But scammers are different. They hone their techniques as they leave a trail of victims. As a crowd-sourced tool with a human touch, BBB Scam Tracker exposes their fraudulent

activity in real time.

The free interactive online tool — found at bbb.org/scamtracker/us — offers a heat map showing where scams are being reported. Users can search utilizing a variety of filters to see what scams are happening in their area, track a particular type of scam or even see how much money has been lost. Since its inception, nearly 100,000 scams have been reported on this site.

Beware of puppy, romance and tech support scams The Better Business Bureau serving Nebraska, South Dakota, the Kansas Plains and Southwest Iowa has been working with an alliance of four other BBBs — St. Louis, Dallas, Chicago and San Francisco — in analyzing and reporting on the most pervasive fraud issues impacting U.S. consumers. • Here’s the latest the BBB has uncovered on puppy scams, online romance scams and tech support fraud.

If you want a new pet, be on the lookout for scams. As more people turn to the Internet for pets, more scams are popping up online. Experts say 80 percent of sponsored advertisements about pets may be fake.

BBB Scam Tracker has more than 900 reports on this type of fraud, and a Federal Trade Commission report found about 37,000 complaints involving pets. A majority of those were believed to be puppy sale scams.

The BBB report says puppy scams, primarily based in West Africa, are so widespread that anyone searching for a pet online is likely to encounter fraud. The report estimates that tens of thousands of consumers around the world may have fallen victim to the scam, with prospective buyers each losing from $100 to thousands of dollars to the thieves.

How the scam works: You want to buy a dog, so you look for breeders online.

An ad directs you to a website that appears to be run by a reputable breeder. The site has photos of puppies and offers guarantees on their health and vaccinations. It even has testimonials from happy pet owners. The best part is that this breeder’s prices are lower than those listed elsewhere.

In some cases, the pets are even free, and you pay just for shipping.

You contact the breeder about buying the dog and are told it will be shipped to you. The “shipping service” is also a scam. Other times, the breeder asks for money to purchase a crate, buy insurance or cover other costs. Scammers typically continue to request money for fictional expenses until the would-be owner gets fed up.

No matter the excuse, don’t fall for it. The puppy will never arrive, because it doesn’t exist. The scammer simply stole the photos and other information from a legitimate breeder’s website. Though the scam usually involves puppies, BBB found fake websites for kittens, parrots and other animals.

This BBB report revealed that romance scams are different from other scams. They prey on lonely people looking to connect with someone and can often take months to develop to the point where money changes hands. The emotional harm to the victim can be more painful than the monetary loss.

The spread of online dating sites and apps has made this fraud easier to commit. Victims in the U.S. and Canada have reported losing nearly $1 billion over the last three years.

BBB estimates there may be more than a million victims in the U.S. Because most people do not file complaints about romance scams with BBB or law enforcement, this may just be the tip of the iceberg.

Experts say the scam has several stages: Contacting victims Romance scammers use dating websites, apps, Facebook and other social media. Many use stolen credit cards to join the sites and post fake profiles. They meet victims, interact with them and quickly try to get them to move to a different form of communication such as email or texting. This way, if the dating site identifies the scammers as being bogus and shuts them down, they are already in contact with their victims elsewhere.

Grooming This is when the fraudster learns about the victim’s life and builds trust. This can go on for months. It might include daily texts or messages. Some scammers send flowers and small gifts. This is also when scammers may request small favors. This can help them test how open a victim ultimately may be to helping when an “emergency” pops up and the scam kicks into high gear.

The grooming process also focuses on isolating victims from friends and family so they don’t have help when making decisions.

The sting The scammer finally will ask for money — usually for an emergency, business problem or a plane ticket to meet them. If the victim sends money, the scammer will find ways to keep asking for more.

It’s not a matter of if you will become a target of computer technical support scammers, but when these scammers will try to victimize you. Consumers are lured into the scheme by either a pop-up ad on their computer; by an unsolicited call from a “technician” claiming to have detected problems with the user’s computer; via ransomware attached to an email; or by Internet searches for technical support on sponsored links.

The thieves, primarily in India, are using sophisticated advertising and carefully crafted sales techniques to scare consumers into buying phony fixes for their home and business computers. In fact, complaints about the fraud continue to mount. Microsoft’s name is routinely used by the scammers, and the company reports it receives more than 12,000 complaints every month.

The BBB report recommends a tougher, coordinated effort by U.S. law enforcement, including the filing of civil and criminal cases against scammers. It urges law enforcement in India and other countries where scammers originate to make tech fraud a high priority. It also asks search engine companies to carefully vet, set standards and consider eliminating sponsored links for tech support firms that don’t meet standards.
