Security and or the Principal, who will notify the Superintendent.

3. Notify Nurse or CPR, AED, first aid-certified trained persons.

4. Assemble Crisis Team and seal off high-risk area.

5. Take charge of area until incident is contained or relieved by Principal/Crisis Team 6. Move to shelter-in-place or evacuate the building. Nature of incident may require alternate evacuation site, and or a secondary site further away from your base site. (If necessary) 7. Check areas where students might be unsupervised and direct them to nearest secure room.

8. Designate Incident Command location and maintain a phone log of all calls made and received and a timed sequence of events.

9. Crisis Team delivers any additional instructions from Incident Command Center to classrooms and also collects status Information.

COMMUNICATION PLAN FOR EMERGENCY SITUATIONS The Superintendent or his designee will be the one spokesperson for the school district and the schools. All information that is shared with the media will come from the Superintendent's Office until the crisis is resolved and the Superintendent or his designee has time to talk with the media. No other OPSB staff member or subcontractors shall talk with the media during or following an emergency situation.

The Public Information Officer shall:  set parameters for media locations;  provide periodic updates of factual information regarding the crisis situation;  develop written statements for persons answering phones;  prepare a letter to be signed by the Principal and sent home to parents once the emergency is over;  grant no media representatives exclusive coverage;  assist the Principal in staff meeting immediately following the emergency situation to provide staff members with the facts regarding the emergency;  arrange a parent meeting with the Principal in the wake of the emergency to answer questions about school safety, if necessary;  prepare a letter for students at other schools informing parents of the facts of the emergency situation and how it was addressed through the crisis response procedures.  when or if questioned by reporters, staff members shall refer them to the Superintendent's Office without comment.

DELINEATION OF RESPONSIBILITIES FOR DISTRICT OFFICE CRISIS PREPARATION

SCHOOL BOARD  Adopts policies which provide for the designation of employees as emergency responders  Reviews facilities in light of best practices for school safety  Allocate funds for emergency procedures preparation SUPERINTENDENT  Authorizes development of Emergency Procedures Guide  Recommends procedures for preparation and response to emergency situations  Appoints District Crisis Response Team and develops responsibilities for those individuals  Hosts periodic meetings with parish emergency personnel to review/refine best practices for emergency procedures  Supervises all students and employees during emergency situations occurring while schools are in session DEPUTY SUPERINTENDENT  Coordinate development of Emergency Procedures Guide  Acts as Public Information Officer during time of emergency  Assumes responsibilities of the Superintendent in the Superintendent’s absence CRISIS RESPONSE TEAM  Implements best practice procedures during emergency preparations and during and after crisis events  Attends all meetings for the review of best practices for emergency procedures  Assists school-based administrators in organizing emergency responses and training Crisis Teams.

CHIEF OPERATING OFFICER  Fulfills specific duties as outlined in the Emergency Procedures Guide  Maintains charts locating emergency shutoff valves and switches for gas, oil, water and electricity as all sites and provides updated charts to appropriate personnel and parish first responders.

TRANSPORTATION SUPERVISOR  Develops emergency plans in cooperation with school governmental agencies  Includes walkers, car riders, and staff in emergency evacuation plans 9

Maintains a list of drivers and contact numbers for emergency recall to service Trains drivers in emergency response procedures and conducts periodic drills with drivers Works with the Superintendent to develop a list of evacuation sites for each school Provides each driver with a list of emergency contact numbers, including the Superintendent, Deputy Superintendent, District Crisis Response Team, Transportation Supervisor, Principals, Fire Department, Police Department, Ambulance Service, State Police, Wrecker Service, Dispatcher, and Mechanic; Develops a plan for and trains drivers in evacuating on a bus.

