ow! I can’t believe I am writing my final column for Chalk Line as President of Olympia Master Builders. It’s been a great two years! I had to go back and take a look at my first column from the January/February 2015 issue and I feel like we’ve made steady progress on my goals for the Association.

I wanted to broaden OMB member involvement. While I wish I would have seen even more new faces at events, I was pleasantly surprised to be meeting and interacting with long time members and new members alike that I had never met. This is something that I hope we continue to work on in the future because it’s important to the health of any organization. No offense to any of you longstanding faces that I see all the time, but I would love to walk in to an OMB event, or the Board room five years from now and look out on a sea of new faces in the room! I am going to make a shameless plug 4 • Chalk Line

I think we’ve done a great job at providing networking and mentoring opportunities for our members. Beer with a Builder has been successful, we’ve had solid turnout and they have been exactly what I envisioned…a relaxed atmosphere to get to know our fellow members. No agenda, no bull, just a fun time! We have continued to provide a solid lineup of events and programs that are both fun and worthwhile.

Troy Nichols has been doing a great job of getting himself and other staff members out into the community interacting positively on behalf of OMB. Our government affairs program is thriving and OMB is regularly attending local government meetings and providing input on issues that affect our industry. I look forward to nothing but positive things in the future from the staff at OMB! And because I still have two months left in my Presidency I am also going to touch on the upcoming elections. VOTE. Please VOTE! Encourage your friends and family to VOTE. Locally we have the opportunity to make a huge difference in the landscape of our business climate. POLITICAL CHANGE IS COMING TO THURSTON COUNTY-LET'S MAKE SURE IT HAPPENS! federal endangered species act (ESA).

This costly decision was cheerleaded at the time by the three sitting county commissioners – Karen Valenzuela, Cathy Wolfe and Sandra Romero – even though the gopher was already being protected under the state’s own ESA, and gopher habitat was vigorously regulated under the county’s robust critical areas ordinance that was updated just two years prior to the federal listing.

ast time in this space I talked to you about the importance of local races, and not letting the din of this highly-unusual presidential election drown out the campaigns we should be focusing on at the local level. Nowhere is this factor more important than right here in Thurston County.

For years, the Thurston County Commission has been dominated by far-left, highly-partisan commissioners. Now, I don’t want you to get the impression that OMB can’t work with left-of-center elected officials – quite the contrary.

During my tenure here at OMB, we’ve endorsed several candidates who lean left and who may not always agree with our positions. We’ve worked hard to form productive working relationships with all decision makers throughout OMB’s five-county jurisdiction, regardless of party or philosophy.

But few would disagree that over the last two decades, Thurston County’s political leadership has been considerably out of balance when it comes to the needs and the rights of families, businesses and property owners in our community.

This imbalance reached its zenith in 2014 when the federal government listed four “subspecies” of the Mazama Pocket Gopher as “threatened” under the

Fortunately, positive change started in 2014, when Independent Bud Blake defeated Karen Valenzuela in her re-election bid for Thurston County Commissioner. While still outnumbered, Commissioner Blake has brought a new perspective the commission. Just by being there and asking the right questions, his positive impact on the Commission has been noticeable and effective.

Now, in 2016, Commissioners Wolfe and Romero have decided not to run for re-election, leaving two vacant positions on the Commission. OMB’s political action committee – The Affordable Housing Council (TAHC) – has endorsed John Hutchings (District #1) and Gary Edwards (District #2) for Thurston County Commissioner.

Which brings me back to my original point – we have a once-in-a-generation opportunity to bring back balance to the Thurston County Commission this November. After all, the new HCP will arguably be the most important land

Lewis County – External Review of Permitting Processes: Phase Three

E

arlier this year, the Lewis County Chapter of the Olympia Master Builders partnered with our friends at the Centralia-Chehalis Chamber of commerce, the Ports of Centralia and Chehalis, and the Industrial Park at TransAlta, to conduct a comprehensive review of the local permitting process in Lewis County and the Cities of Centralia and Chehalis. Similar reviews were completed in 2007 and 2009.

Our members and our local partners understand the critical role permitting plays in the economy, and we offered our own resources to solicit customer feedback and provide suggestions in order to ensure the process is as healthy as it possibly could be. It was not driven by a particular event or concern, but by a belief in the value of continuous improvement, helping the customer, and making Lewis County attractive to new business and development.

Our work was completed in October and it provided some valuable insights into the permitting process. Here are a few general findings: • The Lewis County area has the opportunity to attract new and significant development, and enjoys a competitive advantage right now when compared to several nearby counties. Developers are interested in bringing their resources to the area and making an investment in the area. They see many potential benefits and opportunities in setting up their businesses here.

• Several permit customers mentioned their appreciation for the sense of support and positive working relationships they had – they have a perception that they can get things “done on a handshake” and move quickly. This is by no means universal. If it were, however, and the Lewis County area developed a strong reputation for being a great place to build, it is clear that money and jobs would follow.

• However, the benefits are predicated on being able to get projects done faster and cheaper than in other jurisdictions. Developers made it clear that when the permitting process is obstructive, it

raises their costs. One professional explained that land use projects are based on a three-legged stool: regulation, personality and politics.

• While many people have had positive, smooth experiences working with government employees at the counter, the larger political and leadership picture in Lewis County has created a situation where entities that could be working together for the benefit of our community are often locked into conflict. People shared stories of when personality and politics “won” and prevented projects from successfully moving forward.

• People who are outside the local community notice the conflict, and may experience some of the downsides to it. This hurts the overall reputation of the area, and could cause people to think twice about investing in projects here.

The project concludes by making several specific recommendations for local jurisdictions, including increased cooperation between cities and the county in the urban growth area, harmonization of land use codes, and investments in new on-line customer tools.
