CapitolAirspaceassessedtheproposedCrossroadsSolarGrazingCenterlocatedinMorrowCounty,Ohio,utilizing theFederalAviationAdministration(FAA)NoticeCriteriaTooltodetermineifproposedstructureswouldrequire filingwiththeFAA.ThesenoticecriteriahavebeenestablishedbytheFAAtoensurethatstructuresthatexceed certainheightsorarenearairportsarereviewedbytheFAAtodetermineiftheywouldposeahazardtoair navigation.
TheFAANoticeCriteriaToolisbasedoncriteriaincludedin14CFRPart77.9instrumentapproacharea incorporatedbyreferenceinFAAOrder7400.2P,andotherscreeningcriteriathatarenotpubliclyavailable.Asa result,theFAANoticeCriteriaToolmaydescribearequirementtofilebasedonstructureheightaswellasproximity toaviationassetssuchasairportsorcommunication,navigation,andsurveillancesystems.Finally,astructuremust befilediftheFAArequestsit.
FortheCrossroadsSolarGrazingCenter,CapitolAirspaceselectedpointsaroundtheperimeterofthestudyarea (whitepoints,Figure1)tomodelaprojectboundary.Thesepointswereassessedat20feetAGLforthesolarpanel area(blueoutlines,Figure1)andat80feetAGLforthesubstationarea(purpleoutlines,Figure1)usingtheFAA NoticeCriteriaTool.Thisassessmenteffectivelymodelsavolumeofairspacethatwillcontaintheentiretyofthe solarproject.Additionally,CapitolAirspacereviewedtheprojectforhighterrain(blackpoints,Figure1)thatcould causestructureswithintheprojectboundarytoexceedtheassessedvolumeofairspace.
BasedonthelocationandstructureinformationprovidedbyOpenRoadRenewablesandtheresultsfromtheFAA NoticeCriteriaTool(AppendixA),noticeisnotrequiredfortheproposedCrossroadsSolarGrazingCenterforsolar panelsupto20feetAGLinthesolarpanelareaandforstructuresupto80feetAGLinthesubstationarea.1
