Panahgah – palavra que dá nome à nossa entidade social –, significa em persa, Casa Segura. Somos uma organização que tem por meta atender pessoas em situação de vulnerabilidade, imigrantes, apátridas, solicitantes de refúgio e refugiados.
Panahgah – the word that gives name to our social entity – means in Persian, Safe House. We are an organization whose goal is to serve vulnerable people, immigrants, stateless people, asylum seekers and refugees.

پناهگاه که در زبان فارسی به معنی محل امن و مصون است یک نهادی است که به منظور رسیدگی و همکاری با تحت تعقیب غیر قانونی و مواجه با سایر مشکالت بخاطر عقاید و باور هایشان، اشخاص بی سرنوشت،مهاجرین . فعالیت دارد،در کشور های مربوطه شان ، اموزش های مسلکی، دسترسی به خدمات صحی و امنیت غذایی، پناهندگی،خدمات ما در بخش های مهاجرت هدف از. خدمات حقوقی و فرصت های کاریابی میباشد، فرصت های تحصیلی و تعلیمی،صنوف آموزش زبان عرضه این خدمات مهیا ساختن زمینه برای اغاز یک زندگی جدید در یک کشور دیگر و فارغ از مشکالت و . تروریزم و سایر موارد میباشد،چالش های امنیتی و اجتماعی و نجات از تهدید های جنگ همدیگر پذیری هستیم و میدانیم که این موضوع باعث غنامندی اجتماعی و،ما باورمند به تشریک تجربه ها موثر و مفید گردیده و یک، ایجاد روابط و احترام متقابل میتواند که باعث ایجاد روابط سالم.فرهنگی میگردد .زندگی باعزت و مملو از فرصت هارا تسهیل میکند

O Afeganistão - um país de aproximadamente 36 milhões de habitantes - está passando por uma grave crise humanitária após a queda da República Islâmica do Afeganistão, a retirada das forças americanas e da OTAN e a vitória de um grupo terrorista Talibã. O Talibã - ao assumir o poder - assumiu a responsabilidade não apenas de caçar e matar os membros do antigo governo, mas também de sujeitar o povo à perseguição racial, étnica, política e religiosa. O Brasil é o único país que abriu as portas para a chegada de afegãos, através da acolhida humanitária. A portaria nº 24 do dia 3 de setembro de 2021: “Dispõe sobre a concessão do visto temporário e da autorização de residência para fins de acolhida humanitária para nacionais afegãos, apátridas e pessoas afetadas pela situação de grave ou iminente instabilidade institucional, de grave violação de direitos humanos ou de direito internacional humanitário no Afeganistão.” Sabendo disso, a Panahgah tem trabalhado como “abrigo seguro”, acolhendo famílias afegãs em estado de vulnerabilidade.
Afghanistan - a country of approximately 36 million people - is experiencing a serious humanitarian crisis following the fall of the Islamic Republic of Afghanistan, the withdrawal of US and NATO forces and the victory of a Taliban terrorist group. The Taliban - upon taking power - assumed responsibility not only to hunt down and kill members of the former government, but also to subject the people to racial, ethnic, political and religious persecution. Brazil is the only country that has opened its doors to the arrival of Afghans, through humanitarian reception. Ordinance No. 24 of September 3, 2021: “Provides for the granting of a temporary visa and residence permit for the purpose of humanitarian reception for Afghan nationals, stateless persons and persons affected by a situation of serious or imminent institutional instability, of serious violation human rights or international humanitarian law in Afghanistan.” Knowing this, Panahgah has been working as a “safe shelter”, taking in vulnerable Afghan families.

میلیون نفوس که در حال حاضر با یک وضعیت بحران انسانی بی سابقه روبرو است که بعد۳۶ افغانستان کشوری است در اسیا و با . خروج قواهای ناتو و پیروزی گروه تروریستی طالبان بوجود آمده است،از سقوط دولت جمهوری اسالمی افغانستان .
شکنجه و قتل نه تنها اعضای دولت قبلی و نظامیان کردند بلکه،گروه تروریستی طالبان بعد از رسیدن به قدرت شروع به اختطاف دین و عقاید مختلف و متفاوت مورد تهدید و تعقیب های غیر قانونی قرار داده و، مذهب، جنسیت،افراد ملکی را نیز بخاطر باور ها . خطرات جدی مالی و جانی را بوجود اوردند

برازیل یکی از محدود کشور هایی است که دروازه های کشور را برای مهاجرین و پناهندگان باز نگه داشته و به این ها خوش امد . میگوید جمهوری فدراتیف برازیل با صراحت به آن عده افغان ها و سیار اشخاصی که در اثر۲۰۲۱ سپتمبر۳ مورخ۲۴ امریه دولتی شماره دین و یا افکار و دیدگاه های سیاسی، مذهب، جنسیت، عقاید،واقعات اخیر با خطر جانی و مالی روبرو شده اند و یا بخاطر باور ها . مال و خانواده هایشان در خطر است فرصت درخواست برای ویزه های بشردوستانه را میدهد،تحت تعقیب و تهدید هستند و جان پناهگاه فعالیت های خود را برای کمک و رسیدگی به افغان های مهاجر و متضرر،با در نظرداشت و در حیطه صالحیت همین امریه . به قاطعیت و جدیت فعالیت میکند

1. Acolhimento respeitável: cada indivíduo ou família que chega ao Brasil é recebido por alguém que conhece um pouco de sua história, que poderá identificá-los, saber seu nome e suas principais necessidades. Esta mesma pessoa apoiará todo o trajeto do aeroporto até o assentamento e obtendo autonomia;
1. Respectable reception: each individual or family that arrives in Brazil is received by someone who knows a little about its history, who will be able to identify them, know their name and main needs. This same person will support the entire journey from the airport to the settlement and obtaining autonomy;
2. Integração cultural: Panahgah organizará aulas intensivas de língua portuguesa – com professores especializados nas línguas – para garantir uma transição perfeita e aulas de orientação cultural permitirão uma maior integração social;

5. Orientação e apoio no mercado de trabalho: apoio na procura de oportunidades de emprego de acordo com a capacidade de cada um, de forma a garantir estabilidade e independência financeira.

فعالیت های پناهگاه
:بمنظور کمک و رسیدگی هرچه بهتر و بیشتر به پناهندگان افغان فعاالیت های دیگریی را نیز رویدست گرفته است
پذیرش با عزت.۱ ۳. عنعنه و کلتور افغان ها و،هر شخص و هر خانواده که به برازیل میرسد توسط تیم همکاران ما که آشنایی کامل با فرهنگ همین تیم از لحظه اول با این خانواده میباشد و در تمام.همچنان خانواده های تازه رسیده دارد در میدان هوایی استقبال میگردد . تنظیم اسناد و امکانات و استقاللیت همراهی خواهند کرد،مراحل از میدان هوایی الی جابجایی : ادغام اجتماعی.۲ پناهگاه صنوف متمرکز و مناسب برای اموزش زبان پرتگالی را که توسط استادان مجرب و قوی پیش برده میشود و همچنان . برنامه های اموزش فرهنگی و کلتوری برای ادغام اجتماعی مناسب برای مهمانان فراهم خواهد اورد پناهگاه همچنان تنظیم برنامه های آموزشی و آگاهی رسانی در مورد سیستم های مالی و اقتصادی برازیل و: اموزش های مالی.۳ . مالیات و سیستم بانکداری میگردد را نیز تنظیم خواهد کرد، سرمایه گذاری،سایر مواردیکه مربوط امورات مالی روزانه پناهگاه همچنان خدمات حقوقی و رهنمایی را برای تمام مهمانان فراهم می اورد تا پناهندگان بتوانند در مورد تمام امکانات.۴ حقوق اساسی و مسوولیت با معلومات کامل اقدام نموده و تیم حقوقی پناهگاه نیز در تمام موارد برای همکاری و هماهنگی با . پناهندگان آماده هر نوع همکاری است برنامه ها، تیم کاری پناهگاه همچنان در قسمت کاریابی و اشتغال زایی از طریق شبکه ها: رهنمایی و همکاری برای کاریابی.۵ . تفاهم نامه ها در زمینه کاریابی و اشتغال زایی را برای مهمانان ما فراهم خواهد اورد

