ONE TIME IRS PERSONAL CREDIT AVAILABLE TO ELIGIBLE INDIAN RESIDENTIAL SCHOOLS STUDENTS Eligible former Indian Residential Schools (IRS) students who qualified for the Common Experience Payment (CEP) under the IRS Settlement Agreement may now qualify for a one time IRS Personal Credit (no cash value) for educational programs and services. You may see advertisements on TV, radio or newspapers in the coming weeks.

The organization appointed to handle the IRS Personal Credits process is Crawford Class Action Services. Eligible IRS students will receive a Personal Credits Acknowledgement Form in the mail from Crawford Class Action Services. All forms must be completed and returned postmarked no later than October 31, 2014. All instructions to complete the Personal Credits Acknowledgement Form are included in the mailed package to eligible claimants.

Emergency 911 Service September 4, 2013 the OKIB signed an agreement for 911 emergency contact services for the community.

TIPS: In an emergency dial 911 for Fire, Ambulance or Police Give your type of emergency and you would like the local Fire Department to be dispatched, please say so.

Ensure your home address signage is fluorescent so that it is easy to find in the dark.

The Assembly of First Nations (AFN) is not overseeing this process but can provide assistance to complete forms if required. The AFN has four Liaison Coordinators available for community presentations as well. Please call the AFN at 1-866-869-6789 if you require assistance or a presentation on IRS Personal Credits.

Okanagan Indian Band

Management Discussion and Analysis of Financial Statements and Operating Results For the Nine Months Ended December 31, 2013 Financial Position Notes: The Balance Sheet indicates a financially strong organization. Current Asset balances are over five times the Current Liabilities balances (when current portion of long term debt of $253,000 is added) and Fixed Assets are over three times Long Term Liabilities, these show that OKIB is able to meet its debt payment obligations and is not over extended with debt.

Current Assets 1.

OKIB is in a good cash position.

This is partly due to AANDC paying a large amount at the start of the year and carry forwards from the 2012-2013 year.

2.

The Accounts Receivable balance has been steady.

Fixed Assets 1.

The investments have incurred minimal change as the Band has not used the invested funds.

2.

Few Capital Asset transactions have occurred.

Long Term Liabilities 1.

Long Term Liabilities are lower due to payments being made and no additional loans being made.

In the final quarter of the 20132014 fiscal year OKIB will incur loans in order to complete the 15 lot subdivision at Six Mile and to complete the six homes at Six Mile. Three loans will be issued to a maximum of: $352,000 for the subdivision, $999,000 for the homes, and $100,000 for construction contractor/manager. These loans will be repaid from proceeds of the sale of the homes and subdivision lots, and the rental proceeds from renting unsold homes.

Current Liabilities 1.

The Accounts Payable balance is reduced due to year end accrued liability removal, otherwise has been steady.

Equity 1.

Current Year deficit is ($247,957) which is $195,705 less than the budgeted deficit of ($443,667). These were funds carried forward from the 2012-2013 year which had a $1,109,596 surplus.

Operations Notes:

Band and Community Services • Administration has YTD deficit of ($191,573) which is $149,060 less than the budgeted deficit of ($340,638). This improvement is due mostly to AANDC increasing funding by $204,114.

Social Development • OKIB SA Department is currently one of five Bands out of over two hundred to be selected by AANDC as “Center of Excellence” on compliance performance. This is a great benefit in funding negotiations as AANDC is confident that the OKIB records are reliable.

• SA has YTD deficit of ($43,925) which is $34,138 more than the budgeted deficit of ($9,787). The deficit is mostly due to a delay in AANDC funding.

Health Services • Health has YTD deficit of ($35,157) which is $8,265 more than the budgeted deficit of ($26,892). The deficit is due to some timing adjustments, the deficit will be reduced by year end.

Economic Development • EcDev has YTD surplus of $40,962 which is $108,130 higher than the budgeted deficit of ($67,168). The improvement is due to transfers in for the Paragon site master plan and Swan Lake projects and the projects not yet spending as budgeted.