FOOD SERVICE SUPERVISOR  Trains cafeteria staff in emergency procedures  Maintains a list of cafeteria managers and technicians who will work at evacuation sites  Maintains an inventory of food items available to be relocated to evacuation sites  Makes prior arrangements with vendors for the purchase of necessary items during emergency event preparations  Works with managers to determine the locations of emergency shut-off valves for gas and water  Enforces safe and sanitary practices in cooking, serving, cleaning, and seating areas  Provides guidelines to staff for securing utensils that could be used for harmful purposes in the event of student disorders  Holds cafeteria employees responsible for safe practices during the working day

DELINEATION OF RESPONSIBILITIES DURING A CRISIS SCHOOL BASED

PRINCIPAL  Develops and continually updates School Crisis Response Binder for his/her particular school  Appoints faculty and staff to School Crisis Response Team and assigns to those individuals specific responsibilities in the event of an emergency  Acquaints staff, students, and parents with emergency procedures  Conducts emergency drills as required  Prepares and maintains all reports related to emergency situations  Develops maps of site indicating outside assembly areas for students and staff, first aid triage area, incident command center, evacuation routes, and parent reunification sites  Prepares emergency contact list for staff, including cell phone numbers  Inventories and maintains first aid supplies  Conducts monthly evacuation drills  Conducts periodic reverse evacuation, shelter-in-place, and lockdown drills  Requires visitors to log in, sign out, and wear badges while in the building OFFICE STAFF  Maintains current student emergency data at all times  Maintains materials and information necessary for Incident Command Center  Prepares and regularly update Office Emergency Go-Kit for off-site evacuations  Enforces visitor sign-in and sign-out rules established by the principal  Maintains bomb threat checklist at all office phone locations  Distributes only information authorized by the principal or assistant superintendent/public information officer during emergency situations TEACHERS/INSTRUCTIONAL STAFF  Maintain current student information and materials in Emergency Go-Bags  Maintain Classroom Lockdown Kits in a secure location in the classroom  Train students in procedures for evacuation, reverse evacuation, shelter-in-place, and lockdown situations  Take Emergency Go-Bags during any evacuation CUSTODIAL STAFF  Maintains a chart of locations of emergency shutoff valves and switches for gas, water, and electricity  Participates in training for the proper use of fire extinguishers  Secures all exterior doors during lockdown drills 12

CAFETERIA STAFF  Instructs cafeteria staff in emergency procedures  Keeps kitchen entrances secure at all times  Maintains an inventory of food items available for emergency situations  Enforces safe and sanitary practices in cooking, cleaning, and seating areas  Enforces guidelines for securing utensils that could be used for harmful purposes in the event of student disorders or other crises  Holds cafeteria employees responsible for safe practices during the working day MEDICAL STAFF  The Medical Team will be responsible for bringing all injured individuals to the Triage Area and/or providing on-site treatment, if the building is secure, and until emergency personnel arrive at the scene.

SCHOOL BASED CRISIS RESPONSE TEAM LEADER  Maintains accurate roster of students and staff at all times  Maintains accurate roster of special needs individuals and their locations at all times, along with a plan for assistance to those individuals during an evacuation  Assists in educating staff, students, and parents with regard to emergency procedures  Helps prepare lists of responsibilities for School Crisis Response Team members  Assumes responsibilities for action in the absence of the Principal SCHOOL BASED CRISIS REPONSE TEAM MEMBERS  Fulfill specific responsibilities outlined in Emergency Procedures Guide and School Crisis Response Binder  Assume leadership roles for those groups of staff and/or students to which they have been assigned  Have the capacity to remain calm and respond accordingly in the face of an emergency situation  Agree to pursue continual training in emergency response procedures

SCHOOL BASED CRISIS RESPONSES TEAM ASSIGNMENTS INCIDENT COMMAND POST (ICP) Assists IC with information pertaining to the physical plant; meets first responders and stays in the ICP until released by the Incident Commander; provide maps of the facility, keys to the building and knowledge of utility cut-off.

ON-SITE TEAM LEADER Coordinates all school-based management response efforts; directs the School Crisis Team & works with the District's Team Leader and Incident Commander; notifies law enforcement and emergency agencies.

