General Information HISTORY The Fremont-Newark Junior College is part o·f the California State public junior college system which pro·v ides two yea·rs of tuition-free highe1r education. The ·C ollege is suppo1rt·e d by lo•ca·I taxes aided by State and Federal funds.

The College District consists o·f the Fremont and Newark Unified School Districts. The College Board has officially invited the New Haven Unified School D•is·t·rict to join the College District.

Civic leade•rs in 1965 recognized the need for a community college and formed a citizens' committee to study and form a district. Assemblyman Carlos Bee authored legislarion to pe•rmit the College District to be· forme.d .

Fremont-Newa•rk Junior College was autho•rized by the vote·rs •at an electio·n on December 5, 1965. A Board of seven members was a•l·s o e•l ected at that time. The seven original Boa·rd members we•re: D•r. Marilyn Blawie1; Reverend Travis Campbell; Mr. John Costello; Dor. Lyle Edmison, Vice President; Mr. Abraham Hochler; Mr. Wesley Sears, President; and Mr. Charles Snow, Secretary. Reverend Campbell resigned in July 1966 and was replaced by Revernnd John Wilson.

The administrative and secret1aria·I staffs were emplolyed' beginning March 1966. This staff had the responsibility of planning the college program for opening in Septembe•r 1967.

Kenne·d y High School in Fremont will be used for afternoon and evening classes in 1967-1968. Tempornry facilities will be used until a permanent campus is cons.tructed, which usuaHy takes from three to five years. A bond issue for ten million doHars was present·e d to the voters on No·v ember 8, l 966 ·and a fifty-nine percent "yes" vote resulted. Although this indicated a substantial majority favo·red the building program, it did not meet the legal requirement of sixty-six and two-thirds pe·rcent favorable vote.

The first teache·r employed by the District was Mr. Finis W. "Pe1te" Wilson, an instructor in psychology, formerly of Bakersfield College.

The history of the college is ye·t to be made. The students, staff and community supporters will be making this history.

The college is committed to help strengthen the democratic society by (1) promoting eduwtional experiences to aid the individual in the realizatio•n

of personal goals; (2) serving the community by offe·ring programs to meet the educational needs of the a •rna; and (3) insuring competency fo1r entry into appropriate occupational fie·lds.

heritage to the extent that they will be acquainted with the humanities, the natura·I sciences and the social sciences.

To prov·ide occupational and semi-professional training in selected occupational fields for those students who finish their formal education in junior college.

To provide the counseling and guidance s·e rvices which will help a 'll students achieve academic, personal, social and community adjustment.

To provide every student with training that will equip him to function as an ethical and responsi·ble citizen.

To provide opportunifies for the removal orf deficiencies by students who wis·h to meet certain university re·q uirements.

To provide instruction for students who need special help in such areas O'S reading, speech and mathematics.

To provide instructio·n to meet the needs of adults living in the community by offe·ring general education, art, occupationa·I and academic co.urses which may be used in satisfying re·qvirements for the Associate in Arts degree or a Certificate of Competence.

GOALS The goals, as officially adopted by the Board o·f Trustees, are as1follows: The Fremont-Newark Junfor College District has been es.t ablished to provide opportunities for educational experiences beyond high school to all youth and adults of the area. The libra1ry is an inrformation center with a broad selection of books in all fields of genera'( interest. The collection is primarily planned to meet the needs of the lower division day and evening instructional program. The Libra·r y of Congress classificafion system is used. The books and re(,ated materia1ls, including cu!"ren·t periodicals and microfilm publications, are co·n veniently a irranged on open shelves for easy access to encourage students, faculty, and the communi.t y to enjoy the collection.

Admissions High School Graduates Normally, graduation from high school or other schools of equ'i valent rank is a prerequisite for admission.

Persons over 18 years of age who are not high school graduates, may be admitted to classes for which experience and maturity qua'1ify them by petition to the Admissfons' Committee.

Former Students Former students who a;re in good standing 'are eligible to return at any time upon submission of the "Application for Admission" prior to published deadHnes.

Former students who were disqualified should check the provisions in the section of this catafog entitled Academic Standards.

Transfers From Other Junior Colleges or Four-Year Institutions Students who ha,v e previously attended another junior college and who left in good standing are eligible to enroll subject to residence re,q ui-rements.

