LETTER FROM THE PRESIDENT In my years volunteering in ag advocacy, I’ve learned that elections make all the difference. Most folks don’t have the opportunity to go to Columbus or Washington, D.C., to advocate on behalf of our industry. But every single person has the right to vote and make their voice heard. Elections are probably the fastest way to let our policymakers know how we’re feeling.

As people in the ag industry, we know perhaps better than most that all elections matter, right down to township trustees and school board members. While this Election Guide won’t cover those local races, we hope the information contained in these pages helps you make an informed decision at the voting booth and choose candidates who will do the most good for your operations. We asked candidates three questions to help Ohio’s farmers better understand their top priorities and positions on agriculture issues.

What do you see as the greatest opportunity for Ohio's soybean industry during the term of the next governor, and, if elected, how would you provide leadership to help producers capitalize on that opportunity?

Soybeans are Ohio’s top agricultural product, but we can do more to increase the market for soybeans here within the state. Biotechnology and biomanufacturing are turning soybeans into biodiesel, lubricants, and commercial products. Ohio should lead the country in this, and as governor, I will fight to ensure we do.

As governor, I will support R&D that expands soy markets, and I’ll fund infrastructure that allows for more biotechnology processing and transportation so Ohio leads in innovation. Ohio has the opportunity to be at the forefront of one such innovation – with soy-based firefighting foam. I will direct the State Fire Marshal to expedite a review of this technology for implementation.

I will also support markets and processing facilities that create aviation fuel made from Ohio soybeans and direct the Ohio Department of Agriculture and the Department of Development to pursue new markets. And since livestock feed is a top use for soybean meal in Ohio, I will also work with livestock producers to explore more market opportunities for soybean producers.

What are your priorities for protecting farmers' private property rights while addressing public economic development needs?

Ohio's farmland is part of who we are, and we have to protect it. Growth is necessary – in the areas of housing, energy, and capacity for emerging technologies – but it has to be done responsibly.

I support a conditional moratorium on data centers to ensure they cover one hundred percent of their utility costs, exclusively build with union labor, operate with full transparency, support the needs of local communities, live by Ohio’s environmental standards, and bring jobs to former industrial areas that have been left behind. If companies coming into Ohio cannot meet our conditions, they cannot do business in Ohio.

No company, regardless of the industry, has the right to disrupt Ohio farmland or pollute the soil and water farmers depend on. We cannot compromise the private property rights of Ohio farmers, and as governor, I will be a bulwark against private interests that want to disrupt Ohio agriculture. Ohio's agricultural communities deserve a seat at the table when these decisions are made, and as governor, I'll make sure they have one.

What steps would you take to ensure Ohio remains competitive with neighboring states in attracting and retaining agricultural-related businesses?

First, I support protecting the CAUV so farmland is taxed on its agricultural value, not its development value. I’ll also rein in tax incentives that convert productive farmland for commercial purposes, and I’ll support the use of soy for biodiesel and aviation fuels.

Second, I’ll invest in the agriculture workforce and opportunities for next generation farmers. My approach includes supporting career tech education and agriculture education programs to build a pipeline of young people in Ohio agriculture.

Ohio is blessed to have two land-grant universities. Ohio State University is a leader in agricultural research, particularly in soy, and it’s essential for our state’s competitiveness. I’ll ensure these institutions continue to contribute to our agriculture pipeline. I support strengthening succession planning, and I'll protect agricultural easement programs and the Beginning Farmer Tax Credit Program.

Third, I’ll fight for a fair and predictable regulatory environment for Ohio farmers. Regulations should be science-based, developed with farmers at the table, and applied equitably across all industries.

What do you see as the greatest opportunity for Ohio's soybean industry over the next few years, and, if elected, how would you provide leadership to help producers capitalize on that opportunity?

Ohio has the opportunity to become a state that is not just a leading producer of soybeans, but also a leading innovator in what soybeans can become. Already, Ohio is home to research seeking to develop and commercialize new soy-based products for fuels, industrial materials, and other uses. Those innovations create new markets for farmers and new jobs here at home.

As governor, my focus will be on creating the conditions for these innovations to scale here in our state. I will eliminate the state income tax, starting by eliminating the capital gains tax so new investment comes into Ohio naturally. I will also tackle regulatory barriers, especially by eliminating unnecessary silos that keep Ohio's universities, farmers, and private industry separated. My administration will also work to ensure state procurement rules do not arbitrarily exclude competitive bio-based products.

The net effect of this policy goal is simple: every bushel grown in Ohio will be able to create even more value for our farmers and our economy at large.

