Remember the 312 homes that were built in Thurston County in 2012?

In addition to providing jobs and tax revenue, those 312 homes will continue to generate, each year after they are occupied, $9.7 million in local income and $1.9 million in taxes and other revenue for local governments.

When you compare the revenue generated to local government from the construction of the 312 homes with the associated costs to local government to provide education, fire and police protection, parks, public transit, roads and other infrastructure needs, the result is the revenue generated more than pays for the associated costs of those homes.

That’s impressive.

Don’t Ignore These Home Maintenance Chores 2. Trim your trees and remove dead branches.

Inclement weather can cause weak trees or branches to break and damage your home, car, utility lines or someone walking on your property. Keep an eye out for large dead branches in trees; detached branches hanging in trees; cavities or rotten wood along trunks or major branches; mushrooms at the base of trees; cracks or splits in trunks; leaves that prematurely develop unusual color or size; and trees that were previously topped or heavily pruned. If you see any signs of hazards, call a professional tree service.

3. Maintain your steps and handrails.

Repair broken stairs and banisters to prevent falls and injury.

hile the prospect of relaxing into a lazy Sunday schedule calls to many home owners, don’t sleep on essential home maintenance tasks. There are plenty of maintenance chores to take care of when you own a home.

Here’s a checklist of items you should address on an annual basis.

Exterior Tasks 1. Maintain your gutters.

Remove all debris from your gutters so water can properly drain. This minimizes standing water and slows the freeze/thaw expansion process that occurs in cold weather. Clogged gutters can cause landscaping, lawn and shrubbery, walls, foundation, basement, crawl spaces, and existing gutter system damage. Consider installing “gutter guards,” which will prevent debris from entering the gutter and direct the flow of water away from the house and into the ground.

4. Inspect your roof.

Be proactive and prevent emergency and expensive repairs. Things to look for include damaged or loose shingles; gaps in the flashing where the roofing and siding meet vents and flues; and damaged mortar around the chimney (especially at the joints, caps and washes). If you see any signs of damage, call a professional to repair the damage.

5. Inspect your home’s exterior walls.

Look for possible weather-related damage, like cracks and loose or crumbling mortar. Wood trim and siding can suffer from deteriorating paint or become loose. Windowsills may be cracked, split or decayed.

Indoor Chores 1. Check your home’s insulation.

Your attic should be 5 to 10 degrees warmer than the outside air. Otherwise too much heat escapes and causes frozen water to melt and refreeze which can result in a collapsed roof. Don’t neglect your basement and crawl spaces, and well insulate pipes in those spaces to protect against freezing.

2. Maintain your pipes.

Wrap your pipes with heating tape every winter and insulate unfinished rooms such as garages, if they contain exposed pipes.

Check pipes for cracks and leaks and have any damage repaired immediately to prevent costlier repairs later. Keep your house warm — at least 65 degrees.

3. Check your heating systems.

Be sure to maintain your furnace, fireplace, boiler, water heater, space heater and wood-burning stove. Have your heating system serviced every year. Check smoke and fire alarms and carbon monoxide detectors. Change your heating and air conditioning filters regularly.

4. Know your plumbing.

Learn the location of your pipes and how to shut the water off. If your pipes freeze, the quicker you shut off the water, the better chance you have of preventing pipe bursts.

Check weather stripping and caulking around windows and doors and replace or repair as needed. Caulking helps keep your house weather-tight, lowers your heating and cooling bills, and can also help keep insects and rodents out of your house. Also look for chipped or peeling paint around window frames and trim. Repair broken glass and loose or missing putty. When needed, use a modern glazing compound instead of putty for a waterproof seal.

5. Clean and vacuum dust from vents, baseboard heaters and cold-air returns.

Dust build-up in ducts is a major cause of indoor pollutants and can increase incidences of cold-weather illnesses. Check all your faucets for leaks and repair any you find. Replace washers if necessary.

By setting aside a few weekend days, you’ll save yourself from a lot of hassle later.

Then you and your family can relax and be free from worry about potential home maintenance catastrophes.