Students who have been disqualified by 'another college must petition the Admissions' Committee. No1rmally they will not be admitted for the two quar· ters immediately following their disqualification unless the exceptions listed under "Disqua,lification" apply. After succe,s sfully petitioning for admission, such students may be admitted in the status: "Academic Probation - Subject to DisquaHfic,ation ."

Adult Students All regular classes are ope·n to adults who wish to attend. Adults a 're expecte·d to assume the obligations and responsibilities of other junior college students.

Foreign Students On·ly tho.s e foreign students who have complete·d the equivalent of an American high schoo,I education with satisfactory grades wiM be odmitted.

In addition to· the above, foreign students will be requirnd to demon~ strate sufficient command of Englis,h to profit from instruction at the College.

They must also present evidence that they have the necessa'ry funds to pay nonresident tuition and to take care of all living expenses while attending the College, a minimum of $150 to $175 a month.

Application for admission for the college year (fall quarter) must be completed by the first week of Apri'I. A minimum load is normally 12 units.

Residence Requirements for Admission The right to a.t tend any one pubHc junio1r college in California is, in addition to the academic requirements, conditioned by certa·in residence qualifications which a·re determined as of the opening day of the quarter the student plans to attend . The residence of any unmarried minor student is that of the fathe·r or mother or court-appointe·d guardian. The ·res·idence of a person 21 years o·f age or olde•r is his pl•ace of abode.

An applicant who is a resident of the Fremont-Newark Junior College District needs only to declare his res·idence and complet·e admission re·q ufrements.

An applicant who is a resident in a pa1rt of California not included in. a district which ma·i ntains junior college classes, such as New Haven Unified School District, may attend this Co.Uege without specia·I arrangements on his part.

The Fremont-Newark Junior College District, acting under the provisions of Senate Bill 429, enacted by the 1965 Legislature o·f the State of California, ha•s issued a Notice of Restriction of Attendance to each jun1i·or college dist·rict in California.

Students from other districts may attend college in this district and students from this district may attend college in other dist•ricts only under the terms of interdistrict attendance agreements. Ag·reement's will be neg·o tiated and permits ·i ssued only for approved reasons.

Non-Resident Tuition An appilic.ant whose legal residence is in a state othe·r than CaHfornia may be admitted, but will be charged a non-resident fe·e which is $7.33 per quarter unit, with a maximum charge of $110.00 per quarter.

Application for Admission Prospective students applying for admission to the College are required to: l. File a written appHcation for admissio·n upon forms suppHed by the College. The permanent identHication number for all students will be their Social Security Numbe r. The Social Security Card will provide identification at the time o·f the first counseling appointment.

2. Submit a complete official transcript mailed directly from the high school of g raduation and each college attended. Veterans should file similar copies of thei·r military rewrd and o.f their special training courses to obtain proper college credit.

3. Take the ACT examination prio·r to deadlines listed in the calendar published in the front pages of this catalog.

4. Obtain a permit if the legal residence is within a California junio,r college district other than Fremont-Newark Junio,r College District.

5. Complete a Polio Immunization Record if the high school attended was outside of Ca·IHomia.

Registration Counseling Appointments Upon completion of admission requirements, students will be given a counseling registration appointment prior to the opening of each quarte·r.

Registration Days Two days have been reserved prior to the beginning of instruction in each quarter for students to vedfy their class schedU'le and reserve their place in classes by appearing to complete regis.trntion. Student body cards are purchased at this time.

R•e gistration of part-time students for evening classes is scheduled between 7 a·n d 9 P.M. on Registration Days.

Student Load A normal class load will be 15 units plus physical education. No student should take mo•re than 171/:z units without the special approval o·f his counselo•r. First quarter college freshmen are· limited to· the regula·r load.

Students whose prev·ious quarter grade point average was 3.2 or above, or who have a cumulative average of 3.0 or above may petition for overloads not to exceed 19112 units.

Any student taking 12 or more units shall be considered by the college to be a full time student. Th·i s definition does not n·ecessarily conespond with that of local draft boards or the Vete·ran's Administration. To maintain normal progress toward a degree, however, a student must maintain an average load of 15 units. First time freshmen normally take a fighter load during their first quarter.