What are your priorities for protecting farmers' private property rights while addressing public economic development needs?

Too often, I hear the contrast between supposedly competing goals. In agricultural policy, this often takes the form of debating water quality or food production; developing our economy or protecting our farmland. I reject the notion that these goals are incompatible. In fact, we can grow our economy without treating productive farmland as the default site for every new project.

I will direct new economic development by prioritizing abandoned industrial sites and underused land near existing infrastructure and population centers. That also happens to be where the roads, utilities, and a ready workforce already exist. Our state government should help

remove barriers to redeveloping those sites instead of using subsidies or eminent domain to make farmland the path of least resistance. At the same time, landowners must remain free to make decisions about their property, and government shouldn't override those rights for private economic development.

Smart growth means attracting investment while preserving the land that sustains this natural advantage of ours.

What steps would you take to ensure Ohio remains competitive with neighboring states in attracting and retaining agricultural-related businesses?

Agriculture is Ohio’s oldest and largest industry, and productive farmland is a finite asset. As governor, it will be my job to make Ohio the best state to grow crops, process food, and invest in agriculture.

There are a few basic fundamentals that will set us up for success.

Lowering taxes, making electricity more affordable and reliable, and growing a skilled workforce are three essential ingredients. Ohio must also ensure a regulatory system that moves at the speed of business, not the pace of bureaucracy.

We should also compete more aggressively for agricultural value-added investment. Ohio should be attracting more food manufacturers, soybean processors, bio-based manufacturers, and agricultural technology companies that create jobs while giving our farmers larger and more diverse markets close to home.

If we get these policies right, businesses will choose Ohio because it will be the best place for agricultural operations, including soybean farmers, to operate.

What do you see as the greatest opportunity for Ohio's soybean industry over the next few years, and, if elected, how would you provide leadership to help producers capitalize on that opportunity?

My approach to agriculture policy is grounded in expanding market access, strengthening the long-term viability of family farms across Ohio, and ensuring rural communities have the tools they need to thrive.

The greatest opportunity I see for Ohio’s soybean industry is the farmer-driven innovation that continues to develop new markets for our rural economy. The recent steps taken by Washington to provide clarity on the 45Z clean fuel production credit has helped to support that innovation, and I was proud to join a letter to the Department of Energy, the Department of Agriculture, and the Treasury Department to encourage the federal government to reward our farmers for a wide array of on-farm conservation and regenerative practices that put family farmers first.

This production credit will give farmers access to important markets to sustain operations and thrive, and these steps to provide certainty at each step of the supply chain are critical to supporting the development of these markets. I will continue working to ensure that Ohio’s farmers have the market access that they rely on to support their families and our state’s economy.

How do you evaluate the need for regulation within the agriculture industry?

Preserving Ohio’s farmers’ right to manage their land how they see fit is critical to supporting a thriving farm economy. In the U.S. Senate, I continue fighting for policies that allow them to do just that. In my role on the Senate Environment and Public Works (EPW) Committee, I continue to focus on addressing America’s broken permitting system that impacts Ohio’s farmers, ranchers, and our rural economy.

I introduced the Water Authority and Timely Environmental Review (WATER) Act of 2025 to streamline the permitting process for water projects and provide much-needed regulatory certainty for Ohio’s farmers. I also

continue to engage U.S. Environmental Protection Agency on a revision of the definition of Waters of the United States to give farmers clear and predictable rules to comply with the Clean Water Act. Ohio’s operations, not slowing it down over harmful regulations. I’ll continue fighting for policies that allow Ohio’s farmers to thrive without the government standing in the way of what is best for their operations and their families.

We face fierce competition in a global marketplace. What role do you see the federal government playing in increasing U.S. agriculture’s competitiveness in a global market?

Ohio’s farmers produce billions of dollars in agricultural products each year, serving as the backbone of our state’s economy. I am proud to support policies in the U.S. Senate that strengthen domestic markets and help ensure the global markets Ohio farmers rely on remain open.

The federal government plays an important role in helping American agriculture compete internationally, and the Working Families Tax Cuts Act supports export-promotion programs that help Ohio commodities reach consumers abroad. Mexico and Canada are vital trading partners for Ohio farmers, and I remain committed to protecting producers’ access to these important export markets.

One of my trade priorities is advocating for a thoughtful USMCA reauthorization, continuing certainty and opportunity for Ohio agricultural producers who help feed the world. I was proud to join my colleagues in sending a bipartisan letter to U.S. Trade Representative Jamieson Greer highlighting USMCA’s positive impact on Ohio agriculture and encouraging continued engagement with farmers and ranchers.