A Panahgah tem registrado em seus bancos de dados o pedido de Abrigo Humanitário de mais de 1.000 Famílias, representando mais de 10 mil Afegãos em risco humanitário iminente. O Governo Federal, através do Ministério de Relações Exteriores viabilizou a concessão de Vistos Humanitários a todo Afegão que se encontre em risco diante da grave crise que atingiu o seu país. A Panahgah está iniciando uma campanha que visa localizar Entidades que se disponham a Acolher tais refugiados e ajudá-los a integrarem-se à sociedade brasileira. Durante todo o processo de pedido de Visto Humanitário, o Candidato, a Entidade Acolhedora e demais pessoas e instituições envolvidas no processo de Acolhimento serão permanentemente informadas pela Panahgah da evolução do processo junto à Embaixada do Brasil local e ao Itamaraty.
O Candidato solicita o Visto Humanitário pelo site do MRE - Ministério de Relações Exteriores do Governo Brasileiro, que emite um Protocolo
De posse do Protocolo do MRE, Candidato envia solicitação à Embaixada do Brasil em Teerã, Adu Dabi, Islamabad, Doha, Ancara ou Moscou
1. Proposta de trabalho Objetivo geral: Acolhimento humanitário beneficiários do visto temporário Fundamento legal: Portaria MRE nº 24/2021 Público Alvo: nacionais afegãos, apátridas e pessoas afetadas pela situação de grave ou iminente instabilidade institucional, de grave violação de direitos humanos ou de direito internacional humanitário no Afeganistão. 2. Agentes Panahgah: realiza o planejamento estratégico, acompanhamento e coordenação das atividades Candidato/Acolhido: nacionais afegãos Financiadora: instituição que indica e dá suporte financeiro à realização da operação de abrigo Acolhedora: entidade que oferece o Abrigo. 3. Descrição das Ações •Antes da Concessão do Visto Humanitário: 3.01: Cadastro do Candidato e do Acolhedor 3.02: Encaminhamento de nomes 3.03: Submissão de requerimento de vistos 3.04: Checagem de dados 3.05: Encaminhamento pedido à Embaixada 3.06: Entrevista e checagem pelo Governo Brasileiro 3.07: Recebimento do Visto Humanitário •Após a Concessão do Visto Humanitário: 3.08: Embarque para o Brasil 3.09: Recepção e transferencia para Quarentena 3.10: Comunicação com as autoridades municipais, envolvendo o Prefeito, assistência social, saúde e educação. No tempo inicial de instalação dos Acolhidos, as visitas devem ser previamente autorizadas pela Entidade Acolhedora e pelos Acolhidos.

De posse do Protocolo do MRE, Candidato acessa o site Sentinela, informa dados pessoais e envia documentos por via digital.
Serviço de Triagem realiza procedimen tos de segurança. Se necessário pede completação dos documentos. Informa resultado da investigação para a Panahgah.
OPERAÇÕES NO BRASIL PANAHGAH-ITAMARATY-FINANCIADORES ENTIDADE ACOLHEDORA -ACOLHIDO
O sustento prevê o apoio integral para o mínimo de 18 meses e máximo de 24 meses.
EMBAIXADA DO BRASIL
Em função do suporte recebido de instituições filantrópicas estrangeiras, localizadas no Brasil e no exterior, representando pools de Igrejas Cristãs e ONGs, a Panahgah dispõe de recursos para o transporte, moradia, alimentação, atendimento médico-hospitalar-odontológico, suporte escolar, incluindo o aprendizado da língua Portuguesa.
CANDIDATO PARA O VISTO HUMANITÁRIO

Itamaraty solicita investigação do Candidato ao Visto Humanitário para a Agência Brasileira de Investigação e Polícia Federal
Se aprovado, Itamaraty autoriza a Embaixada do Brasil envolvida a conceder o Visto Humanitário ao Candidato
A Embaixada do Brasil realiza entrevista com Candidato. Informa resultado à Panahgah
A Embaixada do Brasil encaminha pedido e sua recomendação para o Itamaraty Brasília
Embaixada do Brasil emite o Visto Humanitário de 180 dias e comunica a Panahgah
Recepção no Aeroporto: Na Recepção no aeroporto deverão comparecer pelo menos um representante da Panahgah e um da Entidade Acolhedora. É aconselhável o uso de uma Placa com nome dos Acolhidos no portão de saída do desembarque. Importante observar que as saudações efusivas podem não ser aconselhável, deixando que a ação parta dos Acolhidos. Os acolhidos serão encaminhados diretamente para o local onde realizarão a quarentena. Na adequação do veículo considerar o transporte das pessoas e suas bagagens. Recomenda-se dispor no veículo uma cesta de frutas comuns para evitar a alimentação dos Acolhidos em restaurantes e lanchonetes do aeroporto e das estradas. Quarentena: De acordo com as instruções das autoridades da Saúde, a quarentena deverá ser feita pelos viajantes imunizados ou não contra o Covid-19, pelo prazo mínimo de 14 dias. As medidas de isolamento poderão ser interrompidas desde que realizada a testagem negativa, após o 5º dia da chegada do passageiro ao Brasil. No caso específico dos afegãos, tendo em vista outras doenças não erradicadas no Afeganistão, como o sarampo, por exemplo, recomenda-se a quarentena de todo o grupo. A quarentena ocorrerá em local provido de dormitórios, sanitários adequados e distintos para cada sexo, salas de aulas suficientes para atendimento de adultos e crianças. A higienização do local, uso de máscaras, deverá atender aos protocolos de saúde conforme orientação do município, através dos serviços de Vigilância em Saúde.

