I want to take this opportunity to express my gratitude to Olympia Master Builder's and BIAW for their diligence and hard work to help us navigate our way through the start of COVID-19, the Stay-at-Home order and Phase 1 and Phase 2 over the past few months. It has been a pleasure to watch our industry come together and stand as one for the needs of our community.

Since getting back to work, many of us are now finding ourselves swamped with projects and booked out for the remainder of the Summer and into the Fall. This is great news for the industry. We all know how much housing brings to the local economy as well. Getting our industry back to work as early as possible will hopefully lead to a quicker economic recovery.

I am also excited that the OMB Membership Committee, led by Karen Mcclennen, is holding a fun membership contest--a $1200 stimulus check - just by recruiting a minimum of three new members!

And, even during these hard times, OMB and the OMB scholarship committee led

by Debbi Boyd, was able to give back to the community and invest in the future of the building industry by awarding over $11,500 in scholarships to students throughout our five counties!

s I am writing this all five of the Counties that Olympia Master Builders (OMB) serves have moved to Phase 2 of the COVID-19 reopening process. This phase added back all construction activities, including new business. Even with all the economic disruption, members are sharing with us that they have been busy and active which is a good sign. According to the National Association of Home Builders (NAHB), “the housing demand is proving resilient to the ongoing economic and virus challenges.” (Home Purchasing Continues Gains, Litic Murali, June 3, 2020, www.eyeonhousing.org/2020/06/ home-purchasing-continues-gains) In addition to transitioning into Phase 2, OMB and the Building Industry Association of Washington (BIAW) are both committed to working on behalf of members.

On May 29th BIAW petitioned to repeal the emergency rule that allows L & I to fine businesses that violate the Stay-atHome order stating that it lacks legal justification and is unconstitutionally vague and devoid of statutory authority. Locally, Erin Hall, Government Affairs Director, has continued work on the affordable housing front. One of the areas we are focusing on is bigger policy changes and solutions that allow for more flexibility and give our industry ways to bounce back faster. Visit page 12 for more information.

OMB launched its first ever, virtual BIG Home and Garden Show on June 1st. The virtual Show is giving vendors that depend on the Show for their yearly marketing, an alternative opportunity to showcase their products and services! The Board of Directors wanted to provide this virtual opportunity because they knew how much vendors depend on the Show each year.

OMB Staff Jill Williams, Communications Director, and Brianna Bedell, Events Director, worked hard to bring the virtual Show to life! In other good news, the OMB Education Foundation received 10 scholarship applications! The Scholarship Committee, chaired by Debbi Boyd of Real Estate of the South Sound, will be reviewing and granting scholarships to qualified candidates.

Olympia Master Builder's has come up with a few ideas to keep members connected and involved that have proven to be very successful.

The Professional Women in Building Council meets once, some times twice weekly, for a series of Lunch and Learn webinars that ranged from

topics including Navigating the CARES Act, to Digital Marketing Strategies in the time of Covid to Exploring ADU Possibilities. The PWB also meets via ZOOM for a weekly Happy Hour in which they play trivia, BINGO and share experiences through the Stay-at-Home order.

Olympia Master Builders' Remodeler's Council has also met virtually to stay connected and share advice in a roundtable format, as well as help each other through the Phasing 1 and Phase 2 implementations. Not to mention the transition to virtual Executive, Board and Committee meetings.

As you can see, nothing can hold back the Building Industry from moving forward, even in the times of crisis. Thurston County has now moved into Phase 2 which allows for existing and new construction projects to move forward. Due to COVID-19 and the cancellation of the 2020 BIG Home & Garden Show in Lacey WA, the Thurston County community missed the opportunity to visit our vendors in person this year - so, we thought we would bring them to YOU! Unfortunately, because the Show had to be cancelled, along with every other large gathering event in Thurston County, we wanted to find a way to make some version of the Show still happen this year.

So, we came up with the idea of transitioning the show to a VIRTUAL show and host Home & Garden Vendors online.

This VIRTUAL show is our solution to connecting YOU with some of our fabulous vendors!

The Virtual Show also includes a link to the 2020/21 Remodel Now Magazine, stocked full of tips and tricks and helpful articles ALL related to remodeling and the 2020 OMB Hire A Pro Guide that includes the entire OMB Membership Directory from all five counties that OMB serves.

Government Affairs Looking at the Long Term: Let’s Start Considering Fresh Urban Policy COVID-19 has affected everything. That isn’t a fact that can be disputed. But with great chaos, comes the potential for great change.

Our urban landscape is – simply put – stuck in a rut when it comes to urban planning. Some of the rut is by design; the GMA creates a rigid framework of regulation and process that our cities have to abide by. But some of the rut is in the way we approach development policy. Policy makers too often look for minor changes to existing systems and policies that will improve the building climate. Consistent improvement and refinement of these systems and policies is a laudable and necessary goal.

