A MAN UAL
FOR MINISTRY
Where is my copy of the “Manual for Ministry – a complete and exhaustive job description?”
There is no way that I could list the number of times that I have been asked such a question. My wife hears the cries of numerous disillusioned ministers’ companions that plead for guidance and understanding. Difficult times inevitably come to all who spend any length of time in the arena of pastoral care and ministry positions. Some are quick to say, “They never taught me this in Bible School!” I regret to tell you that if you are looking for such a solution, you will never find a resource or an individual capable of explaining the why’s or the how’s of ministry. I am rapidly approaching 50 years of recognition as a card-carrying member of the Assemblies of God and seldom is there a day that passes without a new issue, another challenge, or an unexplainable situation. There are some things, however, that time has and experience has taught me. My prayer is that some nugget of gold might be imparted by means of my recollection. The number one priority that requires continual attention and without which all human efforts will only result in empty promises and shattered dreams is a PERSONAL RELATIONSHIP WITH GOD.
We must encourage our youth to remain open to the call of God. We strive to assist people that express an interest in credentials. Our District supports the Oklahoma School of Ministry and our Assemblies of God Universities as preparatory training ground for those wishing to explore the leading of God; but, ONLY GOD’S CALL WILL SUSTAIN YOU FOR A LIFETIME! Over the years I have learned the value of remaining in a constant and continual atmosphere of prayer. Too many times we designate “prayer” to a specific place, time, or position. While such appointments are healthy, the minister must always remember that our Master is as close as the mention of His name. Pray while driving; pray while walking; pray while doing the normal routine duties of life; pray without ceasing! One should not need to enter a particular atmosphere or have devotional music playing at a certain level in order to communicate with God. It should be as normal as breathing. Prayer should continually be on your lips and emerging from within. Nor should one view prayer as only vocal, for the ears of the heart must comprehend and recognize His presence. If you are to “hear” from God it will require quiet moments of listening for his voice without petitioning His throne. There is value in learning to be still and allowing Him an opportunity to control your mind and your innermost being.
This may sound elementary but just because one may experience a unique and special moment with God does not mean it lasts for a lifetime. His presence will require diligence in continual renewal and growth. We believe that “ministry” must be a “call” of God and not merely a career decision. It is so strong in our basis of belief that our founding fathers chose to refer to it specifically in one of our 16 Fundamentals of the Faith.
Thirdly, a minister must ingest the Word of God. His Word should be the number one book in our daily living, not merely reading words about His Word – but reading, meditating, seeing the words on the page should be routine. His Word is good for living and not just for preaching! Allow it to ever be established in your thought processes and keep it on the tip of your tongue during conversations. Such a practice will keep your actions right before the world and your speech will need not be filled with apology.
#11. WE BELIEVE...A Divinely Called and Scripturally Ordained Leadership Ministry Serves the Church. The Bible teaches that each of us under leadership must commit ourselves to reach others for Christ, to worship Him with other believers, to build up or edify the body of believers–the Church and to meet human need with ministries of love and compassion.
A living, breathing, personal relationship with God must be the keystone for ministry. It needs constant renewal and must never be neglected. In your personal “Manual for Ministry” may the overriding emphasis on a RELATIONSHIP WITH HIM dominate all subsequent chapters!
Make no mistake, one may “do” ministry without being called. One may “choose” to be a minister as if it were merely a vocational decision. One may “follow after” ministry because you come from generations of preachers or because others simply “expect” you to be like mom or dad. But hear me clearly – without the witness of the Holy Spirit and the guidance of a Divine call, frustration, failure, and disappointment will plague your efforts.
Thanks for accepting the call of God to ministry! Linda and I are honored to walk this journey along with you!

MISSIONS
W H Y P RAY FOR OU R
MI SS I O N A RI E S ? Oppressive. Lonely. Frustrating. Tough. Heavy. Challenging. Conflicting. These are all words I have recently heard missionaries voice as descriptions of their assignments. If you haven’t noticed the headlines of major news networks lately, the world is swelling with instability. Nothing speaks to the need for passionate prayer on behalf of our missionaries than the present global landscape. As spiritual leaders, we must make time for specifically calling out the names of these soldiers of the Christ on a regular basis. Why? The New Testament clearly states that we are at war (Ephesians 6). And, prayer is a sure weapon for the battlefield of missions. John Piper writes, “Prayer is the walkie-talkie on the battlefield of the world… not a domestic intercom to increase the comforts of the saints.” To borrow from the Wycliffe Bible Translators organization, the following is a Scriptural prayer guide for our international missionary force: 1. Pray for Open Doors “Devote yourselves to prayer, being watchful and thankful. And pray for us, too, that God may open a door for our message, so that we may proclaim the mystery of Christ, for which I am in chains.” – Colossians 4:2-3 (NIV) 2. Pray for Boldness in Witness “Pray also for me, that whenever I open my mouth, words may be given me so that I will fearlessly make known the mystery of the gospel.” – Ephesians 6:19 (NIV)