Panahgah e Entidade Acolhedora organizam recepção e transferência do Candidato, agora na condição de Acolhido, para o Local-Cidade de Quarentena
Candidato faz check-up médico, odontológico, vacinas, exames de sangue e parasitológicos, e se dispõe a tratamentos específicos.
• ao Posto da Polícia Federal para os procedimentos previstos quando da concessão do Visto e emissão dos documentos de identificação (CPF e CRNM - Carteira de Registro Nacional Migratório);
Neste estágio o Acolhido assinará um Termo de Responsabilidade de Procedimentos. Neste momento a Panahgah esclarecerá sobre o valor de Suporte mensal que o Acolhido irá receber, através de depósitos bancários mensais regulares. Este será o procedimento padrão, salvo acerto antecipado com a Entidade Acolhedora, sujeito a aprovação da Panahgah.
Durante a quarentena deverão ser avaliadas as vacinas a serem aplicadas, segundo calendário vacinal do Ministério da Saúde e prestado primeiros atendimentos médicos, caso necessários. Os acolhidos têm intensa reação a picadas de pernilongos ou outros insetos aqui no Brasil. A mesma reação também ocorreu em sírios. Recomenda-se que sejam ofertados repelentes para uso constante além de adoção de outras medidas que possam afastar os insetos, como raquete elétrica à pilha. Quando for possível, recomenda-se que com os Acolhidos passem a tomar a uma dose diária de Complexo B assim que seja liberado o Visto ou a partir de aproximadamente 15 dias antes da viagem. A medida deve permanecer mesmo depois da chegada ao Brasil, e perdurar pelo tempo que o médico que o atender na quarentena julgar conveniente. Se necessário, um intérprete do mesmo sexo, deverá acompanhar as consultas e atendimentos em geral, respeitando-se severamente a não exposição física e a individualidade do paciente acolhido. Aconselha-se a presença de psicólogo no local em períodos determinados para atendimento do acolhido ou orientação da equipe. É importante também promover interação entre monitores e os Acolhidos. Deve-se dispor de uma rede de Wi-Fi compatível com o número de pessoas abrigadas. Não se trata de luxo, mas de um importante recurso para que o Abrigado possa se comunicar com seus parentes e amigos, muitos com destino incerto e não sabido. Equipe mínima para cada grupo de 10 pessoas: 2 atendentes de cozinha, 2 pessoas para limpeza,
No momento previsto a Entidade Acolhedora fará o translado para a cidade definitiva, alojando o Abrigado na Casa para ele locada. A Entidade Acolhedora deverá acompanhá-lo nas seguintes operações:
• ao Ministério do Trabalho para a emissão da Carteira Profissional de Trabalho; • à Prefeitura para o registro junto ao CRAS Centro de Referência de Assistência Social; • ao Posto de Saúde para os devidos registros como beneficiário do SUS; • à entidade Escolar disponível, preferencialmente pública, ou particular, se fruto de doação; • à Instituição financeira para a abertura de uma Conta Bancária, fazendo a emissão de um Cartão de Débito; • Salvo acerto contrário, neste momento a Panahgah depositará um adiantamento de 2 meses do valor do Suporte (descontado o valor de aluguel). A partir do terceiro mês o valor de Suporte será mensalmente depositado na conta corrente do Acolhido; • Salvo acerto contrário, a gestão do valor será feita pelo Acolhido; • Registra-se que despesas inesperadas com medicamentos dispendiosos, tratamentos médicos, odontológicos, psicológicos e bens materiais, serão cobertos sob o regime de autorização prévia, sempre que possível; • O procedimento geral de regularização migratória será realizado pela Entidade Acolhedora, com orientação jurídica especializada oferecida pela Panahgah.
1 professor português adulto, 1 professor de português infantil. 1 ajudante (com habilitação e veículo disponível), e 1 intérprete em tempo integral, quando necessário. Residência do Acolhido: A Entidade Acolhedora deverá cuidar para que o local destinado à residência tenha condições de acomodar o número de pessoas que componha a família, de forma simples, porém com segurança e dignidade; a localização deve permitir acesso a serviços públicos e particulares essenciais, ao transporte público e serviço de internet. Se houver crianças compondo o grupo familiar, deverá ser considerado a proximidade de escolas que atendam a faixa etária. A locação do imóvel, de internet e demais serviços deverão ser feita pela instituição de acolhimento, pela impossibilidade jurídica do Acolhido. Compete à Entidade Acolhedora acompanhar a família em suas necessidades, resguardada a sua autonomia, independência e privacidade; mantendo-se disponível, sem invadir as funções exclusivas do detentor do poder familiar ou guardião ou implicam em negação de direitos à preservação da cultura ou à liberdade de crença do acolhido. Seu papel é oferecer suporte para a realização de atividades do cotidiano com o fim de facilitar o acesso à vida digna e a possibilidade de fruição de direitos garantidos ao acolhido. Até que adquira completa autonomia e integração à vida social da comunidade, por questões de real segurança, os Acolhidos jamais poderão ser fotografados, mesmo em inocentes selfies, nem receber qualquer visita sem seu prévio conhecimento e consentimento e, não podem participar de qualquer atividade ou visita política.

Panahgah has registered in its databases more than 1,000 Families requesting Humanitarian Shelter, representing more than 10,000 Afghans at immediate humanitarian risk. The Federal Government, through the Ministry of Foreign Affairs, has made possible the granting of Humanitarian Visas to all Afghan people who are at risk in the face of the serious crisis that has hit their country. Panahgah is starting a campaign that aims to locate Entities that are willing to welcome such refugees and help them integrate into Brazilian society. During the entire Humanitarian Visa application process, the Applicant, the Host Entity and other people and institutions involved in the Reception process will be permanently informed by Panahgah of the evolution of the process with the local Brazilian Embassy and Itamaraty.

OPERATIONS IN BRAZIL PANAHGAH-ITAMARATY-FINANCER HOSTING ENTETY AND ASYLUM SEEKER
The support provides full coverage for a minimum of 18 months and a maximum of 24 months.

Airport Reception: At the airport Reception, at least one representative from Panahgah and one from the Host Entity must be present. It is advisable to use a sign with the name of the Asylum Seeker at the arrival gate. It is important to note that effusive greetings may not be advisable, leaving the action to come from the Welcomed. Those welcomed will be sent directly to the place where they will carry out the quarantine. In the suitability of the vehicle, consider the transport of people and their luggage. It is recommended to have a common fruit basket in the vehicle to avoid feeding the Welcomed in restaurants and cafeterias at the airport and on the roads. Quarantine: According to the instructions of the Health authorities, the quarantine must be carried out by travelers immunized or not against Covid-19, for a minimum period of 14 days. Isolation measures may be interrupted as long as the negative test is carried out, after the 5th day of the passenger’s arrival in Brazil. In the specific case of Afghans, in view of other diseases that have not been eradicated in Afghanistan, such as measles, for example, the quarantine of the entire group is recommended. Quarantine will take place in a place provided with dormitories, adequate and distinct toilets for each sex, and classrooms sufficient for the care of adults and children. The hygiene of the place, use of masks, must comply with health protocols according to the guidance of the municipality, through the Health Surveillance services.

The asylum seeker undergoes medical and dental check-ups, vaccinations, blood and parasitological tests, and is available for specific treatments.
• to the Federal Police Post for the procedures foreseen when granting the Visa and issuing identification documents (CPF and CRNM National Migration Registration Card);
At this stage, the asylum seeker will sign a Procedural Responsibility Term. At this time, Panahgah will clarify the amount of monthly Support that the asylum seeker will receive, through regular monthly bank deposits. This will be standard procedure, unless agreed in advance with the Hosting Entity, subject to Panahgah’s approval.
During the quarantine, the vaccines to be applied should be evaluated, according to the vaccination schedule of the Ministry of Health and first medical care provided, if necessary. The guests have an intense reaction to mosquito bites or other insects here in Brazil. The same reaction also occurred in Syrians. It is recommended that repellents be offered for constant use, in addition to adopting other measures that can keep insects away, such as a battery-operated electric racket. When possible, it is recommended that the Guests start taking a daily dose of Complex B as soon as the Visa is issued or from approximately 15 days before the trip. The measure must remain even after arrival in Brazil, and last for as long as the doctor who treats them in the quarantine deems convenient. If necessary, an interpreter of the same sex should accompany the medical appointments and services in general, strictly respecting the non-physical exposure and individuality of the patient received. It is advisable to have a psychologist on site at certain times to assist the asylum seeker or guide the team. It is also important to promote interaction between the staff and the asylum seeker. A Wi-Fi network compatible with the number of people sheltered must be available. Residency of the Asylum Seeker : The Host Entity must ensure that the place destined for the residence is able to accommodate the number of people that make up the family, in a simple way, but with safety and dignity; the location must allow access to essential public and private services, public transport and internet service. If there are children in the family group, the proximity of schools that meet the age group should be considered. The rental of the property, internet and other services must be made by the host institution, due to the legal impossibility of the asylum seeker. It is incumbent upon the Host Entity to accompany the family in their needs, safeguarding their autonomy, independence and privacy; remaining available, without invading the exclusive functions of the holder of family power or guardian or implying the denial of rights to the preservation of the culture or freedom of belief of the asylum seeker. Its role is to offer support for carrying out daily activities in order to facilitate access to a dignified life and the possibility of enjoying the rights guaranteed to the asylum seeker. Until they acquire complete autonomy and integration into the social life of the community, for reasons of real security, the asylum seeker will never be able to be photographed, even in innocent selfies, nor receive any visit without their prior knowledge and consent, and they cannot participate in any political activity or visit.

