SEN. GREG TREAT SENATE PRESIDENT PRO TEMPORESenator Greg Treat was elected in 2011 in a special election to represent District 47, which encompasses northwest Oklahoma City and portions of Edmond, Deer Creek, and Bethany

After graduating from Catoosa High School, Treat attended the University of Oklahoma earning a political science and history degree. He graduated with honors and earned an invitation to the Phi Beta Kappa honor society. Treat also was awarded the Cortez A.M. Ewing Fellowship while at OU, which allowed him to intern for then-U.S. Rep. Tom Coburn, M.D., in Washington, D.C.
In 2021, Treat was unanimously re-elected by the Oklahoma Senate to to serve as president pro tempore, the top leadership position in the Senate. Treat was first elected pro tem by the Senate in 2019. He previously served as the Senate Majority Floor Leader, as an Assistant Majority Floor Leader, and he also has served as a Majority Whip. He previously served as chair of the Appropriations Subcommittee on Public Safety and Judiciary as well as a member of the Appropriations, Health and Human Services, Judiciary, Energy and Rules committees.
SEN. KAY FLOYD SENATE DEMOCRATIC LEADERP. Kay Floyd graduated from Oklahoma State University in 1980 with a Bachelor of Science degree in psychology, a minor degree in political science, and a minor degree in philosophy. After graduating from OSU, Senator Floyd attended law school at the University of Oklahoma where she received her Juris Doctor degree.
Senator Floyd was elected to the Oklahoma House of Representatives in 2012 and the Oklahoma Senate in 2014 where she focuses on improving our education system and working for Oklahoma’s women and children. She has authored bills to provide suicide prevention training in Oklahoma’s schools, and require potential guardians undergo background checks.
In 2014, Senator Floyd authored the Lethality Assessment Act which made Oklahoma the first in the nation to establish such a program. In 2019, she authored legislation to address Oklahoma’s backlog of untested rape kits through standardizing the guidelines for testing rape kits and creating a statewide tracking system for collecting sexual assault evidence. The legislation also expands continuing education for law enforcement on how to properly address sexual assault reports.
Senator Floyd currently serves on the Appropriations, General Government, and Judiciary Committees as well as the Joint Committee on Administrative Rules and Joint Committee on State-Tribal Relations.

LEGISLATIVE LEADERS
REP. CHARLES MCCALL SPEAKER OF THE HOUSE OF REPRESENTATIVES
Charles McCall is Oklahoma’s longest-serving Republican Speaker of the House of Representatives. Elected to represent House District 22 in 2012 and elected Speaker in 2016, the fifth-generation Atoka native’s steady leadership has steered state government from trying times into prosperity.

A community banker by profession, McCall’s focus on getting the state’s fiscal house in order has brought the state budget out of shortfalls and into solvency. During his tenure as Speaker, personal and corporate income taxes have decreased while public common education funding has increased by 35% and state reserves have been built up to record levels. These fiscal and education achievements, plus McCall’s sustained commitment to transportation and broadband infrastructure statewide, are helping grow Oklahoma’s economy. McCall has also stood strong for Oklahoma’s rights as a state, authoring legislation to fight back against federal overreach into state sovereignty.
The first Republican Speaker from southeastern Oklahoma, McCall’s prioritization of public policies that work in all parts of Oklahoma and emphasis on functionality, civility and respect in government has helped grow the House Republican Caucus from 72 members in his first term as Speaker to a record 82 members today, reflecting increased public support for Republican governance in Oklahoma.
REP. CYNDI MUNSON HOUSE DEMOCRATIC LEADER
Originally from Lawton, Cyndi Munson developed her passion for public service at an early age. Her father’s military service taught her the importance of giving back to the community around her.
A first generation college student, Cyndi graduated from the University of Central Oklahoma with a Bachelor of Arts in Political Science and was awarded the Presidential Gold Medal for Leadership and Public Service. She used a semester of her undergraduate career to study non-profit and voluntary services at Georgetown University and then attended the University of Nebraska – Lincoln, where she earned a Master of Science in Leadership Education.
Elected in September of 2015, Cyndi became the first Asian-American woman elected to the Oklahoma Legislature. In December of 2018, she was elected by her Democratic colleagues as the House Democratic Caucus Chair for the 57th Legislature. She primarily focuses on issues pertaining to children, women, working families, public education, criminal and juvenile justice reform, election and voter reform, and Alzheimer’s.

MATT PAYNE FOUNDER & CO-CEO, PRAIRIE SURF MEDIA
Matt Payne is an Emmy award-winning filmmaker, writer, photographer and educator based in Oklahoma City. Payne worked as a writer on CBS’s “Vegas,” “Without a Trace” and “The Defenders” during a 15-year stint in Los Angeles. He moved back to Oklahoma City in 2015 and has since taken a key role in Oklahoma’s film community, producing documentaries for Griffin Communications and the OETA Foundation, as well as teaching film business and screenwriting at Oklahoma City University, among other things.

Rick Nagel is managing partner of Acorn Growth Companies, an aerospace and defense investment and buyout group. Nagel leads the firm’s strategic direction and its portfolio assets. He is a member of the Board of Governors for the Aerospace Industries Association, the Oklahoma Aerospace Association and the U.S. Air Force Association. He serves on the Board of Directors for the State Chamber of Oklahoma and is a regent at the University of Oklahoma.

JASON BATTLES
FIELD CTO, DELL TECHNOLOGIES, INC.
Jason Battles is a field CTO for Dell, focused on implementing transformational solutions for state governments, defense contractors and web-scale companies. Jason has over 27 years of experience as a technology leader and worked most recently with General Atomics, Viasat, Twilio, Roblox and state governments in California, New Mexico and Arizona. He is a chief architect and board member for several technical startups. His experience spans application development, data analytics, enterprise infrastructure, cloud operating models, security and telecommunications. He developed and deployed solutions that increased revenue and improved margins. He transformed organizations with geo-spatial inspection platforms, global contact centers, video distribution networks, financial planning software and predictive machine learning models. Jason currently lives in Tulsa and leads multiple application development organizations.