What do you see as the greatest opportunity for Ohio's soybean industry over the next few years, and, if elected, how would you provide leadership to help producers capitalize on that opportunity?

I see the growing biofuels market and biotechnology industry as the greatest opportunity for Ohio’s soybean industry. As Senator, I will continue to promote these efforts.

The best way to support domestic biomass-based biofuels is by implementing a strong Renewable Fuel Standard (RFS) and promoting smarter tax policies. I was encouraged by the recent announcement of the highest level of Renewable Volume Obligations (RVOs) in the history of the program. I support maintaining high RVOs and eventually increasing them over time.

In the Senate, I led the Sustainable Skies Act, which promotes and provides tax incentives for the development of Sustainable Aviation Fuel (SAF). The Sustainable Skies Act passed into law and became a driving component of the 45Z biofuels production tax credit.

Our tax laws should not subsidize the use of foreign oils and fats in place of American soybeans. I worked with Senator Marshall (R-KS) and introduced the Farmers First Fuels Act, which stipulated that the biofuels tax credit (45Z) applied only to biofuels produced using American feedstock.

We must continue to support policies that create new market opportunities in the emerging biotech economy. I was lead sponsor of the Renewable Chemicals Act to incentivize the domestic production of biochemicals made from renewable biomass rather than petroleum. I support smart tax incentives like this as well as investments in research and supply chain infrastructure development that make it possible to bring to market new innovative biobased products.

How do you evaluate the need for regulation within the agriculture industry?

Regulation within the agriculture industry is a balancing act. All

Ohioans want clear air and clean water. This is particularly true for farmers – the people who depend on and work the land.

That is why I have long supported commonsense regulations that work with and not against farmers. Farmers are the original environmentalists, and government policies and programs should support farmers by helping promote best practices that keep runoff out of Lake Erie and the rivers and streams of Ohio.

Successful regulations must be shaped in collaboration with the farmers they will impact. One farmer already may have to deal with FSA, NRCS, Farm Credit, and the EPA just to apply for and comply with all eligible programs and laws. We must ensure federal programs are as responsive and flexible as the farmers using them. And this means that federal regulations – not state regulations or ballot initiatives – should form the foundation of American agricultural policies. Fifty states seeking to impose 50 different policies on the American farmer is a recipe for chaos. It undermines expectations and does nothing but confuse farmers.

Commonsense regulations that are based upon farmer input and provide clarity, certainty, and ease of compliance should form the basis of regulation within the agriculture industry.

We face fierce competition in a global marketplace. What role do you see the federal government playing in increasing U.S. agriculture’s competitiveness in a global market?

First, the federal government must stop making things worse. Our soybean markets at home and abroad are being threatened. Inflation in diesel, fertilizers and equipment costs is squeezing farmers across the country.

China is building ties with Brazilian growers and Argentinian beef is coming into the United States – threatening foreign and domestic markets. We should be making sure that we are not losing global market share and should support increased domestic beef production.

Second, smart trade policy should promote both development of new foreign markets and increased access to existing ones. Foreign market

SHERROD BROWN development and market access programs mean people around the world are buying food grown and processed in Ohio. We must continue to fund USDA’s market access and development programs. These programs are essential to helping farmers pivot away from China and compete with countries like Brazil and Argentina that are trying to replace American producers.

Finally, as we all know, our farmers have to compete with nations and corporations that don't always play by the rules. When farmers face corporate consolidation, unfair foreign subsidies, or foreign trade barriers, they need the government to help advance fair and competitive markets at home and abroad. Fair and open markets are just as critical for inputs as exports. Smart government policy must address both.

KEITH FABER

Republican - keithfaber.org Keith Faber is the Republican candidate for Ohio Attorney General and currently serves as Ohio’s 33rd Auditor of State. A graduate of Oakland University and The Ohio State University Moritz College of Law, Faber has spent more than two decades in public service and private legal practice, including service in the Ohio House and Senate and as President of the Ohio Senate. Throughout his career, he has focused on government accountability, fiscal responsibility, transparency, and protecting taxpayer dollars.

Faber has some experience with agriculture policy during his tenure representing rural and agricultural communities in western Ohio, including Mercer County and surrounding farm regions. Faber’s campaign has been focused on accountability, fraud, taxpayer protection, Medicaid oversight, and law enforcement.