As Intituições Financiadora estrangeiras, representando agrupamento de Igrejas e pessoas físicas Cristã, firmaram acordos com a Panahgah, viabilizando o apoio financeiro às pessoas beneficiárias do Visto Humanitário Brasileiro, que entrem em território nacional através de ações diretas e indiretas da Panahgah.
Foreign Financing Institutions, representing a grouping of Churches and Christian individuals, signed agreements with Panahgah, enabling financial support to persons benefiting from the Brazilian Humanitarian Visa, who enter the national territory through direct and indirect actions by Panahgah.
O objetivo desta operação é viabilizar e promover o acolhimento digno, a fim de garantir a autonomia, o respeito à origem, à cultura e às liberdades individuais de cada um dos beneficiários.
The objective of this operation is to enable and promote dignified reception, in order to guarantee autonomy, respect for origin, culture and individual freedoms of each of the beneficiaries.
A Panahgah envidará esforços para desenvolver e operacionalizar os objetivos aqui mencionados, de forma integrada, a fim de garantir a assistência integral aos beneficiários, comprometem-se a prestar assistência mútua para a realização do propósito comum a ambos, a saber: 1. Fornecer abrigo humanitário digno; 2. Promover a regularização em território brasileiro dos beneficiários do Visto Humanitários; 3. Assegurar suporte financeiro por um mínimo de 18 meses e período máximo de 24 meses; e 4. Promover a adaptação cultural, linguística e social.
Panahgah will make efforts to develop and operationalize the objectives mentioned here, in an integrated way, in order to guarantee full assistance to the beneficiaries, they undertake to provide mutual assistance for the realization of the common purpose to both, namely: 1. Provide decent humanitarian shelter; 2. Promote the regularization in Brazilian territory of Humanitarian Visa beneficiaries; 3. I. Cabe à Panahgah: 1. Realizar o registro e triagem dos beneficiários; 2. Auxiliar no processo de pedido de vistos humanitários nas embaixadas brasileiras credenciadas, sempre que solicitado pelo beneficiário direto ou por entidades que os representem; 3. Recepcionar e encaminhar o beneficiário do visto humanitário quando da chegada ao Brasil, fornecendo o acompanhamento desde o momento do desembarque até a sua chegada no primeiro local de recepção; 4. Viabilizar a execução dos exames médicos essenciais, vacinas, exames preliminares adequados e demais apoios de ordem médica, obrigatórios e/ou eventuais, se necessários; 5. Fornecer orientação cultural e viabilizar aulas de língua portuguesa; 6. Auxiliar o beneficiário na obtenção de documentos, revalidação de diplomas e início do pedido de reconhecimento da condição de refugiado, bem como o registro junto aos serviços de saúde pública, de educação e serviços sociais; 7. Fomentar o treinamento profissional, e facilitar a disposição do mercado de trabalho no sentido de promover a empregabilidade da pessoa envolvida; 9. Auxiliar no assentamento definitivo por meio de orientação socioeconômica; 10. Planejar, coordenar, executar, e desenvolver e/ou apoiar todas as fases do abrigo humanitário, desde a orientação no pedido de visto até o estabelecimento definitivo do beneficiário, garantindo a boa qualidade das ações e serviços prestados para alcançar eficiência, eficácia e viabilidade econômica em suas atividades; 11. Contratar e pagar recursos humanos que serão necessários para efetivamente realizar as atividades inerentes à execução do acordo firmado com as Instituições Financiadoras, incluindo encargos sociais e obrigações trabalhistas, observando as disposições das Legislação Brasileira; e 12. Produzir, apresentar e viabilizar a aprovação de relatórios parciais, ao final de cada fase e a prestação de contas final quando da conclusão deste Termo.

Provide cultural guidance and enable Portuguese language classes; 6. Assist the beneficiary in obtaining documents, revalidation of diplomas and initiation of the request for recognition of refugee status, as well as registration with public health, education and social services; 7. Promote professional training, and facilitate the disposition of the labor market in order to promote the employability of the person involved; 9. Assist in the final settlement through socioeconomic guidance; 10. Plan, coordinate, execute, and develop and/or support all phases of the humanitarian shelter, from the orientation in the visa application to the definitive establishment of the beneficiary, guaranteeing the good quality of the actions and services provided to achieve efficiency, effectiveness and economic viability in its activities; 11. Hire and pay human resources that will be necessary to effectively carry out the activities inherent to the execution of the agreement signed with the Financing Institutions, including social charges and labor obligations, observing the provisions of the Brazilian Legislation; and 12. Produce, present and facilitate the approval of partial reports, at the end of each phase and the final rendering of accounts at the conclusion of this Term.

II. Cabe às Instituições Financiadoras: 1. Ser responsável pela entrega de recursos financeiros capazes de viabilizar a realização das ações aqui previstas, por meio de transferências regulares nos prazos e valores previamente acordados para serem gerenciados pela Panahgah, de acordo com o projeto previamente elaborado, exceto por eventuais alterações de preços decorrentes de flutuações cambiais, reajustes contratuais previamente comunicados e correção monetária aplicada anualmente; 2. Apresentar relatórios, nomear investidores que, sob sua exclusiva responsabilidade, podem colaborar com os recursos necessários para a execução do objeto do presente Memorando; e 3. Os beneficiários das ações aqui descritas, poderão ser indicados pelas Intituições Financiadoras, por pedidos encaminhados diretamente pelo interessado, por Instituições terceiras e pelo Governo Federal Brasileiro.

Desenvolver projetos e participar de reuniões para o desenvolvimento de ações ligadas a tais objetos, sempre que convidado a fazê-lo; 3. Acompanhar o desenvolvimento do objeto comum, informando sobre eventuais ajustes e diretrizes que possam ser necessários; e 4. Comunicar-se com a máxima antecedência sobre intercorrências que possam interferir no bom andamento de qualquer fase do process.
III. It is up to both parties: 1. Provide documents and information necessary for the development of the operations described herein; 2. Develop projects and participate in meetings for the development of actions related to such objects, whenever invited to do so; 3. Monitor the development of the common object, informing about possible adjustments and guidelines that may be necessary; and 4. Communicate as early as possible about intercurrences that may interfere with the smooth running of any phase of the process.
IV. Prazo: O presente Memorando entrará em vigor após a sua assinatura e será válido por um período indeterminado de tempo, enquanto são feitos ajustes entre as partes e a efetiva preparação de Termos de Cooperação quando ele será imediatamente extinto.
IV. Period: This Memorandum will enter into force upon its signature and will be valid for an indefinite period of time, while adjustments are made between the parties and the effective preparation of Terms of Cooperation, when it will be immediately terminated.
V. Confidencialidade: Exceto se expressamente estabelecido, de forma inequívoca, concorda-se que tratarão como totalmente confidenciais quaisquer informações obtidas de qualquer das partes, que possam chegar ao seu conhecimento pelas operações normais das operações dos assuntos descritos neste Memorando, bem como os termos deste Memorando em si. A divulgação de seu original a terceiros é proibida.
V. The responsibility for the confidentiality of the information mentioned herein is objective, extending to the employees and/or representatives of the Parties, as well as to third parties who will be involved in any way in this operation, including partners, each of the Parties being obliged to disclose to them only what is essential for the execution of this Memorandum, and never publicize, for the required security, the names, data and photos of the people benefited in this humanitarian reception operation.