Education • Education has YTD surpluses of $676,906 which is $215,300 higher than the budgeted surplus of $461,606. The improved surpluses are mostly due to timing differences in tuition payments, $443,215 funded by AANDC but not yet paid to the schools.

Territorial Stewardship • TSD has YTD surpluses of $41,883 which is $69,542 higher than the budgeted deficit of ($27,658). The improvement is due mostly to increases in revenues as TSD is able to acquire additional profitable work.

Operations, Lands and Housing • OLH has YTD deficit of ($805,596) which is $281,322 more than the budgeted deficit of ($524,273). The increases are mostly due to delayed AANDC funding of $97,000, Land Use Planning project being more active earlier in the year $23,000, Pinaus Dam project overspending at AANDC’s direction $30,000, and Six Mile Subdivision delayed funding $82,000.

Housing Operations • Housing has YTD surplus of $68,543 which is $22,600 less than the budgeted surplus of $91,144. The decrease is due to mostly to CMHC subsidy delays $34,000. CMHC subsidies are delayed as the 2012-2013 financial statement audit was late, the subsidies will be fully paid by year end.

ACHIEVEMENTS TO DATE Complete set of improved financial reports for Chief and Council and the OKIB Directors.

NEXT STEPS Ongoing refining the reports to meet the user’s needs.

Implemented new budget reporting system. The new system was used for 2013-2014 budget with some hiccups, the process should improve each year.

•

Complete the 2014-2015 budget in the next weeks.

•

The second phase of server upgrades was completed in December.

•

The final piece is to connect all OKIB computers to one bank of servers through high speed connection – this is being completed with the help of the EcDev Dept.

•

We are reviewing the processes in Finance • in order to update and ensure all areas are working as efficiently and effectively as possible. The G/L, reporting and budgeting have been updated.

This is an ongoing task, the next area to review is accounts receivable and banking, to be followed by payroll and accounts payable.

•

The Financial Administration By-law was implemented last year and is being adhered to. Redesigning the Finance policies and procedures has not yet begun.

•

Review and redesign the Finance policies and procedures, this is a large project and will take time and may require outside assistance.

OKIB Immersion students @ Vernon Art Gallery

The students from snc’c’amala?tn kindergarten class and the grades 1-7 students from the immersion school have art pieces at the Vernon Public Art Gallery’s ‘Art From The Heart’ Exhibit. It’s an exhibit that features art pieces from elementary students throughout Vernon. The exhibit runs March 20th until April 17th.

Hosted by Penticton Indian Band member and Global TV reporter, Tracey Kim Bonneau, we will be shooting around the Penticton and Osoyoos area for 7 weeks starting late April.

We are hiring 3 Aboriginal youth to work as PAID interns.

Gain first hand experience working with established film and television professionals, and learn if this is a career path for you.

No film production experience is necessary, just hard work and dedication!

Over the winter, work by the Community Advisory Committee and an Open House in January has provided a solid foundation to begin drafting the framework for a draft land use plan for IR#1 and #4. The next phase will involve intensive community engagement through family meetings to refine and build more detail into the land use plan. Chief and Council have committed to support and participate in these family meetings that will be facilitated by community members. Every OKIB voice is essential to build a land use future that truly reflects OKIB priorities!

APRIL 2014 Diabetes Diet

A diabetes diet is simply a healthy eating plan that is high in nutrients, low in fat, and moderate in calories. It is a healthy diet for anyone. The only difference is that you need to pay more attention to some of your food choices- most notably the carbohydrates you eat.

Myths and Facts about diabetes and diet

MYTH: You must avoid sugar at all costs.

FACT: The good news is that you can enjoy your favorite treats as long as you plan properly. Dessert doesn’t have to be off limits, as long as it’s part of a healthy meal plan or combined with exercise.

MYTH: A high-protein diet is the best.