The Legal Corner: Avoiding Common Legal Problems When Buying or Remodeling a Home

home is a significant investment – indeed, for many people, it is their most significant investment. Unfortunately, as we see in our practice, buying or remodeling a home can lead to problems or legal disputes between buyers, sellers, contractors, and, at times, local or state regulators. The good news is that homeowners can avoid many of the most common legal disputes and problems arising from building or remodeling projects by taking a few steps early on in a transaction or project to protect their investment. Consider the following five tips before buying your next home or starting your next remodeling project: 1. Read all documents before you sign them. Whatever the project or purchase, carefully read all documents before you sign them. You cannot legally rely on what the closing agent, salesperson, realtor, or anyone else told you the documents said later if it turns out the paperwork that you actually signed plainly says something different. If you don’t understand what the documents say, ask questions or consult with counsel to get your questions answered before you sign. Don’t be rushed or intimidated into signing anything by the prospect of losing a “good deal”. No deal is so “good” that it is worth signing documents you don’t understand.

2. Hire only licensed and bonded contractors and tradespeople. Hire only licensed and bonded contractors and tradespeople to build or work on your home. Licensing and bonding ensures that the contractor is qualified and also properly insured in the event something goes wrong. The Washington State Department of Licensing website at http:// www.lni.wa.gov/TradesLicensing/Contractors/HireCon/Checklist/ before1.asp provides a quick contractor lookup tool and other useful information, including a project planning worksheet and tips for hiring and interviewing contractors.

3. Use written contracts. Use written contracts for all construction and remodeling work on your home. Putting agreements in writing will avoid the most common disputes with

contractors about cost, timing of performance, and, will spell out your rights if something goes wrong.

4. Get all necessary permits. Be sure that you or your contractor get all necessary permits before beginning work, and that all required inspections are done when the project is completed. In addition to posing safety hazards and creating possible enforcement issues, unpermitted work can hurt your ability to sell the property later.

5. Buying a vacant lot or fixer-upper? Be sure that current rules will allow you to do what you want to do with your property. If you are buying a vacant lot or fixer-upper with plans to build or remodel the property with your dream home, check with the permitting jurisdiction to be sure that current land use regulations will allow you to do what want on the property before you buy. This is particularly true if the property is at or near water, wetlands, or other critical areas, where current restrictions are the greatest. Don’t make the mistake of looking at the neighbor’s property and assuming you can do the same with yours – what the neighbor did may no longer be allowed.

Accessibility Remodeling Offers Independence Knowing that the contractor has experience and certifications in home modifications for accessibility is also vital.

“We’ve educated ourselves; we’ve taken the classes, so we know how to accommodate people with their different limitations,” Erwin said of himself, and other experienced contractors in Washington State. He said when dealing with an inexperienced contractor, a job as simple as installing grab bars could end up being treacherous.

Accessibility remodeling for America’s ageing baby boomers is the biggest trend in home improvement today.

Changes are made with the homeowner’s independence and safety in mind, ensuring them the ability to stay in and maneuver the rooms of their homes as long, and as easily as possible without worrying about debilitating falls.

Remodeling reasons are generally the same for the individual returning home after surgery with temporary mobility issues, but the way remodelers approach the project is likely to be different. The changes made are usually temporary fixes that allow for ease of restoration after the client’s recovery, and they tend to be confined to a particular area of the home.

While these projects are usually much simpler, they nonetheless require a great deal of thought.

Choosing the Right Remodeler

The first and most important step is choosing the right remodeler for the job. Since you’ll be inviting this person into your personal space, and quite literally placing your life in his or her hands, you’ll want to choose someone you feel comfortable having around, and most importantly, someone who is qualified.

“In an industry that has a bankruptcy rate second only to restaurants,” said John Erwin, owner of John Erwin Remodeling Inc., “it is vital that home owners do their due diligence.” Erwin has been in business for 20 years and said he’s seen several fly-bynight contractors come and go in droves.

He strongly recommends that homeowners check with Labor and Industries to ensure the contractor they are considering is licensed and bonded to work in the state of Washington, and he strongly recommends reference checks.