Considerando que: I. O retorno do grupo radical Talibã ao poder no Afeganistão em 15 de agosto de 2021 teve como consequência a instalação de uma situação de grave e generalizada violação de direitos humanos no país, criando um massivo fluxo de refugiados;

Pelo presente TERMO DE PARCERIA, as partes acima identificadas resolvem, de comum acordo, estabelecer instrumento particular, mediante as cláusulas e disposições a seguir expressas:
By this PARTNERSHIP AGREEMENT, the parties identified above resolve, by mutual agreement, to establish a private instrument, through the following clauses and provisions:
1º: DO OBJETO 1. O objeto do presente Instrumento Particular é firmar parceria entre PANAHGAH e COMUNIDADE a fim de oferecer programa de refúgio, assessoramento e assistência integral no processo de acolhimento de indivíduos de origem afegã que se encontram em situação de risco de violência, perseguição e graves temores, precipuamente desenvolvido nos termos descritos nas Cláusulas Segunda e Terceira, e em conformidade com a relação descritiva dos Anexos I e II, provendo os meios necessários para sua integração à sociedade brasileira.
1st: OBJECT 1. The purpose of this Private Instrument is to establish a partnership between PANAHGAH and COMMUNITY in order to offer a refugee program, advice and comprehensive assistance in the reception process of individuals of Afghan origin who are at risk of violence, persecution and serious fears, primarily developed under the terms described in Clauses Two and Three, and in accordance with the descriptive list of Annexes I and II, providing the necessary means for their integration into Brazilian society.
2. Baseia-se o presente instrumento nos princípios fundamentais da não devolução, solidariedade, compartilhamento , humanidade, neutralidade, imparcialidade, independência, também possui como vetor os delineamentos gerais do Pacto Global sobre Refugiados (GCR, na sigla em inglês) bem como, assenta-se em objetivos definidos na Agenda 2030 da Assembleia Geral da ONU (Resolução 70/1) em 2015, notadamente voltados ao atendimento da realidade de refugiados, os objetivos 4, 5, 8.7, 8.8, 10.2, 10.7, 11, 16b, 17, 17.18.

This instrument is based on the fundamental principles of non-return, solidarity, sharing, humanity, neutrality, impartiality, independence, it also has as a vector the general outlines of the Global Compact on Refugees (GCR) as well as, is based on objectives defined in the 2030 Agenda of the United Nations General Assembly (Resolution 70/1) in 2015, notably aimed at meeting the reality of refugees, objectives 4, 5, 8.7, 8.8, 10.2, 10.7, 11, 16b , 17, 17.18.

2º: DAS OBRIGAÇÕES DA PANAHGAH: 2.1. Fazer o devido processo de seleção de indivíduos afegãos em condição de vulnerabilidade, assessorando-os no processo de obtenção do visto humanitário brasileiro, bem como apresentando-os e realizando sua devida identificação à organização parceira que realizará o acolhimento;
2: PANAHGAH’S OBLIGATIONS: 2.1. Carry out the due process of selecting vulnerable Afghan individuals, advising them in the process of obtaining the Brazilian humanitarian visa, as well as presenting them and carrying out their proper identification to the partner organization that will perform the reception;
2.2. Transportar as famílias afegãs desde o exterior até o local determinado através de parcerias com organizações, associações e instituições para acolhimento final;

Custear e garantir pleno gerenciamento logístico do traslado (aéreo ou terreno) de indivíduos que forem deslocados para o município de Cascavel/PR sob condição de acolhimento temporário para cumprimento de quarentena e sob a tutela da PANAHGAH, conforme descrição nominal e indicação de duração de trabalho e prazo para compra das passagens, no Anexo I. Neste caso, findado o prazo máximo de 20 (vinte) dias de acolhimento temporário, incumbir-se-á a COMUNIDADE de todos os custos e encargos necessários para deslocamento dos indivíduos afegãos para bases de acolhimento de outras organizações e outras cidades.
2.3. 2.4.Capacitar o corpo técnico e voluntários da organização parceira, caso seja necessário, em questões linguísticas, étnicas, documentais, psicológicas etc., prestando consultoria por meio de workshops, cursos, apresentação e encaminhamento de materiais bibliográficos, indicação de organizações de apoio, bem como, em casos necessários, visita de representantes;
2.4. Train the partner organization’s technical staff and volunteers, if necessary, on linguistic, ethnic, documentary, psychological issues, etc., providing consultancy through workshops, courses, presentation and forwarding of bibliographic materials, indication of support organizations, as well as, in necessary cases, visits by representatives;
2.5. Acompanhar o andamento da parceria, oferecendo orientação necessária, auxiliando em eventuais ocorrências causadas por choque cultural de ambas as partes (organização e afegãos recebidos);

3.5. Prover auxílio para o traslado das famílias por meio de custeio financeiro, realização de parcerias com empresas de transporte, e garantir informações suficientes para uso da rede de transporte público térreo; 3.6. Prover os meios para o aprendizado de Português, formal ou informal, de forma sistemática e compatível com a necessidade básica dos indivíduos acolhidos a partir deste TERMO, através de parcerias com universidades, centros universitários, escolas convencionais, ou corpo de voluntariado capacitado para explorar o ensino linguístico; 3.7. Promover esforços objetivando a inclusão de Refugiados em direitos, serviços, programas, projetos e benefícios socioassistenciais, bem como garantir a informatização dos assistidos com relação a saúde, transporte, educação, cultura, lazer, trabalho, moradia, assistência jurídica e outros serviços públicas; 3.8. Realizar encaminhamentos, protocolos, solicitações para obtenção de documentos, (RNM, CPF, CTPS e outros), revalidação de diplomas, inserção em redes de ensino de nível básico, fundamental, médio e superior, bem como realização de protocolos administrativos junto a órgãos Federais, Estaduais e Municipais responsáveis por Instituições de Ensino; 3.9. Prover apoio técnico e operacional para fins de concessão/contratação de moradia digna, sem custo aos indivíduos alcançados pelo acolhimento, e ajuda de custo mensal, em conformidade com os valores definido no Anexo II, para despesas de alimentação e demais custos básicos de vida, pelo período mínimo de 24 (vinte e quatro) meses, considerando-se ainda, quando esgotado esse prazo, se perduram as variáveis de dependência econômica das famílias, caso em que deverá ser reavaliada a necessidade de manutenção e auxílio de suas despesas; 3.10. Em caso de se verificar frustrado o plano de traslado dos refugiados para outros municípios, e tornando-se necessário o acolhimento final dos refugiados se dar por parte da PANAHGAH, no município de Cascavel, a COMUNIDADE realizará o custeio integral das despesas destes indivíduos transferindo mensalmente, pelo período de 24 (vinte e quatro) meses, os montantes para a conta bancária da PANAHGAH, que realizará o repasse para as famílias. 4º: DO ACOMPANHAMENTO DO PROJETO 4. A organização parceira se prontifica a informar mensalmente a PANAHGAH sobre o plano de acolhimento dos indivíduos através de reuniões periódicas, revisão de materiais disponíveis (relatórios, estudos, levantamentos) que permitam o acompanhamento do programa de assistência integral presentemente referenciada. 5º: DA VIGÊNCIA 5. O presente CONTRATO DE PARCERIA vigorará pelo prazo de 24 (vinte e quatro) meses, a contar de sua completa assinatura pelas partes e testemunhas. 6º: DA RESCISÃO O presente TERMO DE PARCERIA poderá ser rescindido desde que atenda as seguintes condições: 6. 1. 3.5. Provide assistance for the transfer of families through financial funding, establishing partnerships with transport companies, and ensuring sufficient information for the use of the ground public transport network; 3.6. To provide the means for learning Portuguese, whether formal or informal, in a systematic way and compatible with the basic needs of the individuals welcomed under this AGREEMENT, through partnerships with universities, university centers, conventional schools, or a body of volunteers trained to explore the language teaching; 3.7. Promote efforts aimed at the inclusion of Refugees in rights, services, programs, projects and social assistance benefits, as well as ensuring the computerization of those assisted in relation to health, transport, education, culture, leisure, work, housing, legal assistance and other public services; 3.8. Carry out referrals, protocols, requests for obtaining documents (RNM, CPF, CTPS and others), revalidation of diplomas, insertion in basic, elementary, high and higher education networks, as well as carrying out administrative protocols with Federal agencies , State and Municipal institutions responsible for Educational Institutions; 3.9. Provide technical and operational support for the purpose of granting/hiring decent housing, at no cost to individuals reached by the reception, and monthly allowance, in accordance with the values defined in Annex II, for food expenses and other basic living costs, for a minimum period of 24 (twenty-four) months, considering also, when this period has expired, the variables of economic dependence of the families persist, in which case the need for maintenance and support of their expenses must be reassessed; 3.10. In the event that the plan to transfer the refugees to other municipalities is frustrated, and it becomes necessary for the final reception of the refugees to be carried out by PANAHGAH, in the municipality of Cascavel, the COMMUNITY will fully cover the expenses of these individuals, transferring them monthly , for a period of 24 (twenty-four) months, the amounts to the PANAHGAH bank account, which will carry out the transfer to the families. 4th: PROJECT FOLLOW-UP 4. The partner organization is ready to inform PANAHGAH on a monthly basis about the reception plan for individuals through periodic meetings, review of available materials (reports, studies, surveys) that allow the monitoring of the comprehensive assistance program currently referred to. 5th: VALIDITY 5. 6. 2. 6.4. The COMMUNITY’s assistance obligations cease when PANAHGAH fails to comply, even partially, with the commitments described and related to the object of this PARTNERSHIP AGREEMENT;
6.5. Obrigações nos casos de rescisão pela COMUNIDADE: a) Manter a PANAHGAH informada sobre eventuais problemas com os acolhidos, a fim de que a organização possa se preparar em caso de rescisão. b) Conceder transporte adequado dos acolhidos para a sede da PANAHGAH ou outro local designado pela organização.
6.5. Obligations in cases of termination by the COMMUNITY: a) Keep PANAHGAH informed of any problems with the host, so that the organization can prepare in advance in case of termination. b) Provide adequate transportation to the hostesses to the PANAHGAH headquarters or other place designated by the organization.

