Legislative Update Report

As TACO looks forward to the 2027 Texas legislative session, the legislative team has begun to meet and discuss the concerning issues and develop a plan of action for 2026. Despite it being an off year for the Legislature, TACO is ready with a strong legislative agenda.

Here is what TACO leadership is focused on to improve the RV Park industry in Texas:

➢ SB1 / NFPA 1194 Legislation Now that this historic piece of legislation has become law, what does that mean for campgrounds? NFPA 1194 covers a lot of ground — especially when it comes to evacuation plans — and the TACO legislative team is here to help explain both the standard and the new law that codifies it. Plus, they’ll go over examples of parks that have already received approval for an evacuation plan from their local governments.

➢ Additional Property Tax Relief and Reform You could argue this is the biggest issue facing Texas campground operators. With parks seeing a 200-300% increase in property taxes from one year to the next, owners won’t be able to sustain their businesses. The TACO legislative team will review the association’s history of fighting property taxes and outline TACO’s next steps.

➢ Tiny Home Definition With more cities attempting to use Tiny Home Villages as a solution to their homeless problem, it’s critical that campgrounds are not lumped in with them, especially when it comes to the law.

As always, the legislature can be somewhat unpredictable in its work, and TACO will remain vigilant in any potential changes in law, positive and negative, that might affect TACO and its members.