But sometimes it can blind us to bigger, better solutions.

During this unpredictable time, we should look at bigger picture solutions and start thinking about how those solutions might improve our current urban planning process and help us springboard into economic recovery.

Here are some policies that have been used across the nation to generate longterm development of urban centers: Parking Minimums: Parking minimums require private businesses and residences to provide at least a certain number of off-street parking spaces.

These requirements are one of the most significant factors shaping how our cities are built and laid out. Parking minimums are not only unnecessary: they are destructive of our communities’ financial strength and resilience.

Minimum parking requirements fill cities with unproductive spaces that don’t add value or desperately needed housing stock. They push homes and businesses farther apart, impede the walkability of our neighborhoods, raise the cost of housing, and place an especially costly burden on small, local entrepreneurs.

Land Value Tax: A land value tax is a tax that is assessed on the value of a piece of land, rather than the value of the buildings that sit on it. Under a land tax, you are effectively taxed on the value of your location, which is mostly a result of what is nearby.

Currently, property taxes are assessed on both land and buildings. Taxing improvement value acts as a disincentive to put land to productive use—since by increasing the value of your building, you will also increase your tax liability. By taxing building improvements, we punish people who improve their property with higher taxes—and we reward those who can afford to let precious land sit idle or fall into disrepair. If we want our urban cores to be revitalized, we need to provide incentives for redevelopment.

Flexible Zoning & Mixed-Use Development: Traditional zoning was developed during a time when factories and many commercial uses were noisy, smelly, and/or hazardous to the public. To protect public health and residential property values, early zoning focused on a strict separation of different uses.

‘Mixed use development’ generally refers to a deliberate mix of housing, civic uses, and commercial uses, including retail, restaurants, and offices.

Between strict separation of uses and ridged zoning code, urban neighborhoods are limited in their ability to grow organically, developing around the market needs of a specific neighborhood.

Mixed use development spurs revitalization, increases housing options, and promotes efficient use of land and infrastructure.

While we are in a time of change; it is my hope that we can start filling our tool box with new policy paradigms to move us forward through the uncertainty of looming economic slowdown.

As members, I encourage you to start having this conversation with your friends, with other business owners in the community and with our elected officials. The urban planning policies above are not an exhaustive list and they may not be right for all neighborhoods or all communities. However, now is a time when policy makers are looking for solutions and open to new ideas. We owe it to our industry to start these conversations now so that we can bounce back faster and set ourselves up for years of housing success – no matter what the future brings.

2020 Mazama Pocket Gopher Field Inspection Protocol

MEET YOUR LOCAL BUILDING OFFICIALS:

June 01 marks the beginning of the Thurston County Mazama Pocket Gopher Field Inspection process. When applying for a building permit, properties with gopher soils are required to have on-property inspections to rule out the presence of Mazama pocket gophers, a species protected by the U.S. Endangered Species Act. In response to COVID-19, the 2020 Field Inspections will follow a No-Contact Protocol. During inspections, staff will not interact with builders or homeowners indoors or within close proximity to property owners/permit applicants/ others. Scheduling and notification of inspection date/ time will be through email or phone call with the listed contact on the application. If applicants or consultants want to be in the survey area during the site inspection, groups must be limited to five people, and social distancing of at least 10 feet must be maintained at all times.

Staying the same from last year, inspections will run from June 1 to October 31. Properties must have two inspections, at least 30 days apart.

The County will automatically schedule inspection for applicants, unless you hire your own consultant.

DOYLE SANFORD

CFM Building Official / Fire Marshal Lewis County, WA Doyle Sanford is currently employed by Lewis County as the Building Official/Fire Marshal and Floodplain Manager. He has been a resident of Lewis County since he was a small child. A 1982 graduate of WF West (GO BEARCATS!!!) he knew he was not college bound nor looking forward to a career in the timber industry. He enjoyed working with his hands and building things so construction seemed a good fit.

Doyle has deep roots and a love for Lewis County and its residents - this is where he is proud to call home.

He found himself working for several contractors shortly after graduation and learning different stages and techniques of construction from each. He has worked as a roofer, framer, sider, cabinet setter, interior finish carpenter, rod buster, steelworker, concrete form and concrete finisher all of which prepared him to take a stab at his own business, Sanford Construction.

In 2005, he made the leap and started working for Lewis County as a Building inspector. He found this to be very satisfying bringing his knowledge and experience as a contractor to the table. He discovered that Inspectors and Contractors truly can be and are in this together.

Doyle decided that was indeed the career he was destined for and started pursuing more knowledge and certifications, which led him on the path to become Examiner and finally the Building Official/Fire Marshal and floodplain manager for this wonderful community he calls home.

Doyle Sanford truly believes in Building, Fire and life Safety and he is honored to help his community build its dreams and its future.