SCHOOL INFORMATION CENTER (SIC) The School Information Center serves many important functions including being the designated area where school records will be kept, the “nerve center” for all information pertaining to students and faculty, and the area for communication exchange between teachers and other designated areas. This post will advise others as to the location of all students and faculty that have been transferred to a medical facility.

Coordinates all information within and without the SIC; gets student rosters, attendance, early dismissals, visitors’ logs, radio, bullhorn, cell phone and emergency kit; notifies the IC when all in the building are accounted for; makes arrangements for student transportation, if needed; assists with the handling of telephone and student dismissal.

MEDICAL TRIAGE AREA Only persons who are trained, in CPR, AED and first aid will staff the Triage Area. The Medical Triage Team will be responsible for bringing all injured individuals to the Triage Area and/or providing on-site treatment, if the building is secure. Once an emergency personnel arrives at the scene, the officer in charge may request either that the response team stay and assist or that it should be dismissed.

Medical Triage team members shall know at all times the names and status of any individual needing immediate first aid treatment; notified SIC if any student is transported to hospital for treatment; accounts for all injured parties at all times; all medications, medical logs, emergency kits, blankets, etc. are brought to site by the school nurse; identifies students and attaches arm bands or marks ID on forearms.

PARENT HOLDING AREA I – DURING SEARCH AND RESCUE A designated area will be made available for parents to assemble while they wait to learn the status of their child(ren). The Parent Area will enable school personnel to address specific issues with larger numbers of parents at one time. This area will be the area from which school/district personnel will take the parents to reunite with their injured child(ren).

Communicates to parents the status of their children; comforts parents; restricts access; transfers information to command post or medical triage area; makes provisions to reunite injured children with their parents as soon as possible. No one will be released to be with parents until all children have been accounted for and until paramedics advise to do so; law enforcement will also be in this area to assist in a variety of ways.

PARENT AREA FOR STUDENT RELEASE At this location, (on- or off-site) students will be released to parents ONLY after all appropriate verification is made and forms completed.

Crisis Response Team members coordinate the arrival and departure of students; knows the location of all students at the site; requires all parents and guardians to sign out the children, show proof of identity, and provides any request information.

RUNNERS Immediately upon activation, CRT will go to each grade level evacuation site to gather information on who is absent and who is present; carry People Locator Forms to the SIC; are available to carry any information from post to post; keep all information CONFIDENTIAL; do not release any information.

ACCOUNTABILITY Assists runners and SIC with accountability; gets attendance and People Locator Forms from all teachers; is prepared to run information to Command Post if necessary.

ON-SITE EVACUATION PROCEDURES When the threat is from within the school, the school may evacuate to escape the threat. To notify students and staff of an emergency which requires evacuation, the FIRE ALARM will be sounded or an announcement made over the Public Address System by an administrator.

PRINCIPALS:  Assess the situation and advises staff to evacuate the building using Fire Alarm or Public Address System.  Principal calls 9-1-1 or uses emergency radio to notify first responders.  Principal notifies Superintendent.  Principal organizes pre-arranged provisions for handicapped students and staff. A specific person plus alternate(s) should be assigned to assist specific handicapped individuals.

TEACHERS:  Have class follow the designated escape route to predetermined evacuation site  Take Emergency Go-Bag when leaving the classroom  Account for all students before leaving your classroom, then again at the evacuation site. Remain with students during evacuation.  Teachers takes Emergency Go-Bags and escort students out of the building following designated fire drill paths, closing classroom doors as they exit.  Teachers direct students to evacuation locations at least 300 feet from the structure and out of emergency personnel's operational area.  Teachers and staff render first aid as necessary.  Teachers/Staff wait for an "All Clear' notification before allowing students to reenter the building if off-site evacuation is ordered, Teacher / Staff takes Office Emergency Kit to evacuation location.  Teachers use People Locator Forms to report any missing students or staff to Crisis Team members.