Qualified Entry Program Freshmen entering as day studen ts (except those who have successfully completed an English course taught in a college or 12 or more units of college work) who are not high school graduates or who do not quolify with necessary scores on the entrance tests will be placed in a special program desig17

noted as Qualified Entry. Students so admitted are subject to the following restrictions: 1. Limited to no more than 12Y2 units.

2. Must en,roll for all required remedial work during the first quarter in attendance.

3. Must select O't her courses from a list designated as appropriate for students registered for a Qualified Entry program.

One purpose of this program is to direct students who have not yet demonstrated academic potential into a program which will provide a foundation for forthe·r study and, at the same time, meaningful general education experiences.

Program Changes No changes of program involving an addition o·r exchange of courses will be permitted unless (l) such addition or exchange is necessary because of conflict due to scheduling (such as two dasses at same hour), (2) student is not qualified for the course in which he is enrolled, (3) change must be made because of a class cancellation fo·r lack of sufficient enrollment, (4) required by college administrative decision, (5) other special conditions approved by a counselor. Changes may be made with counsefor ·a pproval for reasons l through 4 during the first three days of each quarter, and for reasons 1 through 5 during the fourth and fifth days of the quarter.

Auditing Auditing is not permitted in courses offered for credit.

Classification of Students .full-Time Students

The college defines full-time students as those carrying a load of 12 units or more in a regula1r quarter. Definitions fo.r the Veterans' Administration or the local draft board may differ; consult a counselor for more information.

Regul,a r Students

All students ca·rrying more than seven units are considered to be regula·r students. All admission requirements must be fulfilled.

Courses may not be added later than the fifth day of the quarter.

Special Students

Students taking seven units or less are designated as Special Students. Those who plan to take day classes should file application by the deadline date but are not required to ta'ke the ACT tests or submit tr•anscripts.

Special students plan·n·ing to enroll in English or mathematics or other courses having English o·r mathematics proficiency as prereqU'isites, are required to take the ACT test.

Student Services Financial Aids The College pa·r ticipates in federal and state scho•la·rship, loan, grant and work-study programs. In addition, funds from private so·urces will be available to students as scholarships and loans. A limited loan fund is available to those who have an emergency need. Contact Dean of Students for furthe·r information.

Placement A pa·rt-time placement office is maintained on the campus. The office can aid students in locating both part-time employment while in college and fulltime employment afte•r leaving college.

Housing The College maintaii ns a list of facilities available to students. These facilities are neither sponsored no·r supe·rvised by the College; all arrangements are between the owner and the student. There are no school dormitories.

Transcripts Each student who has completed work at the College is entitled to a maximum o·f two transcripts at dis.t·rict expense. A cha1rge of $1 per transcript will be made for those in excess of two.

Activities The student activities program is an important part of the educational experience at the College. All registered students are encouraged to participate in the various offe.rings of the activity program.

Organized activities include inte·r co·llegiate and intramural sports. Cultural programs, dramatics, music, social 1and recreational activities, student government and student publications, furnish a wide range of opportunities for student participatfon. Student clubs representing a variety of interests and purposes will be active throughout the yea.r. Because flnandal support for activities comes from the purchase of student Activity Cards, ea·ch student is expected to purchase his card as a pa•rt of his registration.

Associated Students Activity Cards, entitling holde·rs to membership in the Assodated Students, may be purchased fo.r $10.00 per school year for Regula:r students and

$2.00 per quarter for Special students. Regula·r students may purchase a quarter ca·rd for $4.00 only in the Winter and Spring quarter.

Membership in the student association is normally expected of all students. The activity program supported by the As~ociated Students is a college-wide enterprise. Its operation is not only o·f direct benefit to ea·c h student; it also fu·mishes an organized ·representation for all students in various kinds of community affairs and activities. Co-operative financial support puts the student in the position of paying his own way for value received and at the same time makes a better and moire extens:i ve program possible.

AH students are eligible for membership in the Associated Students.

Academic Regulations Credit by Examination No credit is granted by examination. In order to rece·ive credit for a co·urse, a student sha·ll register for the co·urse du-ring the regular registration period, and complete all requirements os described in the catalog and as stated in the inst·r uctor's course outline. Advanced placement in courses usually en1te·red after completion of more elementa ry courses may be made on basis of examinations.