JOHN KULEWICZ Democrat - john4ohioag.com John Kulewicz is the Democratic candidate for Ohio Attorney General and an Ohio attorney with a long career in litigation and public service. A Columbus native, Kulewicz earned his bachelor’s degree in American history from The Ohio State University and his law degree from Yale Law School, where he served as an editor of the Yale Law Journal. He spent 44 years with the Columbus-based law firm Vorys, Sater, Seymour and Pease LLP, arguing cases in courts throughout Ohio and before the Supreme Court of the United States. He has also served on Upper Arlington City Council since 2020.

Kulewicz does not appear to have specific agriculture-policy experience, but his legal and public-service background could be relevant to the industry. His campaign has emphasized visiting all 88 Ohio counties and listening to concerns from families and communities across the state, including rural areas.

Libertarian - votepruss.com Tom Pruss is a Toledo native, small business owner, and Libertarian candidate for Ohio Secretary of State. He has worked in the printing industry since 1985 and has owned and operated NorthCoast Print Mail Marketing since 2017. His previous campaigns include runs for Ohio’s 9th Congressional District, Toledo School Board, and Lucas County Clerk of Courts. In the Secretary of State race, Pruss has emphasized fair ballot access, transparent elections, secure voting systems, equal treatment for candidates, and a more efficient business-filing process.

Allison Russo is the Democratic nominee for Ohio Secretary of State and a former Ohio House minority leader. Her legislative background gives her experience with statewide policy debates affecting rural communities, including public finance, infrastructure, health care access, and economic issues. Allison Russo’s public and professional career has focused primarily on health policy, public health, and healthcare access and government transparency. Russo’s campaign focuses on issues related to voting access, ballot language transparency, and the administration of elections in the state.

Republican - spragueforohio.com Robert Sprague is the Republican nominee and has served as Ohio treasurer since 2019 after representing northwest Ohio in the state legislature. His public career has focused on state finance, economic development, and programs affecting small businesses and local communities, including areas of the state where farming and agribusiness are central to the economy. As treasurer, he has worked on financial tools such as the AgLink program, giving him a practical policy background with agricultural business finance issues. The central focus of Robert Sprague’s campaign for Ohio Secretary of State is election integrity and voter security measures.

Annette Blackwell has served as the Mayor of Maple Heights and has professional background experience in corporate finance, real estate tax, and commercial banking. During her tenure as mayor and city safety director, she is credited with leading Maple Heights out of a severe "fiscal emergency" status. Her financial turnaround plans earned the city multiple consecutive "Clean Audit" awards from the state. Blackwell’s campaign highlights her financial management experience. Her platform focuses on addressing corruption, protecting public tax dollars, and working with local municipalities.

FRANK LAROSE

Republican - franklarose.com First elected in 2018 and re-elected in 2022, Frank LaRose currently serves as Ohio’s chief elections officer and oversees business filings as Secretary of State. His tenure has focused on expanding cybersecurity and modernizing voting systems. Before his statewide office, he served two terms representing the 27th Ohio Senate District, covering parts of Stark, Summit, and Wayne counties.

LaRose also served in the Army as a Green Beret. His platform emphasizes government transparency, efficiency, and accountability across public entities.

Key initiatives include focusing on performance audits and combating fraud, waste, and corruption in public agencies.

Republican - edwardsforohio.com Jay Edwards is a businessman from Southeast Ohio who formerly served as a Republican member of the Ohio House of Representatives, representing the 94th District from 2017 to 2025. Edwards was chairman of the House Finance Committee and regularly worked on policy impacting agriculture, including financial assistance for farmers suffering from the impact of severe drought in 2024. Jay Edwards’ campaign for Ohio Treasurer focuses primarily on fiscal responsibility, economic growth, protecting taxpayer dollars, and championing the needs of working-class families and small businesses.

The core focus of Walsh’s campaign for Treasurer is strategic community investment, neighborhood revitalization, and strict financial stewardship. Walsh centers his platform on using the state's financial power to uplift everyday residents rather than special interests.

Greg Landsman, born in Cincinnati, Ohio, currently resides in the Mt. Washington neighborhood of Cincinnati. He received his bachelor’s degree in economics and political science from Ohio University in 1999. In 2004, he earned a master’s degree from Harvard University, where he studied theological studies, religion, and public policy. He has worked as a public school teacher and served as Governor Strickland's Director of FaithBased and Community Initiatives. On the campaign trail, Landsman is focused on lowering costs for families, investing in job training and small businesses, and increasing public school funding and teachers' pay.