3. Pray that God’s Word Will Spread “Finally, dear brothers and sisters, I ask you to pray for us. Pray that the Lord’s message will spread rapidly and be honored wherever it goes.” – 2 Thessalonians 3:1 (NLT) 4. Pray for Protection “Pray, too, that we will be saved from wicked and evil people, for not everyone believes in the Lord.” – 2 Thessalonians 3:2 (NLT) 5. Pray for Their Ministry “Pray first that the Lord’s message will spread rapidly and be honored wherever it goes.” - 2 Thessalonians 3:1 (NLT) 6. Pray for God’s Guidance “So we have continued praying for you ever since we first heard about you. We ask God to give you a complete understanding of what he wants to do in your lives, and we ask him to make you wise with spiritual wisdom.” – Colossians 1:9 (NLT) 7. Pray for Refreshment “We also pray that you will be strengthened with his glorious power so that you will have all the patience and endurance you need. May you be filled with joy.” – Colossians 1:11 (NLT) For a current listing of our Oklahoma Missionary Force, please contact our office.

NEW OVERTIM E RE GU LAT ION S & T H E IMPAC T ON
CHURCHES
On December 1, 2016 the Department of Labor’s final rule
updating overtime regulations will go into effect. It is estimated that within the first year alone, this new rule will extend overtime pay protections to over 4 million workers, and some of these workers are likely employed by your church. The primary change which is most likely to affect churches in this final rule is the change to the standard salary level threshold for exempt employees. Exempt employees are those employees who are not entitled to overtime pay according to the Fair Labor Standards Act (FLSA). Employees can be classified as exempt on the basis of how much they are paid, how they are paid, and what kind of work they do. The exemptions fall into one of three categories; executive exemption, professional exemption, and administrative exemption. The Department of Labor’s website provides substantial resources to help employers with performing job duties tests to determine if one of these exemptions applies to certain employees. Performing these tests is crucial for employers (including churches) to ensure that its employees are being compensated in compliance with employment law. If, after a duties test, an employee is classified as exempt, the employer is also required to meet a salary threshold of $455 per week ($23,660 per year) in order to keep the employee in this exempt status. The application is such that an exempt employee does not have to track his or her hours and employers do not have to pay overtime wages to exempt employees working in excess of 40 hours in a work-week. The final rule going into effect December 1, 2016 will increase the salary threshold from $455 per week to more than double; $913 per week ($47,476 annually). This means that employees who are currently classified as exempt, but are making under $913 per week ($47,476 annually) will either need to have their compensation raised to this level or will lose their exempt status under FLSA.
situation your church is in, this is not a piece of legislation that should be ignored. It will be law, and will not be likely to change. In fact future automatic changes to this threshold are scheduled to occur every three years, beginning January 1, 2020. For more thorough information on this issue and how your church can navigate its way through it, and to learn more about other ways this could impact your church, I recommend taking a look at the following resources:
WEBSITE: Department of Labor https://www.dol.gov/whd/overtime/final2016/overtime-factsheet. htm
WEBINARS: Evangelical Council for Financial Accountability Impact of New Overtime Regulations on Churches & Ministries (Cost: $29.00) https://www.ecfa.org/WebinarRecordings.aspx?ProductID=85 The Church Network New Overtime Rules and the Effect on Churches (Cost: $59.00$79.00) https://www.pathlms.com/tcn/courses/2921
The options for a church facing this issue are fairly straightforward, but by no means simple. The employee would need to be given a raise to get them to the new compensation level, or the employee would need to be reclassified as a non-exempt employee and would need to immediately begin to track his or her hours each week. The church would then be legally obligated to pay time-and-a-half for all hours worked over 40 in a given work-week. Any way you slice it, after December 1, 2016, churches will have a new burden to bear. The burden could be financial, administrative, or both. Whatever

FROM THAT Through the years of ministry, I have been the beneficiary
of a lot of great mentors who have given me insight and provided input into my life. Whether it was in a formal setting where I asked someone to be a mentor, or informally by having relationship and observing their life, I saw real life examples of great leaders, pastors, husbands, and fathers. I owe a great debt to each person’s investment in my life. While learning from observation and relationships has been a large part of my personal development, I know that I have a responsibility to apply what I have received from others, and to make the investment in my own growth as well. Through positive and negative experiences, I have had many opportunities to apply principles which have shaped my life. Probably because I can hear my mother in my head saying, “Learn a lesson from that…” However, along with experiences, I have also taken the time to invest in my growth through reading books and educational opportunities that have been made available. These have not been easy pursuits, (because I have an aversion to reading and testing), but I have found great benefit in applying myself to structured learning environments.