OFFICE SUPPORT STAFF  OPSB Security will make sure that the school’s office is clear.  Office staff and teachers institute Parent Reunification Procedures at evacuation location.

CRISIS RESPONSE TEAM MEMBERS:  Crisis Team members check all restrooms and unsupervised areas.

CUSTODIAL STAFF:  Custodians close all doors and windows separating sections of the buildings and stairwells  Head custodian locates shut off valves and stops the flow of electricity and gas to the building if appropriate.

No student will be allowed to leave his/her school campus as a walker, a car rider, or with a parent. All students and staff will walk together to the primary off-site location or ride the school bus to the secondary location.

NOTE: If an evacuation is needed during a school lock-down, the fire alarm system WILL NOT BE USED. An evacuation will be announced by the Principal, Security, or other administrator.

OFF-SITE EVACUATION PROCEDURES

OFF-SITE EVACUATION PROCEDURES Secretary and assigned team members command the release of students. Counselors, OPSB Security Officers and/or law enforcement officers will be needed at site. Clergy and volunteers may also be needed, but approval must be received from Central Office before clergy can be allowed on site.

PRINCIPALS:  Principal, Designee, or Lead Teacher commands the Parent Reunification Evacuation Site.  Principal, Designee, or Lead Teacher should use bull horn for instructions.

TEACHERS:  Teachers and students are to move to assigned areas at evacuation site.  Teachers list students who are present and accounted for (names and numbers).

The list is given to secretary and her assigned team members.  Release station is set up close to area where parents have been told they can pick up their child(ren).

OFFICE SUPPORT STAFF:  Secretary brings OFFICE EMERGENCY "TO-GO" BOX to off-site evacuation location. In addition to student release forms and emergency cards, it should contain a bull horn and walkie-talkies.  Secretary assigns team members or volunteers the names of parents waiting to pick up their child(ren).  As each parent enters release station, ID is presented and name verified as a person allowed to pick up the student. Student's name is verified on list of students submitted as present.  Parent signs release form and team member escorts parent to entry of area where students are waiting. Student will be brought to parent for dismissal.  NO CHILD WILL BE RELEASED to anyone if his/her name is not on the emergency card held by the school. NO STUDENT WILL BE SENT HOME ON THE BUS until Superintendent gives permission, parents have been notified, and students' names are verified.  Suggestion: A battery operated laptop computer with school roster of students, emergency card information, medical information and contact information would be invaluable at evacuation site.

Signs and arrows indicating location for student release should be posted outside instructing parents where release area will be located and instructing them to line up and have ID available.

Bus parking location should be in a separate area from parent parking and from where students will be released to parents.

Designate a room or area for parents to wait for those children who were not on the list as being present at the evacuation site. If at all possible, this room should be where it is quiet and away from media contact. The school nurse and possibly clergy should be present. (These are the parents of students who are missing or in a hostage situation at the school and their situation is unknown at this time.)

HEL TER-IN-PLACE PROCEDURES

SHELTER-IN-PLACE PROCEDURES When the threat is from the outside, such as a tornado, severe thunderstorm warning, or chemical leak, a Shelter-in-Place may be called. To notify students and staff of an emergency which requires sheltering-in place, an administrator will make an announcement via the school communication system.

PRINCIPALS:  Principal assesses the situation and advises OPSB Security and staff to shelter-inplace.  Principal calls 9-1-1 and/or uses emergency communication with the New Orleans Police Department and/or Fire Department to alert responders to the emergency  Principal calls Superintendent.  All persons remain in place until an "All Clear" is given by the Principal or first responder.

TEACHERS:  Teachers with classes outdoors move students to nearest classrooms or gym locker areas and secure doors behind them.  Teachers in halls direct students to nearest classroom and close doors behind them.  Teachers on duty in the cafeteria direct students to nearest areas having doors that can be closed, i.e. classroom, service area, etc.  Teachers take an accurate count of students, adding any students' or visitors' names to current daily attendance roster.  If necessary, teachers should direct students to take cover by sitting on the floor under desks and tables or against the wall in "drop and tuck' position away from windows and doors.