“There’s a lot more to it than just throwing up some grab bars…because if you don’t install a grab bar properly and correctly, and don’t get into backing and studs, which I’ve seen, what happens is a person will be relying on that grab bar to support themselves and then it gives way and they fall,” he said. “Often times that can be more dangerous and worse than if there is no grab bar at all, because they are relying on it.”

Planning Your Remodel

Once you’ve settled on the right contractor for the job, your next step is planning the remodel.

“If the need for the remodel is due to an accident, injury, or illness, they need to assess their abilities early in the rehabilitation process so that when they do get released to go home, they aren’t all of a sudden realizing they can’t even get their spouse in the front door or in and out of the bathtub,” said Tim Dickey, President of Dickey’s Remodel & Repair.

“It’s too late when you’re down to one or two weeks from being released from physical therapy. They should be planning a lot farther out.” he said. “The other part of this process is to be honest about what their capabilities are going to be long and short term.”

“This is where honest and frank conversations with your attending physician or physical therapist are important because it will make the difference of whether temporary products/repairs are in order or permanent fixtures and remodeling are required,” he added.

In situations where you’ll have a physical therapist, Erwin recommends getting your therapist, possibly even your doctor, involved in a planning meeting.

Rooms & Costs

The most common room requiring changes when remodeling for accessibility is the bathroom where national statistics show 33% of falls in the home occur. Tubs pose a particular problem because of the high step up required to get in. Options for making your bathroom more accessible can range from simple, inexpensive quick fixes, such as installing grab bars for the individual whose mobility is not severely impaired and who still has good upper body strength, to bath tub lift chairs that lower the individual into the bath water.

They cost around $1,000.

More permanent options for increasing mobility in the bathroom can range from $12,000 to $14,000 to replace a tub with a shower designed specifically for accessibility, to $25,000 to $30,000 for a full bathroom remodel.

“You may need to take a whole wall out to make a 5’ x 8’ bathroom into an 8’ x 8’ bathroom so you have accessibility for a wheelchair or a walker,” Dickey said.

While permanent changes can be much more expensive, they are worthwhile considerations for the individual thinking beyond rehabilitation, staying safe in spite of decreased mobility as they grow older.

A full bathroom remodel, including the relocation of walls usually takes three to four weeks, so a fair amount of advanced planning is required.

Steps & Stairs

The second most common obstacle individuals with impaired mobility are likely to encounter at home is the stairs. Outside the home, ramps provide an easy solution and ease of access into and out of the house.

“There are aluminum ramp systems that are more temporary in nature,” Dickey said.

You can also have a semi permanent wooden ramp built, or you can opt for a permanent ramp made with composite

materials or concrete. According to Dickey, permanent options are more aesthetically pleasing than aluminum ramps and are designed to look like they were there when the home was built. The cost of a ramp installation depends on the materials used, as well as the number of steps it must be built over to reach floor level in the home.

Inside the home, options for navigating the stairs are harder to come by, and the most practical and economical choices involve making an already accessible part of the home livable during recovery.

“That person is probably going to be limited to one area of the home until they can negotiate stairs,” Dickey said. “Stair lifts in homes are possible, but are often cost prohibitive.”

The average cost of a stair lift, including installation, can be as much as $15,000. In Washington State a contractor is required to have an elevator license before he or she can legally install stair lifts.

Quick Install Temporary Solutions After grab bars, Erwin said offset hinges are the most common quick fix to mobility issues.

“An offset door hinge allows the door to swing open another inch and a half, and a lot of times, that will be just enough for a person to be able to get in and out with their walker or wheel chair,” he said. “So we do a lot of that. It’s quick, and it’s easy, and the hinges are probably only $5 or $10 a piece. So in an hour, and with $100 or less, you can have adoor that swings open a little bit more without having to modify anything,” he said.

For the individual with upper body strength, Dickey recommends the Superpole. “It’s an amazing piece of equipment, and it works well in a temporary environment,” he said. “It’s a tension pole between the floor and the ceiling, and it has a horizontal bar for the person to assist themselves in sitting up and getting out of bed, and getting to a walker or a wheel chair. The Superpole can also be used for assistance getting off the toilet, getting into and out of the shower, or even your living room chair.”