FACT: Studies have shown that eating too much protein, especially animal protein, may actually cause insulin resistance, a key factor in diabetes. A healthy diet includes protein, carbohydrates, and fats. Our bodies need all three to function properly. The key is a balanced diet.

Health

Stress and Diabetes Stress is a normal part of everyone’s life. A certain amount of stress is a good thing, it motivates you. Stress is a bad thing when it overwhelms you, and you don’t know how to handle it. Then it can have a serious impact on your diabetes, blood pressure and health.

Your body makes stress hormones when stress levels are constantly high or escalate to a medium to high level.

These hormones circulate in your blood and affect your body in different ways.

For example, stress hormones increase your blood sugar and blood pressure, reduce immunity, and increase inflammation inside your blood vessels, and cause over stimulation of your nerves.

You may feel unwell, have an upset stomach, be sleeping poorly, and be agitated and unhappy. Over time, high stress levels increase your risk for diabetes complications including a heart attack or stroke.

Then the oxygenenriched blood and “happy hormones” (endorphins) flow though our body.

Tips to manage stress Slow down: get back to the basics; you can only do what you can do.

Think in healthy ways: negative thoughts build up one on top of the other. Replace negative thoughts with positive thoughts, you will start seeing good results.

Talk it out: Sometimes we’re angry.

Sometimes we laugh, and it’s wonderful MYTH: You’ll be no longer able to eat to laugh. Mostly we talk to express our normally. You need special diabetic emotions, because this is what helps us most. It is good to share our troubles meals.

The serving size and the type of carbohydrates you eat are especially important, Focus on whole grain carbs since they are a good source of fibre and they are digested slowly, keeping blood sugar levels more even.

Diabetes Diet Tip:

Choose high fibre, slow release carbs.

Carbohydrates have a big impact on your blood sugar levels- more so than fats and proteins- but you don’t have to avoid them. You just need to be smart about what types of carbs you eat.

In general, it’s best to limit highly refined carbohydrates like white bread, pasta, and rice, as well as soda, candy and snack foods. Slow-release carbs help blood sugar levels because they are digested more slowly, thus preventing your body from producing too much insulin. They also provide lasting energy and help you stay full longer.

Le Pew Septic Services AKA Manton Tank, Under NEW Management Hello Friends, family, neighbors, strangers. Septic Tank Pumping season is almost here and I would like to introduce myself Patrick Lawrence as the new owner operator of Manton Tank Septic Services also known as Lepew Septic Services. Manton Tank has been in business for about 35 year. Percy decided to retire last year and with the help of Community Futures from Kamloops I purchased the business from him. This business primarily cleans out septic tanks, holding tanks, flooded basements and outhouses. I trained under and learnt a great deal from Percy. The quality of service and business practices will be the same. My prices will remain the same.

Operating a septic pumping business aside from the smell, has been rather an enjoyable endeavor. The people have been so positive. I’ve seen more of the North Okanagan than I ever thought existed. My 3 sons Luke, Craig and Owen take turns helping out when they can. Working with them has made this venture fun.

Being an owner operator has its moments. It is a business and there are many rules and guidelines I’ve had to learn and follow. The most surprising thing I’ve noticed is so many people do not understand what a septic system is. There are many septic tanks overdue for pumping and that shortens up the life of a septic field. Your septic tank should be cleaned out on average every 4 to 6 years depending on use. A properly installed septic field should last an average family somewhere between 15 and 25 years. A typical cost for reinstalling a certified septic field will cost between $5000 and $15000. When the tank is overdue for pumping, the waste goes to the septic field. Your septic field can die quickly. It will most likely happen in the cold months of winter. Pumping your tank out on a regular basis is necessary. Pumping out long overdue tanks will also cost more due to time and more solids.

I hope to see more of you community members this coming year. I certainly have enjoyed working with family and friends from this past year. I will do a solid job and provide you with quality service. Not long ago, I was asked by this older fellow what was the best thing about this line of work?