OFFICE SUPPORT STAFF:  Clerical staff, cafeteria workers, custodians, and visitors should go to the nearest rooms having doors that can be closed  All fans and air conditioning units should be turned off, including units in the kitchen and gym areas, if necessary  All persons maintain silent so that directives can be heard and orders to move quickly can be obeyed -DOWN PROCEDU RES

LOCK-DOWN PROCEDURES A lock-down is called when there is an immediate and imminent threat to the school building population, possibly involving dangerous intruders. To notify students and staff of a lock-down, an administrator will make an announcement via the public address system or Crisis Team members will go classroom to classroom to Inform teachers of the situation.

PRINCIPALS:  Principal or designee will announce over the public address system that a lock-down is in effect  Principal will call 9-1-1 or use first responder radio to notify New Orleans Police Department of the emergency and the need for immediate police assistance  Superintendent will be notified  One of the following announcements will be made: o Class In Session (no lunches in progress) - "Students and Staff - It is necessary at this time to begin a school wide lock-down. All students are to remain in class. Students in the hall report immediately back to your room.

Teachers lock your classroom doors. No one is to leave the classroom until an "All Clear" announcement is made by an administrator. Ignore a fire alarm.

If there is a need to evacuate the building, an announcement will be made." o Class Change in Progress -"Students and Staff -It is necessary at this time to begin a school wide lock-down. All students and teachers report immediately to your next class. Teachers should be at their classroom door and lock it as soon as the students have arrived. No one is to leave- the classroom until an "All Clear" announcement is made by an administrator. Ignore a fire alarm. If there is a need to evacuate the building, an announcement will be made." o During Lunch - "Students and Staff - It is necessary at this time to begin a school wide lock-down. Students in the cafeteria are to report immediately to the serving area, gym, auditorium or other appropriate location OR students in the cafeteria should follow practiced lock-down procedures using cafeteria tables and chairs as shields. Cardiac arrest is the immediate cause of death in lightning fatalities.  Some deaths can be prevented if the victim immediately receives the proper first aid.  Call for help. Call 9-1 -1 Give first aid. Check the victim's pulse and breathing.  Begin CPR if necessary.  If possible, move the victim to a safer place, An active thunderstorm is still dangerous. Don't let the rescuers become victims. Lightning CAN strike the same place twice.  In the event students are caught outdoors with no possibility of indoor shelter, areas around the tallest structures should be avoided. Teachers should direct students to the lowest possible area, i.e. ditch or other depression, and have them crouch down on the ground in the open area. Do not go under trees.

TORNADO A TORNADO WATCH indicates that tornadoes are expected to develop.

HARASSMENT: BULLYING - CYBER BULLY – HAZING - STALKING - ETHNIC INTIMIDATION (Refer to Student Code of Conduct for Policy and Procedures) Definitions Bullying Bullying is defined as any intentional gesture, written, verbal, electronic transmission or communication, or physical act that a reasonable person under the circumstances should know will have the effect of harming a student or damaging his property or placing a student in reasonable fear or harm to his life or person or damage to his property which is so severe, persistent or pervasive that it creates an intimidating, threatening, or abusive educational environment for a student.

Any intimidating, threatening, or abusive gesture or written, verbal, electronic transmission or communication or physical act by a student directed at another student occurring on school property, on a school bus, or at a school-sponsored event that a reasonable person under the circumstances would perceive as being motivated by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, sexual orientation, gender, gender identity or expression, physical characteristic, political persuasion, mental disability, or physical disability, as well as attire or association with others identified by such categories. Note: If harassing, bullying or threatening remarks, which reflect potential violence, are made and/or heard, the administration should be contacted so interviews can be conducted.