7: MODIFICATION This PARTNERSHIP AGREEMENT may be modified in any of its clauses and conditions, except for its purpose, upon registration by a simple Addendum, provided that it is by common agreement between the PARTNERS, and that such interest is previously expressed by one of the parties , in writing.

Eu, abaixo identificado, tendo sido a mim concedido o Visto Humanitário, nos termos da Portaria MRE 24/2021, do Governo Federal do Brasil, declaro ter tomado ciência, no momento de minha chegada ao Brasil, do conjunto de ações e serviços detalhado no “Plano de Acolhida”, oferecidos pela PANAHGAH, responsável pelo meu acolhimento, ao qual declaro completo conhecimento e concordância. Tenho ciência de que poderei, a qualquer momento, por livre expressão da minha vontade, abandonar tal programa, bem como dele ser excluido como reflexo de ações contrárias ao que nele se determina, ou se forem comprovadas como não verdadeiras as informações e documentos apresentados, bem como a omissão de fatos relevantes.
I, identified below, having been granted the Humanitarian Visa, under the terms of Ordinance MRE 24/2021, of the Federal Government of Brazil, declare that I became aware, upon my arrival in Brazil, of the set of actions and services detailed in the “Reception Plan”, offered by PANAHGAH the organization responsible for my reception, to which I declare complete knowledge and agreement. Dispõe sobre a concessão do visto temporário e da autorização de residência para fins de acolhida humanitária para nacionais afegãos, apátridas e pessoas afetadas pela situação de grave ou iminente instabilidade institucional, de grave violação de direitos humanos ou de direito internacional humanitário no Afeganistão.
This Ordinance regulates the granting of temporary visas and residence permits for humanitarian reception purposes to Afghan nationals, stateless persons and persons affected by the situation of serious or imminent, institutional instability, in a serious violation of human rights or the international humanitarian law in Afghanistan.
OS MINISTROS DE ESTADO DA JUSTIÇA E SEGURANÇA PÚBLICA E DAS RELAÇÕES EXTERIORES, no uso das atribuições que lhes confere o inciso II do parágrafo único do art. 87 da Constituição, tendo em vista os arts. 37 e 45 da Lei nº 13.844, de 18 de junho de 2019, o disposto no § 3º do art. 14, e na alínea “c” do inciso I do art. 30 da Lei nº 13.445, de 24 de maio de 2017, e no § 1º do art. 36 e § 1º do art. 145 do Decreto nº 9.199, de 20 de novembro de 2017, e o que consta no Processo Administrativo nº 08018.031401/2021-67, resolvem:
THE MINISTERS OF STATE OF JUSTICE AND PUBLIC SECURITY and of FOREIGN RELATIONS, in the use of the attributions conferred upon them by item II of the sole paragraph of art. 87 of the Constitution, in view of arts. 37 and 45 of Law Nº. 13.844, of June 18th, 2019, the provisions of § 3 of art. 14, and in subparagraph “e” of item I of art. 30 of Law Nº. 13,445, of May 24th, 2017, and in § 1 of art. 36 and § 1 of art. 145 of Decree Nº. 9.199, of November 20th, 2017, and what is contained in Administrative Proceeding Nº. 08018.031401/2021-67, resolve:
Art. 1º A presente Portaria Interministerial dispõe sobre a concessão de visto temporário e de autorização de residência para fins de acolhida humanitária para nacionais afegãos, apátridas e pessoas afetadas pela situação de grave ou iminente instabilidade institucional, de grave violação de direitos humanos ou de direito internacional humanitário no Afeganistão.
Article 1st. This Inter-ministerial Ordinance regulates the granting of temporary visas and residence permits for humanitarian reception purposes to Afghan nationals, stateless persons and persons affected by the situation of serious or imminent institutional instabilit, in a serious violation of human rights or the international humanitarian law in Afghanistan.
§ 1º Para o fim do disposto no caput, observar-se-á o disposto no § 3º do art. 14, e na alínea “c” do inciso I do art. 30 da Lei nº 13.445, de 24 de maio de 2017, e no § 1º do art. 36, e no § 1º do art. 145 do Decreto nº 9.199, de 20 de novembro de 2017.
§ 1 For the purposes of the provisions in the caput, the provisions of § 3 of art. 14, and in subparagraph “e” of item I of art. 30 of Law Nº. 13,445 of May 24th, 2017, and in § 1 of art. 36, and § 1 of art. 145 of Decree Nº. 9.199 of November 20th, 2017 will be observed.
§ 2º A hipótese de acolhida humanitária prevista nesta Portaria não afasta a possibilidade de outras que possam ser reconhecidas pelo Estado brasileiro.
§ 2 The humanitarian admission foreseen in this Ordinance does not exclude the possibility of other forms that may be recognized by the Brazilian State.
Art. 2º O visto temporário para acolhida humanitária poderá ser concedido aos nacionais afegãos, aos apátridas e às pessoas afetadas pela situação de grave ou iminente instabilidade institucional, de grave violação de direitos humanos ou de direito internacional humanitário no Afeganistão.
Art. 2nd: The temporary visa for humanitarian reception may be granted to Afghan nationals, stateless persons, and persons affected by the situation of serious or imminent institutional instability, in a serious violation of human rights, or international humanitarian law in Afghanistan.
§ 1º O visto temporário previsto nesta Portaria terá prazo de validade de cento e oitenta dias.
§ 1 The temporary visa provided for in this Ordinance will be valid for one hundred and eighty days.
§ 2º A concessão do visto a que se refere o caput ocorrerá sem prejuízo das demais modalidades de vistos previstas na Lei nº 13.445, de 2017, e no Decreto nº 9.199, de 2017.
§ 2 The granting of the visa referred to in the caput will occur without any harm to the other types of visas provided in Law Nº. 13.445, 2017, and Decree Nº. 9.199, 2017.
§ 3º Na concessão do visto a que se refere o caput, será dada especial atenção a solicitações de mulheres, crianças, idosos, pessoas com deficiência e seus grupos familiares.
§ 3 When granting the visa referred to in the caput, special attention will be given to requests from women, children, the elderly, people with disabilities and their family groups.
Art. 3º Para solicitar o visto temporário previsto nesta Portaria, o requerente deverá apresentar à Autoridade Consular:I - documento de viagem válido; II - formulário de solicitação de visto preenchido; III - comprovante de meio de transporte de entrada no território brasileiro; e IV - atestado de antecedentes criminais expedido pelo Afeganistão ou, na impossibilidade de sua obtenção, declaração, sob as penas da lei, de ausência de antecedentes criminais em qualquer país. Art. 4º O imigrante detentor do visto a que se refere o art. 2º deverá registrar-se em uma das unidades da Polícia Federal em até noventa dias após seu ingresso em território nacional.
Art. 4: Immigrants holding visas as per article 2 must register in one of the Federal Police units within ninety days after entering the national territory.
Parágrafo único. A residência temporária resultante do registro de que trata o caput terá prazo de dois anos.
Sole paragraph. The temporary residence resulting from the registration mentioned in the caput will last for two years.
Art. 5º O nacional afegão, que já se encontre em território brasileiro, independentemente da condição migratória em que houver ingressado no Brasil, poderá requerer autorização de residência para acolhida humanitária perante uma das unidades da Polícia Federal.
Art. 5: The Afghan national, who is already in Brazilian territory, regardless of the migratory condition in which he entered Brazil, may request a residence permit for humanitarian shelter with one of the units of the Federal Police.
§ 1º O prazo de residência previsto no caput será de dois anos.
§ 1. The period of residence foreseen in the caput will be two years.
§ 2º O requerimento previsto no caput poderá ser formalizado pelo interessado, por seu representante legal ou por seu procurador constituído.
§ 2. The request foreseen in the caput can be formalized by the interested party, by his legal representative or by a constituted attorney.
§ 3º Na hipótese de requerente criança, adolescente, ou qualquer indivíduo relativamente incapaz, o requerimento de autorização de residência poderá ser feito por qualquer dos pais, assim como por representante ou assistente legal, conforme o caso, isoladamente, ou em conjunto.
§ 3. If the applicant is a child, adolescent, or any individual relatively incapable, the residence authorization request can be made by any of the parents, as well as by a representative or legal assistant, as the case may be, separately or jointly.
§ 4º Ainda que o requerimento tenha sido apresentado nos termos dos §§ 2º ou 3º deste artigo, o registro será realizado mediante a identificação civil por dados biográficos e biométricos, com a presença do interessado.
§ 4. Even if the application has been presented in the terms of §§ 2 or 3 of this article, the registration will be made through civil identification by biographic and biometric data, with the presence of the interested party.
Art. 6º O requerimento de autorização de residência deverá ser formalizado com os seguintes documentos: I - documento de viagem, ainda que a data de validade esteja expirada; II - certidão de nascimento ou de casamento, ou certidão consular, desde que não conste a filiação nos documentos mencionados no inciso I; e III - declaração, sob as penas da lei, de ausência de antecedentes criminais no Brasil e no exterior, nos últimos cinco anos anteriores à data de requerimento de autorização de residência.
Art. 6: The residence authorization request must be formalized with the following documents: I a travel document, even if it is expired; II – the birth or marriage certificate, or consular certificate, providing the filiation if it is not mentioned at the documents in clause 1; and III - declaration, under the penalties of the law, of the absence of criminal record in Brazil and abroad, in the last five years before the date of application for the residence permit.
§ 1º Em caso de indisponibilidade do sistema de coleta de dados biométricos da Polícia Federal, poderá ser exigida a apresentação de uma foto no formato 3x4.
§ 1. ln case of unavailability of the Federal Police biometric data collection system, the presentation of a 3x4 size photo may be required.
§ 2º As certidões de nascimento e de casamento mencionadas no inciso II do caput poderão ser aceitas, independentemente de legalização e tradução, desde que acompanhadas por declaração do requerente, sob as penas da lei, a respeito da autenticidade do documento.
§ 2. The birth and marriage certificates mentioned in item II of the caput can be accepted, regardless of legalization and translation, as long as they are accompanied by the applicant declaration, under penalty of the law, regarding the authenticity of the document.
§ 3º Caso seja verificado que o imigrante esteja impossibilitado de apresentar o documento previsto no inciso II do caput, conforme o § 2º do art. 68 do Decreto nº 9.199, de 2017, tal documentação poderá ser dispensada, hipótese em que os dados de filiação serão autodeclarados pelo requerente, sob as penas da lei.
§ 3. If it is verified that the immigrant is unable to present the document instated in item II of the caput, according to § 2 of art. 68 of Decree Nº. 9.199, 2017, such documentation may be dispensed, in which case the filiation data will be self-declared by the applicant, under the penalties of the law.
§ 4º Quando se tratar de imigrante menor de dezoito anos, que esteja desacompanhado ou separado de seu responsável legal, o requerimento deverá observar os termos do art. 12 da Resolução Conjunta nº 1, de 9 de agosto de 2017, do Conselho Nacional dos Direitos da Criança e do Adolescente - Conanda, do Comitê Nacional para os Refugiados - Conare, do Conselho Nacional de Imigração - CNIg, e da Defensoria Pública da União - DPU.
§ 4. When the immigrant is under eighteen years old, unaccompanied or separated from his or her legal guardian, the application must observe the terms of art. 12 of Joint Resolution Nº. 1, of August 9th, 2017, of the National Council for the Rights of Children and Adolescents (Conanda), the National Committee for Refugees (Conare), the National Immigration Council (CNlg), and the Public Defender of the Union (DPU).