Class Schedule Specific information re•lating to the offering o·f courses, days, hours, instructo·rs and rooms in e·a ch qu•a rte·r, is contained in the class schedules, which is available prior to the beginning o·f ea·c h quarter.

Quarter System The academic yea·r o·f September to June consists of three quarters. All courses in this catalog are described in quarte·r units. One and one-half quarter units ore the equivalent of one semester unit.

Day and Evening Courses The evening program at the College is offe·re-d as a continuation of the regular day program for those individuals who find it difficvlt to attend classes during day~ime hours.

The program o·f course offe•rings is the same in content and quality of instruction as the daytime program.

Students may enroll in day or eve·ning classes or bo·t h, as their needs dictate.

Physical Education State law requires that junior college students take a physical education activity course each qua·rter. Exceptions include (l) those ove·r 21 years; (2) those with a physical disability ve·r ified on written authority by a physician; (3) those enrolled for seven units or less.

Final Examinations Formal examinations are given at the end of each qua·rter. Students are required to take the examinations for the courses in which they a·re enrolled.

No examinations are administered prior to the regul•a1rly scheduled examination . All student requests for examinations to be administe·r ed at a later date must be filed in the Dean of Students' office.

Grading The awarding of grades to students is the responsibility of the instructor of the course in which the student is registered. Once awarded, grades may not be changed except where evidence is presented that a clerical error has been made. Upon the presentation of facts of the sHuation, the President of the College may authorize a change in grades.

Repeating a Course Students ,a re not permitted to repeat courses in which a grade o.f C or higher was ·rece·i ved unless a long period o.f time has elapsed or some other special circumstance should indicate otherwise. A petition to the Scholarship Committee is required for exceptions.

The original grade remains on the student's pe·rmanent record. When a course is repeated in which a D was previous·ly earned, no furthe·r units completed a ·re given. Units ,attempte·d and grade points are recorded and these are computed as part o·f the grade point average (G.P.A.). The student who repeats a course in which an F was the prior grade and who earns a D or higher, will be credited with units attemptec{ units completed and grade points.

Since 'a grade of W carries no penalty, repeatin g the course presents no special conditions.

It should be noted that repeating a course will not cause grades previously earned to be removed from the record.

Removal of Incomplete Only those students who miss the final examination because of illness or who have petitions granted to take late examinations am eligible to receive incomplete grades.

A course in which an incomplete grade has been received must be made up by the end of the next qumter following the one in which the incomplete was given. Students who have been out o.f college for all or part of that quarter may present evidence to support a request for an exten·s ion of the time limit.

Upon formal notification in writing by the instructo.r, the incomplete is removed and the grade earned is substituted on the permanent record.

Unless the Admissions Office is notified by the instructor by the end of the next quarter, the grade o·f i·ncomplete shall become an F. Re-enrollment in the same co·urse does not constitute a means to remove an incomplete·.

Attendance To derive the greate·st benefit from a course, students are expected to attend dasses regula•rly. lnstructo·r s may drop a student from a class when his cumulative absences equa·I twice the weekly hours of a given class. Students so dropped will be notified by the college.

In exceptional cas·e s, a student may petition the admissions committee for readmiss•i on. A student making such an appeal may, with the permission of the instructor, rema•in in class until the decision is reached. The committee will make a recommendation to the instructor after considering such an appeal.

Mid-Term Grade Reports Mid-term grades shall be repo·rted to each student approx·imate·ly midway in each quarter in accordance with the following procedure: 1. Grades will reflect course achievement for the first six weeks of each quarter.

2. Mid-term examinations may be administered no later than Wednesday of the sixth week, and grades will be reported by instructors to the records office on Monday of the seventh week.

Withdrawal from College A student must see •a counse·l or and complete the necessary records in the Dean of Students' office before withdrawing from college. The completed form must be signed by his counselor and returned befo.r e enough absence ha·s accrued to result in disqualification for nonattendance.

An unauthorized withdraw wHI result in a grade of F for all courses being unde·rtaken.

Individual courses may be dropped •a t any time before the official drop date without penalty, provided official notice has been given to the Admiss·i ons Office.

After the last published drop date, the student will receive a W if the academic work is satisfactory, or •F if the academic work is unsatisfacto·ry.

A student may not withdraw from a class beyond 1he date indicated ir. the college calenda·r. Exceptions to the drop dates apply to students who are dismissed and/or disqualHled for nonattendance.