Accessibility Remodeling & Your Home’s Resale Value

One of the most common questions contractors are asked when remodeling a home for accessibility, is if and how the changes will impact the resale value of their home. The good news is that the options available today are far more aesthetically pleasing than those available a couple of decades ago.

Quick fix, temporary options are just as easily removed as they are installed, with little to no disruption, and with no evidence that they’d been there at all. If permanent accessibility changes are required, universal design concepts allow for options that are modern, aesthetically pleasing, and popular both with people who have accessibility challenges and those who do not.

Done correctly, Dickey says that a home remodeled for accessibility can even increase its resale value. “The baby boomers are retiring at 10,000 a day, and there are not enough [accessible] homes on the market to accommodate that need,” he said. “So if you have a house and you would like to remodel it for your accessibility, it may make it one of the most marketable houses on the block” Dickey said. “If it’s all on one level, has a low threshold or walk in shower, those are all things that people are looking for. So it’s actually a plus and not a minus in this real estate market.”

Erwin said it’s a conversation he often has with his clients, and the advice he gives them is almost always the same.

“We have materials and ways we can do things that don’t make it look like a hospital,” Erwin said. “But first and foremost, I tell them the number one concern is for your safety.”

There are also permanent options like the Dependa-Bar, which is bolted to the wall.

Tips for Hiring a Contactor 5. Examine your bids carefully.

Bids that are noticeably lower than all others should be questioned.

The difference may be in the quality of the materials used, experience of the crew doing the actual work, something is missing on the bid requirements, or it can be an indication that the contractor is not covering all the legitimate business costs. Don’t automatically disregard a high or low bid, ask questions!

6. Obtain a written contract.

Most homeowners will experience at

some time the need to hire a contractor.

This could be an unplanned event, such as needing to hire a contractor quickly to make repairs after damage is done by a broken pipe or fallen tree. Or this could be the culmination of a years’ long dream to transform your dated kitchen into a gourmet cook’s dream, or to enlarge your cramped bedroom into a luxurious master suite. Whatever the situation may be, hiring a contractor to make repairs or improvements to your home is not a decision to take lightly. Below are some tips and suggestions to help you make good decisions when hiring a contractor.

1. Is the contractor licensed, bonded, and insured?

You can verify this by calling the State of Washington’s Department of Labor and Industries at 1-800-647-0982 or visit the L&I website at www.lni.wa.gov. Ask if there have been any complaints about the contractor, and if any, the status.

2. Is the contractor a member of Olympia Master Builders?

The Olympia Master Builders (OMB) is a professional trade association representing member companies. OMB helps educate members on new products, construc-

tion techniques, business practices, and industry issues.

3. Don’t be afraid to ask questions.

Good communications with your contractor is vital to a successful project as it helps clarify exactly what you want done. Get the answers that satisfy your needs; after all it is your home!

• Are they a local company?

• How long have they been in business?

• What types of work are they licensed to do?

• To what local trade associations do they belong?

• How many jobs have they done similar to yours?

• Have they done work before that requires a permit?

• Who are their materials supplier references?

4. Does the contractor possess a good reputation among customers and industry peers?

Ask the contractor to share names and numbers of customers. Check references thoroughly. Visit past work done by your contractor and ask the homeowners for their opinions on the work done.

Be sure that it includes price, payment terms, sales tax, permit fees (if applicable), the specific work to be performed, materials to be used, warranties, and payment schedules.

It is also a good idea to include change-order processes, final review, sign-off procedures, and cleanup. Put all change-orders in writing and ask questions as work progresses. Avoid verbal contracts, and be very cautious about paying for incomplete work.

7. Permits are for your protection!

Make sure permits are in place and inspections are made as the work progresses. Make sure the name of your contractor appears on the permit.

8. Does the contractor offer a warranty?

If so, what kind, and for how long? Be sure you understand what is covered under the warranty and what isn’t.