Art. 7º Apresentados e avaliados os documentos mencionados no art. 6º, será realizado o registro e processada a emissão da Carteira de Registro Nacional Migratório - CRNM.
Art. 7: Once the documents mentioned in Art. 6 have been presented and evaluated, they will be registered and the National Migratory Registry Card (CRNM) will be issued.
§ 1º Na hipótese de necessidade de retificação ou de complementação dos documentos apresentados, a Polícia Federal notificará o imigrante para fazê-lo no prazo de trinta dias.
§ 1. ln the case of the need to rectify or complement the documents presented, the Federal Police will notify the immigrant to do so within thirty days.
§ 2º Decorrido o prazo sem que o imigrante se manifeste, ou caso a documentação esteja incompleta, o processo de avaliação de seu requerimento será extinto, sem prejuízo da utilização, em novo processo, dos documentos que foram inicialmente apresentados, e que ainda permaneçam válidos.
§ 2. Once the deadline has passed without the immigrant commenting, or if the documentation is incomplete, the process of evaluation of his application will be extinct, without loss of the use, in a new process, the documents that were initially presented, and that remain valid.
§ 3º Indeferido o requerimento, aplica-se o disposto no art. 134 do Decreto nº 9.199, de 2017.
§ 3. Once the application is rejected, the provisions of art. 134 of Decree Nº 9.199, of 2017 will apply.
Art. 8º O imigrante poderá requerer, em uma das unidades da Polícia Federal, no período de noventa dias anteriores à expiração do prazo de dois anos previstos nos arts. 4º e 5º desta Portaria Interministerial, autorização de residência com prazo de validade indeterminado, desde que: I - não tenha se ausentado do Brasil por período superior a noventa dias a cada ano migratório; II - tenha entrado e saído do território nacional exclusivamente pelo controle migratório brasileiro; III - não apresente registros criminais no Brasil e no exterior; e IV - comprove meios de subsistência.
Art 8: The immigrant may request, in one of the Federal Police units, in the period of ninety day before the expiration of the two-years described in arts. 4 and 5 of this Inter-ministerial Ordinance, a residence permit with an indefinite validity, whereas the person: I - has not been absent from Brazil longer than ninety days for each migration year; II - has entered and left the national territory exclusively through Brazilian immigration control; III - does not have any criminal records in Brazil or abroad; and IV proves subsistence means.
§ 1º O requisito previsto no inciso III do caput será demonstrado por autodeclaração e certidões de antecedentes criminais ou documento equivalente, emitido pela autoridade judicial competente da localidade onde tenha residido durante a residência temporária
§ 1. The requirement foreseen in item III of the caput will be demonstrated by self-declaration and criminal record certificates or equivalent documents, issued by the competent judicial authority of the locality where he has resided during the temporary residence.
§ 2º Para atendimento do requisito previsto no inciso IV do caput, serão aceitos quaisquer dos seguintes documentos, sem prejuízo de outros que possam cumprir idêntica função probatória: I - contrato de trabalho em vigor ou Carteira de Trabalho e Previdência Social - CTPS com anotação do vínculo vigente; II - contrato de prestação de serviços; III - demonstrativo de vencimentos, em meio impresso; IV - comprovante de recebimento de aposentadoria; V - contrato social de empresa ou de sociedade simples em funcionamento, no qual o imigrante figure como sócio ou responsável individual; VI - documento válido de registro ativo em Conselho Profissional no Brasil; VII - carteira de registro profissional ou equivalente; VIII - comprovante de registro como microempreendedor individual; IV - declaração comprobatória de percepção de rendimentos; X - declaração de ajuste anual para fins de imposto de renda; XI - inscrição como autônomo nos cadastros dos órgãos competentes; XII - comprovante de investimentos financeiros ou de posse de bens ou direitos suficientes à manutenção própria e da família; XIII - declaração, sob as penas da lei, de que possui meios de vida lícitos e suficientes que permitam a subsistência do interessado e de sua família no País; ou XIV - declaração, sob as penas da lei, de dependência econômica nos casos dos dependentes legais, hipótese em que também deverá ser juntado comprovante de subsistência do responsável.
§ 2. To meet the requirement foreseen in point IV of the caption, any of the following documents will be accepted, without annulment to others that can fulfill the same evidential function: I -a current employment contract or Employment and Social Security Card (CTPS) with annotation of the current bond; II -a service provision contract; and III – a printed salary statement; IV - proof of receipt of retirement; V -a social contract of a company or simple society in operation, in which the immigrant is a partner or individual responsible; VI - a valid document of active registration in a Professional Council in Brazil; VII - professional registration card or equivalent; VIII -a proof of registration as an individual micro-entrepreneur; IX - a statement proving the income receipt; X -a annual adjustment declaration for income tax purposes; XI -a registration as self-employed in the competent bodies’ registers; XIl – a proof of financial investments or possession of assets or rights sufficient to maintain oneself and one’s family; XIII - declaration, under the penalties of the law, that he possesses legal and sufficient means of subsistence that allow for the subsistence of the interested party and his family in the country; or XIV – a declaration, under the penalties of the law, of economic dependence of legal dependents, in which case, a proof of the responsible party’s subsistence must also be attached.
§ 3º São considerados dependentes econômicos, para fins do disposto no inciso XIV do § 2º: I - descendentes menores de 18 (dezoito) anos, ou de qualquer idade, quando comprovada a incapacidade de prover o próprio sustento;
§ 3. For the purposes of the provisions in clause XIV of § 2º, the following are considered economic dependents: I - descendants under eighteen (18) years old, or of any age, when the inability to support themselves is proven;