The Oklahoma School of Ministry was founded “…for leadership development providing basic and continuing education for ministerial students, ministers, and Christian workers. This is accomplished by combining home study, classroom instruction, a student’s relationship with a mentor, and active involvement in ministry.” H. Franklin Cargill, District Superintendent This purpose, coupled with the work of the Holy Spirit, provides a rich atmosphere to develop the student and provide them with the powerful information necessary to not only equip them in ministry, but to train others. “And the things you have heard me say in the presence of many witnesses entrust to reliable people who will also be qualified to teach others.” 2 Timothy 2:2 I am excited to start a new year in the Oklahoma School of Ministry because of the tremendous results that I have had first hand experience with. The church I pastored, benefitted greatly from students who went through OSOM and became a tremendous asset to the church and ministry to the body. I would encourage you to check out www.okag.org and click on the OSOM tab for more information.

Her tenacious faith and undying love will inspire you and give you inspiration no matter what is facing you! Here is a snip-it of her dramatic backstory! Excerpt from Omaha World Herald article Feb. 10, 2014:
were affected, though he retains the use of his arms and hands. Laurie Hoyt gathered up their daughter, Anna, and rushed to North Platte, Neb., where the accident had occurred. Laurie, Gary and their two children never spent another night in their house. Instead, they entered a world of recovery and rehabilitation, and eventually occupied a home equipped for the disabled. Congregants took in the children while Laurie lived in Lincoln, helping Gary. He said people will probably never understand all that Laurie did and continues to do. “She is an extremely capable minister, leader, and an extremely unselfish and loving wife,” he said. Much of what she does to help him is often behind the scenes: “She gets up quite a bit earlier than she otherwise would need to, because it takes time to help get me ready, to get me dressed, and so forth,” he said. “She’s just unbelievable.” Fourteen years later, Team Hoyt continues its ministry, and on February 2, 2014 the congregation gathered to celebrate an ongoing success story. “The people in this congregation are so gracious to allow me to continue to serve in this role, realizing there are limitations to what I can do,” Hoyt said. “I can’t just roll up to everybody’s house and drop by for a visit. It just doesn’t work in this situation, but there are a lot of other ways I can connect.” One way or another, the work is getting done!
A LIFE AND BODY ALTERED, BUT A FAITH INTACT FOR PASTOR GARY HOYT That transformational moment came on a cold February day in 2000 as Hoyt was driving home from Colorado after a skiing trip with his 15-year-old son, Danny. As the car veered off the road, Hoyt overcorrected. The car swerved into a median, flipped, tumbled several times and landed upright. Danny suffered bumps and bruises. But Hoyt could barely move. The roof of the car had caved in and snapped his neck. He was, from that moment, a “low-level” quadriplegic, which means that all four limbs

KID S CAMP IS GOIN G W ILD
ABOUT GOD At the time of the writing of this article, we have already
had Little Radicals and Kids Camp #1 and #2. To say we had some really good camps would be the understatement of the year. God is doing some incredible thing in the lives of both kids and adults at Kids Camp 2016. We kicked our camp season off with just over 300 in attendance at Little Radicals Camp, which is our 6 and 7 year old camp. Terry Cuthbertson, Children’s Pastor from Spring Creek AG in Edmond, OK and his team did a great job ministering to our kids each night with awesome games, colorful characters, and bringing God’s Word to our Little Radicals. Camp Evangelist Josh Dryer and his wife, Lindsay, from Fairbanks, Alaska, were our speakers for Kids Camp 1 and 2. They, too, did a phenomenal job connecting with our campers. The presence of God was so strong and could be felt in every single service.
While we are still two weeks out from the end of our 2016 camp season, we are in great anticipation of the great things that God has yet to do in the lives of our campers coming to Sparks in the next two weeks. Thanks so much for your support of Oklahoma Children’s Ministries and Kids Camp. Joy and I appreciate your prayers as we minister to the kids of Oklahoma over the next two weeks. God Bless! – Dean

SANGRE

young men to build the Kingdom! The theme for this year’s Pow Wow was “Building the Kingdom One Boy at a Time!” The building theme was incorporated in many events from driving nails, pushing a wheelbarrow and many other activities involving construction tools. Doug Collins and Dean Guthrie brought powerful messages for both of the evening services. This year we highlighted missions with the building of a tabernacle provided by Africa Tabernacle Evangelism and building a flytrap with Sustain Hope. FCF also hosted an auction to raise money for BGMC. That offering was taken to the National Camporama and helped to fill one of several 55 gallon Buddy Barrels! Junior Leadership Training Academy, led by Rev. Stan Botts, provided an opportunity for 71 boys to come together to develop leadership qualities. There were 13 who were baptized in the Holy Spirit during the nightly services. Ten young men graduated from the academy and received their sabre after successfully completing five camps over the last several years. These camps are conducted by volunteer staff from Tennessee, Texas, Kansas and Oklahoma. Oklahoma was represented well at the National Camporama in Eagle Rock, Missouri. Everyone who attended was challenged to “Live the
Adventure” that God created us for! While we were there we also collected several honors in archery, talent, BB shooting and 5K race.