Withdrawal from a Course A student shou ld normally consult with his counselor before deciding to withdraw from a course. The counselor is often able to provide perspective by suggesting ahernatives or consequences. Sometimes interaction of this kind permits a student to more fully understand his behaviors in school settings.

The next st ep is to discuss the possibility of withdrawal with the instructor of the course. He may be able to correct misunderstandings about the quality of performance, grade status, or future assignments. He may be able to explain a concept in a different way, suggest a·d ditiona·I reading, or direct the student to a qualified tuto·r. Should withdrawal from the course remain the preferred decision, conditions stated in the section entitled Withdraw from College will apply.

Use of Tape Recorders Students are not permitted to make tape recordings in class or in any campus meetings wHhout the express a'Pproval of the instructor or instructors involved.

Emergency Leave A student aibsent fo·r short pe·r iods of time for medical reasons (illness or doctor's or dentist's appointment) must sign the "Absence fo.r Illness" sheet in each class upon his return to class.

Students who must be absent from any class or dasses for one week or longer are reqvired to request emergency leave from the Admissions Office.

Students sho·uld repo·rt to the Admissions Office for a clearance befo·re returning to classes.

If medical or personal emergency requ ires absence of as much as two w eeks, it will be necessary for the student to consult with his counselor before returning to classes.

Honors A student who achieves outstanding scholarship in any quarter will be eligible for the honor o·f being p la·c ed on the President's List. Continued scholarship can culminate in graduation with honors, and upon recommendation by the Scholarship Committee, the student will receive such recognition at the time of his graduation.

Secret Organi~ations Sororities and frate·rnities and other secret organiz.ations are banned under the Education Code o·f the State of California. It is the policy of the College to dismiss students who violate this law.

Academic Probation l . Transfer student The student who transfers from another college shall be placed on probation during his first quarter if his G.P.A. * on all units previously attempted in any junior college, college, or university is less than 2 .0 or if his status was probation or disqualifica·t ion at the college previously attended. If his status at college of last attendance was disqualification, he shall not be eligible to enroll until two quarters have elapsed following the disqualification; upon successfully petitioning for admission, he shall be admitted in the status: "Academic Probation - Subject to D·i squalifi caNon".

2. Full-time Student A full-time student (12 units or more) who earns a G.P.A. during the quarter immediately preceding which is less than 2 .0 shall be placed on probation.

3. Part-time student A pa·rt-time student shall be placed on probation: A. Upon comple1tion of a total of 18 quarter units with a G.P.A. which is less than 2.0.

B. At the end of any quarte r in which his G.P.A. falls below 1.75.

4. Non-high school graduate A person who is not a high school gradu•a te and who enrolls for more than seven units sha•ll be placed on probation during his first quarter of attendance.

5. Notification A student on probation shall be immediately notified of his status.

6 . Counseling Each student who is on probation shall be provided with individual counseling which shall a •t tempt to dete·rmine the cause 0 f his below-average performance. Steps to prevent recurrence of below-average work might include group counseling, furthe·r aptitude and/or interest assessment, a change of objective or other regulation of his program, or greater diligence on the part o·f the student.

8. Clearing probation A student shall be removed from probationary status when his overall G. P.A. reache¡s 2.0 or above.

Disqualification 1. Conditions A. A student whose G.P.A. is less than 1.75 in each of three consecutive quarters shall be disquaHfied.

B. A student whose G ..P.A. is below 1.0 in each of two consecutive quarters shall be disqualified.

2. Notification A student whose G.P.A. is less than 1.75 in any given quarter shall have his permanent record stamped "Academic Probation - Subject to DisquaHfication". He shall be 'informed about the possibility of disqualification; necessary steps to prevent its occurrence shall be suggested.

3. Reinstatement Any student who has been disqualified shall remain out of college for a minimum of two qu,arters unless he meets one of the exceptions listed below. After two qua,rters have elapsed, the student may petition to be readmitted in the status "Academic Probation - Subject to Disqualification" .

4. Board-adopted exceptions

A student may be exempted from the conditions for disqualification provided: A. He has suffered extreme¡ physical o,r emotional hardship and has recovered sufficiently.

B. He selects a different ma,jor which is more appropriate to his interests and abilities.