II - ascendentes, quando comprovada a incapacidade de prover o próprio sustento; III - irmão, menor de 18 (dezoito) anos ou de qualquer idade, quando comprovada a incapacidade de prover o próprio sustento; IV - cônjuge ou companheiro ou companheira, em união estável; V - enteado ou menor de dezoito anos sob guarda; e VI - que estejam sob tutela.
II - ascendants, when the inability to support himself is proven; III -brother, under eighteen (18) years old or of any age, when the inability to support oneself is proven; IV - spouse or partner in a stable union; V - stepchildren or minors under eighteen years old under guardianship; and VI - who are under guardianship.
§ 4º Os dependentes a que se referem os incisos I, III e V do § 3º, se comprovadamente estudantes, serão assim considerados até o ano calendário em que completarem vinte e quatro anos.
§ 4. The dependents referred to in clauses I, III and V of § 3, if proven to be students, will be considered as such until the year calendar in which they turn twenty-four.
Art. 9º A obtenção da autorização de residência prevista nesta Portaria implica a desistência de solicitação de reconhecimento da condição de refugiado.
Art. 9: Obtaining the residence authorization foreseen in this Ordinance implies the renunciation of the request for recognition as a refugee.
Art. 10. Ao imigrante beneficiado por esta Portaria fica garantido o livre exercício de atividade laboral no Brasil, nos termos da legislação vigente.
Art. 10: The immigrant who benefits from this Decree is guaranteed free exercise of employment in Brazil, under current legislation.
Art. 11. Aplica-se ao imigrante beneficiado por esta Portaria a isenção de taxas, emolumentos e multas para obtenção de visto, registro e autorização de residência, nos termos do § 4º do art. 312 do Decreto nº 9.199, de 2017.
Art. 11: The immigrant benefited by this Ordinance is exempt from fees, emoluments, and fines for obtaining visas, registration, and residence authorization, under the terms of § 4 of art. 312 of Decree Nº 9.199, of 2017.
§ 1º Sem prejuízo do disposto no caput, poderão ser cobrados valores pela prestação de serviços pré-consulares por terceiros contratados pelo governo brasileiro para realizar tal atividade.
§ 1. Without prejudice to the provisions in the caput, fees may be charged for the provision of preconsular services by third parties contracted by the Brazilian government to carry out such activity.
§ 2º A isenção tratada no caput estende-se aos chamados pelos beneficiados por esta Portaria para fins de reunião familiar.
§ 2. The exemption dealt with in the caput extends to calls by beneficiaries of this Ordinance for the purpose of family reunion.
Art. 12. Considera-se cessado o fundamento que embasou a acolhida humanitária prevista nesta Portaria na hipótese de o imigrante sair do Brasil com ânimo definitivo, ou o faça fora dos pontos de controle migratório, desde que comprovado por meio de informações que demonstrem ter ele realizado tentativa de residir em outro país.
Art. 12: The grounds for the humanitarian admission foreseen in this Ordinance are considered to have ceased if that the immigrant leaves Brazil with definitive intent, or does so outside of the migration control points, since it is proven by information that he has made an attempt to reside in another country.
Art. 13. Constatada, a qualquer tempo, a omissão de informação relevante ou declaração falsa no procedimento desta Portaria, será instaurado processo de cancelamento da autorização de residência, conforme previsto no art. 136 do Decreto nº 9.199, de 2017, sem prejuízo de outras medidas legais de responsabilização civil e penal cabíveis.
Art. 13: If at any time, the omission of relevant information or false declaration is found in the procedure of this Ordinance, a process of cancellation of the residence permit will be initiated, as provided for in art. 136 of Decree Nº. 9.199, 2017, without prejudice to other legal measures of civil and criminal liability.
Parágrafo único. Durante a instrução do processo, poderão ser realizadas diligências para verificação de: I - dados necessários à decisão do processo; II - validade de documento perante o respectivo órgão emissor; III - divergência nas informações ou documentos apresentados; e IV - indícios de falsidade documental ou ideológica.
Sole Paragraph. During the instruction of the process, steps may be taken to verify I - data necessary for the decision of the process; II - document validity before the respective issuing body; III - divergence in the information or documents presented; and IV evidence of document or ideological forgery.
Art. 14. Aplica-se o art. 29 da Lei nº 9.784, de 29 de janeiro de 1999, na instrução dos pedidos de que trata esta Portaria. Art. 15. Esta Portaria entra em vigor na data de sua publicação.
Art. 14: Art. 29 of Law Nº.: 9.784, of January 29th, 1999, is applied to the instruction of the requests dealt at this Ordinance. Art. 15: This Ordinance goes into effect on the date of its publication.