ERIC CONROY

Republican - ericconroy.com Eric Conroy was raised on the West Side of Cincinnati in a fourgeneration blue-collar family and graduated from Elder High School. He attended the U.S. Air Force Academy, where he completed his bachelor’s degree in 2011. He served in the U.S. Air Force from 2011 until 2018. In 2025, he earned his MPA from Columbia University. After the Air Force, he worked in the CIA as a Case Officer. On the campaign trail, Conroy is focused on pro-growth policies to support jobs and the economy, border security, and transportation and infrastructure investments.

NATHAN WEISE

Libertarian - weiseforcongress.com Nathan Weise was born and raised in Cincinnati. He graduated from the University of Cincinnati with a bachelor's degree in Organizational Leadership and an MPA from Grand Canyon University.

On the campaign trail, Weise is focused on government fiscal responsibility to address the cost of living, a complete overhaul of the current U.S. immigration system, and prohibiting government mass surveillance.

Republican - davetaylorforcongress.com Dave Taylor is a current member of the U.S. House of Representatives serving Ohio’s 2nd Congressional District. He has been in this position since 2025. Taylor, who was raised in Clermont County, graduated with a bachelor’s degree from Miami University in 1992. He later attended the University of Dayton School of Law, where he obtained his law degree.

Taylor has experience in both law and business, having worked as an attorney and assistant attorney for Clermont County, as well as well as taking over his family business. Taylor currently serves on the U.S. House Agriculture Committee and has a focus on agriculture policy. On the campaign trail, Taylor is focused on U.S. made energy such as nuclear energy, securing the border, supporting the 2nd Amendment, and supporting the U.S. economy with new job and business creation.

JENNIFER MAZZUCKELLI Democrat - jen4oh2.com

Jen Mazzuckelli grew up in Jacksonville, IL and Clermont County, OH where she graduated from Glen Este High School. She studied at both Illinois College where she received her bachelor’s degree in English and Miami University where she earned a master’s in teaching. She has experience as a High School English Teacher and Human Resource Assistant among other roles. On the campaign trail, Mazzuckelli is focused on substance abuse and recovery support, cost of living, and gender-based violence policy that supports survivors.

Democrat - beattyforcongress.com Joyce Beatty is a current member of the U.S. House of Representatives, serving Ohio’s 3rd Congressional District. She earned her BA from Central State University, her Master of Science from Wright State University, and completed all requirements but her dissertation for a doctorate at the University of Cincinnati. She has been awarded honorary doctorate degrees from Central State University and Ohio Dominican University, as well as an honorary Juris Doctor from Capital University Law School. Beatty was Senior Vice President of Outreach and Engagement at The Ohio State University and served in the Ohio House of Representatives. She is also a small business owner. On the campaign trail, Beatty is focused on investments in public schools, strengthening the Affordable Care Act, and the economy, including workforce training and advocating for livable wages.

Cleophus Dulaney grew up in Birmingham, Alabama but now resides in Ohio’s 3rd Congressional District. On the campaign trail, Dulaney is focused on the cost of living, job creation and small business investment, and protecting democracy.

Born and raised in Troy, OH, Jordan earned his bachelor’s degree from the University of Wisconsin, his master’s from The Ohio State University, and his law degree from Capital University. He previously served in both the Ohio House of Representatives and the Ohio Senate. On the campaign trail, Jordan is focused on government reform and spending, securing the border, and national security and defense.

JOSHUA KOLASINSKI Democrat - joshuaforohio.com Joshua Kolasinski was raised in Delaware, OH. He earned his associate degree from Owens Community College and a bachelor's degree from Siena Heights University. He runs a small business that installs, tests, and repairs medical equipment. On the campaign trail, Kolasinski is focused on government accountability and transparency, economic opportunity for working people, healthcare reform, and mental health and infrastructure investment. He specifically lists “A Farm Bill that works for farmers” as his top legislative goal.

TRACEY TACKETT

Independent - traceytackett.org Tracey Tackett earned her bachelor’s degree in Organizational Leadership from Wittenberg University and her MPA from The Ohio State University.

She is currently a small business owner in the Springfield community and Assistant Mayor of the City of Springfield. On the campaign trail, Tackett is focused on addressing healthcare prices, supporting working families and small businesses, and providing resources to local governments.

Incumbent Republican lattaforcongress.com Bob Latta is a current member of the U.S. House of Representatives serving Ohio’s 5th Congressional District.

Born and raised in Bluffton, OH, Latta earned his bachelor’s degree from Bowling Green State University and his J.D. from the University of Toledo. He worked in private practice as an attorney before serving in the Ohio General Assembly. On the campaign trail, Latta is focused on border security, tax relief, and domestic energy production. Latta has been a strong supporter of agriculture, most specifically introducing legislation addressing precision agriculture practices.