Hazing Hazing shall mean any knowing behavior, whether by commission or omission, of any student to encourage, direct, order, or participate in any activity which subjects another student to potential physical, mental, or psychological harm for the purpose of initiation or admission into, affiliation with, continued membership in, or acceptance by existing members of any organization or extracurricular activity at a public elementary or secondary school, whether such behavior is planned or occurs on or off school property, including any school bus and school bus stop. Hazing does not mean any adult-directed and school-sanctioned athletic program practice or event or military training program.

Any solicitation to engage in hazing, and the aiding and abetting another person who engages in hazing shall be prohibited. The consent, stated or implied, of the hazing victim shall not be a defense in determining disciplinary action.

Stalking Stalking is a willful course of conduct involving repeated or continuing harassment against another individual that would cause a reasonable person to feel any one or more of the following: • Terrorized • Frightened • Intimidated • Threatened • Molested 44

Stalking occurs in many forms, such as: • Following or appearing with the sight of another.

• Approaching or confronting another individual in a public or private place.

• Appearing at the workplace or residence of another.

• Entering or remaining on an individual's property.

• Contacting by telephone.

• Sending mail or electronic mail.

Ethnic Intimidation Ethnic Intimidation occurs when a person maliciously, and with specific intent, intimidates or harasses another person because of that person's: • Race • Color • Religion • Gender • National Origin • Sexual Orientation The conduct of the offender must: 1. Involve physical contact with another; or 2. Damage, destroy, or deface any real or personal property of another; or 3. Threaten, by word or act, to do an act described in (1) or (2) if there is reasonable cause to believe that an act in (1) or (2) will occur.

When the conduct of the offender meets these criteria, notify OPSB Security and the police.

Cyber Bullying Cyber bullying "is when a child, preteen, teen or an adult is tormented, threatened, harassed, humiliated, embarrassed or otherwise targeted by another child, preteen or teen using the Internet, interactive and digital technologies or mobile phones."

BOMB THREAT PROCEDURES (DEVICE LOCATED) OVERALL PROCEDURES

Upon discovery of a Bomb threat, via telephone call, staff member immediately notify the Principal/Administrator. Principal/Administrator dispatches staff member to physically notify Floor Captains by indication of the designated Yellow Card. Floor Captains will go from class to class and show the same Yellow Card to each teacher.

Teachers should then go to their OFF-SITE EVACUATION PROCEDURES (pp 18-19) Teachers should take a quick look around their classroom for any suspicious packages located in their classroom and immediately and calmly evacuate.

Under no condition, attempt to touch or move the package, after the school has been evacuated, notify Administration of the package and it’s location in the classroom.

Turn off cell phones or electronic devices - they can activate explosive devices.

Administrator's Responsibilities  Upon notification of a Bomb Threat and once the school has been fully evacuated o Notify OPSB Security/911 - use only land lines while in the school o Notify Central Office at 504-304-5680. o Activate Bomb Threat Response Protocol.

Staff's Responsibilities  Notify OPSB Security/school office on a land line telephone, not cell phone, or a two-way radio.  Wait for decision on whether to lock-down or evacuate.  If lock-down is ordered, follow lock-down procedures.  If evacuation is ordered, follow evacuation procedures as directed by the Administrator.  ALL staff should look for and report all suspicious objects to the OPSB Security / Administrator immediately  Once evacuated, stay in your designated areas until you are told it is safe to return to the building.

SPECIFIC RESPONSE IN THE EVENT OF A BOMB THREAT  Person answering phone uses Bomb Threat Checklist (see next page) to gather as much information as possible  If no caller ID is available, dial *69 to trace the call if applicable  Notify OPSB Security and Principal  Do not share information about call with others  Principal assesses the situation and calls 9-1-1 if appropriate  Principal calls the Superintendent  Principal/designee calls the Supervisor of Maintenance  Principal gives the signal to evacuate the building using fire drill procedures  Teachers bring Emergency Kit to evacuation site 46
